新⾃由主義体制の特徴

• 政府⽀出の抑制：緊縮財政• “インフレファイター”としての中央銀⾏の独⽴性確保• 「資本友好的」政策

ü規制緩和ü株主資本主義ü富裕層減税（トリックルダウン）ü既存の利益団体（労働組合、農協…）の弱体化

• グローバル化（市場開放、関税／⾮関税障壁の撤廃、欧州統合…）• 90年代以後は左派も社会主義⾊を脱し「New Labour」へ

結果は？• 繰り返される⾦融危機

世界⾦融危機、ユーロ危機…

• ⻑期停滞デフレ／ディスインフレ「⽇本化（Japanification）」

• 格差・不平等の拡⼤トリックルダウンは起きず地理的な分断（⼤都市とそれ以外）も

• 「バブルのリレー」次の危機も間近？

• 政治の混乱（トランプ、Brexit、ポピュリズム…）⇒近く⽇本にも？

ＭＭＴの挑戦• 家計／企業と政府の違い

家計／企業は通貨の利⽤者（user）政府は通貨の発⾏者（issuer）⇒財政上の制約はない

（実物資源の制約はある）

• 政府の⾚字は⺠間の⿊字⺠間収⽀＋政府収⽀＋海外収⽀＝０

• 実験的⾦融政策の効果は限定的（か、マイナス）危険な資産バブルを助⻑するおそれ

• ＪＧ（就労保障）プログラム公的雇⽤の拡⼤＋政府⽀出の⾃動調整機能

座標軸を変える

• ＭＭＴは「レンズ」であり、特定の政治的イデオロギーに基づく政策のみを奨励するものではない。

• 新⾃由主義の弊害を超えるには「緊縮財政」の呪縛を解き、政府の持つ能⼒を、社会的⽬標の実現に向けて正しく使っていくことが必要。

⽇本、３年連続で最下位＝教育への公的⽀出割合−ＯＥＣＤ

経済協⼒開発機構（ＯＥＣＤ）は１０⽇、２０１６年の加盟各国の国内総⽣産（ＧＤＰ）に占める教育機関への公的⽀出割合を公表した。⽇本は２．９％で、⽐較できる３５カ国中最も低く、３年連続で最下位となった。公的⽀出割合のＯＥＣＤ平均は４．０％。最も⾼い

のが６．３％のノルウェーで、５．４％のフィンランド、５．３％のベルギーとアイスランドが続いた。教育機関別に⾒ると、⽇本は⼩中学校と⾼校の公的

⽀出の割合が９２％で、ＯＥＣＤ平均の９０％を上回っていたのに対し、⼤学などの⾼等教育は３１％で、平均の６６％を⼤きく下回った。ＯＥＣＤの担当者は、「多くの国が⾼等教育に対す

る⽀出を増やしているが、⽇本の⽀出は横ばいで、他の国々に後れを取っている」と指摘した。
