levee FEMA certificationCADDO LEVEE DISTRICT, LOUISIANAFNI performed FEMA certification and FEMA coordination activities for about 90 miles of levees within Caddo Levee District.Project Highlight:

Operations Assessment for Fort Bend County Levee Improvement District (LID) #2FNI reviewed the LID’s policies and procedures for levee operations and made recommendations for compliance with the USACE Levee Owners Manual, customizing issues to the District’s needs and looking for efficiencies.

The Operations Assessment included the following:

Performing an audit of existing records for completeness and relevance to current needs and operations

Reviewing documentation of operations for roles and responsibilities, facility maps, existing inspection reports

Providing for a cursory inspection of existing facilities

Identifying and classifying issues of concern

Assisting Fort Bend LID #2 in effectively managing risks and reducing consequences

FNI’s report detailed how the LID’s existing policies, procedures and practices compare to standard and accepted levee operations – including emergency procedures. FNI evaluated existing practices and management structure for current needs. The team used USACE and FEMA regulations and guidelines as benchmarks in the process.
