WOULD LIKE TO THANK OUR SPONSOR FOR THEIR

SUPPORT AND CONTRIBUTION TO THE MISSISSIPPI ASSOCIATION OF

COUNTY AGRICULTURAL AGENTS

rangeandpasture.dupont.com

We rely so much on corporate sponsorship in so many aspects of our Educational Programs and Research in the Mississippi State University Extension Service. It is refreshing to see DuPont Corporation continuing to support the Mississippi Association of County Agricultural Agents throughout the years. We want to show our appreciation not only in our Program Book, but I encourage each of you to thank a DuPont Representative for their support of the Farmers and Ranchers who use these products. It takes all of us working together to help the Agricultural Industry to thrive and help clothe and feed our nation. Sincerely, Jimbo Burkhalter President of MACAA 2013

44--HH AANNDD YYOOUUTTHH CCOOMMMMIITTTTEEEE

Many 4-H activities were held throughout the past year that involved MACAA members. These activities included: District and State 4-H Horse Shows, District 4-H Achievement Days, District and State Shooting Sports, Club Congress, Mississippi State Fair, Jackpot Livestock Shows, County Livestock Shows, District Livestock Shows, Dixie National Sale of Champions and the Dixie National Junior Round-Up shows. Further information on some of these activities reveals that statewide a total of 2538 animals were shown at the five district livestock shows this past year. This compares to 2669 head in 2012. A track of numbers we had shown at the Dixie National Junior Round Up shows that total numbers dropped slightly from 2302 in 2012, to a total of 1525 exhibitors showing 2250 head of livestock in 2013. This year’s Sale of Junior Champions set a new all-time high record at $316,913.75 in total sales. The first sale held in 1970 had a gross total of only $7,621.35. The Reserve Grand Champion steer set a new record this year at $25,000 and the Grand Champion Market Goat set a new record at $15,500. In addition, 34 scholarships were awarded from the sale committee to total $53,500. The total gross sales for the past 44 years of Sale of Champion sales will come to $5,125,382.40. Eighty-four applications were received for the Premier Exhibitor Program at the 2013 Junior Round-Up. AANNIIMMAALL SSCCIIEENNCCEE CCOOMMMMIITTTTEEEE The purpose of the Animal Science Committee is to actively pursue opportunities to provide sound educational activities in which MACAA members may advance their knowledge, understanding, expertise and practical applications in the areas of forage, livestock and dairy production and marketing. Numerous Animal Science and Forage opportunities were made available to aid in the developmental training of MACAA members over the past year. Some of these educational programs included the 2013 MACAA Professional Improvement Conference, Magnolia Beef & Poultry Expo, Spring and Fall Artificial Insemination Schools, Agribition Sale, BCIA Bull Sale, MAFES Production Sale, Mississippi Cattlemen’s Association Convention and Trade Show, Mississippi State Fair, Dixie National Livestock and Horse Shows, Sunbelt Ag Expo, Grazing School, Forage and Pasture Short Course, Forage Tours, Southern Ag Annual Conference, South Stocker Conference, Research Station Field Days, Animal/Dairy Science Program Updates, County and Area Producer Meetings, Annual Dairy Field Day, Mississippi/Louisiana Dairy Management Conference, Board Sales, including the Homeplace Producers Sale and Cattlemen’s Exchange Producer Sale and other In-Service Training opportunities for Extension personnel to aid them in dealing with issues encountered by their livestock and dairy producers. Events Highlight:

MS/LA Beef and Forage Field Day (May 18) Beef and forage producers in Mississippi and Louisiana attend this event to learn how to improve their beef herds and pastures. Each year specialist are scheduled to give updates on research in these areas. Bulls from the South MS Gain on Forage Bull Test are also there for silent bid.

American Consortium for Small Ruminant Parasite Control Training (May 20-22) Kipp Brown, Shelby Bearden, Wesley Purvis, Skip Glidewell, BJ McClenton and Brandon Alberson participated in a small animal ruminant parasite control training in Fort Valley, Georgia. The American Consortium for Small Ruminant Parasite Control (ACSRPC), an organization dedicated to development and on-farm validation of non-chemical methods of parasite control in sheep, goats, and other livestock, held its first International Conference on Integrated Parasite Management (IPM) at Fort Valley State University (FVSU). It was a Train-the-Trainer Conference to train animal health professionals (Veterinarians, County Extension Agents, University personnel) in IPM principles, who will then train individual farmers in these principles throughout the country. Dairy Field Days (January 13 & June 25-26) The Mississippi – Louisiana Dairy Management Conference held in January was once again a huge success. In the month of June, we had two very successful MSU Dairy Field Days. The North MS Dairy Field Day was held at the North MS Research & Extension Center in Verona and the South MS Dairy Field Day was held at the Southwest Events Center in Tylertown. These events are designed to bring dairy producers, dairy managers, and dairy farm employee’s useful information for use in improving profitability of their farms.

Mississippi Association of County Agricultural Agents Professional Improvement Conference (August 28-30) This year’s conference was held in Tunica. Once again our conference was a huge success with multiple educational opportunities including areas of livestock and catfish production as well as updates on the future of our organization. We also had the opportunity to participate in local tours that introduced us to the culture of the delta region. Search for Excellence in Livestock Production Programs Winner Cliff Covington was recognized by NACAA as the National Winner in the Search for Excellence in Livestock Production Programs. The title of his entry was "Turning A Profit With Beef Cattle – Utilizing Alternative Marketing And Integrated Resource Management To Maximize Profit." Judged by a committee of Livestock Specialists across the country, Cliff's entry was selected as the best Livestock Production Educational Program in the United States. This is the first time an Extension Agent from Mississippi has been recognized with this award. Respectfully submitted, Brandon Alberson, Chair

The committee did not meet during the year. Boxes of old association notes and business were gone through by Tracy Robertson and Jimbo Burkhalter. The last version of the association’s history is from 1936-2001, which was published in 2002 and is available on the website under the category Formal History. To our knowledge, no additional updates have been officially made to our “History of MACAA” document since the development of the 2002 report. The Mississippi Association of County Agricultural Agents was eligible for two Distinguished Service Award (DSA) and two Achievement Award (AA) based on our 2013 membership under NACAA guidelines. The number of DSA’s and AA’s selected each year is based on 2% of our association membership as of Feb. 15 of the previous year. This was an NACAA policy change as of 2012. The Distinguished Service Award (DSA) is presented to members who have served at least 10 years as a member of the Extension Service and the MACAA. The winners are selected by their peers and must be approved by the MSU-ES Director. They are held in high esteem by their fellow members for their service in planning and delivering quality educational programs. Achievement Award (AA) winners are selected by their peers for outstanding early career programming. The winners must be current MACAA members with less than 10 years of employment with the Extension Service. NACAA policy requires that all DSA and AA winners attend the NACAA AM-PIC in the year of their approval, to be showcased before a national audience during formal ceremonies for the prestigious awards. Exemptions are only extended for extenuating circumstances. The following DSA and AA winners were selected in October 2013 and will be recognized at the NACAA Annual Meeting on July 20 – 24 2014 in Mobile, AL. DISTINGUISHED SERVICE AWARD ACHIEVEMENT AWARD Dr. Mark Crenshaw - Specialist Dr. Angus Catchot - Specialist Thomas Brewer - Southeast Brandon McClenton - Northeast DSA and AA awards are presented by districts/group on a rotating schedule. This list prevents membership decline or increases, from disrupting the rotation. MMAACCAAAA IINNVVEESSTTMMEENNTT RREEPPOORRTT –– NNoovveemmbbeerr 22001122--OOccttoobbeerr 22001133

Actions of the Investment Committee On October 31, 2012 we sold .373 shares of American Funds Balanced at a price of $20.107239 a total of $7.50. This was done to cover the balance of brokerage fees the association owed. On November 26, 2012 the association bought a GNMA CMO Series certificate for $10,000. This certificate is government backed and pays 3.00% annually: the interest is paid on a monthly basis. The funds for the certificate were from the cash account in MorganKeegan – Raymond James. The investment fund had built up a large cash account (over $17,000) so our advisory suggested that we take some of the cash and invest in a fixed government certificate, to spread our invest account into more fixed funds. January 11, 2013 the association sold 8.499 shares of American Funds Growth Funds at a price of $35.29827 to cover brokerage fees owned by the association. February 6, 2013, $5.000.00 was withdrawn from the cash account at Raymond James – Morgan Keegan. These funds were requested by the President and the association’s executive treasury to pay expenses for the association. The money was placed in the association’s checking account. The funds were used to pay NACAA national dues and JCEP meeting expenses. On March 20, 2013, I received notice that a $6,000 certificate of deposit was redeemed. The CD and interest netted the association a total of $7,101.60. The funds were placed in a RaymondJames – MorganKeegan cash account until another CD or another secure profitable instrument can be obtained. On April 25, 2013 the preferred series D stock that the association has held since 2003 was called. The net result from the call of the stock was $9,375, also over the years the association has netted annual interest from the stock. The funds from this account and the funds from the CD ($7, 101.60) which was redeemed in March plus funds in the cash account (some $7,000) gave the association a large build-up of cash. Our advisory suggested we move some of the cash into another secured preferred stock. On April 30, 2013 the association purchased 750 shares of Regions Financial at 6.35%, or a total of $19,400. The balance of the funds was placed back in the RaymondJames – MorganKeegan cash account. On May 2, 2013 the corporate bond, American Express Credit Corporation, was redeemed for a total of $10,000. We placed the funds in the RaymondJames – MorganKeegan cash account until enough secure suitable account can be obtained. On May 15, 2013 the Federal Home Loan Mortgage note the association held was redeemed for $18,000. The funds were move to the Raymond James – MorganKeegan cash account until a suitable secured account can be obtained.

The fixed income – preferred securities will yield 6.2% and the first call date is 4/14/2015. On May 22, 2013 the Federal Farm Credit Bank note the association held was redeemed for $10,000. The funds were move to the Raymond James – MorganKeegan cash account until a suitable secure account can be obtained. With the balance of the other two redemptions ($13,401) and this redemption ($10,000) the association has a balance of $23,401) in the cash account. May 29, 2013, the association purchases 10 bonds of Washington State Economic Development Authority in Tacoma, Washington. Each bond has a purchase price of $109.279, for a total cost of $11,123.27. We left a total of $12,278 in the cash account to cover expenses for the Mississippi summer PIC meeting and for expenses for the NACAA meeting in September. On August 19, 2013, $9,600 was withdrawn from the association’s funds and sent to the MACAA executive treasury to pay expenses for both the summer MACAA PIC and the National Meeting in Pittsburg, PA. Also, on August 19, 2013 the Morgan Stanley Dean Witter stepped bond was redeemed at $8,000 plus 4% interest earned for a total of $8,320.00. The funds were moved into the Raymond James cash account, for now. I spoke with our advisory this morning (8/26/13) and we are moving $5,000 to a fixed bond or some other secured instrument. The September Raymond James and Morgan Keegan statement, showed a combined balance in our two accounts of $226,915. This is down from the high for the year of $235,000, but $9,600 was withdrawn in August to pay the expenses for the summer MACAA PIC and National Meeting in Pittsburg, PA.

Ruby asked how many first time members actually came back this year and bought memberships. Jimbo said he would check on this. New Business: Amanda Walker was elected as this year’s AA reciepient, but it was determined that she had too many years of service to be eligible for this award. Jimbo and the board looked to see what needed to be done. They would look at the award list and see who the 2nd place winner was on the list and see if they were willing to go to National. The recipient has to attend National to get the award. If the 2nd place cannot go then they would look at the 3rd place winner. David Carter asked about sponsorship on programs. Jimbo said that the scholarship committee would need to look at doing a fund raiser. David also talked about Public Relations and how it has been good to utilize 4-H Members to say the Pledge at the Board of Supervisor meetings. Donna brought up looking at awards to be inclusive so Ag Agents, County Directors, etc. could apply for awards. Anthony Bland will co-chair with Don Respess to work and plan this year’s PIC in and around Tunica. Donna reminded the board that the retired and life-time members want to be included and participate in events. We would need to think about a fee and invite the retired life-time members. David Carter and Ruby Rankin also said to make sure regions look at doing regional PIC’s with the $200.00 seed money. Maybe plan a spring regional and fall PIC. Jimbo asked for all Board members to encourage membership. Lamar Adams made a motion to adjourn and Tracy Robertson seconded the motion. Meeting was adjourned. Respectfully submitted: Anita Webb MACAA Secretary

The second quarterly meeting of the Mississippi Association of County Agricultural Agents was held on Monday, April 15, 2013 via distance learning network. Those present were: Jimbo Burkhalter, Donna Beliech, John Byrd, Ruby Rankin, Reid Nevins, Eddie Smith, Thomas Brewer, Heath Steed, Anthony Bland, Tracy Robertson, Phillip (Bubba) Vandervere, Ty Jones, Wayne Boshart, Lamar Adams, Angus Catchot, Dean Jousan, Elmo Collum, and Charlie Stokes. Jimbo called the meeting to order with roll call and prayer. Old Business included the following: The first order of business was to review Membership list and looked at the updated membership list with total paid members of 122. There are 22 first timers. This insures we are covered for two DSA and 2 AA Winners. The next order of business was to discuss forming a Committee from the Board of Directors to address and review the awards given out at Annual Conference; since the new re-org, we have had title changes and want to insure that we are covering all areas. We use to give Specialist, Area Agents and County Director awards. Lamar Adams stated that we gave $500.00 awards to 2 Outstanding County Director, 2 Outstanding Specialist, and 2 Area Agents Awards. A Committee of 5 Members was formed to look at and address the need for changes brought about by re-org to get awards in line. Serving on this Committee are: Lamar Adams (Chair), Donna Beliech, Ruby Rankin, Thomas Brewer, and Dean Jousan. Jimbo reminded the Committee that Annual Conference is a month earlier, so they will need committee report to be timely. The next order of business was the Life Membership list, which was paid by MACAA. Jimbo asked what year this started. Donna recalled the year 2011. The Lifetime membership is $50.00. Concerns were that our State list did not line up with National list. Also they want to involve retired members. Lamar Adams remembered that Steve Winters came up with a retired Agent’s list and would like to challenge Steve to come up with a list to invite

retired Agents to be a part of the Association; but not paying for their membership; but to go forward from this date. Next order of business, Jimbo discussed what needs to be done bet ween now and Annual Conference. Discussed Committee Assignments and elections. Ruby Rankin is the Overall Chair of Committee Assignments and will need to see that all Chairmen get their duties done. Donna said that the new Secretary coming in will come from Jimbo’s District; so Jimbo will need to host an election. The people serving on Committees will move up from vice-Chair to Chair. Donna also recommended that the 22 new members be added to a Committee, and that would be up to the incoming Chair person who is John Byrd. As John moves up he will put in new vice-chairs who will be working with and dividing up the new 22 members into committees, Also they will have to delete or remove individuals who have retired or have not re-joined. Elmo Collum suggested that Reid Nevins should not have the duty as vice-chair of 4-H and youth committee with the responsibility as Treasurer. Also to add him to Financial Audit and Records. Lamar Adams said that the First Vice President should ask and then appoint members as Committee Chairs and communicate well with Members to insure that they know their responsibilities. The Board looked at Committees on page 15 to take Reid Nevins off 4-H youth. Ruby will ask and appoint anew Chair. She will look at list and ask someone to serve as vice-chair. Jimbo will move Reid to Finance and Audit Committee and replace Al Myles. John Byrd asked for a point of clarification on using only paid members list for committee assignments. Donna Beliech said all paid members should be on some committee to make them feel like they are part of the Association. Jimbo asked Ruby Rankin to take care of the committee assignments. Elmo Collum also asked for a correction on the Agronomy and Pest Management committee to be made; which is changing Paul Aust to Preston Aust. As Chairs are assigned and moved up, then new vice chairs will be assigned by John Byrd on page 15 and 16 of 2013 program book. Donna reminded Jimbo to go to the National site and make changes for Preston Aust. Jimbo asked Lamar to report back on the Awards Committee and the board will vote on their recommendations. The next order of business , Jimbo asked the Board to discuss and vote on the rights of an Associate Member of the Association. An Associate member pays $50.00 vs $80.00.

Tracy Robertson reminded the Board that if they are associate members they are not a National member and they have to be National members to be eligible for some awards and for DSA and AA. Lamar Adams also told the Board that Associate Members were needed at the time to keep membership quota to keep DSA and ASA awards. At this time there is only one associate member, Harvey Gordon. John Byrd made the motion that associate members be eligible for state awards. Donna Beliech 2nd the motion. All were in favor and motion carried. Donna asked since they are not members of National and if they choose to attend National can they receive monetary funds to go to National or serve as voting Delegates? After discussion the motion was made to : Allow Associate Members to be eligible for state awards and have state voting rights as an associate member paying $50.00 with no National rights including awards, voting or sponsorship to National. All members were in favor of this and motion carried. There was discussion on keeping up the number of members. Lamar Adams said that by paying the first timers this was keeping our numbers up. The question of concern was that if we needed another member to make our national quota how it would be determined whose membership would be paid. John Byrd makes a motion : That in the event MACAA needs additional delegates, that the Association will contact all associate members to see if they would be willing to pay the other $30.00. Thomas Brewer 2nd the motion. All were in favor and motion passed. Elmo Collum gave an Investment Report. Jimbo gave a report on the PIC-Professional Improvement Conference slated for August 28, 29, and 30 at Tunica. He reported that we have full support of Administration. Also that the tours were shaping up well. They had also got a donation of $2000.00 for the meeting. Jimbo also issued a challenge to all Board Members to come up with a door prize of $50.00 or more and bring with them to the PIC Conference. The MACAA Meeting during Annual Conference will be October 29th, in the Bost Theater and has already been scheduled and put on the calendar at State. Ruby Rankin has the Board of Director’s breakfast set up for October 30th. Jimbo told the Board that Patrick Poindexter , DSA Winner cannot attend the National meeting and ask the Board what needs to be done. Donna said if you don’t show up to the National

meeting you are not a DSA. Lamar said that is correct, that you must attend the National meeting to receive your award. Therefore there is no state award. The only reason that National will even consider over -looking this is sickness or death. Elmo said that National will change the DSA. This needs to be turned over to the Junior Director to put out nominations again in the Northeast District and Belvia Giachelli can handle this by May 15th. Reid will talk to Belvia about looking at the DSA voting and see how to handle this. They will call Jimbo and advise him on the new DSA from the Recognition Committee. Donna Beliech also advised the board that Amanda Walker was over the years of service for ASA so Wayne Boshart was named in her place. New Business Jimbo asked if there was any new business. Elmo asked the board to look at the possibility of giving paid members and embroidered golf shirt with MACAA at Annual Conference. This would be a cost of $5000.00 and $6000.00. There are 122 Members with 22 of these being first timers paid by the Association and giving to paying members only. Ruby agreed with only paid members. Members discussed this possibility. No action was taken Meeting was adjourned. Respectfully submitted Anita Webb MACAA Secretary

MACAA PRESIDENT’S REPORT Packing my bags boys, I’ve had a ball. There have been several trying times during my walk through the 2013 year as President of MACAA, but isn’t that “Life it’s own self?” Don’t we face obstacles every day where we must make decisions that will affect either ourselves or others or maybe both? Well, this trip has been no different. It’s a lot of work. It takes a lot of time to organize, not only your schedule but others as well. You find who you can count on, who will do their job without question, and who will buck you off no matter how many times you try to ride. But, it’s worth every second of the effort. I am a huge John Wayne fan. I love his saying: “Courage is being scared to death-but saddling up anyway.” It takes a person with a tough hide to survive the arrows that Satan throws at you daily. I fully realize that I can’t fight him alone. I fully trust God to keep him at bay. The title of this report is MACAA President’s Report. Well, my report is that we did the best we could to represent Mississippi State University Extension Service through the Mississippi Association of County Agricultural Agents in a manner that reflects Professionalism, Courtesy, and Integrity. Educational Programming, Research, and disseminating the Research Based information to our clientele is what we do. Our Award Programs results reflect that we are making an impact on people all over this state in ways which tell our story in a positive way. In my visits with Administration, Congressmen in Washington DC, and everyday folks in various counties, I can tell that the Mississippi State University Extension Service is needed and still holds a very important place in our society. It is up to us to continue to make this hold true. I know it’s a cliché’ but it holds true. “You get out of it, what you put into it.” MACAA will never be any better than the time and effort put forth to make it grow and excel. Please apply for the program awards, communication awards, and make every effort you can to attend the National Conferences throughout this great country of ours. It is a great way to see the country and meet some very interesting people. In spite of what is currently affecting this country in a negative way, we still need to press on and make the Mississippi State University Extension Service one of the organizations making a positive impact. I leave you in the words of Townes Van Zandt: “I walked 47 miles of barbed wire. I use a cobra snake for a neck tie, well I got me a house on a roadside, made out of rattlesnake hides. Well, I got me a chimney on top, made out of Buck Deer Skulls. Come on take a little walk with me on down to New Orleans. Tell me who do you love?” I thank you for the opportunity to serve as President of MACAA in 2013. Respectfully Submitted, Jimbo Burkhatler

Extension Workers Creed

I BELIEVE in people and their hopes, their aspirations, and their faith; in their right to

make their own plans and arrive at their own decisions; in their ability and power to

enlarge their lives and plan for the happiness of those they love.

I BELIEVE that education, of which extension work is an essential part, is basic in

stimulating individual initiative, self-determination and leadership, that these are the

keys to democracy and that people, when given facts they understand, will act not only

in their self-interest but also in the interest of society.

I BELIEVE that education is a lifelong process and the greatest university is the home;

that my success as a teacher is proportional to those qualities of mind and spirit that

give me welcome entrance to the homes of the families I serve.

I BELIEVE in intellectual freedom to search for and present the truth without bias and

with courteous tolerance toward the views of others.

I BELIEVE that the Extension Service is a link between the people and the ever-

changing discoveries in the laboratories.

I BELIEVE in the public institutions of which I am a part.

I BELIEVE in my own work and in the opportunity I have to make my life useful to

mankind.

Because I BELIEVE these things, I am an Extension worker.
