    2. You are distributing outside the "circle" of your membership. This couldbe interpreted as a reportable "in kind" contribution, which requires thelocal to havc an offrcial PAC registered with the State.You distributed the union newsletter to an email list of unionists andothers involved with the fundraiser for the Kleen Energy Plant tragedy.This was totally inappropriate ancl insensitive.Labor unions never ask their members to vote for a party or to join aparticr"rlar party. We ask our members to register to vote and we endorseindividual candidates based on their answers to issue-orientedquestionnaires and interviews.

    5. Organized labor has been involved with Middletown government for along time. There is no need for labor to "step forward." (October 7,Newsletter) Perhaps your local should step forward and get involved withthe rest of organized labor if your members want to change the currentactivities.On October 12 you stated, " Lebor is asking every citizen... " Labor is notasking-you are. Please make that distinction clear.The timing of the "Change the Vote Day" (which, notably, is a week) issuspect. It does not go unnoticed that these newsletters and requests foraction are circulated just prior to important state and national elections.

    You are clearly very passionate about Middletown political issues and that is agood start. We suggest you refrain from name calling which we believe iscounter productive. We suggest you use your energy and passion to build apolitical action committee within your local which will have a lasting impact.Connecticut AFL-CIO and AFT Corurecticut offer workshops and trainingsessions in political education. We are not aware of Middletown Managers andProfessional Associates participating in any AFT Connecticut, Connecticut AFL-CIO or Middletown-Meriden Central Labor Council Programs. We believe yourunion members could benefit politically by becoming involved in these programs,and that your time would be better spent defining, supporting, and buildingconsensus around issues you support rather than reacting to positions and votesyou oppose.For clarification we are listing our endorsements for state and federal offices.These individuals have been carefully screened by questionnaires and interviewswith either AFT National or AFT Connecticut COPE Committee of forly-plusmembers.
