June 28, 2012 Dear Nevada Fire Service Colleagues: The 2011 Annual Fire and Incident Response Statistics Report for the State of Nevada, prepared by the Nevada State Fire Marshal Division, is presented. This report has been compiled from data your department entered into the Federal Emergency Management Agency’s (FEMA) National Fire Incident Reporting System (NFIRS). The report has been prepared for distribution as an electronic document and may also be downloaded on our website at www.fire.state.nv.us. The goal of NFIRS is to encourage the use of a standardized incident reporting system as a means of identifying and addressing the State’s fire problem and related emergency service issues. NFIRS plays a major role in reducing injuries, fatalities and economic issues from fires and related emergencies by facilitating the collection, compilation, analysis and use of data to develop and disseminate valuable statistics needed by decision makers. The fire and incident information, gathered from reporting departments, provides a vital resource of statistical data which can be shared statewide to assist the State Fire Marshal and the State’s Fire Services in determining fire cause trends and specific areas of fire losses that may need to be addressed. Keep in mind that our data is only as good as the information that is, or is not, accurately reported. I urge each reporting entity to implement an incident report review process within its agency to ensure consistent, accurate, complete and timely documentation which meets the NFIRS standard. It is vital that the report information entered into NFIRS is reflective of actual incident activity. With the start of the 2012 fiscal year, funding support for the State Fire Marshal to receive, review and transmit NFIRS data from local fire agencies to FEMA and to provide training and field support to local fire agencies was cut from our budget. This program had provided local agencies with an ongoing review as data was submitted thereby allowing for data and transmission problems to be identified and corrected by the affected agency early. With the lack of support for this funding, the staff at the State Fire Marshal Division does not see the data reported or missing until the annual download occurs in March of each year.

The initial download of NFIRS data from FEMA showed a disappointing participation rate of approximately 35-percent of the fire departments in the state having submitted data for approximately 100,000 incidents. The preparation of this report has been delayed while several agencies were contacted to review their submittals, correct errors or make their initial data transmissions to FEMA. The most recent data download includes complete or partial year incident information from 138 out of 165, or 83.6-percent, of the State’s fire agencies covering 312,745 incidents, a significant jump from the initial data retrieval. While these numbers approximate the previous year’s reporting, the quality of the information still has room for improvement. One example is the State Fire Marshal tracking of fatal fires compiled from media information, State Fire Marshal investigations and from fire agency notifications to the State Fire Marshal. For the calendar year 2011, twenty-two fatalities were confirmed, however, the NFIRS data reports only fourteen total fire fatalities. Similarly, 2012 year to date reporting to NFIRS reports only one fatal fire incident with one fatality while our tracking has accrued a total of eleven fatalities in eight incidents. As more decision makers at the state and federal level use NFIRS data to make funding, grant and policy decisions, timeliness, accuracy and completeness of data becomes more imperative. The fire fatality data mentioned above is the most common information request my office receives. Please help to find ways or means to improve our reporting accuracy. It is extremely important for us to ultimately capture and accurately submit all fire and incident response data that we can to enable us to determine a true and complete picture of Nevada’s fire service demands. The State Fire Marshal Division is dedicated to providing the Nevada Fire Service our support and assistance to the best of our abilities. We personally and professionally strive to provide you meaningful information and not information that is skewed and useless. While the Division’s budget no longer contains funding for NFIRS support services, we will continue to support and encourage fire agencies to participate in NFIRS. Our staff also remains available by phone or email to assist departments who may experience difficulties in reporting. Danny Brennan is available to answer questions and direct fire service professionals to the assistance they need. If you are using third-party software programs, one significant area that will reduce reporting problems is to ensure that you have the most recent version available. As FEMA has periodically made changes in the NFIRS program, continued use of outdated third-party software packages can cause data rejection. Finally, congratulations are in order for the Sparks Fire Department, Henderson Fire Department, Mason Valley Fire Protection District, Rye Patch Volunteer Fire Department, the Fire Prevention Association of Nevada and the Reno-Sparks Indian Colony for being recipients of FEMA grant programs in 2011. A total of $627,111 was received by the above agencies for equipment, training or fire prevention items.

Nevada National Fire Incident Reporting System (NFIRS) State Statutes
State of Nevada Statutes that mandate National Fire Incident Reporting System (NFIRS) use
NRS 477.030, Duties; powers (State Fire Marshal), paragraph 7 The State Fire Marshal shall put the National Fire Incident Reporting System into effect throughout the state and publish at least annually a summary of data collected under the system.
NAC 477.905 National Fire Incident Reporting System: Reporting requirements. (NRS 477.030) For the purposes of the National Fire Incident Reporting System to be put into effect throughout this state as required by NRS 477.030: 1. All local fire jurisdictions in this state shall report to the State Fire Marshal such statistics and data required to publish a summary of fire incident information that is compatible with the National Fire Incident Reporting System. Any fire service within this state may obtain a copy of the annual report from the State Fire Marshal at no charge. 2. The State Fire Marshal will report the statistics, which he/she collects pursuant to this section to the National Fire Information Council semiannually. Because the State of Nevada has been designated as an “all-incident reporting state,” local fire jurisdictions shall report their statistics in a timely manner and in accordance with reporting deadlines established by the State Fire Marshal. (**Note: See page 3 of this report for deadlines). 3. A local fire jurisdiction that is facing technical difficulties in providing information pursuant to this section will receive assistance from the State Program Manager for the National Fire Incident Reporting System within the State Fire Marshal division or may call the FEMA NFIRS Help Desk at (888) 382-3827. 4. A local fire jurisdiction may use computer-aided programs in reporting its information if the programs have been certified for such use by the National Fire Information Council.
NFIRS – Deadlines, Commitments and Other Items
Deadlines The cut-off for the previous year’s data is the last day of February. The data is usually collected by this office from FEMA in late March for the annual report. Fire agencies must submit all NFIRS Data through the FEMA Website at: https://www.nfirs.fema.gov/NFIRSWBI/jsp/authentication/login.jsp If an agency is using a third-party software program, follow the program vendor’s directions. Commitments The Nevada State Fire Marshal Division’s Fire Data Office is available Monday through Friday 7:00 am – 4:00 pm, except Federal or State Holidays and mandatory Furlough Days. All data submitted to FEMA in a timely manner will be included in the National Database each year. It is highly recommended that all agencies submit data on a regular basis throughout the year. Statistical data requests will be handled as quickly as possible for all fire agencies. Please plan ahead and submit your request for data as soon as possible so we have the maximum amount of time to work your request and provide a quality response. The annual NFIRS Report is published electronically and posted to our website at: http://fire.state.nv.us/ and circulated throughout the state via email during June of each year for the previous calendar year. Other Items The Fire Data Office is constantly pursuing any and all options to make reporting user friendly as possible at all levels. In 2011, the most common place in a home for a fire to start continues to be the Kitchen with 50.9% of all residential fires. The second leading area is porches, patios, and balconies at 16.2% with the remaining top locations being the bedroom 13.8%, living room, den and computer areas 9.6% the garage and storage areas including closets 7.6% and finally the bathroom with 2.9%. The top three items contributing most to the start of the fires were Appliances (Ovens/ranges, Clothes Dryers and Heaters). The number one heat source causing the fires was from Powered Equipment which Ignited Electrical wire or cable insulation the most of any other item in these types of fires.

Assistance to Firefighters Grant Program
(AFG) The primary goal of the Assistance to Firefighters Grants (AFG) is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical service organizations. Since 2001, AFG has helped firefighters and other first responders to obtain critically needed equipment, protective gear, emergency vehicles, training, and other resources needed to protect the public and emergency personnel from fire and related hazards.

Staffing for Adequate Fire & Emergency Response Grant Program
(SAFER) The Staffing for Adequate Fire and Emergency Response Grants (SAFER) was created to provide funding directly to fire departments and volunteer firefighter interest organizations in order to help them increase the number of trained, "front line" firefighters available in their communities. The goal of SAFER is to enhance the local fire departments' abilities to comply with staffing, response and operational standards established by the NFPA and OSHA (NFPA 1710 and/or NFPA 1720 and OSHA 1910.134).

Fire Prevention and Safety Grant Program
(FP&S) The Fire Prevention and Safety Grants (FP&S) are part of the Assistance to Firefighters Grants (AFG), and are under the purview of the Grant Programs Directorate in the Federal Emergency Management Agency. FP&S Grants support projects that enhance the safety of the public and firefighters from fire and related hazards. The primary goal is to target high-risk populations and reduce injury and prevent death. In 2005, Congress reauthorized funding for FP&S and expanded the eligible uses of funds to include Firefighter Safety Research and Development.
