ABSTRACTPerformance Analysis of Rice Supply Chain Manage ment: Case Study in Regional Division of Bulog(ational !ogistic Bureau"# $e st %ava Galuh Chandra Dewi The purpose of this study was to analyze the condition of rice supply chain atBulog; to identify, to evaluate and to an alyze factors influencing Bulog’s perf ormance on ric e supply chain; and to for mul ate st rat egi c alt ernative for Bul og to imp ro ve it s performance on managing rice supply chain. The primary data were collected from five expert respondents at Regional Division of Bulog for est !ava "rea and one expertrespondent at Bulog #ffice $entre, !a%arta. The secondary data were collected from Bulog, $entral Bureau of &tatistics, and ' " #. $ause (ffect Diagram, Time &eries "nalysis, and Tr ansportation )odel were used to identify, to evaluate and to analyze the data. The farmers, rural cooperatives, and private milling units were involved in the paddy*rice procur ement of Bulog. The rice was distri+uted to +udgeting group and non +udgeting group. The factors influencing Bulog’s performance were value advantages paddy -ual ity , rice -ualit y, -ual ity mai nte nance, and tec hnol ogy of pos t har vesthandling and rice processing; and productivity advantages on/farm production, rice stoc%, transportation, paddy*rice defect, procur ement cost and partnership. 0t was predicted that the rice production volume in est !ava and Banten 1rovinces tend to decrease, each for 2 345.22 Tons per -uartile and 6 557.38 Tons per -uartile. The optimal rice transportation networ% should +e conducted through rice distri+ution from $ire+on &u+ Regional Division to $iamis &u+ Regional Division or from 9arawang &u+ Regional Division to $ian:ur &u+ Regional Division. Rice distri+ution could +e conduct ed fro m $ir e+on, 0ndramay u, 9arawa ng and &u+ang &u+ Region al Divisions to !a%arta Raya &u+ Regional Division. Bulog was suggested to maximize its core competence on logi st ic ar ea, which should +e st rengt hened thro ugh technology moderni zation, rice +ased pro duct divers ific ation planni ng, human re sour ces -uali ty improvement, and networ%ing development with related industries.
