    Dear Colleague,

    In light of the enormous political changes that happened a week ago, I was approached by manymembers who believe it is appropriate and timely to offer a way forward for our Conference. In politics,we all know and recognize when the status quo has changed. When it does, we have to re-examine ourcourse while remembering our core principles.

    Its been the honor of my life to serve in the U.S. Congress as a member of the historic class of

    2010. We ran on a promise to find solutions to the problems that have plagued Washington for so manyyears. Weve rolled up our sleeves, learned the ropes and worked as a team with the entire Conference to

    get many valuable things done.

    However, the more familiar weve become with the process, the more I have personally seenspecific things that could be improved. As a fourth generation farmer and small business owner, I love the

    challenge of finding solutions to problems. The mechanics of big machinery can be very comparable tothe mechanics of a political process; it's the minutia of the engine parts that can sometimes determine thesuccess or failure of the job. So, after observing the inner-workings of our Conference for the past four

    years, I propose the following pledges if I am honored to be elected as your Majority Whip:

    Pledge #1 - A commitment to regular order.

    Pledge #2 - Advance Whip Notifications - Ensuring that you are aware, in advance, of awhip check, including relevant information, so that you have time to prepare.

    Pledge #3 - Members will be provided timely copies of the bill text of any substantive

    replacement managers amendment brought to the Floor for a vote.

    Pledge #4 - Empowering members on local issues. As one of the first points of contactwith leadership, the Whip office will be approachable; serving you in a way that allows

    you to effectively serve your constituents. Communication must flow freely in bothdirections between members and leadership.

    These are just a few of the many ideas and solutions Illbring to the leadership table. We need

    innovative ideas not only in legislation, but in the process itself, in order to be more effective in servingthe people of this country. I cut my teeth in politics under the great leadership of Governor Mitch Daniels

    for eight years, four of which I served as Assistant Whip in the Indiana House. Under Governor Daniels, I

    was part of a team offering creative, transparent and bold leadership decisions that got results. I wouldbring that same approach as your Majority Whip.

    Since entering this race, Ive had the pleasure of speaking to a majority of you. It has been

    incredible working with Republicans from every corner of our nation and from every policy background.I know this: we are, and must remain, a unified House Majority.

    My goal is to serve our Conference in such a way, that whenever the status quo changes, we arewell prepared, able to adjust and ready to lead. Im running because I see the potential to fine-tune our

    process; to make it leaner and more effective in passing good legislation. Im running because I have theexperience and knowledge to improve the inner-workings of our Conference. Im running because on

    September 11, 2001 I promised my three-week-old son a better, more secure America, and I see a wayforward that will help me keep that promise.
