I. CALL TO ORDER. President Jacquelyn Arendt called the regular meeting of the North Royalton Board of Education

to order at 7:00 PM, January 11, 2016, at the North Royalton High School Community Room.

II. PLEDGE OF ALLEGIANCE. President Jacquelyn Arendt requested all present to join in the Pledge of Allegiance to the flag.

VI. RECOGNITION OF GUESTS AND PRESENTATIONS. Superintendent Greg Gurka presented an overview of district communication with the community. Valley Vista Principal, Jeff Hill, introduced Dana Racco, Counselor, and Arynn Beeble, Intervention Specialist, who coach the Girls on the Run program. They brought eleven girls who participate in the program and they all presented information about this inspirational club.

VII. PUBLIC PARTICIPATION. The public is invited to speak to any of the agenda items and other school topics at this

time. Comments should be limited to five minutes. No speakers addressed the board. VIII. CVCC UPDATE. Mr. Russ Wells gave the following update: The new CVCC board president is Mark Curtis and the

new vice president is Kathleen Mack. Mr. Wells will be a member of the building and grounds and policy committees for 2016. This coming Thursday is the RAMTECH opening. February 1-5 is Career Technical Education Week. The treasurer’s report about their audit was good.

IX. COMMITTEE REPORTS

Recreation Board - There was not a meeting in December, therefore no report was given. Curriculum & Instruction/Pupil Services - Dr. Kelly gave the following report: Curriculum: A new assessment to evaluate progress of English Language Learners will be in place from the state of Ohio to replace the OTELA (Ohio Test of English Language Acquisition) formerly given. The new assessment is called the OELPA (Ohio English Language Proficiency Assessment) and will be administered online like all other state assessments. Teachers from each of the buildings who work with students in need of ELL services recently attended a training session with Mrs. Vojta on the new assessment and are preparing for the upcoming administration that begins at the end of February. Student results from last year’s state PARCC and AIR assessments given in grades 3-12 have finally been received from the Ohio Department of Education and will be sent home with report cards at the end of this semester. The results from these assessments will be reflected in the district report card. Part 1 of the district report card is set to be released this week and Part 2 will be released at the end of February. Pupil Services: There have been new guidance documents provide by the US Department of Education regarding IEPs and ETRs. Staff is being provided with professional development regarding these two documents. The outcomes should be a consistent presentation of items within the document and during IEP team meetings. Pupil Services is working with various teams to finalize processes regarding preschool to kindergarten transitions, kindergarten registration and kindergarten screening. These needed revising due to the closing of the ECC. Kindergarten registration is scheduled for February 23rd and 24th. InfoSnap access will open on February 1st for parents of incoming kindergarten students to complete the pre-registration information. Building and Grounds- Mrs. Dolezal gave the following report: The maintenance department would like to welcome Anthony Raleigh as the newest member of the team. Mr. Raleigh and his wife, Maricel are residents of Richfield. Mr. Raleigh comes to us from Richfield Village where he served as a Sewer Technician from 2013 to present. Before his time with Richfield he served Nordonia Hills City Schools starting out as summer help in 1995 and worked himself up to Assistant Maintenance Supervisor. We believe Mr. Raleigh brings many skills and talents to North Royalton and we are very happy to have him as part of our team. Please welcome Mr. Raleigh when you see him. Over winter break the maintenance department changed out all of the metal halide fixtures in gym three at the high school. The department replaced the 24 metal halide fixtures with 12 L.E.D. fixtures. The L.E.D. fixtures distribute the light much better and will dramatically save on energy costs. Old man winter has been kind to us thus far but even so we have had some heating issues. One of the pumps that controls the water flow at Royal View had to be completely removed and rebuilt. One of the gas valves to our Bryan boilers at the high school had to be replaced and we are keeping busy with the normal, “I’m too cold” or “I’m too hot” calls. One of the ten gallon hot water tanks located in the ceiling of classroom 1315 at the middle school science labs sprung a leak. Fortunately we had people on site when it happened which in turn kept the damage to a minimum. In order not to disrupt instructional time it the tank was replaced over winter break. The hot water tank was installed in 1996 along with another tank in room 1515. With the age of the tanks and fearing a leak in the tank in room 1515 when no one is on site and the damage it would cause we decided to replace the tank in room 1515 as well. We are currently giving our football annex a face lift. All rooms have be thoroughly cleaned and painted along with multiple shower repairs. The high school cleaning and custodial staff attended an in house seminar performed by Hillyard Company during winter break on cleaning techniques, maintaining equipment and the advances of the technology of both. Workshop Report - Mrs. Dolezal gave the following report: I attended the OSBA professional development academy for newly elected board members. It was a two-day workshop held in Independence. The workshop enlightens the attendees in the areas of boardmanship, media relations, social media, sunshine laws, parliamentary procedure, ETHICS, transportation, labor relations, policy, legislation, and finance. A quote from Rod Paige, U.S. Secretary of Education, in 2001 is still relevant today, “The quality of the board is the strongest determinant of school effectiveness. If the board is functioning well, is organized, and has a clear vision, you have a prayer. If it doesn’t, you have no chance.” Two traits of an effective school board are a climate of trust and openness, which leads to honest communication. Finally, questions the board should always ask itself:

- Is this decision the best one for the district? - Does this decision make financial sense? - Does this decision put us in a position to make continued progress? - Will our community support the decision? - Does our district have the resources to make the decision work? I will try to live up to these high standards. Thanks to the district for providing me this opportunity. Policy - There was no policy committee meeting this month, therefore no report was given. Legislation - Mrs. Arendt gave the following report: Truancy Legislation Reps. Bill Hayes (R-Harrison Township) and Jeff Rezabek (R-Clayton) introduced House Bill (HB) 410 on December 9, 2015. This legislation would prohibit schools from suspending or expelling students for absences and require schools to intervene before students are sent to the courts for truancy. According to Representative Hayes, “The whole goal is to get the kid back in the building and to have the parent or guardian involved in that process…” The bill has been referred to the House Education Committee and is expected to receive hearings when the General Assembly returns from their winter break. ESEA Update As stated last month, on Dec. 10, 2015, President, Barack Obama signed into law a bipartisan bill to reauthorize the Elementary and Secondary Education Act (ESEA) of 1965. The new reauthorization legislation is known as the Every Student Succeeds Act (ESSA). ESEA was last reauthorized more than a decade ago as the No Child Left Behind Act (NCLB). The law reaffirms the importance of local governance, protects federal investments under Title I for disadvantaged students and prevents the diversion of public tax dollars for private use. A Transition Timetable and Frequently Asked Questions on ESSA have been developed by the NSBA and are available on their website. I want to highlight one question and answer. What does the new law say about local governance? Section 8541- Local Governance — pushes back against federal intrusion into school administration, including the development and expenditure of school budgets. The new law specifically addresses potential federal reach through non-regulatory means and requires local stakeholder (e.g., school board) input at the federal level prior to issuing such guidance. Because ESSA returns to states and local districts more flexibility in key areas such as testing and accountability, local stakeholder input into the regulatory process over the coming months will be exceedingly important. Financial Advisory and Audit Committee - Mrs. Reinkober gave the following report: The first meeting of the new year will be held on January 21 at 7:00 PM in the board office conference room. Partnership for a Healthy North Royalton - Mrs. Reinkober gave the following report: PHNR met on Wednesday, December 16. It was the first meeting led by the new PHNR Director Amy Kuntz. Brian Flynn, Regional Sales Manager for WOIO/WUAB gave a presentation on a plan to address the widespread problem of heroin in Northeast Ohio. His goal is to join coalitions, task forces, school systems, and municipalities across political boundaries along with corporate sponsorships to create a message of prevention and intervention. The campaign would cover a television ad component, a targeted digital campaign, a micro site with links to resources and an annual call-in phone bank. The next meeting is scheduled for January 20 at 9:30 AM in the community room. Transportation - Mrs. Reinkober gave the following report: The transportation department received one bus stop appeal. The issue was handled to the satisfaction of the parent without having to be presented to the transportation committee. The mechanics took advantage of the holiday break to catch up on maintenance requests. 119 repair orders were addressed during December. After several months, the 2016 Chevrolet van we have on order is scheduled to be built on January 18. Delivery is expected around the end of the month. This van will replace a 1999 Dodge van that is unusable due to a rusted frame.

Resolve the Board of Education approve the agreement between Kindred Spirits Investment Management, LLC., doing business as RedTree Investment Group (The Advisor) to provide advice and supervision of investment portfolio. The North Royalton Board of Education further approves US Bank National Association (US Bank) as the custodian of the assets of the accounts and settle transactions.

7. RESOLUTION 2016-34: APPROVE CERTIFICATED SUBSTITUTE SALARY INCREASE. Resolve the Board of Education approve increasing the certificated substitute daily salary to $95 per day effective January 19, 2016.

Moved by Clark Seconded by Kelly Discussion: Mr. Farrell discussed his research on determining the daily substitute salary of $95.00. He informed the Board that it had been determined that a significant factor in the difficulty to fill sub positions was the District’s comparatively low daily rate. He also informed the Board that this rate had not been changed for over 10 years. The new rate places the District near the median rate of the Districts in our area. XI. REPORTS AND RECOMMENDATIONS OF THE SUPERINTENDENT

a. Superintendent Report and Recommendations

Mr. Gurka informed the board that the State Report Card part one will be issued this Thursday, January 14th. There will be a special board meeting on February 1, 2016, where the Community Engagement Task Force will give a presentation on their process and plan for the facilities of the North Royalton City School District. Upon conclusion of their report that evening, the community will be asked to move to the main cafeteria where table discussions will be held to seek input on the report and the plans to move forward. Mr. Gurka strongly encourages all residents of the North Royalton School District to make every effort to attend. The community is invited to the February 8th Board of Education meeting at 7:00 PM in the community room of the high school where we will recognize North Royalton High School senior, Ryan Chester, for winning the Breakthrough Junior Challenge. Several city and state officials will be in attendance to present Ryan with proclamations. There will also be an update on our new science lab, thanks to a portion of Ryan's grand prize winnings.

8. RESOLUTION 2016-35: SCHOOL BOARD RECOGNITION

WHEREAS, it shall be the mission of the North Royalton City School District to provide all students with the best possible education; and WHEREAS, the school board sets the direction for our communities’ public schools by envisioning the communities’ future educational needs; and WHEREAS, the school board sets policies and procedures to govern all aspects of the school district operation; and WHEREAS, the school board keeps attention focused on progress towards the school district’s goals and maintains a two-way communication loop with all segments of the communities; and WHEREAS, serving on a school board requires an unselfish devotion of time and service to carry on the mission and business of the school district; and

WHEREAS, the school board must respond on behalf of the community to the educational needs of students and staff; and WHEREAS, the school board voluntarily accepts the above mentioned responsibilities; NOW, THEREFORE, BE IT RESOLVED that I, Gregory J. Gurka, Superintendent of Schools, do hereby proclaim January as School Board Recognition Month in the North Royalton City School District. Resolve the Board of Education approve the agreement with PSI Affiliates, Inc./PSI Associates, Inc. for the 2015-2016 school year for auxiliary services at St. Albert the Great in the amount of $4,616.00 and appoint Julie Bogden as administrator. a. Board Development: Mrs. Arendt spoke to Dave Lorenzi about heading up a training session with regards to communication and development with a cost between $500-$700. The board picked two possible dates for the training - February 6th and February 13th. This training would include all five board members, Mr. Gurka and Mr. Sidoti.
