I.C.E. COMMENT

NEWS AND NOTICES

Comment: I received a notice to take down my Decorative Patio Lights in accordance with the rules as laid out by the Housing Handbook. The handbook states that Holiday Decora-tions are permitted 30 days prior and 15 days after the holiday event and Decora-tive Lights are permitted to be on from dusk until 10 p.m.I interpret these instruc-tions as two different issues, Holiday Decorations and Decorative Lights that are permitted year-round. If this is not the case, then the handbook needs to be revised, because this is

unclear and open to inter-pretation.

Response: Thank you for submitting an ICE com-ment on the housing rules and regulations regarding this issue. Decorative Lights are included in the section addressing holi-day decorations. Thus the intent is to convey that hol-iday periods are the only times where any decorative exterior lights are permit-ted. On future revisions, we will clarify this point. Permitting decorative exterior lights during the holidays is a reasonable, time-limited exception to

what would otherwise be a blanket restriction of such displays. For most of the year, we want to maintain a consistently-toned norm for the collective exteriors of our military housing neighborhoods, and pro-vide residents a common basis for mutually-respect-ful expectations. Limiting the days and times for decorative exterior lights allows residents to express their festive spirit during the holidays while also promoting energy conser-vation.As such, the policy seeks to strike a balance between ensuring a consistent exte-

rior look for the collective good, and not suppressing the popularly practiced norms of holiday festivity in our community. We hope you’re satisfied with the information pro-vided, and we request your understanding as we move forward to promote the most balanced and reason-able approach to exterior appearance and energy conservation on base.
