Creating “collective impact” through the  10YFP programmes

Five Conditions for Collective Impact – Kania and Kramer 2011

COMMON AGENDA • A shared vision for a common understanding of the problem

• A joint approach to solving it through agreed upon actions

SHARED MEASUREMENT • Collecting data and measuring results consistently, thus aligning efforts

• Holding each other accountable

MUTUALLY REINFORCING ACTIVITIES

• Activities are differentiated while still being coordinated through a mutually reinforcing plan of action.

CONTINUOUSCOMMUNICATION

• Consistent and open communication across the many actors to build trust

• Assure mutual objectives, and create common motivation.

BACKBONE SUPPORT • Leads and co leads of programmes and their MACs, supported by the Secretariat, provide strategic direction, facilitate dialogue, manage data collection and analysis

• Secretariat, Leads and Co‐Leads and MACs mobilize funds together, while Secretariat and Board report to ECOSOC, which in turn supports 10YFP

Leads, co‐leads and MultistakeholderAdvisory Committees of the Programmes

• Serving as parliaments, work plan, project generator and fund mobilization for the programmes, together with other programme partners

• Multistakeholder composition, participatory governance and the five factors above are the key to making programmes work.

• Programmes will be built from the bottom up, responding to the expressed needs of national and stakeholder focal points

Page 14: New 10YFP status + value added SLE MAC 0315 · 2015. 12. 1. · Sustainable Building and Construction programme. When? Status Proposed Working Areas At UN Habitat Governing Council,

10YFP responds to intergovernmental mandate to accelerate shift to SCP patterns

Creates greater collective impact and scaling up for shift to SCP,  with focused implementation projects on the ground

Responds in a coherent  and cost effectivemanner to regional and national needs and priorities, via national and stakeholder focal points – building from the bottom up

Secures additional sources of funding  for shift to SCP, by creating broader, more innovative projects and partnerships

10YFP could support governments and to achieve SCP‐related targets in the SDGs and serve as implementation mechanism for post‐2015 development agenda

10YFP added‐value for the shift toSCP patterns
