AboutMEDIUM

ThemaingoalofMEDIUMistostudythedynamicsofChineseurbanisation,focusingonmedium-

sized cities, through various aspects: urban governance and strategic planning, economic and

innovativeclusters,landandhousingpolicy,urbanmobility,ICT,andsmartpolicy,withtheinclusion

ofmigrant’sworkerasa transversal theme.Besides, throughtheactivitiescarriedout, theproject

willidentifybusinessopportunitiesforEuropeanandChinesecompanies.

Theprojectkeyactionsinclude:

• FacilitatingEuropeanresearchers’mobilityandtrainthemasexpertsofChineseurbanissues;

• TrainingChinesescholarstoparticipatoryapproachesinurbanplanning;

• Organisingcollaborativeworkshopsinvolvinglocalstakeholders’;

• Establishingadialoguebetweenacademic,politicalandeconomiccommunities;

MEDIUMactivitiestakeplace inHangzhou,ZhuhaiandDatong, fromSeptember2015untilAugust

2018.

The consortium is composed of nine entities: Centre National de la Recherche Scientifique –

HangzhouNormalUniversity–UniversitàCa’FoscariVenezia– Institutd’EtudesPolitiquesd’Aixen

Provence–SpatialForesightGMBH–UniversitédeLausanne–UniversitédeNeuchâtel–SunYat-

senUniversity–ShanxiDatongUniversity.

TheprojectissupportedbytheEuropeanUnion(EuropeAid–ICI+programme).

Abouttheconference

The first MEDIUM conference addresses sustainable urban development, local governance,

innovation,industrialdevelopmentandsocialinclusionwithaspecificfocusonthecityofHangzhou.

Academics fromChina, France, Italy, Taiwan,GreeceandSwitzerlandwill discuss these topicsand

engagewithdecision-makersandstakeholdersdebatingofrelevantpolicies.

Inaddition,participantswillbepresentedwiththeresultsoftheparticipatoryplanningexercisethat

tookplaceinthecontextoftheMEDIUMproject.

The conference is the last event of year 1 of the project andwill close the sequence of activities

takingplace inHangzhou. Italsorepresentstheopportunityforthefourpost-doctoralresearchers

currentlybenefittingfromamobilityschemetopresenttheirwork.

This event follows a first seminar where academics presented an in depth analysis of Hangzhou

socioeconomicdevelopmentpath (November2015), and a stakeholders’workshop that lookedat

ZhejiangSci-techcityplanninganditsecologicalimpact(March2016).

Abstract:Cityisthelandingpointofeconomicglobalization.Cityinternationalizationistheadvanced

stageofUrbanization,anditistheinevitabletrendandresultofthedevelopmentofeconomic

globalization.Ontheonehand,correctunderstandingofinternationalcity,studyingthe"bigevent"

topromotethecomprehensivedrivingeffectofcityinternationalization,analysisoftheevolutionof

thedrivingfactorsofurbaninternationalization,theopportunityofurbaninternationalization

developmentandtheexistingconditionsandotherissues,forHangzhou-thehostofupcomingG20

summitandtheAsianGames,thereisaverystrongpracticalsignificance.Ontheotherhand,

Hangzhouearlierproposedurbanandruralintegrationandinternationalizationofthetwomajor

urbandevelopmentstrategy,haveoutstandingachievementsinthedevelopmentofurbanand

ruralareas,theincomegapbetweenurbanandruralresidentsisthesmallestinthewholecountry,

urbanandruralresidentssocialendowmentinsurance,urbanandruralresidentsbasicmedical

insurancecoverageratereachedninety-sevenpercentandninety-eightpercent.Butlagincity

internationalization,"Fourruralvillage"andthelowlevelofurbanizationandsoontosolvetheir

owndevelopmentproblemshavebecomethebottleneckoffurtherdevelopmentandshortboard,

mustcombinethecityinternationalizationdevelopmenttosolve"fourruralvillage","urban

Forthis,"13thFive-Year"Hangzhoucityplanningwillbelistedasthefirstinternationalstrategyand

priority,HangzhouwillholdtheelevensessionoftheelevenplenarysessioninJune2016,withthe

"comprehensiveupgradingofthelevelofurbaninternationalization"asthetheme,studyon

problemsofseizingopportunity,improvingweaklinksandseekingabreakthrough.

Basedontheanalysisabove,thisreportwillputforwardthoughtsandsuggestionsonthe

integrationofurbanandruralintegrationwiththeurbaninternationalizationatreleasingsystemto

providedividends,improvingthelevelofservicetrade,enhancingthecharmofHangzhouelements,

enhancingsustainablesupport,openingupinternationallogisticschannel,Hangzhouinternational

standards,creatingtheinternationalbusinessenvironmentandotheraspects.

以城市国际化带动城乡一体化发展——来自杭州的实践

城市是经济全球化的“着陆点”,城市国际化是城镇化的高级阶段,是经济全球化发展的必

然趋势和结果。一方面,正确认识国际化城市,研究“大事件”提升城市国际化的综合驱动效应

,分析城市国际化驱动因素演进、城市国际化发展机遇与已有条件等问题,对于即将举办 G20

峰会和亚运会的杭州而言极强的现实意义。另一方面,杭州较早提出城乡一体化和国际化两大

城市发展战略,在城乡发展方面成效突出,城乡居民收入差距全国最小,城乡居民社会养老保

险、城乡居民基本医疗保险参保率分别达到 97%和 98%以上。但在城市国际化方面比较滞后,

“四农一村”和城市化水平偏低等解决自身发展问题已经成为进一步发展的瓶颈和“短板”,必须

寓城市国际化发展于解决“四农一村”、“城市病”之中,以城市国际化带动城乡一体化发展。

为此,杭州“十三五”规划将城市国际化列为首位战略、首要任务,杭州将在 2016年 6月

举行十一届十一次全会,以“全面提升城市国际化水平”为主题,研究抓机遇、补短板、求突破

等问题。

基于上述分析,本报告将在释放制度供给红利,提高服务贸易水平,提升杭州元素魅力,

增强可持续支撑力,打通国际物流通道,发布杭州国际标准,创建国际营商环境等方面,提出

以城市国际化带动城乡一体化发展的思路与建议。

Abstract:WesternHangzhouWetland,asthelargestwetlandinHangzhou,islocatedinthe

HangjiahuPlain(coreregion:Xixiwetland,WuchangwetlandandHemuwetland).Ithasimportant

geographicalpositionandecosystemservicefunctions,andplaysanimportantroleindeveloping

healthycityenvironmentofHangzhou.Butitsrelatedresearchwasweak.UnderthesupportofRS

andGIS,thispapercarriedoutresearchontheinformationextractionandtemporal-spatial

evolutionofWesternHangzhouWetlandarea,withaerialphotodataof1955and1974,topographic

mapdataof1982,ALOSdataof2010.Thisstudyanalyzedthespace-timeevolutionfrom1955to

2010wetlandconditionanddrivingfactors,themaincontentsandresultsareasfollows:

(1)WesternHangzhouWetlanddistribution.1955-2010,themaintypeofWesternHangzhou

Wetlandisartificialwetland(ricefieldandponds).ItisdistributedmainlyinYuhang.Duringthe

periodof55-74,theartificialwetlandshowedatrendofgrowth,particularlyincentralregionsof

YuhangandwesternGongshu.Butalongwiththedevelopmentofwestregion,artificialwetlandwas

greatlyreduced.From1974to2010,itsratioisclosertothenaturalwetland,maindistributionarea

onlyinthenorthandwest.Naturalwetlandmainlyincluderivers,lakes,marsh,naturalponds.Itis

distributedmainlyinJiangcun,XixiandGudang.Comparedwith1955,naturalpondsin2010almost

halved.But,until2010,withintheregionofriversandtributariesalmostentirelydisappeared,part

ofthemainstreamdriedup,riverbecomessparse.However,thechangeofLakeWetlandandmarsh

wetlandisrelativelysmall,evensomeareashaveincreased.Lakewetlandsandmarshesareevenly

distributed,locatedinthewesternandnorthernregions,XixiWetlandisthemainareaofwetland

distribution.

(2)ScaledynamicchangesofWesternHangzhouWetlandarea.Intermsofwetlandscalechange,

from1955to2010,thetotalareaofthewetlandshowedatrendofincreaseafterdecreasesfirst.

Wetlandareaswere238.31squarekilometersin1955,247.66squarekilometersin1974,finally

reducedto146.85squarekilometersin2010.Naturalwetlandexperiencedsustaineddecreasefrom

86.23to68.41to56.29squarekilometers,artificialwetlandexperiencedadecreaseafterthefirst

increasefrom152.07to179.25to90.5squarekilometers.Intermsofwetlanddynamicchange,

from1955to1974,annualgrowthratesofnaturalandartificialwetlandwere-3.17percentand0.94

percent,thenewrateswere11.62percentand2.08percent,depletionrateswere11.38percent

and1.14percent,respectively.From1974to2010,annualgrowthratesofnaturalandartificial

wetlandwere2.79percentand-1.37percent,thenewrateswere12.42percentand0.3percent,

depletionrateswere9.56percentand1.67percent,respectively.

(3)TransferprocessofWesternHangzhouWetlandarea.Onthebasisofthespatialanalysisof

wetland,thepapercalculatedindexesofwetlandmoveinoroutcontributionratebyusingwetland

transfermatrix.Throughthetwoperiodtransfermatrix,althoughthetransferofallkindsofwetland

characteristics,theamplitudeisdifferent.Inadditiontoconstructionlandandlake,rolloutvarious

typesoflandareaissignificantlyhigherthanthereservearea.1955-1974,onlylake,artificial

wetlandandtheconstructionlandintocontributionrateishigherthanitsroll-outcontribution,

presentgrowthtrend.1974-2010,Lakes,marshturnintothecontributionrateisgreaterthanits

roll-outcontributiondueattentionandprotectionofthelake.Inaddition,woodlandandotherlands

intorateishigherthanthetransferrate.

Researchshowsthat:overthepastfiftyyearsgreatchangeshavetakenplaceinthewestof

Hangzhouwetland.Themaindrivingfactorsinaffectingthewestwetlandspace-timeevolution

includestwoaspectsofnaturalandsocial,fewernaturalfactorsandsocialfactorsaretheleading

factors,amongthemmainlyaffectedbyhumanfactors.Throughtothewestwetlandformorethan

50yearsareaanddistributionofdynamicmonitoring,wecanbemoreaccurateandtimelygraspits

spatialandtemporalchangesinthecharacteristicsandlaws,andthen,forthemanagement,

developmentandprotectionofthewestwetlandprovidesreferencevalueandthescientificbasis.

杭州城西湿地的演变及驱动因子分析

摘 要 :杭州城西湿地位于杭嘉湖平原地带,是杭州市最大的湿地群(核心区为西溪、五常、

和睦),有着极其重要的地理位置及生态系统服务功能,对于杭州城市环境的健康发展具有重

大的作用及意义,但是相关研究却很薄弱。本文基于 RS和 GIS技术,对杭州城西湿地 1955年

与 1972年航拍影像、1984年地形图湿地数据及 2010年 ALOS影像数据进行提取,用定性和定

量分析的方法,从时间梯度和空间梯度视角分析杭州城西湿地从 1955到 2010年的时空演变状

况及驱动因子,主要研究内容与结果如下:

(1)杭州城西湿地分布状况。1955-2010年杭州城西湿地==的主要类型为人工湿地(水田、

养殖鱼塘),其主体分布于余杭区内,分布均匀且范围广。其中,1955-1974年人工湿地呈现

增长趋势,增长部分主要位于余杭区中部和拱墅区西部;伴随着城西地区的开发,1974-2010

年人工湿地却大幅缩减,比例接近自然湿地,分布区域集中于西部和北部,除了余杭区还保留

大部分人工湿地外,西湖区、拱墅区内人工湿地几乎全部消失。自然湿地分布较为零散、均匀

,其中,坑塘湿地的分布变化最为明显,1955年分布最广,主体位于研究区东南部的蒋村、

西溪、古荡一带,西部与北部地区都有零星分布。到了 2010年,坑塘湿地的分布区缩减严重

,较之 1955年几乎减少了一半,除了和睦、西溪一带仍保留大片坑塘湿地,其余地区都已消

失。其次是河流湿地,其变化也较为明显。1955年河网密布,河流湿地的分布面积仅次于坑

塘湿地,但到 2010年为止全区范围内河流支流几乎全部消失,部分主流干涸,河网稀疏。而

湖泊湿地与沼泽湿地变化的相对较小,甚至有所增长,其主体分布均匀,位于西部和北部区域

,东部的西溪湿地是沼泽湿地分布主体区。

(2)杭州城西湿地规模动态变化。从杭州城西湿地的规模上看,1955-2010年,湿地总面积

呈现先增后减趋势,从 1955年的 238.31km2到 1974年的 247.66km

2,最后减少到 2010年的

146.85km2。其中,自然湿地的面积持续减少(86.23km

2→68.41km

2→56.29km

2),人工湿地

的面积则是先增后减(152.07km2→179.25km

2→90.5km

2)。从其动态变迁上看,1955-1974

年杭州城西湿地自然湿地和人工湿地的年变化率分别为-3.17%、0.94%,新增速率分别为

11.62%、2.08%,耗损速率分别为 11.38%、1.14%;1974-2010年自然湿地和人工湿地的年变化

率分别为 2.79%、-1.37%,新增速率分别为 12.42%、0.3%,耗损速率分别为 9.56%、1.67%。

(3)杭州城西湿地转移过程。对杭州城西湿地 1955、1974、2010年湿地分类图进行空间分

析后,建立研究区土地利用转移矩阵,计算不同时期不同类型湿地组分转出贡献率和转入贡献

率,作为衡量城西湿地各类土地转移过程的依据。通过杭州城西湿地两期转移矩阵可知,虽然

50余年中各类湿地的转移特征不同,幅度大小不一,但除了建设用地和湖泊外,各类用地转

出面积明显高于保留面积。1955-1974年只有湖泊湿地、人工湿地及建设用地的转入贡献率高

于其转出贡献率,呈现增长趋势。1974-2010年湖泊湿地、沼泽湿地的转入贡献率都大于转出

贡献率。

研究表明,50余年来杭州城西湿地发生了巨大变化,而影响其时空演变的主要驱动因子包括

自然和社会两方面,自然因素对演变的影响较小,社会因素占主要地位,受人为干扰严重。通

过对城西湿地 50余年来面积、分布的动态监测,可以更加准确及时的掌握其时空变化特点与

规律,进而为今后城西地区湿地的管理、开发与保护等提供参考价值及科学依据。

significanceforthesustainabledevelopmentoftheregion.Inrecentyears,inordertomaintainthe

ecologicalwaterstoragecapacity,Riverwaterinthewetlandoccurredtobeecologicaland

environmentalproblems.Forexample,higherconcentrationsofSS、TNandTNareduetothe

diversionfromQianTangRivercontinuingly.Fishpondisthemosttypicalwaterbodyandthereare

about10000pondsinXiXiWetland.Nowadays,therearehighconcentrationsofnitrogenand

phosphorusinthewaterbody.Thephysicsandchemistrymethodswereusedtocarryoutresearch

anddemonstration,accordingtothestructureandnaturaldistributioncharacteristicsof5smallfish

ponds.Detailsareasfollows:“theprepositivesandfilteringtank”,“underwaterturftechnology”,

“Indigenousplantsurfaceflowconstructedwetlandtechnology”,“solaraerationwithartificial

floatingislandcouplingofmicrobialtechnology”,“solarenergyaerationwithbio-manipulation

technology”.Thetestresultsshowedthatsandremovalpercentagescanreachmorethan96%by

pre-filter.Thesinglesandfiltercancut2700tonsofsedimentsperyear.Vallisnerianatans、Hydrilla

verticillata、Elodeanuttalliiandothersubmergedplants,whichcanadapttotheXixihabitat,

palyedavanguardroleinthetermsofimprovingthewaterquality.Remotecontrolofsolaraeration

wasabletoprovideadequateoxygenforsubmergedplant,microbialbiofilmandthefishdelivering

inbio-manipulation.Theaboveintegratedtechnologieshaveobviouspurificationeffectsonwater.

TheconcentrationsofTN,TP,COD(Mn)inthetestedsmallfishpondsweredecreasedfrom

1.57mg/L,0.185mg/L,11mg/Lto1.02mg/L,0.118mg/L,4.4mg/L,respectively.Theydecreasedby

35%,36%,60%respectively.Thus,thewaterqualitycanreachtotheClassIIofGB3838-

杭州西溪湿地典型鱼塘水体生态修复技术研究与示范

摘要:杭州西溪湿地公园是国内第一个也是唯一的集农耕湿地、城市湿地、文化湿地于一体

的国家湿地公园;被称为“杭州的绿肾”,对区域的可持续发展具有重要意义。近年来,为了

维持西溪湿地的生态蓄水量,持续从钱塘江引水,导致了湿地河网水质出现高悬浮物、高氮磷

的水质问题。鱼塘是西溪湿地中最为典型的一类水体,大大小小将近 10000个;如今水体普遍

存在氮磷浓度高,部分水体出现富营养化等水质恶化现象。为了保护西溪湿地的生态、社会功

能,本工程中,针对西溪湿地 5个小型鱼塘的结构和自然分布特征,使用物化,生物等方法进

行水体修复,并进行集成技术示范。主要采用了前置砂滤罐技术、“水下草皮”技术、土著植物

表面流人工湿地技术、“太阳能曝气+人工浮岛耦合微生物”技术、太阳能曝气+生物操纵”技术

。试验结果表明:前置反冲洗砂滤罐,泥沙去除率可达到 96%以上,单台砂滤罐每年可削减

2700吨泥沙进入西溪湿地水网;适宜西溪湿地鱼塘生境的苦草、轮叶黑藻、伊乐藻等沉水植

物,在水质改善方面起到持续作用;远程控制工作状态的太阳能曝气,可以为沉水植物,挂膜

微生物以及生物操纵中投放的鱼类提供充足的氧气。上述集成技术对水质起到了明显的净化效

果:小型鱼塘水质的总氮、总磷、高锰酸盐指数,分别由试验前的 1.57mg/L、0.185mg/L、11

mg/L降低到试验后的 1.02mg/L、0.118mg/L、4.4mg/L,使其在出水水质中的含量分别减少了

35%,36%,60%;TN、TP到达国家地表水水环境质量标准 GB3838-88(Ⅱ)类水。该示范

工程的实施,将为西溪湿地鱼塘水体大规模水环境修复提供重要技术支撑。

Abstract:WhileresearchinurbanstudiesinChinabecomesmoredevelopedonmajorcities(Beijing,

Shanghai,Chongqing…),itisstilllesstrueformedium-sizedcities.Basedonmulti-sitedethnographic

researchwithintheMEDIUMproject,thispaperofferstoanalysetheevolutionandconfigurationsof

urban lifestyles in amedium-sized citywithaheavy industrial background:Datong, located in the

Northern part of Shanxi province. Studying residential practices and housing issues allows to

understandthepowernetworksandsocialpracticesinamedium-sizedcityfacingeconomicdecline

andimminentmassivelay-offsinthepublicsector.Inordertobetterunderstandtheslowprocessof

decline through the families’ points of view, I decided to focus on the population of coal mine

workersintheirresidenceplace.

This paperwill present the context and social consequences of amajor urban renewal (chaiqian)

policy carried out on a large scale inDatong’s coalmine district (矿区kuangqu) by Tongmei, the

state-owned company in charge of the coal economy in Datong. Tongmei is a public company, a

work unit (danwei), founded in the 1950s under the planned economy. Still today, its sphere of

responsibilitygoesfarbeyondtheworkers’work: it isalso inchargeofthefamilies’qualityof life,

providing social benefits such as community transportation, retirement pensions, health care and

housing. In 2006, Tongmei invested in the construction of a new residential area in Datong,

«Penghuqu»,aimingathostingapopulationof400,000residentswholivedonthesiteofthemines

before. I will study different effects of this renovation policy: how does the urban city space

transformswhilepeoplemoveawayfromthecoalmines?Butinacontextofeconomiccrisis,Iwill

alsostudyhowthisurbanrenewalpolicyimpactstheconfigurationsofcollectiveaction.Whereasan

imageof «good life» and«comfort» is promoted through the generalmigration away from the

coalareas,thefamiliesmustalsodealwithseriousissues(delaysinpaymentoftheirsalaries,etc.).

TheyfearadarkfutureinDatong.Howdotheyreacttothecoalcrisisnowthattheyalllivefarfrom

themine?While the inhabitants reinvent their daily life practices in this new environment, they

couldlosetheirformerabilitiestoorganizecollectively(whichtheyhadwhentheylivedonthesite

ofthemine)orfindnewopportunitiesofcollectiveorganizing.Moreover,thesocialboundariesof

theareaarenowblurry,sincetheresidentsofPenghuquarenotonlycoalmineworkers.

ThisneighbourhoodstudyisbasedonethnographicresearchinthecityofDatongwheretheauthor

hasstudiedeverydaylifepracticesinthecoalmineareasinceJanuary2015.Thepaperwillusethe

angleofthetransformationofurbanlifestylesinPenghuqu,anewresidentialdistrictofDatong,in

矿井生存:大同煤矿工人居住生活方式的一个政治人种学

摘要:中国对发达城市(北京、上海、重庆……)的研究越来越多,而对中等城市的研究

却仍然很少。通过 MEDIUM项目对各地方人种学的研究,本文分析在重工业背景下的中等城

市生活的演变和配置。大同,位于山西省北部。研究居民实践和住房问题使我了解到中等城市

的权力网络和社会实践,面临着经济衰退和公共部门的大规模裁员。为了更好地理解经济的缓

慢衰退过程,我决定通过家庭的观点,集中于居民地的煤矿工人这类人口。

这篇论文是呈现一种重大的城市更新(拆迁)政策的社会结果,在大同煤炭矿区由同煤大

规模实施这种政策,负责大同煤炭经济的国有公司。同煤集团是一家公有制公司,一个工作单

位,在 1950年代计划经济时期建立。时至今日,其责任范围不只是工人的工作,它还关系着

工人的家庭生活质量,提供社会福利,如社区交通、退休养老金、医疗和住房。2006年,同

煤集团在大同投资建设一片居民区,“棚户区”,目标是为以前住在矿区的约 40万居民提供

住房。我将研究这种更新政策的不同影响:如果人们都远离了煤矿,这个城市空间会怎么转变

?但在经济危机的背景下,我也会研究这个城市更新政策如何影响集体行动的形态。一种“好

生活”和“舒适”通过一般的迁离煤矿区来促进,但这些家庭也会遇到严重的问题(拖延工资

等)。他们害怕大同的黑暗未来。现在他们远离煤矿,他们怎么应对煤炭危机?在新的环境下

,居民的日常生活会改变,他们可能会失去之前集体组织的能力(当他们都住在煤矿的时候他

们有的)或者会发现新的集体组织的机会。此外,这个区域的社会界限也模糊了,棚户区的居

民不仅是矿工。

这种邻里研究是基于对大同市人种学的研究,本人从 2015年 1月起,就一直深入研究煤

矿地区的日常生活。本文将从棚户区城市生活方式的转变视角,研究大同的一个新住宅小区,

以反思 21世纪中国社会控制和集体迁移的动力。

emerge(Rozenblatetal.,2016),formingclustersdenselyconnectedtoeachotherandsparsely

connectedtootherclusters(Schaeffer,2007)andorganizetheglobalnetworksofcities.Between

theclusters,“relay”citiesconstitute“mandatorypathways”betweenthegroups.Thispositionof

“relay”affordscitiesbetteraccesstothewholenetworkandincreasedcontroloverinformation

transfers(Burt,2005).Theroleofrelaycitiescanbeexplainedbybothdomesticandglobalfactors.

Thedomesticfactorsdependontheadaptationofthenationalurbanstructurestotheglobal

integrationthatinturncanbeorientedbythenationalpoliciesconcerningtheChineseterritorial

organization.

secondoneisabouttheunevenintegrationofChinesecitiesaccordingtothefirms’economic

sectors.Thethirdobjectiveistoemphasiscitiesthatplaytheroleof“relay”betweenthenational

citiesandoverseasones.

Theempiricalapproachisbasedonalargedatabase(ORBISdatabase,BureauVanDijk2010and

2013)of1millionfinanciallinkagesdevelopedbetweenthe800,000subsidiariesofthe3,000largest

multinationalcompaniesintheworldin2010and2013.Aclusteringprocedureforweighted

networkswillbeusedtoidentifydifferentgroupsofcitiesforactivitiesaggregatedbylevelsof

innovationinindustryorinservices(OECDnomenclature,2009).Therelaycitieswillbedefinedat

themicro-levelofthefirms’networksandthensummarizedbyplace.

Theexpectedresults,accordingtothegeneralincreaseofthenumberofmultinationalfirmsin

Chinabetween2010and2013,willconsistinunderlyingthechangingroleofseveralcategoriesof

majorChinesecitiesinthesefirms’networks,butalsoinspecifyingthechangingpositionsofsecond

tierones.

Abstract:Ithasbeenwidelyobservedthatfinancialsupportiskeytoentrepreneurshipsinexisting

studies.Thelastdecadehaswitnessedatremendousgrowthofstartupsaswellasthefinancial

marketsinChina.Despitethatthe“massentrepreneurshipandinnovation”hasbecomeanational

agendainrecentyearsinChina,fewstudieshaveinvestigatedhowfinancialdevelopmentisrelated

toentrepreneurshipsacrosscitiesinsuchatransitionaleconomy.Drawingonauniquedatasetof

over5000publiclylistedfirmsintheNationalEquitiesExchangeandQuotationsinChina,thisstudy

investigatesthegeographyofstartupcitiesandtheroleoffinanceinpromotingstartupsacross

Chinesecities.Itisfoundthatthereexistssignificantgeographicalconcentrationofstartupsin

Beijing,ShanghaiandShenzhenarethemostimportantstartupcitiesinthecountry.Regression

resultsshowthatbetterfinancialsupportsaresignificantlyrelatedtothenumberofstartupsofa

city.Inparticular,theavailabilityofventurecapitalfinancingandthebetteraccesstostockmarket

financingarefoundtohavepositiveeffectsonthegrowthandsuccessofstartups.Thereisstrong

evidencethatmoresuccessfuldivestmentsofventurecapitalfirmsthroughinitialpublicofferings,

andparticularlyinGrowthEnterpriseMarket,cansignificantlypromotetheentrepreneurshipsofa

city.

金融发展和新兴城市地理学:来自中国的证据

摘要:从现有研究来看,可以广泛地看到金融支持对于创业而言是至关重要的。过去十年

见证了中国金融市场和新兴企业的大量增长。近几年,中国提倡“大众创业和创新”,但在这

样一个转型经济中,对金融发展怎样关联跨城市创业的研究却很少。利用中国国家股票交易所

对 5000 家以上的上市公司的惟一性数据,本研究调查了新兴城市地理学以及金融在中国新兴

城市发展中的作用。研究发现北京、上海和深圳的新兴城市在地理上联系密切,这些城市也是

中国最重要的新兴城市。回归结果表明,一个城市的初创公司数量与金融支持密切相关。尤其

economy, in particular foreign subsidiaries.However, a spatial deconcentration trends could have

been encouraged by the development of Special Economic Zones since the 1990’s outside the

coastalzones.Ontheotherhand,theChinesegovernmentpromulgatedsuccessivedecentralization

reformsthatfacilitatedtheeconomicdevelopmentoftheprefecturelevelcitiesandofthesmallest

ones,thedistrictlevelcities.

InthecontextofthefastintegrationofChinaintheglobaleconomy,ourhypothesisisthatpolicies

fosteringthedevelopmentofbothnon-coastalcitiesandsmallandmediumsizecities,fosteredthe

rapid integrationofthesecitiestotheglobaleconomicnetworks.Howeversmallandmediumsize

citiesonlybeneficiatetolowerskillindustrialorserviceactivitiescomparedtolargercities.

Addressingthesequestions,itisessentialtorevealinwhichkindofinternational/nationalnetworks

medium-sizecitiesareinvolved;thedifferencesbetweenfirmsoperatinginmediumorlargercities;

if medium cities located closer to larger agglomerations are benefiting from their geographical

position;andfinallytoforeseefutureeconomicperspectivesformedium-sizecitiesinChina,which

policies could be adopted by institutions for improving their diversification. In the context of the

MEDIUMprojectourpresentationwillquestion(i)theevolutionoftheweightofmediumsizecities

in the Chinese integration in globalmultinational firms’ network and (ii) how their role and their

positioninthesenetworksleadtoeconomicspecialization.

Progresses in investigatingthecapacityofChinesecitiestooperateinglobalnetworksoffirmsare

achievedthroughORBIS2010-2013.Thedatabaseallowsananalysisofnetworksofthe3,000first

worldwide companies and related direct or indirect subsidiaries at a global scale. For China, we

largelycompletedthedata,especiallythefirms’locations,andtheirbusinessactivities.Wealsobuilt

somerelevantcities’delineations,comparabletoothercitiesoftheworld.Thenetworksshapedby

firms among cities are aggregated at the city level in order to create graphs representing dense

groupsof interrelatedcities,enablingtoanalyzeChinesecitiesinsidetheworldwideurbansystem.

In accordance with the MEDIUM project, we will particularly focus on three cities: Hangzhou

(Zhenjiang),Datong(Shanxi)andZhuhai(Guangdong).

城市让生活更美好—户籍身份变动与农民生活满意度

【摘要】本文利用中国家庭追踪调查的大样本微观数据分析了户籍身份变动与农民生活满意度

的关系。结果发现,总体上而言,从截面数据横向来看,以生活满意度表征的主观幸福感存在

显著的户籍身份差异,但传统上认为农民主观幸福感高于城镇居民并没有得到最新的数据支持

;从追踪数据纵向来看,采用双重差分模型和倾向得分匹配模型的估计结果显示,农民户籍身

份变动会显著地积极影响主观幸福感。这意味着“城市让生活更美好”并非虚言。

Abstract: The reform of the household registration system is the core content of the new

urbanizationstrategy.Onthebasisofthereformofthehouseholdregistrationsysteminlargecities,

pointoutthenewhouseholdregistrationsystemreformisnotthefocusofseparationofhousehold

registrationandsocialwelfare.Buttogivetheresidentpopulationbasedontheresidencepermitto

enjoy more social benefits, to strengthen the social governance function of the household

registrationsysteminfact.Fromthepracticeofthereformofthehouseholdregistrationsystemin

杭州户籍制度改革中的流动人口治理

摘 要:户籍制度改革是新型城镇化战略的核心内容。在梳理大城市户籍制度改革历程的基础

上,指出新户籍制度改革的着力点不在于将户籍与各种社会福利相剥离,而是赋予常住人口依

据居住证享有更多社会福利的资格,在事实上强化户籍制度的社会治理功能。从杭州户籍制度

改革实践看,目前仍存在“一般化”和“碎片化”两大问题,“一般化”表现在户籍改革政策与杭州

城市总体规划和发展定位不相适应,与杭州新老城区一体化进程不相匹配,“碎片化”表现在法

规化水平不高,法规执行过程中存在信息不对称和执行力不够等问题。从户籍制度改革的视角

出发,杭州市流动人口治理要树立“共建共享”的理念,围绕新一轮城市发展定位和目标,系统

梳理投资入户、购房入户、人才入户、纳税入户、随迁入户等入户条件,妥善历史遗留问题,

在此基础上统筹调整户籍制度改革政策,修订流动人口服务管理法规,并着手制定完善居住证

转办常住户口的相关政策,推动落实居住证积分制的市场化评估机制。

programme,project,strategyandmakethesemorerobustandsustainableinthelongrun.

ParticipativeworkshopsonthesustainableurbandevelopmentofZhejiangHangzhouFutureSci-

TechCityhavebeenorganized-inMarchandJune2016-withinthecontextofMEDIUMproject,

andhaveproducedanassessmentofitscurrentsituationtogetherwithformulationofkey

objectivestobepursuedandactionstobeundertaken.Theoverallprocess-fromthetrainingand

designofthemtotheoutcomesofthetwoworkshops-willbediscussed.

参与式规划 :浙江杭州未来科技城利益相关者研讨会的经验

参与式利益相关者研讨会是一个多人协作的方法。通过收集不同类型参与者(针对一个问

题,他们有不同的看法,因为他们的年龄,背景和工作等都不同)的意见,想法,建议和当地知识,有

助于一个项目,一个活动或一个策略的决策——如一个区域或社区的发展等——这些参与者直

接或间接相关(或者感兴趣)。这种活动的目的是生成一个归属感,也可以更多地了解当地情况,

当地人民的角度和对项目、活动或决策的需求。使项目、活动或决策更适应长期可持续的发展。

在 MEDIUM 项目背景下,浙江杭州未来科技城可持续城市发展的参与式研讨会已经组织

过两期——2016 年 3 月和 6 月。研讨会对目前情况、关键目标和需采取的行动都做了评估。

我们将讨论一下这两期研讨会从培训、设计到结果的过程。

MEDIUM 项目的主要目标是通过各个方面来研究中国城市化的动力,特别集中于中等城市的

研究:城市治理和战略规划、经济和创新集群、土地和住房政策、城市流动性、信息通信技术

和精明增长政策,和作为横向主题的农民工包容问题。此外,该项目通过举行的各种活动,将

确认对于欧洲和中国公司的商业机会。

项目的关键行动包括:

• 促进欧洲研究人员的流动,并作为中国城市问题专家培养;

• 训练中国学者领会城市规划的参与性方法;

• 组织涉及地方利益相关者的合作工作坊;

• 在学术、政治和经济社团之间建立对话;

MEDIUM项目的活动在杭州、珠海和大同举行,时间为 2015年 9月至 2018年 8月。

该联合团队包括9个实体:法国国家科学研究中心、杭州师范大学、威尼斯卡福斯卡里大学、

普罗旺斯政治学院、卢森堡空间预测股份有限公司、洛桑大学、纳沙泰尔大学、中山大学和

山西大同大学。

该项目由欧盟(欧洲资助-ICI+项目)支持。

关于本次会议

这第一次 MEDIUM 学术大会致力于城市可持续发展、地方治理、创新、工业发展和社会包容,

特别聚焦于杭州市。

来自中国、法国、意大利、台湾、希腊和瑞士的学者将讨论这些题目,并和决策者及利益相关

者就相关政策一起讨论。

另外,我们会向参与者展示参与式规划实训的成果,这是在 MEDIUM项目框架下进行的。

本次会议是该项目第一年的最后一次活动,将结束在杭州进行的一系列活动。本次会议也将为

4位博士后研究人员提供展示工作成果的机会,他们得益于一种交流计划。

本次会承接 2015年 11月举办的第一场学术讨论会,那一次学者们分析了杭州的社会经济发展

路径;也承接 2016 年 3 月的利益相关者工作坊,审视浙江杭州未来科技城的规划及其生态影

响。
