Agent 's Responsibilities:

Agents responsibilities in Mesaieed Port can be summarized as following:

1. To provide Mesaieed Port Authority for each ships call, an agencyappointment confirmation letter proving that they are representing the namedships owner. That letter from the agent should be sent well in advance to portAuthority.

2. Send the ships suitability information to make sure that the ship will beaccepted to call Mesaieed Port well in advance.

3. Send pre-arrival message from the vessel with vessel's details including arrival& sailing drafts.

4. Convey a copy of bill of lading/cargo manifest and packing list. Make sure thattype of cargo, quantity, measurement and number of packages mentionedproperly. Heavy lift cargo if any to be mentioned specifically.

5. Dangerous cargo on board the ship, to be loaded or discharged should bementioned in full details, specifying type, quantity, location on the ship, anyspecial precautions should be taken.

6. Coordinate with consignee/cargo receiver/cargo clearing agent to completecustoms formalities and import documentation.

7. ETA notices to be faxed when received from ship, and ETA telexes for 72, 48,24 hours before arrival of the ship.

8. Liaise with Port Operations Dept for berthing prospects.9. Confirm that Consignee/Cargo Receiver/Clearing Agent completed the

documentation formalities, as ship will not berth before documents are cleared.

10. Security Gate Pass required for commercial berths must be processed oneworking day in advance.

11. Agent should be available at the ship:

At the time of berthing of the vessel

At the time of sailing,

At the time of ships supply

12. Follow Gate Pass Procedure in case of entry as well as boarding.

13. Request for berthing of ships on arrival or overtime basis to be sent in advancefor scheduling ships on priority, and keep continuous contact with PortDepartment, Mesaieed.

14. One copy of cargo documents received from ship to be given to Port OperationsDept.

15. A request letter for providing any service to the ship should be sent to PortOperations in advance (minimum one working day) for approval. Also separateletter should be given to Mesaieed Custom's Dept. for approval.

16. Port Clearance request to be sent one day before sailing of ship. The originalwill be ready at Cargo Section Department, and to be delivered to the shipsmaster by Agent.

17. Payment of Port Charges.

18. Payment of any other fine or claim imposed by the Port Authority.

Gate Pass Procedure

To obtain an entry/boarding gate pass, the following procedure should be followed:

1) Covering letter from the agent is required, indicating clearly that the Agent isresponsible for his entry/exit or boarding. That request should be sent oneworking day in advance.

2) QP gate pass form should be filled in and sent along with a covering letter to PortAuthority for approval.

3) In the case of normal entry pass, signed form should be taken to MIC - Gate PassSection - for processing.

4) In case of vessel's boarding for Shore Leave/ On-signing Crew/ Off-signingCrew/Inspectors or Technicians, after getting the signature from Port Authority,separate letters should be addressed to Mesaieed Immigration Dept. andMesaieed Custom's Dept. for approval. Without Immigration and Custom'sapproval No person is allowed to board or disembark from the vessel. OriginalPassport or Seaman Book should be handed over to Mesaieed Immigration Dept.

Note: If the joining crew/Inspector or Technicians are arriving late at night andrequired to join the vessel immediately or during Fridays, agent has to informMesaieed Port Authority about their flight details and arrival time in order toarrange with Gate Pass Section to issue gate pass in advance, but later the agenthas to submit a copy of passport or seaman book to Gate Pass Section whichshows Airport Immigration Stamp.

5) The Port Agent should request for all gate passes & supply of provisions.

Time Limit/Port charges/Regulations

The port charges should be paid by the ships agent as per Mesaieed Port Tariff. ThisTariff is subject to change without notice, and the ship should stay no longer than 3 to 4days to complete cargo work in order avoid any fines.

The ship should adhere to Mesaieed Port Regulations and the Rules and Regulationsfor Seaports of The Cooperation Council For The Arab States of The Gulf.

VESSEL SUITABILITY FOR MESAIEED PORTBEFORE EACH CALL

The following initial information MUST be sent to Mesaieed Port Department

and suitability confirmation should be received before the vessel starts loadingthe cargo at Load Port.

Information shall be provided in the following format:1. Vessel Name/IMO Number Year of Built.2. LOA.3. Beam.4. Depth.5. Arrival draft.6. SDWT.7. Number of hatches.

8. Number of cranes, S.W.L.9. Cargo type, amount, stowage factor.10. Consignee name (for import cargo, as mentioned in the bill of lading).11. Discharging Method (for bulk cargo, provide grab size, grab type, touch

grabs are not accepted in Mesaieed Port).12. Vessel to be able to discharge all cargo in not more than four days.13. Valid ISS Certificate (provide number and date of validity).

Failure to notify Mesaieed Port of the above information at the mandatory timemay result in delays or rejection of the vessel to berth on arrival to MesaieedPort. Strict adherence of the above is requested.Vessel should also provide ETA and pre-arrival information in addition to theabove at the required time.

Requirements to act as Ships AgentFor cargo vessels at Mesaieed Port

1. Registration, license to work as Cargo Ships Agent, approved by theChamber of Commerce.

2. Company profile.

3. To sign the conditions of Use Agreement at Mesaieed Port.

4. To submit to the Port Authority a Bank Guarantee letter for Qrs.500,000/- in favour of Qatar Petroleum valid for one year, subject tochange at the discretion of Mesaieed Port Authority. It should be as perthe same format of Qatar Petroleum Form of Bank Guarantee.

Submitting other than this form or any minor change in the submittedletter will be rejected (refer to the enclosed sample of QP Form of BankGuarantee).

5. A copy of this letter will be kept at Mesaieed Port Authority and theoriginal will be sent by Mesaieed Port Authority to the FinanceDepartment.
