The immediate reason why both suspects have not only been free but are also at work is the result of a motion they filed be- fore the Court of Appeals asking that the warrant of arrest issued against them be suspended, and which the Court granted. The Esperat killing resonates with the echoes of a larger conspiracy: the fertilizer scam of 2004 in which former D.A. Undersecretary Joc-joc Bolante figured prominently, and for which he has not been called to account. Apparently Esperat, by exposing the anomalies in the regional D.A., uncovered in 2005 part of the conspiracy that helped assure the so-called election of Mrs.Gloria Macapagal Arroyo — thus the impu- nity from arrest and prosecution of the alleged mas- terminds in her murder. For so long as these suspected masterminds are not prosecuted, for so long will the Esperat case be among the most severe cases of impunity in the kill- ing of journalists in the Philippines — and for so long will the killers of journalists be encouraged to kill and kill again. That is why it is imperative that the two suspect’s motion for certiorari and prohibition asking the Cagayan de Oro Court of Appeals to de- clare the denial of their motion to dismiss the case against them as a grave abuse of discretion by the Tacurong City RTC judge should be immediately re- solved, even as the media and press community con- tinues to monitor developments in the effort to prosecute the masterminds, and to demand justice for Marlene Esperat.

Cry in the desert

Unused bully pulpitDID the Philippines miss the busyet again? Indonesia, Vietnam,India, Brazil and China, in con-trast, made what may be a his-torical turn around in the globaldeforestation skid.

“Net rate of forest loss world-wide slowed markedly in the last10 years,” “Global Forest Re-sources Assessment 2010” reports.“Forests dwindled 13 million has.per year — 3 million less than inthe 1990s.

Losses in Africa and SouthAmerica still approximated oneCosta Rica. The Philippines “freefall” into ecological disaster con-tinued.

FRA collates data from 233countries and territories. Over 900specialists from 178 countriesanalyze the data which the U.N.Food and Agriculture Organiza-tion publishes every five years.Among FRA 2010 findings are:

Brazil cut annual losses fromthe Amazon forest to 2.6 millionhas. In the previous decade, the“World’s Lung” lost 2.9 millionhas. yearly. Indonesia whittleddown it's annual drain by 600,000has.

The wood and the man

LIKE St. John the Baptist whosecall for repentance as preparationfor the coming of the Redeemerwas a lonely cry in the desert, thevoice of God today as well as thatof the Church or of any spiritualand moral Christian teaching isbecoming a voice of one crying inthe wilderness.

Present circumstances in theworld point to a growing deafnessand insensibility to truths of faithand morals. The prologue of St.John’s gospel already captures thisphenomenon: “He came unto hisown, and his own received himnot.” (1,11)

The Psalms have many refer-ences to the same predicament. For example, Ps 76 says: “Howoften they rebelled in the wilder-ness! / How often they grieved himin the desert! / Again and againthey put God to the test / and pro-voked the Holy One of Israel. / Theyforgot his strength, they forgot thetime / when he saved them fromthe oppressor’s power.”

[BANG! BANG! BANG!] “Fabro, get up!” the angry voice of a manthundered through the door of asmall weather-beaten house.

“Coming! I’m coming! Please, give an old man some time,” Fabro, the handyman grabbed his tatteredrobe hanging on a rusty nail onthe wall. He tried his best to getup and answer the impatientpounding at his door. At sixty-five,even though he once served as asoldier for the empire, his bodyno longer responded like it usedto.

His eyes squinted as the lightfrom outside exploded into hishouse and shop. He saw a fum-ing Roman soldier standing be-fore him.

“Time? You good for nothingcarpenter, there’s no time! Pilatewants a speedy execution!”

“Execution?” Fabro scratchedhis bald head. “What execution?”

“No time for answers you old

I HAVE been writing about na-tional development for a ling timenow, but it is only recently that Irealized that nation building isreally a better term to use, sinceit is easier to understand, and isactually more encompassing. Basedon this new understanding, na-tion building could mean anythingand everything that will contrib-ute to the fabric of our nationallife, and the long term stabilityof our institutions as a nation.

For purposes of clarification,I still would like to point out thatgrowth is not the same as devel-opment. A nation could grow interms of population and in manyother aspects, but that does notnecessarily mean that it has al-ready developed. In this sense, nation building is really differentfrom national development; anation could be built without be-ing fully developed.

By implication, developmentshould be the outcome of a plan,as in a national development plan.Perhaps this is where nation build-ing could really be different fromnational development, becausenation building could be the ac-tivity of individual persons inparticular and the citizenry ingeneral, whereas national devel-opment is supposed to be a pro-cess that should be led by the gov-

U.S. undertook large-scale affor-estation. Over the last five years, new forests sprouted by 4 millionhas. annually. Asia gained 2.2million has.

"This is good news," FAO’sMette Loyche Wilkie said.“Thisis the first time we've been ableto say that the deforestation rateis going down across the world,”the FRA coordinator added.

The bad news is: Oceania reg-istered a net loss; Australia’s se-vere drought is a major cause. Highrates of tree cover loss is mostacute in Africa and South America.

God didn’t penny pinch thePhilippines. In 1575, forests blan-keted 27.5 million hectares here.Rich flora and fauna led the U.N.to rank us among the world’s 17“mega-diversity countries".

Not any more. Forests havebeen razed to less than 5.4 mil-lion has. Scattered patches of“virgin” forest do remain. Butsterile cogon (imperata cylindrica)blanket over 1.79 million hectaresof logged over areas. Overall, asliver of 18 percent remains un-der tree cover, government claims.

That raises eyebrows. Scien-tists peg adequate forest cover

between 30 to 40 percent. The 18percent figure hasn’t budged foryears. Why?

Government didn’t come upwith reliable data, Antonio Ca-rangdang writes in the Philippinecountry report for FRA. Reaffor-estation programs never copedwith the drain. Replanting re-ceived dutiful lip service at best. There is not a single mango treein a Cebu highway once named“Mango Avenue”.

Since 2000, no less than 69countries — primarily in Europeand Africa — enacted or amendedtheir forest laws, FRA notes. ButPhilippine forestry still works bythe obsolete PD 705. “There isno legislated forestry sector here.”

Denudation’s effects cut acrossthe board. More than half ofgroundwater today is contami-nated,” Asian Development Banknotes. About 100,000 tons of criti-cal topsoil is washed out to seayearly. Discolored waters stainDavao, Lingayen and other gulfs.Have we breached the criticalthreshold where erosion ratesexceed soil formation?

tians themselves, some of whomflaunting their Christianity, whofail to be consistent to their be-liefs. The former needs a lot ofunderstanding and patience. Thelatter, some ¨spanking.¨

Yes, there is secularization, adeadly process of removing Godfrom society and in people´s dailylives and affairs. But this, I be-lieve, is not so much because ofnon-believers but rather of thosewho say they believe and yet be-have as if they are not believers.

There are many cases of infi-delities and disloyalties, disobe-dience and teachery within theChurch. The worst enemies arenot to be found outside the Churchbut inside, not those far from theChurch but those supposedly near, not those who declare themselvesnemeses but friends and allies.

Worse than worst is when theenemy is one´s own self. Thishappens when one is complacentinstead of ardent in his life of pi-ety, when a priest or bishop, forexample, talks more of politics andsociology and psychology insteadof God, faith and morals.

In this way, preaching is emp-tied of the power of God, and thetheologizing and philosophising donot go beyond pure intellectualexercises that do not spring froma vital contact with God.

It can have the form and thetrappings, but not the substance. It can have shreds of truth, butwithout charity. Thus, the truthsare often exploited to serve self-ish ends. They fail to comply withthe requirements of the commongood. They lack depth and scope, and often stuck in the mind withoutany good act produced.

This kind of mind-frame endsup voiding the commandments ofGod and building up purely hu-man ideologies, with ever weakerlinks to faith and ever strongerurges to be worldly.

Thus, there’s a tendency topoliticize even sacred things, likethe nature of marriage, or theChurch itself, the sacraments, thedoctrinal body of faith and mor-als, and even Christ himself. Somehave divided Christ into a Christof history and a Christ of faith,

DAVAO City is a historic place. Ifthat’s your thing, visit the BattleMemorial, a historical marker ofthe longest-fought battle betweenthe troops of the American andFilipino forces and of the JapaneseImperial Army which took placein Mintal, Tugbok.

In Calinan district, there is amuseum that features historicalaccounts of the Japanese commu-nity residing in Davao before andduring the war.

Along San Pedro Street, youcan visit Camp Domingo Leonor, which happened to be the quar-ters of the Spanish and laterAmerican soldiers in the 1920s.At the junction of WashingtonStreet and Quimpo Boulevard, youcan get a glimpse of site of thebastion of the Muslim hero DatuBago who lorded over the TaglocRiver (the old name of DavaoRiver).

in anything related to Catholicreligion, they should go first tothe San Pedro Cathedral, one ofthe oldest churches in Mindanao. The original structure of thechurch was built in 1847 in honorof St. Peter, the city’s patron saint. The old altar of then San PedroChurch is preserved at the rightwing of the cathedral featuringold/antique images of saints andthat of Saint Peter.

At the Shrine Hill in Matina, there’s the Shrine of the HolyInfant Jesus of Prague, a localmecca of the city’s Roman Catholicdevotees. At the Buhangin Dis-trict, you can say your prayer atthe Saint Mary of Perpetual Ro-sary. This is a shrine built in honorof the Blessed Virgin Mary whichfeatures series of steps which leadsto the main chapel.

Another must-see is the Da-vao Museum, just at the back ofthe Sangguniang Panglusod build-ing. It is a landmark which of-fers the opportunity to understand

the soul of the people of Davao. Its main gallery is a repositoryof tribal art and other materialculture such as: tribal art cos-tumes, jewelries, handicrafts andothers. Also a gallery of paintings, sculptures and ceramics and asouvenir shop of native crafts.

ernment, specifically its develop-ment and policy planners.

Based on the general definitionof nation building that I am nowpresenting, it could be said thatany form or function of corporatesocial responsibility (CSR) couldbe considered as leading to, orcontributory to nation building. This would include all efforts ofprivate corporations, as well asthose of privately led civic orga-nizations.

By definition, or I should sayby expectation, our national de-velopment plan should be trans-lated into the local developmentplans of our municipalities andprovinces. At this point, I wouldlike to suggest that we just usethe term “municipalities” to re-fer to both the cities in the towns. This should be a no-brainer, be-cause up to now, even the city hallsare still called “municipio”.

Up to now, I could not under-stand why the Local GovernmentCode (LGC) removed the super-vision and the authority of theprovincial governments from thechartered cities. As a result of that, new capitol buildings have to bebuilt outside the capital cities wherethese used to be located. In somecases, we have ironical situationswherein capitol buildings are lo-

“I also have some common woodto spare, but they are also recentlychopped and will take a while toprepare!” Fabro tried explaining.

“That will do perfectly,” anothersoldier pointed at a long robustbeam of wood resting on the shop’swall.

“Oh, no! Oh, no! Not that,”Fabro begged. “That is a very rareperfumed cypress, and I have paida high price for it. It is for a throneand treasure chest King Herodrequested me to make.”

“It’s the beam or your head,”the soldier threatened him bypulling out his sword.

“Please, please, understand!”Fabro begged them. “I have nevermeant harm to anyone, why suchan injustice? After all, I have earned

my citizenship from Cesar.”“If you weren’t a citizen, we

would have done you in immedi-ately,” another haughty soldiersnapped. “Think of it as a way toserve the Emperor.”

Fabro thought quickly, it seemedhe had no choice. “At least, allowme to lend it to you, and whenthe execution is over I will justtake it back.”

The soldiers were a bit per-plexed by his request, but theirleader said, “Alright! We’re losingtime and the crowd is gettingimpatient. I simply want thismadness to end!”

“Wait!” another soldier ob-served. “It’s too long! You will haveto cut it and make the holes!”

Abandonment at annulment of marriageTANONG: Gud evening po Sir!

(after Indonesia and Brazil which are 20 times larger)for severely endangered plant and animal communities,”Conservation International points out.

Mindoro's tamaraw is endangered. There are only 200of the new-to-science gail discovered in Babuyan Islands.Only four of the Cebu flowerpecker are left. That makesthe dicaeum quadricolor the world’s most endangeredspecies. “I haven’t seen birds that will never sing again,”Cebu Daily News columnist Roy Lu wrote.

But corpses bobbing in flashfloods of denuded Quezon,Aurora, Leyte, Surigao, and recently from Storm Ondoy, underscore what dull statistics tell:

“The Philippines was effectively the first Asia-Pacificcountry, in the post World War II era, to extensively liq-uidate it’s forest wealth,” noted FAO earlier. “Quickie”concessions were recklessly parceled out. Log exportscrested, in the late 60s – and never recovered ...

Yesterday’s timber prima donna is today’s wood-pauper.We buy wood from countries that invested in tree plan-tations in the 1970s. Lumber mills were designed forlarge-diameter logs that now vanished rain forests oncesupplied. Retooling hasn’t been addressed.

Legitimate timber licenses authorize cutting of 5,000hectares annually. The actual cut is many times that,FRA notes. Migrants flood into uplands where povertyincidence can reach over 90 percent. The “land’s carry-ing capacity” is exceeded.

The writ of government does not run throughout theland. In remote areas, underpaid ill-equipped forest guardsface encroachers who brandish AK-15 rifles and say: “Here’smy logging license.”

“Philippine forestry sector is continuously decliningin terms of it’s biophysical, economic and environmen-tal aspects,” FRA concludes. So did conservation ethics— the very values needed by future governments to re-verse the current slide into disaster.

Gloria Macapagal Arroyo served as president for thedecade analyzed in the FRA 2010. She failed to use herpowers, and the bully pulpit of the presidency, to regreenthe Philippines. The President of Brazil did. Luiz Inacio“Lula” Da Silva confidently sets reduction of Brazil de-forestation by 80 percent, come 2020.

The post Arroyo regime will inherit an interlockingcrisis of forests, soil, water, energy and population. If amassive response is not forthcoming, today’s stresseswill become self-reinforcing. And Filipinos of the 21stcentury will, like it or not, become the latest clutch ofimpoverished ecological orphans.

faster. A longer beam is already waitingin the Hill of Skulls. Hurry up!”

Fabro couldn’t get himself to cutthe wood. He hadn’t yet made mea-surements for Herod’s throne andchest. “How big is the man?” He didn’twant to make holes just anywhere, and ruin the wood.

“Well, I guess about your size butone or two inches taller,” the soldierhastily replied.

After reluctantly cutting the beamFabro stretched his arms upon thenewly cut wood to measure where tomake the holes. He could smell thecypress’ distinct aroma as his cheeksfelt the cold wood.

“What a pity,” he whispered, “thatsuch a precious piece would be usedfor such a distasteful event!” Aftermarking the position for the nails, hehurriedly bored the holes.

A soldier elbowed him aside asanother came to help lift the beam.Fabro couldn’t bear seeing how sucha valuable material was treated soroughly.

The soldiers weren’t aware of theweight of the beam and accidentlydropped it. The wood gave a solid thudthat raised dust inside Fabro’s shop.“Be careful,” he protested. “I intendto use it still!”

“Then why don’t you help us carryit you old useless fool!” a soldier in-sulted him. He didn’t protest any fur-ther and helped them carry the beam.

“Let us be off to the courtyard. Theexecutioner’s are waiting!”

* * *As they drew near the courtyard,

Fabro could hear the bloodthirstyclamor of the crowd, “Crucify him! Cru-cify him!” There for the first time hesaw the condemned man. The soldier’sthrew the beam to the ground and said,“Here is your cross, oh king of theJews!”

Fabro’s heart broke as the beamslammed upon the solid pavement.Splinters flew from its surface and itssmooth texture was dirtied and bruised.“My wood, my poor wood,” he lamentedwhile trying to catch his breath.

The condemned Galilean staggeredtowards the beam. Fabro was filledwith fear and disgust. The Galilean, tall and well-built, was an open wound. His face could hardly be discerned sinceit was covered with blood, spittle anddust.

Then their eyes met, and Fabrosensed something strange, –he couldn’tdescribe it,– in the man’s penetrat-ing gaze. In the midst of all that un-reasonable outrage, he suddenly feltpeace.

He was surprised that the mancalmly, but with difficulty lifted theheavy beam. At first he embraced itas if trying to support himself upon a

huge cane. Then he raised it upon hisshoulders and started to carry it.

Fabro was struck at how the pris-oner seemed to carry the beam withcare. He did not look like someone whowanted to get it off his shoulders. Atthat moment, wood and man becameone!

* * *Fabro later learned as he slowly

followed from behind that the Galilean’sname was Jesus from Nazareth. Thecrowd was chaotic and uncontrollable. Some soldiers were hurt as they triedto contain the people. Some in the crowdspat at Jesus as he passed throughthe narrow alleys of the city. Othersthrew pebbles and stones. His preciouscypress was also spat upon and hitby stones.

Then Jesus stumbled to the groundout of sheer exhaustion. Fabro’s firstreaction was to try to protect the cy-press. A Roman soldier prevented himfrom getting any closer to Jesus. Thecondemned man fell and to Fabro’samazement, it seemed to him that hetried his best to keep the beam fromhitting the ground.

“Why is he doing that?” he won-dered to himself. “Any prisoner wouldhave used the beam to break the fall, but he seemed to be concerned aboutthe cross.”

* * *For the first time, Fabro didn’t know

why, but he felt compassion in his heartfor the Nazarene. He even totally forgotabout the costly beam.

“I’m not a Jew, but this man’s ac-tions are telling me something. I don’tknow what but I must find out!” Themore he followed Jesus, the more helonged to console and help him in someway, even just to shield him from theinsults and accusations hurled at him.

The Hill of the Skulls was wait-ing. Fear of that dreadful place madeFabro reluctant to get any closer. Froma distance he watched everything.Again, he saw how Jesus did not hurlthe beam in protest, but with his re-maining strength slowly lowered it tothe ground.

The Galilean was stripped of hisclothes. There was no part of his bodythat was spared by bruises and deepcuts. The executioners pushed Jesusto the ground and spread him uponthe cypress beam.

Fabro wanted to cover his ears fromthe hammer blows. He was even morepained to see that he had bored theholes too far apart that the executionershad to force the man’s arms to matchthe holes.

Unable to stand such inhumane cru-elty, Fabro wept and abandoned Cal-vary. He felt ashamed that he had givenmore value to a piece of wood overthe life of an innocent man. He spent

the entire evening unable to sleep andeat.

“Who was that man?” he wondered.“Why did he seem to care for a crossthat brought him death?” Fabro couldnot stop weeping and pondering overthese mysterious events.

* * *The Sabbath was ending, and Fabro

had not yet been able to sleep nor eat. There was an unusual silence over theentire city. He had not accomplishedanything the entire day and decidedto put order in the shop.

The remaining piece of the cypresswas still on the cutting table. Fabrowas amazed to see that it had driedup and had lost it perfumed smell. Itwas no longer smooth and even lostsome of its weight. It would no longerbe fit for Herod’s throne and the trea-sure chest. “I will have to find anotherworthy material.”

He retired and finally slept. Thatnight he dreamt of the beam he hadabandoned in Calvary. He saw how itsprouted branches, leaves and fruits. It grew and became a tremendous treethat covered the entire world.

* * *It was just about at dawn the next

day that the sound of a gentle knockon the door woke Fabro up.

“Coming! I’m coming!” he recalledhow two days ago he was violentlyroused from sleep by soldiers.

A brilliant light entered and illu-mined the entire house, but his eyeswere not dazed. In the midst of thelight was the Galilean. His woundshad disappeared except for the onesleft by the nails on his hands and feet.

“Fabro!” Jesus said gently. “Do notbe afraid. It is I! I have come to re-turn the wood that you have treasuredso much. Thank you for preparing myCross that has brought mankind itssalvation.”

Jesus entered and laid the beamupon the table. “Keep it well and mayit be a memory of my love and sacri-fice for you and all men!”

“How could he do that?” ani ng datinggobernador.

for example. There are inconsistencies and gaping gaps in the lives

of many so-called believers, especialy those in public of-fice. Pretensions and hypocrisies abound, and while to acertain degree these are understandable given our frag-ile human condition, in many cases hardly anything isdone to correct them.

Some so-called Christians even go against Christ´s teach-ing in their public functions. Their idea of governancebarely goes beyond bureaucratic efficiency. Again it´s emptyof its basic requirement of vital contact with God. It´spurely human, stuck with the criteria of practicality, con-venience and the like, and nothing about fostering sanc-tity.

What can we do with this widespread scenario? I sup-pose we just have to do what St. John the Baptist did,and what other saints did, and finally what Christ did.We just have to pursue what we know is good and is God’swill, even if there’s no immediate social impact. The cryin the desert will have its fruits someday.

In the meantime, we have to patiently learn the doc-trine, wage a continuous ascetical struggle developing virtuesand convictions, then start to do personal apostolate makinguse of whatever circumstance we have at the moment.

Of course, we should also try to aim higher and deeper, even going to public places to proclaim the good news ina world sunk in confusion, ignorance and error. All ofthese done always in charity, patience and hope.

Let’s remember this is God’s work more than ours.

cated inside the chartered cities wherethey do not exercise authority.

Looking at it from another perspec-tive, our national development plancould also have been based on the in-puts of our provincial developmentplans, but it appears that that is notpossible now, because of the fact thatthe LGC has removed the jurisdictionof the chartered cities from the prov-inces. At the very least, I would saythat this is not good for environmen-tal planning and management, becausedespite the artificial political divisions, all the provinces, including the char-tered cities are in the same biosphere, and in the same watersheds.

Also looking at it from anotherperspective, it is really important andnecessary to support and sustain allprivately led initiatives in nation build-

ing, because of the weaknesses andshortcomings in the publicly led na-tional development planning and imple-mentation. Hopefully and with God’sgrace, the private efforts in nationbuilding could fill in the gaps that areleft open by the government led na-tional development planning function.

In theory, the government is sup-posed to be owned by the people, giventhe fact that all the officials and staffof the three branches of the govern-ment are in the payroll of the people. In this sense, it could truly be saidthat governance is not supposed to bethe exclusive domain or function ofthe bureaucracy, meaning that thepeople should be part of the gover-nance process both at the local andthe national levels.

In theory as well, the people are

supposed to be represented in themunicipal and in the provincial councils, but the actual practice is very far fromthe theory. As it is now, there appearsto be no venue where the people couldactually participate in the monitor-ing and the reporting of the status ofthe local and the national developmentplans.

The people are also supposed to berepresented in the municipal and theprovincial development councils, butthese do not seem to be functioning. If only these are functioning, then CSRprograms and projects could also help.

Manny Pacquiao‘March Madness’

BY EDDIE G. ALINEA
