For the first time in ASEAN’s history, the 52nd ASEAN Economic Ministers’ (AEM) Meeting and Related Meetings is being held virtually from 24 – 29 August 2020. Malaysia’s participation in the meeting, which is hosted by Viet Nam as the Chair of ASEAN 2020, is led by Senior Minister and Minister of International Trade and Industry YB Dato’ Seri Mohamed Azmin Ali.The AEM Meeting is an important annual platform for ASEAN Economic Ministers to deliberate on the broadening and deepening of economic integration within the region, as well as to engage with significant external partners. The AEM Meeting will also recommend and provide the best solutions to issues that hinder the economic development of ASEAN.

At this AEM Meeting, the Economic Ministers will further monitor and review the implementation of the ASEAN Economic Community (AEC) Blueprint 2025 undertaken by the responsible sectoral bodies and the progress on the priority economic deliverables under Viet Nam’s Chairmanship of ASEAN 2020. The meeting is also set to follow up on the decisions made by Leaders at the ASEAN Summit on 26 June 2020. This year marks an important milestone for ASEAN as the region reached its mid-term review for the AEC Blueprint 2025 implementation.Malaysia has also been capitalising from economic integration initiatives under various external economic relationships and partnerships. For sustainable economic growth, Malaysia continues to assume an active role in materialising the integration agenda under the AEC Blueprint 2025. This includes keeping markets open and maximising the potential of ASEAN trade and investment.

Featuring prominently in this AEM Meeting is the impact of the COVID-19 pandemic on regional economy. “The COVID-19 pandemic has presented unprecedented challenges, which have adversely impacted the global socio-economic growth as well as the lives and livelihoods of the people,” Dato’ Seri Azmin said.

Dato’ Seri Azmin added that the AEC is the cornerstone of Malaysia’s trade policy and remains an important platform towards creating a deeply integrated and highly cohesive regional economy as well as a competitive, innovative and dynamic region.

During this six-day meeting, the Economic Ministers will be in consultation with Dialogue Partners to evaluate the economic cooperation programmes and the progress in the implementation of various FTAs. A Ministerial Meeting on the Regional Comprehensive Economic Partnership (RCEP) Agreement will take place on 26 – 27 August 2020. It is expected that Ministers will focus on the full conclusion of the negotiations and the preparation for signing of this Agreement during the ASEAN Summit in November 2020.

MITI LANCAR SAMBUTAN BULAN KEBANGSAAN TAHUN 2020 DAN KEMPEN KESEDARAN COVID-19

Menteri Kanan dan Menteri Perdagangan Antarabangsa dan Industri YB Dato’ Seri Mohamed Azmin Ali telah melancarkan Sambutan Bulan Kebangsaan tahun 2020 dan Kempen Kesedaran COVID-19 peringkat Kementerian Perdagangan Antarabangsa dan Industri (MITI) hari ini, di Menara MITI, Kuala Lumpur.

Pelancaran inisiatif-inisiatif ini adalah bagi menyokong aspirasi “Malaysia Prihatin’ yang juga tema Hari Kebangsaan bagi tahun ini, selain memupuk kesedaran tentang kepentingan melindungi komuniti dan memampankan ekonomi yang terkesan akibat wabak COVID-19 di bawah payung perpaduan.

Sambutan Bulan Kebangsaan oleh MITI akan melibatkan acara seperti aktiviti penyerahan Jalur Gemilang, penceriaan bangunan bertemakan konsep kemerdekaan di Menara MITI, pameran seni, kempen membaca dan beberapa aktiviti lain di peringkat dalaman MITI.

Manakala, melalui Kempen Kesedaran COVID-19 yang turut diterajui Agensi Pengurusan Bencana Negara (NADMA) ini pula, MITI akan secara berterusan - bermula Ogos sehingga Disember tahun ini - melancarkan beberapa siri mesej Pesanan Khidmat Masyarakat berkenaan pematuhan Prosidur Operasi Standard (SOP) di platform-platform media arus perdana dan media sosial. Usaha ini adalah seiring dengan penekanan yang diberikan MITI di bawah kepimpinan Dato’ Seri Azmin dalam memastikan keseimbangan pemeliharaan kesejahteraan kesihatan dan kemampanan ekonomi negara.

Justeru, MITI sedang dan akan terus menjalankan beberapa sesi libat urus bersama industri di seluruh Malaysia bagi membincangkan bersama persatuan serta dewan perniagaan cabaran-cabaran ekonomi yang dihadapi oleh mereka akibat pandemik COVID-19. Usaha ini penting bagi membolehkan MITI merencanakan bantuan yang boleh diberikan dalam memudah cara perniagaan-perniagaan di Malaysia. Setakat ini, MITI sudah pun menjalankan lebih 60 sesi libat urus bersama industri.

Melalui program-program sesi libat urus ini, MITI juga akan berkongsi informasi tentang fasilitasi-fasilitasi daripada MITI dan 13 agensinya bagi Perusahaan Kecil dan Sederhana (PKS) dan Syarikat Peringkat Pertengahan (Mid-Tier). Fasilitasi-fasilitasi ini adalah merangkumi aspek seperti Industri 4.0, automasi, insentif cukai melalui Pakej Rangsangan Ekonomi PENJANA, e-dagang dan akses pasaran.

Menurut Dato’ Seri Azmin, usaha MITI sebagai #BarisanHadapanEkonomi negara diharap dapat membantu menyegerakan pemulihan operasi perniagaan perusahaan-perusahaan Malaysia yang terkesan akibat pandemik COVID-19.

“Keputusan Kerajaan untuk membenarkan pembukaan kesemua sektor ekonomi secara perperingkat telah memberi impak yang positif ke atas pertumbuhan ekonomi dan kedudukan kewangan negara. Jumlah dagangan Malaysia pada bulan Jun 2020 telah naik 2.2 peratus untuk mencecah RM144.84 billion susulan penghapusan sekatan pergerakan secara beransur ini,” kata Dato’ Seri Azmin.

“Usaha-usaha Kerajaan juga telah berjaya membentuk satu ekosistem yang kondusif bagi PKS di Malaysia sejak pelaksanaan Perintah Kawalan Pergerakan. Bantuan-bantuan yang diberikan seperti subsidi upah dan pelanjutan tempoh moratorium telah mengurangkan impak ekonomi kepada perusahaan tempatan. Kita sudah mula melihat kesan positif daripada program-program PENJANA apabila kadar pengangguran negara menurun daripada 5.3 peratus kepada 4.9 peratus selepas pembukaan semula hampir kesemua sektor ekonomi pada awal bulan Mei,” tambah beliau.

Selain itu, melalui Kempen Kesedaran COVID-19 ini juga MITI menyeru semua syarikat-syarikat di Malaysia untuk bersetuju dengan Akujanji Pematuhan SOP di sistem pengkalan data MITI – CIMS 3.0 – selain mengisytiharkan maklumat syarikat mereka dengan berdaftar di sistem tersebut. Setakat ini sebanyak 257,357 syarikat daripada 21 sektor telah pun membuat pendaftaran. Pendaftaran di CIMS 3.0 boleh dilakukan di notification.miti.gov.my.

LABOUR PRODUCTIVITY PERFORMANCE SECOND QUARTER 2020

The second quarter of 2020, Malaysia’s labour productivity as measured by value added per hour worked increased 15.6 per cent after registering 2.1 per cent in the preceding quarter . The double digit growth in labour productivity by value added per hour worked in this quarter was due to a large decline in hours worked as compared to the sluggish performance in gross value added. During this quarter, Malaysia’s Gross Domestic Product contracted 17.1 per cent (Q1 2020: 0.7%) while hours worked decreased further to 28.2 per cent (Q1 2020: -1.4%).

Labour Productivity by Selected SectorMANUFACTURING The growth of labour productivity, value added per hour

worked for Manufacturing sector stepped up 15.2 per cent (Q1 2020: 2.2%).The value added of this sector plunged 18.3 per cent after registering 1.5 per cent in the preceding quarter while hours worked dropped 29.1 per cent (Q1 2020: -0.7%). The highest growth of labour productivity by hours worked in Manufacturing sector was recorded by Vegetable and animal oils & fats and food processing (36.1%). Meanwhile, labour productivity expressed as the ratio of value added to employment fell 17.3 per cent (Q1 2020: -0.2%) as employment declined 1.3 per cent (Q1 2020: 1.6%).Level of labour productivity which was measured as value added per hour worked was RM60 per hour in Q2 2020 (Q1 2020: RM51 per hour) while value added per employment was RM25,739 per person (Q1 2020: RM29,788 per person).

CONSTRUCTIONLabour productivity by hours worked for Construction sector declined 3.2 per cent in Q2 2020 (Q1 2020: -1.6%) as shown in Exhibit 4. The growth of value added in this sector plummeted 44.5 per cent (Q1 2020: -7.9%) while hours worked decreased further to 42.7 per cent (Q1 2020: -6.4%). In the meantime, labour productivity measured as value added per employment dropped 40.8 per cent from negative 5.3 per cent in the preceding quarter. In addition, employment recorded a negative growth for seven consecutive quarters with a rate of negative 6.3 per cent (Q1 2020: -2.7%).Value added per hour worked for this sector was RM18 per hour (Q1 2020: RM19 per hour) while value added per employment was RM6,536 per person (Q1 2020: RM10,776 per person).

SERVICESServices sector posted a growth of labour productivity in terms of value added per hour worked at 17.2 per cent (Q1 2020: 3.7%). Value added of this sector shrank 16.2 per cent (Q1 2020: 3.1%) while hours worked dropped 28.5 per cent (Q1 2020: -0.6%). During this quarter, the highest growth of labour productivity by hours worked in Services sector was recorded by Information & communication (51.5%). This was followed by Utilities (22.2%) and Finance & insurance (21.8%). Measuring labour productivity per employment for this sector, decreased 15.6 per cent (Q1 2020: 0.5%) while employment declined 0.6 per cent (Q1 2020: 2.5%).In terms of labour productivity level, value added per hour worked for this sector in Q2 2020 was RM44 per hour (Q1 2020: RM38 per hour) while value added per employment was RM18,427 per person (Q1 2020: RM21,655 per person).

CONSUMER PRICE INDEX MALAYSIA JULY 2020 Consumer Price Index (CPI) declined 1.3 per cent in July 2020 to 119.9 as against 121.5 in the same month of the preceding year. The decrease in the overall index was attributed by the decline in Transport (-10.3%), Housing, Water, Electricity, Gas & Other Fuels (-2.6%), Clothing & Footwear (-0.6%) and Furnishings, Household Equipment & Routine Household Maintenance (-0.1%) which contributed 45.7 per cent to overall weight.

Percentage Change of Consumer Price Index by Main Group

Although year-on-year CPI decreased, CPI on monthly basis has increased 0.7 per cent as compared to June 2020. The increase was attributed by Transport (4.9%), Education (0.4%), Furnishings, Household Equipment & Routine Household Maintenance (0.3%), Miscellaneous Goods & Services (0.3%), Food & Non-Alcoholic Beverages (0.1%), Alcoholic Beverages & Tobacco (0.1%) and Health (0.1%). Meanwhile, the CPI for the period of January to July 2020 decreased 0.9 per cent as compared to the same period last year. The decrease was attributed by Transport (-10.0%), Clothing & Footwear (-1.1%) and Housing, Water, Electricity, Gas & Other Fuels (-0.7%).

GOODS TRADE BAROMETER

The current reading of 84.5 is 15.5 points below the baseline value of 100 for the index and down 18.6 points year-on-year. It is broadly consistent with the WTO's June trade forecast update, which estimated an 18.5% drop in merchandise trade volumes in Q2. It had also projected that the expected trade decline for the whole of 2020 would be closer to the less pessimstic

Global trade growth has been slowing since the fourth quarter of 2018, finally turning negative in 2019Q3.The seasonally-adjusted volume of world merchandise trade was already down 3.0% year-on-year in the first quarter of 2020, a decline that only partly reflects the effect of the COVID-19 pandemic. The full economic impact of the virus and associated containment effortsare expected to be seen statistics for the second quarter. If the WTO's June estimate of an 18.5% year-on-year decline in world trade for Q2 is realised, that would imply a 14% drop between the first and second quarters.

All of the barometer's component indices remain well below trend, with many registering record lows, but some have begun to stabilize. Indices for automotive products (71.8) and air freight (76.5) are by far the worst on record since 2007. Container shipping (86.9) also remains deeply depressed. Export orders (88.4) show signs of recovery as this index has turned upward. Meanwhile, indices for electronic components (92.8) and agricultural raw materials (92.5) have held up relatively well.
