As ERO têm um potencial muito significativo, mas são uma aposta
de longo prazo que requer um esforço contínuo.
Portugal tem mantido atividade significativa nas ERO, mas com
flutuações no empenho, sobretudo a nível legislativo, mas também
de investimento público e privado.
O projeto OTEO trás contribuições importantes a nível de:
o Caracterização do estado da arte da tecnologia e mercado
o Identificação das oportunidades
o Caracterização das competências nacionais
o Desenvolvimento duma estratégia nacional
CONCLUSÕES

A estratégia nacional deve assentar:
o Na atração de investimento nacional e estrangeiro através de:
• Tarifa atrativa e clara
• Licenciamento simplificado e claro
• Identificação de áreas para parques de ERO
• Acesso a dados relevantes nas áreas para ERO.
o No apoio a cadeia de fornecimento baseada na
especialização, know-how e conhecimento focada nas
componentes e serviços de maior valor acrescentado
o Numa participação europeia e internacional ativa
.
