1.The Republic and its territories

(1)Pakistan shall be a Federal Republic to be

known as the Islamic Republic of Pakistan,

hereinafter referred to as Pakistan....................

Islam shall be the State religion of Pakistan.

Whereas sovereignty over the entire universe

belongs to Allah Almighty alone and the

authority which He has delegated to the State

of Pakistan, through its people for being

"Iqbal was a true follower of the Holy Prophet

His poetry, besides being beautiful in form and

sweet in language, presents to us a picture of

the mind and heart of this great poet, and we

find how deeply he was devoted to the

teachings of Islam. He was a true and faithful

follower of the Holy Prophet (peace be upon

him) - a Muslim first and a Muslim last. He

was the interpreter and voice of Islam.

I whole heartedly associate myself with the

celebration of this Iqbal day and pray that we

may live up to the ideals preached by our

national poet so that we may be able to give

shape to these ideals in our sovereign state of

Pakistan when established.(6)

I have given the best part of my life to a

careful study of Islam, its law and polity, its

culture, its history and its literature. This

constant contact with the spirit of Islam, as it

unfolds itself in time, has, I think, given me a

kind of insight into its significance as a world

fact. It is in the light of this insight, whatever

its value, that, while assuming that the

Muslims of India are determined to remain

true to the spirit of Islam, I propose not to

guide you in your decisions, but to attempt the

humbler task of bringing clearly to your

consciousness the main principle which, in my

opinion, should determine the general

character of these decisions.......

What , the n, i s t he p ro b lem and it s

implications? Is religion a private affair?

Would you like to see Islam as a moral and

political ideal, meeting the same fate in the

world of Islam as Christianity has already met

in Europe? Is it possible to retain Islam as an

ethical ideal and to reject it as a polity, in favor

of national polities in which [the] religious

attitude is not permitted to play any part? This

question becomes of special importance in

India, where the Muslims happen to be a

minority. The proposition that religion is a

private individual experience is not surprising

on the lips of a European. In Europe the

conception of Christianity as a monastic order,

renouncing the world of matter and fixing its

gaze entirely on the world of spirit, led, by a

logical process of thought, to the view

embodied in this proposition. The nature of the

Prophet's religious experience, as disclosed in

the Quran, however, is wholly different. It is

not mere experience in the sense of a purely

biological event, happening inside the

experient and necessitating no reactions on its

social environment. It is individual experience

creative of a social order. Its immediate

outcome is the fundamentals of a polity with

im p l ic i t le ga l c onc e p t s w ho se c iv ic

significance cannot be belittled merely because

their origin is revelational.

Islam does not bifurcate the unity of man into

an irreconcilable duality of spirit and matter. In

Islam God and the universe, spirit and matter,

Church and State, are organic to each other......

One lesson I have learnt from the history of

Muslims. At critical moments in their history it

is Islam that has saved Muslims and not vice

versa. If today you focus your vision on Islam

and seek inspiration from the ever-vitalising

idea embodied in it , you will be only

reassembling your scattered forces, regaining

your lost integrity, and thereby saving yourself

from total destruction. One of the profoundest

verses in the Holy Quran teaches us that the

birth and rebirth of the whole of humanity is

like the birth and rebirth of a single individual.

Why cannot you who, as a people, can well

claim to be the first practical exponents of this

superb conception of humanity, live and move

and have your being as a single individual? I

do not wish to mystify anybody when I say

that things in India are not what they appear to

be. The meaning of this, however, will dawn

upon you only when you have achieved a real

collective ego to look at them. In the words of

the Quran, "Hold fast to yourself; no one who

erreth can hurt you, provided you are well

guided" (5:104).(14)

My Reminiscences

"He had in his library books on Islamic

history, life of the holy Prophet and other great

men of Islam, and transltaion of the Holy

Quran. He had studied English translation of

Al-Farooq(Life of Caliph Omar)which was

written by Maulana Shibli Nomani and

translated by maulana Zafar Ali Khan. He

wanted to read the second part of this book

dealing with administration and reforms of

Caliph Omar but its English translation was

not available. In his leisure hours, the

Quaid-e-Azam studied translation of the Holy

Quran by Allama Yusuf Ali and Spirit of Islam

and history of the Saracens by Syed Amir Ali.

It was his desire to read in English all the

religious and political literature of Islam, but

he could not always find in English the books

he wanted to read."

"We shall sit like brothers round a table and

decide what form of government will suit us

according to our special circumstances and

conditions as a Muslim nation and in the light

of the Holy Quran and the life of the Prophet .

We want a Muslim homeland wherein the

Muslims will be free to choose their own

government and conduct the ir a ffa irs

according to their tradition and genius deriving

inspiration from the fundamental principles of

Islam based on the brotherhood , equality and

fraternity of man."

"The Quaid -e-Aza m gave him a ve ry

sympathetic hearing and said he believed that

Islam is a perfect code of laws and provides

guidance for Muslims in every sphere of life.

He very much appreciated the useful work of

codifying the injunctions and orders of the

Ho ly Q ur an a nd the d i re c t io ns a nd

instructions of the Holy Prophet. The

Quaid-e-Azam went so far as to say if he had

been at the helm of affairs in a Muslim country

he would have lost no time in appointing a

committe of Muslim scholars to study his

writings and enforce them as far as possible in

civil and criminal courts. He even suggested

the aurthor to send copies of his books to

Heads of independent Muslim states."

"It is extremely difficult to appreciate why our

Hindu friends fail to understand the real nature

of Islam and Hinduism. They are not religions

in the strict sense of the word, but are, in fact,

different and distinct social orders, and it is a

dream that the Hindus and Muslims can ever

evolve a common nat ionality, and this

misconception of one Indian nation has gone

far beyond the limits and is the cause of more

of our troubles and will lead Ind ia to

destruction if we fail to revise our notions in

time. The Hindus and Muslims belong to two

different religious philosophies, social

customs, and lite ratu res. They neither

intermarry nor interdine together, and indeed

they belong to two different civilisations

which are based mainly on conflicting ideas

and conceptions. Their aspects on life, and of

life, are different. It is quite clear that Hindus

and Mussalmans derive their inspiration from

different sources of history. They have

different epics, their heroes are different, and

different episodes. Very often the hero of one

is a foe of the other, and likewise their

victories and defeats overlap. To yoke together

two such nations under a single state, one as a

numerical minority and the other as a majority,

must lead to growing discontent, and final

destruction of any fabric that may be so built

up for the government of such a state."

"The British people must realise that Hinduism

and Islam represent two distinct and seperate

civilization and moreover, are as distinct from

one another on origin, tradition and manner of

life as are the nations of Europe. They are,

infact two different nations."

"I think that the masses are wide awake. They

only want your guidance and your lead. Come

forward as servants of Islam, organise the

people economically, socially, educationally

and politically and I am sure that you will be a

power that will be accepted by everybody.

"Work for it, live for it and if need be die for

it, but achieve our goal we must, or else all is

"I appeal, therefore, to every Muslim to stand

solid by our goal of Pakistan for it is a matter

of life and death to us and to the future destiny

of Muslim India. Either we achieve Pakistan or

we perish."

"Then we were told that it is against Islam!

(Laughter)

Ladies and gentlemen,- I am not a learned

Maulana or Maulvi.Nor do I claim to be

learned in theology. But i also know a little of

my faith and I am a humble and proud follower

of my faith.(cheers) May I know in the name

of Heavens, how is this Lahore resolution

against Islam? Why is it against Islam? But

that is an argument that has been advanced

again by a man of no less position than Mr.

Rajagopalacharya."

"West Pakistan is separated from East Pakistan

by about a thousand miles of the territory of

India. The first question a student from abroad

should ask himself is how can this be? How

can there be unity of government between

areas so widely separated? I can answer this

question in one word. It is “faith”: faith in

Almighty God....The great majority of us are

Muslims. We follow the teachings of the

Prophet Mohammed (may peace be upon him).

We are members of the brotherhood of Islam

in which all are equal in rights, dignity and

self-respect. Consequently, we have a special

and a very deep sense of unity. But make no

mistake: Pakistan is not a theocracy or

anything like it....

Islam demands from us the tolerance of other

creeds and we welcome in closest association

with us all those who, of whatever creed, are

themselves willing and ready to play their part

as true and loyal citizens of Pakistan."

Pakistan as a bulwark of Islam and as one of

the greatest nations whose ideal is peace

within and peace without....Along with this,

keep up your morale. Do not be afraid of

death. Our religion teaches us to be always

prepared for death. We should face it bravely

to save the honor of Pakistan and Islam. There

is no better salvation for a Muslim than the

death of a martyr for a righteous cause.....The

tenets of Islam enjoin on every Mussalman to

no power on earth that can undo Pakistan. It

has come to stay. Our deeds are proving to the

world that we are in the right and I can assure

you that the sympathies of the world,

particularly of the Islamic countries, are with

original inhabitants of Bengal-not those who

are now living. So what is the use of saying"

we are Bengalies, or Sindhies, or Pathans, or

Punjabies." No, we are Muslims.

Islam has taught us this, and I think you will

agree with me that whatever else you may be

and whatever you are, you are Muslims. you

belong to a Nation; now you have now carved

out a territory, vast territory. It is all yours; it

does not belong to a Punjabi or a Sindhi or a

Pathan, or a Bengali, it is yours. You have got

your central government where several units

are represented. Therefore, if you to build up

yourself into a nation, for God's sake give up

this provincialism. Provincialism has been one

of the curses; and so is sectionalism-Shia,

Sunni, etc."

message on the occasion of the birthday of the

Holy Prophet (peace be upon him). What

message can i give you today save that every

Muslim throughout the world should live up to

the best traditions of Islam, the faith which

came to us through the Holy Prophet (peace be

upon his soul).

democracy, peace and justice; to safeguard the

rights of oppressed. It brought to humanity the

message of equality of the rich and the poor, of

the high and the low. The Holy Prophet fought

for these ideals for the major part of his life. Is

it not, therefore, the duty of every Muslim,

wherever he may be, to do his level best to

preserve the great ideals and the glorious

traditions of Islam, to fight for the equality of

mankind, the achievement of man's legitimate

r i g h t s a n d t h e e s t a b l i s h m e n t o f

from the salvation of the soul to the health of

the body; from the rights of all to those of each

individual, from morality to crime, from

punishment here to that in the life to come, and

our Prophet has enjoined on us that every

Musalman should posses a copy of the Quran

and be his own priest.

Therefore Islam is not merely confined to the

spiritual tenets and doctrines or rituals and

ceremonies. It is a complete code regulating

the whole Muslim society, every department of

life, collective and individually."

My dear Sajjada Nashin Sahab,

I am in respect of your letter of the 12th Nov 1945

and I thank you very much for it I need hardly say

that I am most grateful to you for the powerful

support which you have been pleased to give to the

All India Muslim League which stands for the

establishement of Pakistan and all that Islam stands

for, and it is the duty of every Musalman at this most

critical jucnture to help our National Organisation

the Muslim League and support the official league

candidates and get the verdict of Muslim India for

Pakistan. The eye of the world is fixed on Muslim

India and the Frontier will be the spear head of

Pakistan. I note that your organisation is of those

whose forefathers who have served the cause of

Islam with blood and money and that you have

rightly come forward at this critical juncture to the

support of Muslim India and the Muslim League

which is the only authoritative and representative

organisation of the Muslim. I am all the more

encouraged to note your expression of sentiments

that you wish to work for the Millat without the

slightest consideration for any wordly gain nor,

Thank God, you are in need of it. Therefore work

and serve the cause which is a matter of life and

death for 100 million of Muslims of India and the

cause of Islam and the Millat.

With regard to some of the points of which you

have been good enough to send me a note I have

fully explained to our friend Qazi Abdul Hakim

Khatak who was good enough to come and see me

and he will explain to you fully the result of the

discussion. As regards your note which raises 5

points may I point out to you that when the

preliminary question of Pakistan being established is

settled it will not be the Muslim League that will

frame the Constitu tion of Pakis tan bu t the

Inhabitants of Pakistan in which 75% will be

Musalmans and therefore you will understand that it

body which will be composed of overwhelming

majority of Muslims can never establish any

constitution for Pakistan other than one based on

Islamic Ideals, nor can the government of Pakistan

when come into being act contrary to Islamic Ideals

and principles.

You know that I am reaching Peshawar on the

20th to attend IN.SHA.ALLAH the Frontier

Conference and I am looking forward to meet you

personally and have the pleasure and the honour of a

talk with you.

years ago. Islam and its idealism have taught

us democracy. It has taught equality of man,

justice and fairplay to everybody. We are the

inheritors of these glorious traditions and are
