What is Foundation Seed? Foundationseedistheinitialgenerationofseedintheseedcertificationprogram.FoundationseedisplantedbyseedgrowerstoproduceRegisteredandCertifiedclassseed.

How is Foundation Seed Produced?The MCIA Foundation Seed Program operates under an agreement with the University of MinnesotaAgriculturalExperimentStationtoincrease,maintain,anddistributeFoundationseedofnewandestablishedpubliclydevelopedvarieties.MCIAcooperatescloselywith theUniversityofMinnesotaplantbreedingprogramsinsoybeans,wheat,barley,oatsandgrasses.MCIAalsocooperateswithsimilarorganizationsinneighboring states to supply varieties developed by other public plant breeding programs.

Who is Eligible to Purchase Foundation Seed?FoundationseedisavailabletoMCIAmemberswhohaveprevioushistoryproducingseedinthecertificationprogram.Eligibleproducersarenotifiedofvarietiesavailableandproceduresfororderingseed.

VARIETY LICENSING

What is Variety Licensing? MinnesotaCropImprovementAssociation(MCIA)isthelicensingagentforagronomiccropsdevelopedattheUniversityofMinnesota.PlantbreedersattheUniversitycontinuetodevelopnewvarietiesofsoybeans,wheat,barley,oatsandgrasses.MCIAservesastheprimarypointofcontactforproducersandprocessorsinterestedinnewMinnesotavarieties.

Why are Some Varieties Licensed? Crop varieties that are suitable for large scale commercial production are released as public varieties through the traditional Foundation seed distribution program.However,many recent releases are food grade orspecialusevarietiesthatrequireuniqueproductionandhandlingcapabilitiesoraccesstospecialtymarkets.

Who is Eligible to License Varieties?Producersorcompaniesthatcandemonstratetheircapabilitytosuccessfullyproduceandcommercializeproducts of the type to be licensed will be considered as licensing partners to the University.

How are Varieties Licensed? MCIAprovidesaMaterialTransferAgreement(MTA)whichallowsanindividualorcompanytoevaluatetheagronomictraitsandtoassessthepotentialforcommercialization.PartiesinterestedinlicensingcansubmitaproposalforlicensingtoMCIA.Proposalsarereviewedbasedoncriteriaestablishedtoidentifylicensing partners most appropriate for the variety being released.

PLANT VARIETY PROTECTION

The developer of a new distinct variety may obtain protection forthatvariety,providedthevarietymeetstherequirementsofthePlantVarietyProtectionAct(PVPA).Acertificateisprovided to the developer of a variety that grants exclusive rights for reproducing and marketing the seed. The PVPA is administered by the United States Department of Agriculture.

ManyofthevarietieslistedinthispublicationhaveeitheraCertificateofPlantVarietyProtection(PVP)issuedtothemor an application has been made for Plant Variety Protection. PVPTitleVspecifiesseedbesoldbyvarietynameonlyasaclassofcertifiedseed.IfavarietyisnotprotectedwiththeTitle V option, the owner of the variety still has the exclusive right to determine who can produce and market the variety as a seed product.

PVP-protected varieties may be saved for your own planting only;youmaynotsellseedtoaneighborwithoutspecificpermissionofthecertificateholder.

Varieties listed on the following page were commonly grown inMinnesota in the last fewyears.Additions or deletionsmay occur at any time. It is the responsibility of the buyer andsellertoconfirmthePVPstatusofacropvarietybeforebuyingorsellingaspecificvariety.It is illegalforanyonetopurchase“grain”ofaprotectedvarietyandutilizeitforplanting purposes.

What is the purpose of the seed laboratory?TheMCIAlaboratorytestsseedforquality.Germination,physicalpurity—includingothercropandweedcontaminants,varietalverification,vigor,andherbicidetolerancetestsareconductedbythelab,aswellasothercrop-specifictests.

Who determines how seed is tested?TheMCIAseedlaboratoryfollowstestingrulesestablishedbytheAssociationofOfficialSeedAnalysts(AOSA).Theserules,usedbyregulatoryagenciesandcommerciallabsthroughouttheU.S.,setthestandardforseedtestinginNorthAmericaandarerecognizedinternationally.

Why should my seed be tested?Seedtestingisthefinalstepintheseedcertificationprocess.Thetestresultswillbeusedtoverifythattheseedstandardshavebeenmetforthatparticularcropandseedclass.SeedlotscertifiedbyMCIAarerequiredtobetestedattheMCIAseedlaboratory,withtheexceptionofnativespecies.Testinginformationcanalsobeusedforlabelingand/orqualityassurance.Servicetestingisavailableforunconditionedseedandseedthatisnotinthecertificationprogram.Ahostoftestsoffered,includinggermination,vigor,purity,andmoisture,canhelpaseedproducer,seller,orbuyerassessseedquality.

How do I submit samples?Samplebagsareavailableat theMCIAofficeforsubmittingyoursamples.IncludeanMCIASamplingReport,availableonourwebsiteorfromtheMCIAoffice, toprovide informationaboutyourseedlot.Theformisrequiredforcertifiedsamplesandisusefulforothertypesofservicesamples.Youcanreceivepreliminaryandfinalresultsbye-mail,andafinalreportwillbemailedtoyou.

What should I look for after testing?SeedtestedaspartoffinalcertificationwillreceiveaSeedCertificationReport,indicatingthetestresultsand a passed or failedstatus.Seedtestedundertheservicetestingprogramornon-certifiedseedwillreceiveaLaboratoryReportofAnalysis,whichwillindicatetheresultsofthetestsrequested.

How is Seed Certified?Seed certification requires planting eligible seedstocks, field inspection of the growing crop, properconditioning, representative sampling, thorough laboratory analysis, and proper labeling.

Occasionallysomeoneaskinghowtocompleteseedcertificationorafarmerunfamiliarwiththeprocesswillcommentthattheirfieldwasinspectedanditisnowcertified.TheyhavetoberemindedthatthefieldinspectionisjustonestepintheoverallSeedCertificationprocess.

Field Inspection:Theprocessstartswithafieldinspectionapplication.MCIAstaffwillverifytheseedsourceusedandcheckthepreviouscrophistory.MCIA-trainedinspectorswillinspectthefieldtodetermineif it meets the standards for varietal identity, purity, isolation, and the presence of weeds and other crops.

Congratulations!Yourfieldinspectioniscompleteandyoureceivedareportthatshowsyourfieldpassedthisfirststep. Now what?

• Harvest, Handling, and Storage:Propercleaningofharvestingandhandlingequipmentas well as storage bins is essential to maintaining varietal purity. Also, seed is a living organism and proper storage is very important, as high moisture or heating can cause reduced germination.

• Seed Conditioning: Certified seed must be conditioned at an MCIA-approved seedconditioning facility. Approved facilities have been inspected by MCIA personnel todetermineiftheymeetthefacilityandequipmentrequirementsforconditioningaspecificcrop. When you deliver your seed to the approved seed conditioner take along a copy of yourfieldinspectionreport.

• Seed Sampling: Once the seed is conditioned, a sample must be taken by approved personnelattheseedconditioningfacilityoranMCIArepresentativewillpullthesample,if necessary.

• Seed Testing: The official seed sample must be sent to theMCIA seed laboratory.Agerminationandpuritytestareconductedalongwithanyotherrequiredtests.Oncetestingiscompletedyouwill receiveacertificationreport indicating ifyourseed lotpassedorfailed.

• Labeling Certified Seed: Whether you sell the seed yourself or the approved facility is selling the seed, all seed sold must be properly labeled. Depending how the seed will be distributed,certifiedseedcanbesoldusingabluetagoraBulkCertificate.

• More to Remember:Most small grainor soybeanvarieties areprotectedby thePlantVarietyProtectionAct(PVPA)orthroughlicenseagreements,meaningthatseedsoldofthosevarietiesmustbecertifiedorsoldonlywiththepermissionofthevarietyowner.

• Royalties and Fees: Most crops produced as seed are subject to royalty and/or feeassessments. A seed producer or seller must be sure they understand their obligations regarding the payment of royalties or fees.

ND1406HP SOYBEANND1406HP is a conventional (non-GMO) type intended for the specialty high protein, tofu, or soy milk markets. However ND1406HP performs very well as a conventional soybean. In these areas it presents better yields and better quality than other NDSU varieties, while also performing very well as a conventional soybean. ND1406HP has purple flower color, gray pubescence, yellow hila with dull seed coat luster, and brown pod color. ND1406HP is a variety of 0.6 maturity that would be best adapted to many North Dakota counties along with several Minnesota counties.

GOLD ND YELLOW FLAXGold ND is a yellow-seeded variety with very high yield potential. Gold ND has good oil content and oil drying quality. This variety has blue flowers and medium seed size. Gold ND is resistant to rust and has good tolerance to wilt. It is adapted to the north-central flax-growing region.

What is Native Seed Certification?Native plants are often used for re-vegetation of roadsides, construction sites, wildlife plantings and other projects.MCIA’sNativeSeedCertificationProgramverifiesthatthegeneticidentityofnativegrassesandforbs(wildflowers)hasbeenmaintainedthroughallphasesofseedproduction.

How is Native Seed Certified?Thecertificationprocessconsistsofseveralstepswhichincludeseedsourceverification,inspectionofseedproductionsitesandseedtesting.MCIAissuesseedlabelsorcertificatestoproducerswhoseproductionhasmetallcertificationstandards.

ORGANIC SEED USE

Thereareoftenquestionsregardingtherequirementfortheuseoforganicseedand other planting stocks in organic production systems. NOP §205.204 states that an organic “producer must use organically grown seeds, annual seedlings, and planting stock, Except, That, (1) Nonorganically produced,untreated seeds and planting stock may be used to produce an organic crop when an equivalent organicallyproduced variety is not commercially available,” and “(4) Nonorganicallyproduced planting stock to be used to produce a perennial crop may be sold, labeled, or represented as organically produced only after the planting stock has been maintained under a system of organic management for a period of no less than 1 year.”

Most certifiers require organicproducers to conduct thorough and diligent searches for organic seed before authorizing the use of non-organic seed. Consult the list of producers in this directory to locate seed and to identify seed conditioners that have been certified to processorganic seed. However, not all sources of organic seed are listed and it must be understood that seed availability changes throughout the season. Call MCIAifyouneedassistanceinlocatingorganic seed.

It is important to remember that producing high quality seed (whetherconventional or organic) requiresplanning, use of effective production practices and proper handling and conditioningmethods.MCIAprovides
