Introduction
This standard was elaborated by the technical committee of preparing the concrete and liaisonmaterials standards, and it is and updating of the Libyan standard specifications № (340/97)related to Portland cement, the Libyan Standard specifications № (470/2002) related toconstruction Portland cement and Libyan Standard specifications № (22/1972) related to whitePortland cement, and it shall replace the stated specifications.
These standard specifications were approved by virtue of the decision of the president of highcommittee of the Libyan National Center for Standardization and Metrology № 1/2009.

1. Field
These specifications determine the standard conditions which shall be in the different types of
the Portland cement more general and used.
2. Identification*
2.1. Portland Cement
Portland cement resulted from grinding of clinker, some principal compounds stated in
the table № (1) and raw plaster with little filling** additives. The Portland cement clinker
may be obtained by burning the limy and muddy materials with some other additives
with specific percentages at a suitable temperature. The Portland cement has a good
cohesion after a period by adding the water to it then it going solid due to its reaction
with water either it was on the air or in the water.
When manufacturing the Portland cement the addition ratios shall be observed as
stated in table № (1).
2.2. Principal additivesAdditives of inorganic materials which product a cement of type (II) according to the
principal calcification stated in table № (1).
2.3. Secondary additives (filling)
They are natural inorganic or industrial materials which may have hydraulic
characteristics to improve the cement physical characteristics and after good
preparation thereof, they are generally composed of gypsum and inorganic materials which shall not exceed 5 %.
3. Types of Portland cement
Refer to table (1) which states clearly the types of Portland cement.

4. Other types
The article № (3) covers all Portland cement types more general, in case of use a type
not stated in article № (3) refer to the Libyan National Center for Standardization and
Metrology in this respect.
5. Standard conditions
5.1. Physical and mechanical standard conditions of Portland cement
All types of cement stated in article № (3) shall fulfill the physical and mechanical
standard conditions stated in the table № (2).
5.2. Chemical standard conditions of Portland cement
All types of cement stated in article № (3) shall fulfill the chemical standard conditionsstated in the table № (3).

6. Quality control
6.1. The manufacturer shall ensure that the produced cement is in compliance with the
specifications mentioned herein.
6.2. The competent authority shall have the right to take random samples from the
produced cement, during sudden or routine visits to the manufacturers, in order to
ensure their conformity with the standards conditions herein.
6.3. When releasing a controlled cement shipment before completion of compressive
strength test (28 days), and the required chemical, physical and mechanical tests were
done according to this standard, it is allowed to permit it if realized the following:
6.4.1. The chemical, physical and mechanical tests shall be executed according to the
specifications approved by the center.
6.4.2. The physical tests results (setting and expansion time) shall be conform to the
conditions stipulated herein.
6.4.3. The compressive strength test result at two days or seven days (as case) shall be
conform to the conditions stipulated herein.
7. Packing and illustrative information
7.1. Cement will be packed in bags conforming to the standards specifications in which the
capacity of each bag (50 ± 1 kg) or any other capacity will agree upon between the
seller and buyer provided that the difference in weight (± 2 %). All bags should have
the following details:
7.1.1. A phrase showing that it’s Portland cement with its type and specification number.

7.1.2. Net weight by kilogram
7.1.3. Manufacturer name and his trademark and address.
7.1.4 Manufacturing country name
7.2. The cement can be delivered bulk in tanks on special trucks for that purpose attached
with a certificate showing that it’s Portland cement with its type and specification, new
weight, Manufacturer name, his address, delivery date and truck or trailer number.
8. Factory Certificate
The factory shall present, upon demand, a certificate stating that the produced cement is
conforming to mentioned requirements in these specifications illustrating cement type and the
tests results.
9. Methods of taking samples:
By checking the cement conformation of the mentioned standard conditions in this
specification, the samples will be taken by following steps:
9.1. The samples will be taken within a period not more than seven days from the cement
delivery date and kept in clean, dry, close and anti-humidity and air.
9.2. One sample will be taken for each shipment; the shipment weight should not be more
100 Tons. If it’s more than this limit, it will be divided into several shipments, the weight
of each one not more than 100 Tons.
9.3. The sample weight will be 20 kg and will be formed by collecting twelve secondary
samples at least will be taken from separate places from each shipment. The
secondary samples of the bagged cement will be taken by using special tube for that
purpose as in figure (1). Also, it will be taken from various depths from the bulk cement

not more than two meters by using pierced tube as per figure (2). Moreover, the
samples will be taken from the bulk cement during shipping or discharging by taking
random samples on separate periods.
9.4. The samples will be mingled well then divided into four equal divides. Each division
shall preserved in clean, dry, close and anti-humidity and air, then it should be
numbered and dated then signed by the sample collector or by the concerned
authorities. Then, the four samples will be distributed between the seller, buyer, and
the laboratory and the fourth sample will be kept at the control concerned authority.
10. Refusing shipments
The shipment will be rejected in case of its no conformation to any of the mentioned
conditions in this specification. The rejection will be after making sure of its no
conformation with making the required tests. These tests will be done by two neutral
laboratories at least.
11. Storing
11.1 The bagged cement should be stored in anti-humidity warehouses. Moreover, the
various shipments should be ordered in regular rows not more than eight bags high in
order to be easy to reach each shipment easily. The shipments drawings should be
done regularly when used according to its arrival order to the warehouse.
11/2 The bulk cement should be stored at prepared silos for that purpose and conformingthe related specifications.
