ChurchillCountySchoolDistrictstawillwelcomeanestimated4,200studentsbacktoourschoolssoon.Wearededicatedto
ensuringthatourschoolsprovidethehighestqualitypubliceducationorallstudents.Wehavebeenbusythissummergettingouracilitiesandprogramsinorderorameaningulandproductive2009-2010schoolyear.Weareplanningtocompleteourselectionprocessorafrmtocompleteaproessionalacilitiesconditionassessmentinthenearutureaswepreparetomakemajorupgradesinourschoolacilities.
Ourhighlytrainedandcaringstahasbeenbusygettingreadyorthestudentsreturntotheirclassroomasweworktogetherto:

Helpingchildrenstayhealthy.CCSDiskeepingaclosereyeonwhatstudentsareeatinginthelunchroom,cuttingbacktheamountosugarysodasinschoolvendingmachinesandbroadeningathleticprograms.WeareenteringourourthyearoimplementingaWellnessPolicythatmeetsstateandnationalexpectations.
Managingastudentbodythatismorediversethanever.CCSDisservingmorestudentsandparentsromavarietyobackgrounds,somespeakEnglishasasecondlanguageandareunamiliar.Theincreasesinracialandculturaldiversityprovideanopportunitytohelpstudentsacceptandappreciateculturaldierencesandequipstudentstosucceedinourever-changing,complexandincreasinglyglobalsociety.

EveryOneisAlwaysLearning,isthemissionstatementortheChurchillCountySchoolDistrict.ThisstatementgoesarbeyondjustthestudentsoChurchillCountySchoolDistrict.Wearecommittedtoprovidingthesamehighqualityoproessionaldevelopmentorourlicensedandclassifedstamembers.Classroomsuccesscanbedirectlyattributedtothehighqualityoinstructionprovidedtoourlicensedandclassifedstasaswell.
ChurchillCountySchoolDistrictisveryuniquecomparedtootherschooldistrictsinNevada.Firstandoremostisouractualschoolandcommunitysize.Ourstudentpopulationislargeenoughorustobranchointoseveraldierentareasotheinstructionalprocessandprovideawiderangeolearningenvironmentsorourstudentsandyetsmallenoughtoprovidethebestteachertostudentteachingandlearningratiostogoalongwithapersonaltouchlostinlargerdistricts.
Secondly,ourstudenttoteacherratiohelpscreateanopportunitytoprovideinterventionopportunitiestoourstudentswhorequireadditionalassistanceinthelearningprocess.Evenintheeconomicalconditionsthatexistorpublicschoolsystemstoday,ChurchillCountycanboastointerventionopportunitiesorthosestudentswhoneedthatassistanceinmakingtheacademicchallengesacingthemtomeetNevadaGraduationRequirements.
TheChurchi llCountySchoolDistricthasbeenortunatetohavetheWesternNevadaRegionalTrainingProgramprovidingproessionaldevelopmentassistancewithourlicensedstamembers.Unortunately,withrecentstatebudgetcutsWNRTPwasorcedtobemergedwiththeNorthernNevadaRegionalTraining.NorthernNevadaRegionalTrainingwillbebasedoutoElko.
InthisBacktoSchoolinsertyouwillfndveryinormationalarticlesoryouasparentsoanyschoolagedchild.TheChurchillCountySchoolDistrictwillbeutilizingPersonalEducationPlansorstudentswhorequireadditionalocusonspecifclearningstrategiestomeettherequirementsaskedothem.ThesecondarticledealswithStudentLed
ParentConerencesthathavebeenusedatWestEndElementarySchoolandChurchillCountyJuniorHighSchool.

problemsdonotgetinthewayoyourchildslearning.Thispagewillexplaincommonproblemsandquestions

IMPORTANT IMMUNIZATION INFORMATION FOR PARENTS OF 6TH AND 7TH GRADERS!
Beginning 6/30/2008, all students must have a Tdap immunization beore starting 7th grade.
Basedona2008decisionbytheNevadalegislature,studentsentering7thgradeintheStateoNevadawillberequiredtoshowproooimmunizationagainsttetanus,diphtheriaandpertussis(Tdap)priortoschoolenrollment.
Pertussis,alsoknownaswhoopingcough,isahighlycontagiousrespiratorytractinectionthatcanoccurinplaceslikemiddleschools,wherethereiscloseinterac-
tionamonglargenumbersostudents.Althoughmostchildrenareimmunizedagainstpertussisbeoreenrollinginkindergarten,immunitywearsoovertimeandleavesadolescentsunprotected.
Thisrequirementaectsallstudentsentering7thgrade,providedatleast5yearshavepassedsincethestudentslastchildhoodtetanus-containingvaccine(Td,DTP
orDTaP).
Inaneorttoaccommodateourcommunityslimitedvaccinationresources,reminderletterswillbesenthometoparents/guardianssoonateryourstudentturns11
yearsold.
ParentsareencouragedtoreviewtheirchildsshotrecordandmakearrangementswiththeirhealthcareproviderorvaccinationpriortothebusyBacktoSchool
season.

Tocomplywithminimumstatelawrequirements,NRS392.420,visionandhearingscreeningwillbeperormedonallnewstudents,allKGand4th,7th,and10th
gradestudents,andstudentsinothergradeswhomissedscreeninginpreviousgradesorailedpreviousscreening.Also,studentsreerredbyteachers,parents,orthe
childwillbescreened.Heightandweightscreeningwillbeperormedonall4th,7thand10thgradestudents.
Scoliosisscreeningwillbeperormedonallnewstudents,all7thgradestudents,and8thgraderswhoeithermissedscreeningin7thgradeorailed7thgradescreening.
Scoliosisisaside-to-sidecurvatureothespine.Inareaswherescreeninghasalreadybeencompleted,spinalvariationshavebeendetectedinabout4to10percentotheadolescentpopulationand2percenthaverequiredactivetreatmentorcontinuedobservation.Thepurposeothisprogramistorecognizepotentialproblemsatthe
earlieststagessothattheneedortreatmentcanbedetermined.
Nurseswhohavebeengivenspecialtrainingwillconductscoliosisscreening.
Ithereisaspinalconcern,thechildwillberecheckedbytheSchoolNurse.Iurtherconsultationisrecommended,parentsostudentswillbenotifedbytheschool
nurseandwillbeaskedtoseetheirownphysicianorurtherevaluation.
Parentswithconcernsregardingthescreeningotheirchildsvisionorhearingareencouragedtocontactyourschoolsnurse.

Determiningwhetherornottosendyourchildtoschoolwhentheymaybesickcanbedifcult.Theollowingwillhelpyoutodetermineiyoushouldkeepyouchildathome:1. Iarashispresentthathasnotbeenevaluatedbyaphysician.2. Iyourchildsoraltemperatureexceeds100.4degreesFahrenheit,or1or2degrees abovethechildsnormaltemperature.Achildwithsuchaevershouldremainhomeor 24hoursaterthetemperaturereturnstonormal.
3. Iyourchildvomitsandcontinuestoexperiencenauseaand/orvomiting.4. Diarrhea5. Iyourchildcomplainsosevere,persistentpain,thesymptomsshouldbereerredtoa physicianorevaluation.6. Iyourchildshowssignsoupperrespiratoryinection(coldsymptoms)seriousenough tointererewiththechildsabilitytolearn.7. Itherearesignsoconjunctivitis(pinkeye)withmattercomingromoneorboth eyes,itching,orcrustsoneyelids;thechildshouldbeevaluatedbyaphysician.8. Ithereareopensoresthathavenotbeenevaluatedbyaphysician.9. Itherearesignsoinestationwithlice(nitsinthehair,itchyscalp),thechildshouldbe evaluatedortreatmentwithapediculocide.
Prescription Medications at SchoolThis year there have been several changes made to the Medication Administration Policy:
Themedicationmusthavebeenprescribedbyalicensedphysicianorlicensed practitioner. CCSDForm1M(availableromSchoolNurse)mustbeflledoutinentiretyandsigned bytheparent/legalguardian,prescribingphysician,andregisteredorlicensedpractical schoolnurse. Anordersignedbytheprescribingphysicianmaybeattachedtotheorminlieuo his/hersignature. Ithemedicationiscontainedinacurrentpharmacylabeledcontainer,thismayserveas writtenphysicianpermission.(TheSchoolNurseretainstherightanddiscretionto requestacompletedForm1Mtobesignedbythephysician).
Themedicationmustbecontainedinapharmacylabeledcontainer. Controlledsubstancemedicationsmustbebroughttoschoolbyaparentorresponsible adult(controlledsubstancescannolongerbebroughttoschoolbythestudent). Anychangeinthedosageothemedication,orthetimetobegivenrequiresanew writtenconsentromyourphysician. Thediscontinuationocertainmedicationcanhaveadversesideeectsonyourchild. Youmaybeaskedbytheschoolnurseorawrittenphysicianorderorphysicians notifcationtodiscontinueorrestartmedication. Medicationmustbesenttoschoolintheappropriatepharmacycontainer.School personnelwillnotgivemedicationthatissentinabaggieorenvelope.
Asthma Rescue Inhalers and Epinephrine Auto-Injectors
Theparent/legalguardianoapupilwhohasasthmaoranaphylaxismayrequestpermissionortheirchildtocarryandsel-administerasthmarescueinhalersandepinephrineauto-injectors.CCSDorm5Mwhichstatesthatthepupilisresponsibleorcarryingandcapableosel-administeringthemedication(availableromschoolnurse)mustbeflledoutinentiretyandsignedbytheparent/legalguardian,prescribingphysician,andregisteredorlicensedpracticalschoolnurse.
Non-Prescription (Over-the-Counter) Medication HighSchoolandJuniorHighSchoolstudentsarepermittedtocarryandsel-administernon-prescriptionover-the-countermedications.However,thisprivilegemayberescindediabuseoccurs.Abuseswillbedealtwithonanindividualbasis,reviewedbythesiteadministratorandschoolnurse.
Inordertoadministernon-prescriptionmedicationtoelementarystudents,the ollowingrequirementsmustbemet: CCSDForm1M(availableromtheschoolnurse)mustbeflledoutinentirety andsignedbytheparent/legalguardian,theprescribingphysicianandregisteredor licensedpracticalschool nurse. Themedicationmustbeinitsoriginalcontainer. Theschoolnursewillnotstoreover-the-countermedicationinthehealthofceor studentstosel-administerwithoutawrittenorderromaphysicianandwritten parental consent.

Accountspayableprocessespaymentstoapproximately1,200vendorsconsistingoover$29millionannuallyincludingpayrollbenefts.The2009-2010budgetincludesover$61millionincombinedresourcesexclusiveointerundtransersandincludingapproximately$17.5millioninopeningundbalances.Fundsareaccountedorin14separateunds,thebiggestbeingthegeneralund.ThegeneralundaccountsorallrevenueandexpendituresotheDistrictnotallocatedbylaworcontractualagreementtosomeotherund.Otherundsaccountorspecifcunctionsothedistrictincludingspecialeducation,oodservice,andothers.In
addition,capitalprojectsunds,includingtherolloverbondund,anddebtserviceundsaremaintainedseparately.Thedebtserviceundaccountsorthelong-termdebtothedistrict.Theadvalorem
taxescollectedordebtservice(usuallybondretirements)arecollectedandmaintainedbytheChurchillCountytreasurer.Thetreasureractsasthedistrictsfscalagentordebtservice.
Thebusinessofceisresponsibleormaintainingtheaccountsandrecordsothedistrictandmakingthoserecordsavailabletoauditeveryyear.

completedthenewexpansiontothePeppermillHotelCasinoandthenewsports
complexattheLasPosilasCollegeinLivermore,Cali.Hehasworkedonmanydierentprojectsormanydierentschooldistrictsduringhiscareer.
Themaintenanceandgroundsdepartmentincludesthecustodialteamand
groundskeepersaswellastalentedindividualswhoserviceandmaintainelectrical,
heatingandairconditioningsystems.Thedepartmentcleansandmaintainsthe
districtsmanybuildingswhichconsistoapproximately658,000squareeet,and
thegroundswhichconsistoapproximately200acres.Ouroldestschoolbuilding,
theOldHighSchool,wasbuiltin1916andournewestschools,Numaand
ChurchillCountyJuniorHighSchoolwerebuiltin1996.Districtbuildingshavean
averageageo43years.
Manyenergyconservationimprovementstothevariousbuildingswererecently
completed.TheDistrictiscurrentlyintheprocessoobtainingaacilitycondition
assessmentromanindependentthirdpartyfrm.Theassessmentwillbeusedasaoundationordeterminingtheprojectsandthepriorityorderorimprovements
tothedistrictsacilities,includingitselectricalandtechnologicalinrastructure.
Manyanticipatedprojectscannotbebegununtilschoolisovernextspringdueto
saetyandotherconcerns.TheundingortheprojectscomesromtheRollover
Bondproceeds.TheRolloverBondquestionwaspassedduringthe2008election
andwillallowthedistricttoborrowananticipated$43milliondollarsorthe
acilitiesandinrastructureoveratotaloa10yearperiod.

Education, Summer 2009). 21st Century Skills Leadership States Include: Arizona, Illinois, Iowa, Kansas, Louisiana,
Maine, Massachusetts, Nevada, New Jersey, North Carolina, South Dakota, Wisconsin and West Virginia. Nevada,
along with Illinois and Louisiana have become the latest states to join the Partnership for 21st Century Skills. In total,
13 states, which educate nearly 11 million students, are now members of the State Leadership Initiative, a multi-state
coalition aimed at creating rigorous 21st centur y education systems.
AspartoNevadasworkwithintheStateLeadershipInitiative,thestateintendstoincorporate
21stcenturyskillsintostandardsandassessmentsandcreateeectiveproessionaldevelopment
opportunitiesthatarealignedtopositivestudentoutcomes.InadditiontoGovernorJimGibbons,theinitiativeissupportedbystatelegislators,andthevicechancelloro
theUniversityoNevadaatReno,whoarecommittedtoimprovementsinNevadaseducationalsystem.
Nevadascitizenshavealwayshadanentrepreneurialspirit,whichcouldmakeusaleaderininnovativeeconomicsectors.Still,ourabilitytomaximizethispotential

1. What assessments does Churchill County School District give to students? CriterionReerenceTests(CRTs)arestaterequiredteststhatareadministeredtothestudentsthespringogrades3-8inmathematicsandreading.StudentsalsotakeascienceCRTingrades5and8. TheCRTsaregradeleveled,standardsbasedtests.TheCRTsmeasurestudentachievementandprofciencyontheNevadaStateContentStandards.Forexample,thesixthgrademathematicsCRTteststhestudentontheskillsandknowledgethatthestaterequiresstudentstoknowaboutmathinthesixthgrade. Thestatealsorequiresthatstudentstakeawritingexamingrades5and8.ThefthandeighthGradeWritingExamsprovideinormationaboutstudentprofciencyinwritingthatcanbeusedtoguideurtherwritinginstruction.Whentakingtheexam,studentswriteononetopicovermultiplewritingsessions. Thetestshelpprovideaccountabilitytothelegislature,publicandparents.Thisisdonethroughthestateadequateyearlyprogresscalculationsthatcompareschooltestresultsagainst
stateexpectationsorprofciency.Thestateassessmentdatathenprovidesopportunitiesorourdistrict,schools,teachers,studentsandparentstoanalyzemonitorandimprovestudentachievement. Atthehighschoollevel,eachstudentmustpasstheNevadaHighSchoolProfciencyExamsinreading,math,scienceandwritinginordertoearnastandardhighschooldiploma.
3. What do state assessments tell us? Theresultsromthestateassessmentsgiveteachers,studentsandparentsimportantinormationaboutwhatachildhas,orhasnot,learnedincomparisontowhatachildshouldknow.CRTandHSPEresultsrevealwhetherstudentshavemasteredtheknowledgeandskillsinreadingand/ormathematicsrequiredothembythestateortheirgradelevel.Iscoresindicatethatastudenthasnot,thenitiscriticalthatthestudent,hisorherparentsandthestudentsteachermostcloselyrelatedtothesubjecttestedworktogethertohelpthestudentgaintheknowledgeand/orskillsheorsheneedstoacquireprofciencyatgradelevel.Failuretoaddressthisplacesthestudentatgreatriskoallingurtherbehind. TheMAPassessmentadministeredinChurchillCountySchoolDistricttakesormalassessmenttothenextlevel.SincetheMAPisanadaptiveachievementassessmentandalignedtothestatecontentstandards,itisabletoprovideindividualstudentachievementandgrowthdatanotoeredbytheCRTsandHSPEs.MAPnotonlyassesseswhatastudenthasmasteredatgradelevel,italsoanalyzesandreportsthegradelevelatwhichthestudentisachievingandtheacademicgrowththatshouldbeexpectedothestudent.MAPresultshelpeducators,
parents,andstudentsmakeindividualized,student-ocused,educationaldecisions. RegardlessoopinionsoNoChildLetBehind,ederalmandatesandAYPdesignations,ewwouldarguethateverychildwantstoandcanbesuccessul,everyparentwantshisorherchildtobesuccessul,andeveryeducatorwantsallstudentstobesuccessul.Thatsuccessisdependentonknowingwhatastudentknows,whatastudentdoesntknow,andwhattheyneedtoknow,andthatiswhyweassessstudents.
4. What are the dierences between the MAP and the CRTs and HSPEs? TheMAPassessmentsoerinormationonstudentgrowthandachievementthatstateCRTandHSPEassessmentsdonot.CRTsandHSPEsarestandardsbasedassessmentsandeachstudentineachgradelevelisassessedonthesameskillsandknowledge.Theseteststellyouiastudentknowsthoseskillsandknowledge,oritheydonot. Unlikethestateassessments,MAPtestsareadaptive,meaningtheyadjusttoeachstudentsperormancelevel.Asastudentanswersatestquestiononacomputer,theprogramimmediatelyanalyzesthestudentsresponseand,basedonhowwellthestudenthasansweredpreviousquestions,selectsaquestionoappropriatedifcultytodisplaynext.Becausethequestionsarechosenspecifcallyorthestudenttakingthetest,theMAPisabletoprovideindividualstudentachievementandgrowthdatanotoeredbythestatecriterionreerenceandprofciencytests.TheMAPtestsarealignedwiththeNevadaStateStandards,thereore,theinormationgainedromMAPresultsreflectandsupportwhatstudentsaretaughtandrequiredtolearninCCSDandtheStateoNevada.
5. How are CCSD students doing based on what they are scoring in comparison with other school districts within Nevada and throughout the nation? ThebestassessmentdatawehaveintheCCSDtoanswerthisquestionistheMAPdata.ThisisbecauseMAPassessmentsarenationallynorm-reerencedassessments.Norm-reerencedtestscompareastudentsachievementwithstudentsinanormgroup.Ateratestiscreated,itisadministeredtoalarge,diversegroupochildrenwhichmakesupthenormgroup.Thechildrensscoresarerankedromlowtohighperormance.Thescoresarethenstatisticallymanipulatedtoormanormaldistribution.Iachildscoresatthe65thpercentile,orexample,itwouldmeanthatthechildperormedbetterthan65percentothechildreninthenormgroup. SincetheMAPassessmentsarenorm-reerenced,apercentilerankisprovidedeachtimeastudenttakesatest.Thispercentileranktellsaparenthowhisorherownchildisperormingacademicallycomparedtolargenumberostudentssimilarinageacrossthenation.
