During his University studies he was involved ίπ the students' movementfor Peace and Democracy.

He graduated ίπ June, 1967, (fίrst ίπ rank among a/l the students ofthe University). During his studies he was awarded fίve scholarshipsand three University Awards for his exce/lent performance as a studentand his character, (the Thomaidion Award ίπ 1966 and ίπ 1967 and theXrysovergion Award ίπ 1967).

He served his military service from October 1967 to October 1969ίπ the Supplies and Equipment Corps.

From November 1969 to September 1970 he worked ίπ the"VIOCHROM" -Procter & Gamble Hellas Industry, initially as a UnitOperations Engineer, and then as the Cost and Methods Manager.

From 1968 to 1970 he attended Postgraduate Studies at theAthens School of Economics, from which he graduated ίπ 1970 with anΜΑ ίπ Business Administration.

From October 1970 to November 1973 he attended Postgraduatestudies ίπ Advanced Chemical Engineering and Technology at theDepartment of Chemical Engineering of Imperial College of Science andTechnology (University of London). After succeeding ίπ the M.Sc.examinations, he worked οπ a PhD thesis entitled:" Transport ProcessesThrough Wavy /nterfaces" which was concluded ίπ 1974. That year hewas awarded the DIC (Diploma Imperial College) and Ph. D degrees.

Ιπ January 1974 he was appointed Post - Doctoral ResearchAssistant at Imperial Co/lege (Fluid Dynamics and ThermodynamicsSection, Mech. Eng. Dept.) and worked with the well-known ProfessorD.B. Spalding, FRS, with whom he continues to collaborate untίl thisday.

Ιπ parallel he started working for CHAM Ltd, (Concentration Heatand Momentum, Limited) London, England, the world-Ieader ίπ fluid-flowsoftware, that was then developing unique and pioneeringcomputational methods to solve problems of Heat, Mass andMomentum Transfer, with turbulence and with chemically reactingspecies. Ιπ that company he worked fίrst as a Group Leader of theAerospace Group (1976) and then, from 1977 onwards, as the Managerof the Applications Team, being responsible for all the ApplίcationGroups that were carrying out projects for research centres andIndustry, οπ various Fluid Mechanics, Thermodynamics and Transport

LΠ1985 he was elected Professor of Chemical Engineering at theNational Technical University of Athens. lπ 1988 he was electedAssociate Head and ίπ 1990 Head of the School of ChemicalEngineering. He was re-elecIed as Head for another three terms ίπ1992, 2006 and 2008.

lπ 1991 he was elected Rector of the University. He was re-electedίπ 1994 and served the maximum term υπΙίl 1997.

Professor Markatos' main scientific interest is ίπ the mathematicalmodelling of Transport Phenomena, Fluid Mechanics, Thermodynamicsand Physical Processes like Fluid Flow (Laminar and especiallyTurbulent), Heat and Mass Transfer, CombusIion, distillation, filtration.pollutants dispersion, major industrial accidents etc. and ίπ the solutionof the corresponding differential equations with numerical methods οπComputers. He is also inIerested ίπ the development of complexalgorithms Ιο study environmental and industrial processes withparticular emphasis οπ generality, user friendlίness and resultspresentation with Computer Graphics. His research team involvespeople who are specialisIs ίπ computer simulation, design ofengineering equipment and processes. indusirial accident managementand ίπenvironmental measurements. monitoring and control.

For his scientific and social activities ίπ Bulgaria he was awarded aDoctorate Honoris Causa by the University of Chemical Technology andMetallurgy of Sofia, ίπ 1996.

He was appointed Senior Visitor and Fellow at Selwyn College,University of Cambridge, UK, (2002-2003). He is also VΊsiting Professorat the University of Surrey, UK, (2000-2011).

He is Fellow of the Royal Society of Arts (FRSA), UK.

His social activities ίπ Greece are very well known through hispublίcations ίπ the national press and his appearances οπ τν. He haspresented two τν series, one οπ Education (The Educational andCultural Files) and the other οπTechnology (Human Works), that lastedfor years and promoted the notion of the "Universitas" as the placewhere Society reflects υροπitself.

He was a council/or for the Municipalίty of Athens (1995-1999).He has been Chairman ΟΓmember of several non-government

organisations and he is currently Chairman of the Kallergis Institute forHistorical and Politica\ Studies and of the 'ΆcrΟΡοlίsAppea/" for Peace,Humanism, Civi/isation and Environmental Protection.

Six years as Rector he organized dozens of social, cultural andpolitical events, such as "The Athens Summit", that attractedlnternational interest and had as speakers, among others, MikhailGorbatchev, the then President of Cyprus Vassiliou, Simon Perez, PeterUstinov, Neal Kinnock, and many more.

Six years as Rector of ΝτυΑ and eight years as Head of School ofChemical Engineering made him very competent ίπ organising matters,such as research and coordination of projects and personnel.

When he was elected as Rector, the University had a debt of 500miIIion drachmas. Six years later it had a surplus of 11 biIIion drachmas,as a result of organising research and managing the University Assets.The National Technical University of Athens became the second ίπ rankEuropean University ίπ obtaining competitive European Projects. Thereturn of its other assets rose from below 1% to above 8%, a level atwhich it still is.

As Rector he also established the concepts of ContinuousEducation, Serνice laboratories (which offer, paid for, serνices toclients), the ''Industrial Lίnkage" University Office. He also organised thePost-Graduate studies and introduced into the Engineering Curriculumtopics ίπ Humanities. The Lίbrary and all other Administrative functionswere electronically organised and controIIed via a sophisticated networkof optical fibres.

He was the Editor of the book 'Όπ the Scientific Truth aboutMacedonia", ίπ English, that was distributed through the Ministry ofForeign Affairs to all Universities around the world.

He has been an invited speaker to Hellenic Communities abroad(New York, Australia, etc) and to many places ίπ Greece.

His laboratory of Computational Mechanics contributed to theimprovement of the Athens air pollution (nefos), and has assisted l0calcommunities throughout Greece to improve their environmentalconditions (examples include, the proper placing of a power plant ίπlesvos, refusing the instaIIation of a Chinese port ίπ south Crete,instaIIing a Centre for accident prevention and management ίπ westAttica and performing the Seveso studies οπ behalf of the relevantMinistries). It is also worth mentioning, the development of aninternationaIIy lππoνatίνe Computer system,FIREMENTOR, for the earlywarning and management of forest fires.

He was co-ordinator of two European Projects ίπ Energy Efficiencyίπ Process Technology, and he is currently co-ordinating a LIFE projectοπ e-Symbiosis. He has been a scientifιc partner ίπ several others andίπmany Greek-funded ones.

He is currently involved ίπ sustainable Development, and studieswith his Ph.D students alternative forms of Energy (wind turbines, fuelcells and photovoltaics) .

His contribution to teaching is also considerable, and his views οπmodern educational tools have found support ίπ the student population.

He has clear ideas οπ Education, Culture and the role of theUniversity ίπ the modern era, which he has published ίπ the nationalpress of Greece and presented ίπ Scientifιc Conferences ίπ Europe.

Among his other activities, a very important one was thedevelopment under his leadership of "The Lavrion Technological Park" ,as an incubator of innovation. This Park links today University Researchand Market Development.

Finally, he created a Post-graduate Centre ίπ Metsovo (NorthWestern Greece) which works successfully until now, to honour theMetsovo Donors, who helped, ίπ the 19th Century; create NTUA(Metsovion PoIytechneion).

Πρώην Πρύτανης ΕΜΠ.Γεννήθηκε στην Αθήνα, την 1η Μαρτίου 1944, υιός του Γρηγορίου Ν. και της Αικατερίνης Ι.Μαρκάτου.Αποφοίτησε από το 10 Πρότυπο Γυμνάσιο Αθηνών το 1962. Το ίδιο έτος, εισήχθη μεεξετάσεις στο τμήμα Χημικών Μηχανικών του Εθνικού Μετσόβιου Πολυτεχνείου (ΕΜΠ). Κατάτη διάρκεια των σττουδών του συμμετείχε ενεργά στο φοιτητικό κίνημα για την Ειρήνη και τηΔημοκρατία. Ολοκλήρωσε τις σττουδές του τον lούνιο του 1967, πρώτος σε σειρά επιτυχίαςμεταξύ όλων των σττουδαστών του Πολυτεχνείου. Έλαβε πέντε υποτροφΙες [κρατικές (ΙΚΥ)και Πετζετάκι) και τρία βραβεία (βραβείο ΘωμαΙδη 1966, 1967 και βραβείο Χρυσοβέργη 1967)Υπηρέτησε τη στρατιωτική του θητεία από τον Οκτώβριο 1967 μέχρι τον Οκτώβριο του 1969στο Σώμα Υλικού Πολέμου του Στρατού Ξηράς.Από ΤΟΝοέμβριο του 1969 μέχρι το Σεmέμβριο του 1970 εργάστηκε στη "ΒΙΟΧΡΩΜ -Procter & Gamble Hellas" ως προϊστάμενος διεργασιών.Το 1969 έλαβε Μεταmυχιακό Δίπλωμα στη Διοίκηση των Επιχειρήσεων από το ΟικονομικόΠανεπιστήμιο Αθηνών. Από το 1970 μέχρι το 1974 παρακολούθησε μεταπτυχιακές σττουδέςστο ImperίaI CoIIege of Science and TechnoIogy του Λονδίνου. απ' όπου και έλαβε τοδίπλωμα O.I.C. Το 1974 κατέλαβε θέση μετα-διδακτορικού ερευνητή στον τομέαΡευστοδυναμικής και Θερμοδυναμικής του Τμήματος Μηχανολόγων Μηχανικών του ImperialCollege και εργάστηκε με τον διεθνούς φήμης καθηγητή Ο.Β. SpaIding, FRS, με τον οποίοεξακολουθεί να συνεργάζεται μέχρι σήμερα.Παράλληλα, μέχρι το 1984, εργάστηκε στην εταιρία CHAM Ltd (Concentration Heat andMomentum, Limited) στον τομέα των υπολογιστικών μεθόδων για την επίλυση προβλημάτωνμεταφοράς μάζας, θερμότητας και ορμής, ιδιαίτερα σε προβλήματα με έντονη τύρβη καθώςκαι σε χημικά αντιδρώντα συστήματα. Αρχικά εργάστηκε ως διευθυντής του ΤμήματοςΑεροδιαστημικής (1976) και κατόπιν (από το 1977 και μετά) ως διευθυντής της ΔιεύθυνσηςΑνάπτυξης Εφαρμογών όλων των ερευνητικών Τμημάτων της εταιρείας, με γνωστικάαντικείμενα στις περιοχές της Ρευστοδυναμικής, Θερμοδυναμικής και ΦαινομένωνΜεταφοράς, στην Αεροδιαστημική, καθώς και τη ΜηχανιΚή Περιβάλλοντος και Διεργασιών.Κατά την περίοδο αυτή. εξελέγη "εξωτερικός ακαδημαϊκός σύμβουλος" των υποψηφΙωνδιδακτόρων του ImperiaI CoIIege που είχαν λάβει υποτροφίες από το SRC (ScientilicResearch COunCil)της Αγγλίας.Το Δεκέμβριο του 1982 εξελέγη Αν. Καθηγητής στη γνωστική περιοχή της ΜαθηματικήςΜοντελοποίησης και Ανάλυσης Διεργασιών στο Τμήμα ΜαθημαΤΙΚώνκαι Επιστήμης τωνΥπολογιστών [SchooI ΟΙ Mathematics and Scientific Computing) του Πανεπιστημίου τουGreenwitch, Λονδίνο. Το Μάιο του 1983 δημιούργησε το Κέντρο ΜαθηματικήςΜοντελοποίησης και Ανάλυσης Διεργασιών στο [διο Τμήμα και διορίστηκε Διευθυντής του. Το1984 έγινε Αναπληρωτής Καθηγητής στο ίδιο Πανεπιστήμιο. Επανεξελέγη Πρόεδρος της Σχολής ΧημικώνΜηχανικών το 2006 και το 2008.Από το 2002 Senior Visitor στο Department of Applied MaIhemaIics & TheoreIical Physicsτου Πανεπιστημίου 'Cambridge και Bye - Fellow του Selwyn College του ΠανεπιστημίουCambridge και για δέκα χρόνια Επισκέπτης Καθηγητής στο Πανεπιστήμιο του Surrey UK.Τα ερευνητικό του ενδιαφέροντα εντόσσονται στις γνωστικές περιοχές της ΜαθηματικήςΜοντελοποίησης Φαινομένων Μεταφορός, της Ρευστοδυναμlκής και των ΦυσικώνΔιεργασιών, της Μεταφορός Θερμότητας και Μόζας, της Καύσης, των ΔιεργασιώνΠεριβαλλοντικής Μηχανικής, καθώς και της επίλυσης των διαφορικών εξισώσεων πουπεριγρόφουν τα παραπόνω φαινόμενα με υπολογιστικές μεθόδους. Επίσης, στις γνωστικέςπεριοχές της ανόπτυξης πολύπλοκων αλγορίθμων για τη μελέτη περιβαλλοντικών καιβιομηχανικών διεργασιών με ιδιαίτερη έμφαση στη γενικότητα και την ανόmυξη φιλικών-προς-τα-χρήστη εφαρμογών λογισμικού, σε περιβόλ/ον γραφικών. Η ερευνητική του ομόδαπεριλαμβόνει επιστήμονες με υψηλή ειδίκευση στην προσομοίωση με υπολογιστή, στησχεδίαση μηχανολογικού εξοπλισμού και διεργασιών, καθώς και στις περιβαλλοντικέςμετρήσεις, παρακολούθηση και έλεγχο. Είναι κριτής επιστημονικών περιοδικών και βιβλlων, μέλος της συντακτικής επιτροπήςπολλών διεθνών επιστημονικών εκδόσεων, καθώς και τοπικός εκδότης του διεθνούςπεριοδικού ''Applied Mathematical Modelling" (regional editor). Εχει δημοσιεύσει μεγάλοαριθμό (άνω των 200) πρωτότυπων ερευνητικών εργασιών σε διεθνή περιοδικά με κριτές καιπρακτικά συνεδρίων και έχει διατελέσει επιστημονικός υπεύθυνος πολλώνχρηματοδοτούμενων από εθνικούς και κοινοτικούς πόρους ερευνητικών προγραμμάτων, ενώέχει επίσης διατελέσει επιστημονικός υπεύθυνος σε πολλές ερευνητικές εργασίες και μελέτες.Είναι ο συγγραφέας τριών διδακτικών βιβλίων στην Ελληνική γλώσσα και ο εκδότης άλλωνδύο βιβλίων στην Αγγλική γλώσσα. ΕπΙσης, έχει δημοσιεύσει πολλά άρθρα στον εθνικό τύποκαι σε ΕυρωπαΊκά fora με αντικείμενο την ανώτατη εκπαίδευση των Μηχανικών και τηΣτρατηγική της Ανώτατης Παιδείας στην Ευρώπη. Τέλος, έχει διοργανώσει πολλά διεθνήσυνέδρια και έχει συμμετάσχει σε τιμητικές, οργανωτικές και επιστημονικές επιτροπές πολλώνάλλων, ενώ έχει προσκληθεί και διδάξει σε πολλά μέρη του κόσμου.Διατέλεσε Δημοτικός Σύμβουλος στο Δήμο Αθηναίων από το 1994 έως το 1998.Εlναι Πρόεδρος της Έκκλησης της Ακρόπολης για την Ειρήνη, τον Πολιτισμό και τοΠεριβάλλον και του Κέντρου Κοινωνικών και Πολιτικών Ερευνών «Σταύρος Καλλέργης».Τα βιογραφικά του στοιχεία έχουν συμπεριληφθεί σε πολλές βιογραφικές εκδόσεις, όπως το"ν/ΗΟ' 5 ν/ΗΟ ίπ Frontier Science and Technology", το "ν/ΗΟ' 5 ν/ΗΟ ίπ America", το "ν/ΗΟ'5 ν/ΗΟ ίπ the world", το "ν/ΗΟ' 5 ν/ΗΟ ίπ Science and Engineering" και αλλού. ΕξελέγηΔιεθνής Προσωπικότητα (''International Man of the Year") κατά τα έτη 1994, 1995, και 1996.Είναι ισόβιο μέλος του lnternational Biographical Association (LFIBA), των ΗΠΑ. Είναι μέλοςτης Ακαδημlας Επιστημών της Νέας Υόρκης. Τέλος εξελέγη Fellow της Βασιλικής ΕταιρείαςΤεχνών, UΚ (FRSA), το 2006. Η θέση αυτή του μέλους της Βασιλικής Εταιρεlας Τεχνών είναιάκρως τιμητική καθώς αντιστοιχεί σε θέση ΑκαδημαΊκού της Μεγάλης Βρετανlας.

Ένα μικρό δείγμα των επιστημονικών επαγγελματικών επιδόσεών του δίνεται σε συντομίαπαρακάτω.Ξεκlνησε την πρώτη ολοκληρωμένη μελέτη για την αναβάθμιση του Ελαιώνα και οδήγησεστην τροποποίηση του Νόμου 84/84.Συνέβαλε στην ελάττωση του "Νέφους στην Αθήνα" (ΑΘΗΝΑ SOS '94, ΥΠΕΧΩΔΕ).Με μελέτες του θεράπευσε πολλά περιβαλλοντικά προβλήματα που προκαλεί η βιομηχανία(Π.χ. Οσμές από την lnterchem Αυλίδας Ευβοlας, ρύπανση ατμόσφαιρας και θάλασσας απότη βιομηχανία ξυλείας Shelmann, Δήμος Ληλαντίων, αριστοποίηση εγκαταστάσεωνδιυλιστηρlου Petrola Ελευσίνας, καύση RDF από την τσιμεντοβιομηχανία Ηρακλής και πολλάάλλα).Συμπαραστάθηκε στην Τοπική ΑυτοδιοΙκηση απανταχού της χώρας, στη διεκδίκησή της γιακαλύτερη ποιότητα ζωής και πράσινη ανάmυξη (Π.χ χωροθέτηση ΔΕΗ στη Λέσβο καιενίσχυση της προσφυγής στο ΣτΕ της Τοπικής αυτοδιοίκησης Μανταμάδου, ακύρωσηκινέζικου διαμετακομιστικού κέντρου στο Τυμπάκι Κρήτης επί Υπουργίας Κεφαλογιάwη, Κ.α.).Δημιούργησε Κέντρο Επιχειρησιακής Ετοιμότητας για μεγάλα Βιομηχανικά Ατυχήματα (μεηλεκτρονικούς υπολογιστές που λειτουργεί στη Νομαρχlα Δυτικής Αττικής, στηνΠυροσβεστική και στην Γ.Γ. Πολιτικής Προστασlας και εκπόνησε τις μελέτες των ΣΑΤΑΜΕ(Σχέδια για μεγάλα βιομηχανικά ατυχήματα).Εκπόνησε μελέτες Seveso για τα υπουργεία Ανάπτυξης, ΠΕΧΩΔΕ και Απασχόλησης καιοργάνωσε εκπαίδευση των Επιθεωρητών Ασφάλειας. Πέτυχε τη συναίνεση της Βιομηχανlαςστην εκπόνηση Σχεδίων Ασφάλειας με καθορισμένους όρους.Ανέmυξε το επιχειρησιακό σχέδιο FIREMENTOR (παγκοσμlως πρωτότυπο) για τη δlαχεΙρlσηπυρκαγιών δασών και το εφαρμόζει πιλοτικά στην Πεντέλη. Γι'αυτό το σχέδιο πουχρηματοδοτήθηκε από τα προγράμματα ανταγωνιστικότητας ενδιαφέρθηκαν η Πολιτεία τηςΚαλιφόρνια και η Αυστραλlα.Συμμετείχε, είτε ως συντονιστής εlτε ως μέλος, σε πολλά ευρωπαΊκά προγράμματα με θέματαόπως περιβάλλον, εξοικονόμιση ενέργειας, ασφάλεια πτήσεων, βελτιστοποίησηαναmυξιακών διαδικασιών, Κ.α.Ασχολεlταl με την πράσινη ανάπτυξη στη μορφή των εναλλακτικών μορφών ενέργειας, όπουδημιούργησε υπολογιστικό σύστημα για την αριστοποίηση της μικτής χρήσηςανεμογεwητριών, φωτοβολταΊκών και κελιών καυσίμων.Τέλος μεγάλη εlναι η επαγγελματική ενασχόλησή του με τα θέματα Παιδείας όπου έχειπροωθήσει μέσω του τύπου και των άλλων ΜΜΕ σαφείς προτάσεις για όλες τις βαθμίδες

εκπαίδευσης, την αξιολόγηση, σύγχρονες μεθόδους διδασκαλίας, τις εισαγωγικές εξετάσεις,τη δια βίου εκπαίδευση κ.τ.λ.Εξελέγη Δημοτικός Σύμβουλος Αθηναίων το 1994-98 (τρΙτος κατά σειρά σταυρών).

Είναι γνωστή η κοινωνική, πολιτική και πολιτιστική δραστηριότητα του υποψηφΙου.Ανέλαβε το Πολυτεχνεlο το 1991 σε περίοδο παρακμής ως Πρύτανης και το ανέδειξε όχι μόνοσε σοβαρό Εκπαιδε.υτικό-Ερευνητικό Τεχνολογικό Ίδρυμα αλλά και σε Κέντρο Πολιτισμού,διοργανώνοντας δεκάδες πολιτιστικές εκδηλώσεις με συμμετοχή του πνευματικού καιπολιτικού κόσμου.Από χρεωκοπημένο Ίδρυμα κατά 500 εκατ.δραχμές το ανέδειξε σε δεύτερο στην Ευρώπηστα ανταγωνιστικά προγράμματα Πανεπιστήμιο με εισροές 11 δις δραχμές.Δημιούργησε τους θεσμούς της δια βίου εκπαΙδευσης, των εργαστηρίων παροχήςυπηρεσιών, θεμελίωσε τα μεταmυχιακά προγράμματα, εισήγαγε ανθρωπιστικά μαθήματακ.λ.π.Πρωτοστάτησε στη δημιουργΙα του Τεχνολογικού-Πολιτιστικού Πάρκου Λαυρίου για τηνπροώθηση της Πρωτότυπης Τεχνολογίας καθώς για τη διατήρηση της ΒιομηχανικήςΠαράδοσης και συνέβαλε στην άμβλυνση της ανεργΙας που μάστιζε στις αρχές της δεκαετίαςτου '90 το Λαύριο.

Προσπάθησε να δημιουργήσει το Πανεπιστήμιο του Μεγάλου Αλεξάνδρου στο ΕλληνικόΣχολείο του Chatby στην Αλεξάνδρεια της Αιγύπτου και πραγματοποίησε πολιτιστικάδρώμενα εκεί μαζί με την εκεί ΕλληνΙΚή Κοινότητα.Συνέλαβε την ιδέα και υπήρξε επί σειρά ετών διοργανωτής της "Συνάντησης των Αθηνών"(The Athens Summit) και προσκάλεσε διεθνούς ακτινοβολίας προσωπικότητες όπως τονΓκορμπατσώφ, τον Σιμόν Πέρεζ, Υπουργούς Παιδείας των Ευρωπαϊκών χωρών, τον ΠήτερΟυστίνωφ, τον τότε Πρόεδρος της Κύπρου Βασιλείου, κ.α.Τις συναντήσεις αυτές παρακολούθησε σύσσωμος ο πολιτικός και πνευματικός κόσμος τηςχώρας, ο Πρόεδρος της Δημοκρατίας, και πλήθος κόσμου.Υπήρξε ο εκδότης του βιβλίου για τη Μακεδονία ''On the Scientifιc Truth about Macedonia"στα Αγγλικά, το οποίο διενεμήθη μέσω του Υπουργείου Εξωτερικών σε όλα τα Πανεπιστήμιατου κόσμου.Υπήρξε ομιλητής, κατόπιν προσκλήσεων στον απόδημο Ελληνισμό της Νέας Υόρκης και τηςΑυστραλίας καθώς και σε πλεΙστα όσα επαρχιακά πολιτιστικά κέντρα στην Ελλάδα.Είναι πρόεδρος του Ιδρύματος Κοινωνικών και Πολιτικών Μελετών "Σταύρος Καλλέργης" της".Εκκλησης της Ακρόπολης" για την Ειρήνη, το Περιβάλλον και τον Πολιτισμό και υπήρξεπρόεδρος του Ιδρύματος ιστορικών μελετών "Ιωάννης Καποδίστριας" και μέλος του ΔΣ τουΩδείου Αθηνών.Μέσω της εκπομπής του στο κανάλι SEVEN (που διήρκεσε πάνω από τρία χρόνια) "ΦάκελοςΠαιδεία" προώθησε στο ευρύ κοινό την ιδεολογία της Παιδείας και του Πολιτισμού. Από τηνεκπομπή αυτή πέρασαν οι τότε Υπουργοί, Υφυπουργοί, Γραμματείς κλπ Παιδείας καιδημιουργήθηκε πολύ γόνιμος κοινωνικός προβληματισμός.Τέλος μέσω της εκπομπής του στην ΕΤ3 "Ανθρώπων Έργα" προωθήθηκαν στην κοινωνία ταΤεχνολογικά Ερευνητικά επιτεύγματα της σύγχρονης εποχής μας.Τον ίανουάριο του 2012 εξελέγη ΠΑΜΨΗΦΕΙ από την Σύγκλητο του ΕΜΠ ΟμότιμοςΚαθηγητής με πολύ κολακευτικά σχόλια.

''ΟΝ ΤΗΕ REDEFINIΤΙON OF ΤΗΕ UNIVERSITY ROLE ΙΝ ΤΗΕ NEW ERA"

Abstract

Τhis paper reflects οπ the role of the University ίπ Society and ίΙ' s purpose is Ιο

contribute Ιο the developmenI of social awareness of UniversiIy missIons and

needs. ΙΙ is ποΙ a "ScienIifιc" paper ίπ the literary sense of the word and ίΙ does ποΙ

presenI results and methodologies. Α discussion is given of topics such as

university-society relaIion, educaIional qualiIy, use of new technologies and the

importance of media and the inIegraIive role of the UniversiIy. ΙΙ is suggesIed that,

although UnIversities must change internally Ιο meet the new challenges, they

should still maintain their institutional autonomy and academIc freedom, continue Ιο

produce the sociaI forces of debate and innovatIon and keep ουΙ of themall those

interests whose legitimacy derIves simply from theIr potential Ιο provide the

University with addiIional funding.

1. The role and influence of the "stakeholders"

Lately, much discussion is going οπ about the role of the UnIversitIes ίπ the rapidly

changing, "globalized", "knowledge-based" society. lπ many cases, the terminology

used could be considered irrelevant if measured ίπ the so-called 'Όld-fashίοπed"

way. First of all, Ιο a very great eχtent, society "changes" rapidly because of the

rapid technological change that flows from the UnIversities themselves.

Τerms like "client", "customer" and "serνices" used Ιο be ου! of the cultural conteχt

of the University, and had been considered as terminology related Ιο business.

Τhings seem Ιο have changed (have they really?) as virtually everything ίπ Iife today

tends Ιο be considered as "business". As we all know, business is abouI profit for

those who take the risks. How can these terms be re-defιned Ιο cover the re/ation

between University .andSociety? Who are the "clients" and what are the anticipated

"profits"? What will be the future of those who do ποΙ fuIfi/l the clients' demands?

Let us ροίπΙ ουΙ what we consider Ιο be the most important role of the University

today as ever : the evolution of culture, the identification of real social needs and the

partial, at least, fulfίllment of those needs. We insist οπ needs, as opposed to

desires, since the latter are dictated to Society by the marke!. Giving υρ this role

could easily lead us to a market-centered analysis of education, cu/ture and the role

of lnstitutions ίπ fulfilIing Society's real needs. However, this would imply the

recognition of the infallible, almighty Market as defίned ίπ the current fίnancial

climate, as the drίving force of History itself. Are we mature enough ιο accept such

a responsibility, ΟΓ is the pursuit of "wealth for wealth" and "deveIopment for

deveIopment" that blinds ουΓview of History?

Those who stand for such a new order of things, present the fo/lowing "simple"

argument: Universities have to satisfy their students needs. If all that students

demand is knowledge required to find a job, then that is all that Universities should

provide. "Successful" Universities (are supposed ιο) have "satisfied cIients", that is,

graduates who have a "good" job (or a job at alll). Culture and deveiopment of

Historic consciousness are of second ΡΓίΟΓίΙΥ.Ι might say that this is a naive line of

argument, but Ι will πο!. lπ fact this is a very sophisticated argument that is

supported by the current state of the job market. If we took ίπΙο consideration the

undeniabIe fact that the market is driven rather by the pursuit of wealth than by the

desIre for society's development, we would have implicitly and sub-consciously

accepted that ίΙ is the logic of pΓofίIthat determines the role of Universities, which is

of course absurd. Furthermore, is ίΙ ποΙ the Market itself ever requiring innovations

Ιο its structure and operation? Who can implement those innovations, if ποι

University graduates who are able, however, to question the market's functions ?

This is precisely why Universities must keep their distance from the market place;

that is, ίπorder Ιο produce graduates who are able Ιο debate and innovate.

The University is a Social and Professional institution based οπ well-accepted

concepts such as institutional autonomy and freedom of teaching and research. ιι

cannot be governed by non-academic managers and external interests without

compromising its socially attributed se~f-determίπatίoπ.

During the Iast ten years ΟΓso, the vast majority of public Universities has suffered

the harsh realiIy of two contradictory Irends : an increase ίπ the serνices expected

of UniversiIies and a drop, ίπ real Ierms, ίπthe fιnancial resources at their disposal.

The increase ίπ financial pressure υροπUniversities is caused by both external and

inIernal causes. Externally, we are Iold that UniversiIies cannot escape the

consequences of globalization ίπ the world Ioday and the heighIened environment

of competition that this creates. For Universities, fιnancial resources are harder Ιο

obtain because competition from other activities is stiffer and costs are controIIed by

both private and public bodies more rigorously. ΑΙ the same time we are Iold by

every Government ίπ the World that Education is today the State's first ρΓίΟΓίΙΥ!

lnternally, Universities face pressure οπtheIr υπίΙ costs, sometimes because of their

mistakes, e.g. their resource management tends Ιο be very rigid and inefficienI.

Universities must, therefore, quesIion themselves οπ their activities. There is πο

doubt, that they must adapt better Ιο society's expectations, share tasks among

themselves, enhance their administraIive efficiency and improve Iransparency ίπ

terms of teaching and research activities. This does ποΙ mean, however, that they

have Ιο participaIe ΟΓeven contribute Ιο Ioday's head-on, mega-competition that

leads Ιο winner-take-all situations, because then they would compromise Iheir role.

There is, simply, a clear need Ιο re-structure and aiso Ιο find additional source of

funding. Wha! Ihey certainly should ποΙdo is Ιο compromise academic freedom and

autonomy for the sake of financial profiI, for the sake of the administraIors' definiIion

of "efficiency". The οπlΥpΓofιΙ a UniversiIy must recognize is the Educational profit,

that is a sum of knowledge, culIure, ethics and social issues. The problem of

UniversiIy funding is beyond the field of commercial economics, and University

policy cannot be based solely οπ the criterion of fιnancial efficiency. EducaIion (and

fundamenIal research of course) is a "coIIective good" and as such ίΙ should be

offered οπlΥby public institutions freely Ιο everyone, irrespecIive of financial status.

After all, the same is true for aII other collectIve goods (e.g. Defense, SecuriIy

e.Ιc.). This does ποΙ create an inequity because the differences ίπ financial status

are reflecIed υροπ the differen! tax-rate scales. ΑΙΙ that is, therefore, needed is

some adminisIraIive resIrucIuring ίπ order Ιο reinforce decision-making procedures

and improve flexibiliIy.

The UniversiIies must defend the cause of Ihe, extremely important, socia/ role they

play ίπ the Iransmission and acquisition of new knowledge and the criIical analysis

of Society's needs. They must demand an increased proportion of GNP to be spent

οπeducation, showing simultaneously that they are changing ίπtheir structures, and

πο! ίπ their principles, so as to fulfill their mission ίπ a better way. They must still try

to find additional funding, either as no-strings-attached donations, ΟΓ primarily by

making material. laboratory and human resources available, within the framework of

applied research and life-Iong learning. Training, applied research and life-Iong

education are private goods and as such they may be offered either by public ΟΓ

private lnstitutions and may involve fees.

We therefore reach the following question: how can Universities retain their

autonomy and academic freedom οπ the one side and stili be able to attract the

funding required to surνive, οπ the other. This leads us. Ι suppose, to the definition

of freedom: can there be freedom without the means to exercise it? lπ a market-

centered context, the answer is "πο";the freedom of the individual is limited πο!οπlΥ

by the freedom of others but also by their financial power. Ι! seems reasonable that

those who pay can have specific demands, so that good use of their investment is

being made.

Even the above argument, that may describe the general order of things ίπ the

market area, doesnot hold true for Universities. The funding of Universities is πο!

equivalent to financial investments. lπ a quite generic definition of the term

"jnvestment", such funding can be viewed as an investment of Society to those

structures that will turn the wheel of Historical evolution. This should be the main

demand from Universities. The fulfillment of the market needs is οπlΥone of the

many facets of their role. Another facet is the contribution to the definition of

Society's development targets. This can be easily forgotten under the pressure of

"satisfying the market's needs", which is by ποmeans the most important part of the

Universities' role.

lπ this context. academic freedom and se~f-determίπatίoπof Universities cannot be

compromised for any management-oriented and market-centered model of

operation. The main "investor" ίπ the "University business" is Society itself; πο! the

market, πο! any profit-seeking agent. Ι! is therefore οπlΥSociety who is entitled to

"demand" anything from Universities and who should expect "profits" from their

activity. πο! ίπ terms of direct material wealth, but ίπ terms of evolution. University

leaders must and can define coherent institutional identities and University targets,

by a decision-making process based οπthe consensus of constituent departments,

staff and students.

3. New technologies and the importance of the media

Another topic that has stimulated a number of vivid discussions is that of the use of

new technologies and media ίπ education. The rapid development of new

technologies has implications for the provision of higher education. New learning

environments have been proposed and communication of knowledge has become

possible through many new media, especially new interactive digital networks and

serνices. ΙΙ is proposed that the instructional process can be partly ΟΓ even fully

automated. There are also several cases where discussion for new pedagogical

frameworks is made. ΙΙ is also often supported that the delivery of knowledge can

be made ποΙ only by traditional institutions, but also by media organizations. Before

proceeding further, ίΙ is useful Ιο make a few definitions.

Cu/ture is everything persons receive from their social environment, ίπ terms of

social behaviour, ethics, customs, and values. ΙΙ is not a collection of knowledge

items, but the conception of the historical evolution by the individual. This only

partially corresponds, but is ποΙ limited, Ιο an amount of knowledge. Training is a

process for delivering knowledge. Strictly speaking, training has little Ιο do with the

formation of person's character and social-behaviour code, but only with their ability

Ιο do a more ΟΓ less specific job. Education is a social serνice that covers both

culture and training. ΙΙ is usually offered by community as an organized social

process for delivering culture, ethics and values, as well as vocational training,

Education aims at reproducing the social structures and develop a consciousness

that willlead Ιο further evolution of Society.

Therefore, the ροίπΙ Ιο be made here is that, perhaps, the new media can be used

for trainίng, but ποΙ for the delivery of culture that is and has Ιο retain its social

character. We should not abandon the concept that the educational systems' main

intent should be the production of active and useful citizens. ΙΙ is a fact, of course,

that current educatIonal paradigms are subject to great change, using new

technologies and media. However, what will be the social implications of replacing

classrooms with networks and other media tools? We must strongly support the

argument that technology and new media must supplement, not substitute,

traditional learning processes. The new tools and media should πο! redefine the

notion of pedagogy which is, and must remain, ίπ the core of eνery educational

system, and inνolνes necessarily interaction between students and teachers. This

interaction is necessary to bring people together, to counteract the isolation of

learπers, to help the student to acquire the skίlls of managing the wealth of

information aνailable and to deνelop intellectually.

Technology must be regarded as a tool to achieνe goals, πο! as an end ίπ itself, and

shouJd be judged against Uniνersity aims; especially ίπ the undergraduate

classroom, where academic tuition is πο! οπlΥ a procedure of deliνering "bare"

knowledge content, but also an opportunity for discussion and deνelopment of

critical thought and of critical assessment of knowledge.

Νο matter what help can the new media and telecommunications networks proνide,

ί! is still πο! clear whether the inspiration and Iiνing paradigm existing "ίπ the air" ίπ

any Iiνe tuition, can be deliνered through a murtimediahigh-speed network.

lπ this context, technology is expected to support, but πο! substitute classroom

academic tuition, and should reduce, πο! increase, the gap between students and

teachers. That is why priνate enterprises designing educational deliνery systems,

computer firms, publishers, TV and the like will neνer become competitors of the

Uniνersity. The Uniνersity must use innoνatiνe approaches to teaching, based οπ

the use of new technologies (computer-aided learning, self-instruction courseware,

νirtual laboratorίes, teleteaching and νideoconferencing) to heIp improνe the quality

of both teaching and learning, without of course compromising the liνe classroom

and seminars debates and the student Cafe discussions. Οπ the other hand,

Uniνersities should certainly use distance leaming techniques for continuing and

adult education, after answering conνincingly the following questions:

• How should the knowledge content be organized, structured and presented ίπ

order to be used effectiνely ίπdistance learning enνironments?

• How should distance leaming co-exist with traditional methods of teaching?

• What subject areas are best offered for deliνering through distance learning and

at what leνel of specialization?

• Howwill the certification of distance learning courses be made?

• What administrative structures are required to support distance learning

activities?

4. International relations and globalization

"Globalίzation" in the post-modem world does not mean more than the reign of

market forces, and it's consequent increase in competition. The University should,

however, maintain it's socially attributed distance from both, market and

competition. Furthermore, Universities, by their very name, have always had links

and contacts that reach well beyond their nation; and knowledge is universal.

Therefore, globalization, in admittedly another conteχt, is already well known to the

University.

The meaning of "knowledge-based" society disintegrated recently in only the notion

that continuous vocational training is necessary in a world where "production

requirements keep changing with the application of new knowledge". We can be

rather skeptical about this notion as only a small percentage, about 12%, of the

knowledge produced annually finds its way to implementation in production.

Why, Ι wonder, should Universities accept the above misconceptions, invented and

promoted by administrators, and not react in the direction of restoring the proper

meaning of matters such as the above.

Many documents of the European Union's (EU) SOCRATES programme refer to

the development of an awareness of a common European origin among the citizens

of the EU. This awareness will contribute to the creation of a community where free

movement of persons, capital and goods will be possible, despite different regional

identities. Ι! is clear to us, that according to the EU, the lack of that awareness has

been at least partially responsible for the unsatisfactory fulfillment of the "free

movement" idea. ΒΥmeans of the SOCRATES programme, Universities are called

upon to contribute to the development of this awareness of a common European

origin among citizens, and thereby to undertake a very significant historical role in

the evolution of the EU.

The rapid progress of science leads Ιο the introduction of new production processes

and the forms of labour relations change radicalIy. As we mentίoned earlier, we are

now speaking of a knowIedge-based society and of a broad market that will

determine the development of new serνice-products ίη accordance with the

customer's requirements.

Again, this concentration of attention Ιο market requirements, and the linking of

investments with new products, while looking for common cultural fields οη a

foundation that the Universίties have Ιο prepare, ίs for us a matter of considerable

concern. As ί! has been already apparent, the ''European dimension" ίη education

for us is ηο! so much associated wίth market requirements as with the evoIutίon of

culture itself.

We believe that there can be no "European dimension" without a synthetic

acceptance of diversity ίη the multi-cultural, multi-Iingual Europe, without a pluralistic

linguistic policy, without the development of a historic conscience among European

citizens. For us, "awareness of a common origin" does ηο! mean oblivίon of history

ΟΓ leveling off of the civilisatίons that were developed ίη Europe: ι! means, first of alI,

knowledge and crItical consίderation of historic truth, a recognition of the

contributίon, of the role, of the historic offering and the diversity of each constituent

of culture that future historians will call "the European civilisation of the third

milIennium".

Another descriptive term frequently usedwith respect Ιο the future European society

is the "society of learning". The terms "culture", "education", 'Ίearning", "vocational

training", which refer Ιο complementary activίties ίη every modern society and are

provided by various types of instίtutions, are often confused with terms denoting the

ways ίη which they are performed, such as "distance learning", 'Ίίfe-Ιοng education",

"multimedia education" etc., while the ηοΙίοη of education, the Greek word ίs

"παιδεία", is artfulIy avoίded and all institutions offering "post-secondary" education

are placed on an even footίng.

Problems of thίs nature are ηο! new: however, they assume added relevance ίη

view of the debate concerning the redistribution of roles among institutίons of

tertiary education. This redistribution is obviously associated with the distrίbution of

Iabour and the specificity of development of the economies of Ευ - member states.

Τhe Uniνersities may link the strategy of educational deνelopment at all leνels with

the strategy of deνelopment of their countries and ίΙ is within this framework that

they should consider the SOCRAΤES programme. We belieνe that the ''European

dimension" ίπeducation is ποΙ the goal but the means of achieνing the national aims

of an equal and dignified coeχistence ίπ the cultural and financial space that will be

the Europe of tomorrow. Ιπ ουΓ ορίηίοπ, ίΙ is signifίcant that the SOCRAΤES

programme lays emphasis for the fίrst time οπ education rather than training, which

means that the utilίsation of Ευ resources is now being oriented towards education.

ΑΙ a time when education budgets ίπ all countries are shrinking, when the cost of

education keeps rising, when technology advances and adjustment costs for the

Uniνersities are high, when teaching and leaming methods eνolνe rapidiy, and ουΓ

civilisation is going through a deep and multiform crisis, co-operation among

Uniνersities is an obνious necessity. Co-operation will help to ensure economies of

scale and will enable the co-operating Uniνersities Ιο take adνantage of the skills of

teaching-staff members of other Universities. Forming a global knowledge network

among all Uniνersities (or rather many collaborating networks of more ΟΓless sImilar

institutions) seems a very good idea, provided that this development will be

designed Ιο work the other way round from commercial "globalization", e.g. Ιο close

the deνelopment gap, rather than making ίΙ eνen deeper.

5. Τhe abstract notion of aualitv

Uniνersities are suddenly inundated with recommendations as to how Ιο improve

Quality. Quality remains a rather abstract notion, as ίΙ means νastly different things

Ιο different people, and the issue behind ίΙ has only come Ιο the fore recently, as

goνernments reduce budgets, whίlst eχpecting increased serνices for fewer

resources. Seen ίπthis conteχt, the real issue here has νery little Ιο do with "quality"

per se, but rather with who sets the criteria inνolved ίπ its defίnition; and, therefore,

who controls the academic life. Τhinking for a second that, from its earliest days, the

purpose of the Uniνersity has been Ιο defίne "quaIity", Ιο pass it oνer to Society and

Ιο forward ίΙ ίπtime, one can indeed be νery suspicious for this latest rediscoνery of

"quality". Ιπ the academic conteχt, different types of "quality" need to be eχamined:

that of teaching material, that of the deliνery method, that of the student's work and,

most important of aII, that of the learning process. Τhese "quality" matters haνe

already been traditionally eχamined by faculties, departments, institutes and

laboratories ίη the Universities and have been bread-and-butter of ουΓ academic

work. The /atter is a holistic process involving teaching, research and interaction

with students and ί! is wrong Ιο sub-divide the task ίηΙο its simplest and often

meaningIess components.

These sub-divisions Uob control sheets, etc.) are relevant Ιο Industry and Business

and Ιο control the progress of great Technical Works but they are totally irrelevant

Ιο the University environment, as are also the league-tables of University

classifίcations. The Universities are, of course, morally obliged Ιο give account Ιο

students for the quality of teaching they recelve, Ιο 80ciety and 8tate for the overall

serνices the latter get and for money spent. They can do so by themselves

internally (most have been traditionally doing ίΙ) and produce self-evaluation reports,

freely available for all Ιο see, judge and comment. They could also consider

establishing Βη 180-type standard for verifying the quality of education. What they

should ηο! do is Ιο allow non-academic consultants and "quality assurers" Ιο infringe

οη academic freedom and autonomy. We should keep ου! of the University all those

interests whose legitimacy does ηο! derive simply from their potential Ιο provide the

University with additional funding.

6. The integrative role of the Universitν

80, what is the role of the University ίη the near future? What is the content of the

serνices Universities should provide Ιο 80ciety? Must Society be seen as a "client",

ίη which case a "pragmatic" analysis leads us Ιο the acceptance of the market-

centered, client-serνer model? Is the "new order of things" defίned by

administrators, by the new technology tools and media and by the market

orientation? Or is ί! really that old recipes are re-baptized with new names, that old

ideas for social control now discover new tooIs and invent new definitions ίη order Ιο

appear more appealίng and "innovative"? What is actually old, is ηο! the conception

of University as a stυdiυm genera/e. Ι! is instead the effort to determine the content

of University education ηο! by the social needs, but by the financial interest that is

old.

Culture is neither something Βη educational Institution can communicate "virtually",

nor a necessary evil οη the side of market-dominated education. The multi-faceted

crisis of ουΓ era, ίη the consumer-centered world we have built, has its causes ίη the

Iack of visions (poliIical and oIhers) for the future, ίπ the lack of hisIoric

consciousness. ιι is common knowledge that the most important role ίπ the

resoluIion of this crisis is ιο be played by the content of culture and education: ποΙ

by the market, not by the tools and the new media, which can only play a

complementary role ίπeducatIon. University education should enIail culture, training

and social issues. Universities serνe the community and provide more than

knowledge. They idenIify social needs and ensure the upkeep of the human

elemenI of moral judgmenI, beyond technical performance and achievemen!. They

produce the social forces of debate and innovation, so much needed by SocieIy

today. They also play a role as places of socializaIion, as well as a roIe ίπ the social

inIegration. UniversiIies are characterised by the high degree of auIonomy Ihey

grant theIr teachers and researchers and by the democraIic characIer of decision-

making processes, based οπ consensus (sIudenIs being IncIuded ίπ these

processes). As a result, questions abou! the qualiIy of Ieaching and research and

wheIher University activities match the needs of Society ΟΓ not, must be left Ιο the

UniversiIies Ihemselves. Universities must also be left free Ιο reIain their, socially

attributed, disIance from the marke! place, so that they are able Ιο quesIion ίΙ,

rather than be controlled by ίΙ

The academIc neuIraliIy and the criIical spiri! UniversiIies impart ΟΓ should impart

pIace them among the very few social establishmenIs that legitimately influence

Society, by setting cultural, technIcal, ethical and moral standards. Το do so,

Universities need clearly defined targets and procedures, ιο alIeviate the subjective

nature of social evolution.

UniversiIy mIssIons and needs are, unfortunately, poorly known, among the public

at large. Constant work ιο explain is thus necessary, and UniversiIies must raise

Iheir voice more audibly ίπ reIevant public debates. ΙΙ is ουΓ hope Ιο have

contribuIed Ιο the development of such a social awareness.
