Energy Management System introduction is mandatory for:
• Companies with the main activities in production sector – industrial plants – if they consume more 2.500 ktoe/y (heat and fuel) and 12.000 MWh/y (electricity)
• Companies with the main activities in trade and services sector - objects - if they consume more energy than 1.000 ktoe/y
• Cities/ Municipalities – number of inhabitants higher then 20 000
• Public buildings and other objects – State Governance
Energy Management System will cover about 70% of primary energy consumption

Total budget: 123.25 million € 4 phases: 20 district heating companies and a budget of 65 million €
• 2005-2012 - 2 programs „Serbia Energy Efficiency Project“. World Bank Rehabilitation and energy-related reconstruction of more than 120 schools, 12 health institutions, among which two big Clinical Centres, in Nis and Belgrade. After the rehabilitation/reconstruction the energy consumption in these facilities is 40% lower.Total budget: 55 milion $ USA
• 2015 „Energy efficiency in Public Buildings“ – 15 million KfW, 30 schools
• 2014 - Budget Fund for the Promotion of Energy Efficiency in 2014. funds amounting to approx. 1,5 mil EUR will be used to co-finance over 10 projects of the local self-management units with an aim to increase energy efficiency.

4. Ongoing projects - EE
Ministry of Mining and Energy
• 2012 (2015) – KfW - Biomass district heating systems
• Budget: 20 million EUR• The goal: switch the operation of district
heating to CHP and shift from traditional energy sources to biomass
• Pre-feasibility study -15 cities (10 -80 MW),• Cost effectiveness is only in case the
heating plants do not change the purpose and use heavy fuel oil
• Prijepolje, Nova Varos, Priboj if managed properly, Novi Pazar, (1-6 MW)
