PART A: THE FORMAT

1. Competition Qualifications and Drawsa. Confirmation of Qualifying Kapa Haka for the National Festival i. Rohe and Kapa Haka will follow the Rules relating to eligibility and qualifying for the Te Matatini National Kapa Haka Festival (National Festival).

b. Competition Draw – 3 Pools i. The National Committee will conduct a competition draw following completion of all Regional Kapa Haka competitions.

ii. The top 9 Kapa Haka from the previous National Festival will be put into a seeded draw. If any Kapa Haka from the top 9 do not qualify for the National Festival then the next highest placed Kapa Haka from the previous National Festival will move into the Top 9 seeded draw.

The draw for the remaining Kapa Haka that qualify for the National Festival will be by random selection where the number for performing is drawn and then the name of the Kapa Haka.

iii. The draw for which Pool of Kapa Haka perform in Te Ihu, Te Kei and Te Haumi sections will be by random selection.

iv. The official notification of the competition draw will be entered onto the Te Matatini website and Facebook page the day after the draw.

c. Withdrawals i. If a Kapa Haka withdraws after the draw, no Kapa Haka may replace that withdrawal.

ii. If a Kapa Haka withdraws after the draw, the next Kapa Haka on the list will move up the performing order.

d. Competition Draw – Finals i. Immediately after the 9 (nine) finalists are announced a draw will be conducted by random selection to determine the order of performance in the finals.

PART A: THE FORMAT, Continued

2. Competition Formata. Competition Preliminaries (Pools) i. Each Kapa Haka will perform in the preliminaries in order according to the competition draw.

ii. The three Kapa Haka from each pool with the three highest aggregate marks in the Raupapa Me Mātua Tutuki - Compulsory Disciplines will compete in the competition finals.

iii. In the event of equal placings in a Pool, the Kapa Haka that advances to the competition finals will be determined by the highest Aggregate in the following disciplines:

1. Waiata ā-Ringa (If there are still equal placings, then 2 will apply) 2. Whakaeke (If there are still equal placings, then 3 will apply) 3. Whakawātea (If there are still equal placings, then 4 will apply) 4. Mōteatea (If there are still equal placings, then 5 will apply) 5. Poi (If there are still equal placings, then 6 will apply) 6. Haka - Equal Kapa Haka advance to the Competition Final.

b. Competition Final i. 9 (nine) Kapa Haka will compete in the competition finals.

ii. The 9 (nine) Kapa Haka in the competition finals will be judged on the Raupapa Me Mātua Tutuki: Compulsory Disciplines afresh to select Te Toa Whakaihuwaka - Overall Aggregate Winner.

iii. In the event of equal placings in the competition final, placings will be determined by the position that those equalled teams placed in the Pools (competition preliminaries). For example:

EXAMPLE: Team 1 and Team 3 placed 2nd Equal in the competition finals; - the (total) Pool score for Team 1 was 654.5 - the (total) Pool score for Team 3 was 656.5

Therefore, Team 3 will gain 2nd-placing and Team 1 will most likely gain 3rd placing in the competition finals.

c. Competition Awards i. All awards will be announced and presented after the competition finals. Participation Certificates for all Kapa Haka to be presented at Prize-giving.

RULE DESCRIPTION PENALTY

1 ENTRY QUALIFICATIONS

1.1 Te Matatini RoheNot Eligible for the National Festival

1.1.1 These Rules apply to the members of Te Matatini identified as Rohe in the Rules of Te Matatini Society Incorporated

1.1.2 It shall be the responsibility of each Rohe to abide by these Competition Rules

1.2 Regional Competitions

Not Eligible for the National Festival

1.2.1 Each Kapa Haka must gain selection to compete at the National Festival through Regional Competitions held by Rohe

1.2.2 All Regional Competitions must be completed by 30 June in the year before the National Festival

1.3 Kapa Haka Ratio per Rohe

Not Eligible for the National Festival

Each Rohe shall select Kapa Haka to compete at the National Festival according to the following ratio:- From 2 to 4 Groups = 1 Group- From 5 to 8 Groups = 2 Groups- From 9 to 12 Groups = 3 Groups- From 13 to 16 Groups = 4 Groups- From 17 to 20 Groups = 5 Groups- 21 plus Groups = 6 Groups

RULE DESCRIPTION PENALTY

2 KAPA HAKA ELIGIBILITY – NATIONAL FESTIVAL AND REGIONAL COMPETITIONS

2.1 Kapa Haka Eligibility Rules Compliance Penalty applies to all 2.1Not Eligible for the National Festival or Disqualified at the National Festival

2.1.1 The Kapa Haka Eligibility Rules shall apply for the National Festival and all Regional Competitions

2.1.2 Subject to these Rules, each Rohe shall confirm on which Kapa Haka are to compete in their Regional Competitions

2.1.3 No Kapa Haka shall be included in the Kapa Haka Ratio count if that Kapa Haka has competed in a Regional Competition in another Rohe regardless of whether that Kapa Haka was successful or not

2.1.4 An individual performer may only perform for one Kapa Haka in one qualifying Regional Competition in any competition cycle. Competition cycle is defined as the time between qualifying Regional Competitions and Te Matatini National Competition.

2.1.5 No Kapa Haka shall be selected for the National Festival if that Kapa Haka is from a secondary school / kura kaupapa

2.1.6 If a secondary school / kura kaupapa Kapa Haka performs at a Regional Competition they shall not be included in the Kapa Haka Ratio count

2.1.7 No Judge will provide assistance to any Kapa Haka participating in Te Matatini.

Assistance means providing: a) judging criteria and/or information to a group(s) that is not generally available to all Kapa Haka;

b) expertise, guidance and advice to a Kapa Haka (s) before and during the festival;

c) expertise through the composition of performance items; or

d) any other action or inaction that places a Kapa Haka at an advantage in the competition.

Judge relieved of their adjudicating duties and the respective Kapa Haka penalised 10 (ten) competition points per item in which the judge was involved.

RULE DESCRIPTION PENALTY

2.2 Number of Performers – Age – Gender Rules for National and Regional Competitions

Penalty applies to all 2.2

Not Eligible for the National Festival or Disqualified at the National Festival

2.2.1 Each Kapa Haka must consist of no less than 24 and no more than 40 members performing in the Compulsory and Optional Disciplines

2.2.2 If the Waiata Tira is performed, a conductor / choir master may be additional to the 40 member maximum limit but must not perform in the Compulsory Disciplines

2.2.3 Individual members performing in any Kapa Haka at a Regional Competition must be 14 years of age or older at the date of the Regional Competition

2.2.4 No more than 30% of the performing Kapa Haka on stage may be enrolled at secondary school

2.2.5 Kapa Haka leaders will be responsible for validating members ages if subject to a protest under Rule 2.2.3 whether at a Regional Competition or at the National Festival

2.2.6 Each Kapa Haka must have male and female performers

3 PERFORMING AT THE NATIONAL FESTIVAL

3.1 No individual member may perform in any Kapa Haka other than with the Kapa Haka that they gained selection in at their Regional Competition, with the exception of rule 3.2

Not Eligible for the National Festival or Disqualified at the National Festival

3.2 Kapa Haka with more than one qualifying composite group may interchange performers within those composite groups.

3.2.1 Performers are not permitted to interchange at National Festival Competition and perform in two kapa haka

3.3 Individuals who did not perform at the regionals can perform at the National Festival Competition

3.4 With the exception of the conductor/choir master, no performer may enter the stage during the Kapa Haka performance. The conductor/ choir master is not counted in the 40 performers unless they remain on stage for the remainder of the programme.

4 PERFORMANCE DISCIPLINES AND MUSICAL INSTRUMENTS FOR THE NATIONAL FESTIVAL

4.1 Raupapa me Matua Tutuki: Compulsory Disciplines All Kapa Haka shall perform the following compulsory disciplines:a) Whakaeke b) Mōteateac) Waiata ā-Ringad) Poie) Hakaf) Whakawāteag) Te Mita o Te Reo

Two (2) points deducted from each Aggregate Discipline and Kapa Haka not eligible to compete in the Compulsory Aggregate Disciplines

4.1.1 Kapa Haka may start from left, centre or right of the performance area

4.1.2 Start time is the first utterance or sound or movement

4.1.3 When finishing exiting, the Kapa Haka movement must indicate an exit left, exit centre or exit right

4.1.4 Finish time is at the last utterance or sound or movement

4.2 Raupapa me whiria: Optional DisciplineThe Waiata Tira is optional for Kapa Haka

Kapa Haka not eligible to compete in the Waiata Tira

4.2.1 The Waiata Tira must be performed before the Whakaeke

4.2.2 Start time is the first utterance or sound or movement

4.2.3 Finish time is the final utterance or sound or movement

4.3 Raupapa Tua Atu: Other Disciplines

4.3.1 The Manukura Tāne and Manukura Wahine are those who are introduced before the start of the performance

4.4 Original Composition / Titonga HouOriginal Composition for lyrics and music shall be awarded in Waiata ā-Ringa, Poi, Haka and Mōteatea

4.4.1Authentication of Original Compositions Each original composition must be authenticated in writing by composer/s for lyrics and composer/s of music and countersigned by Kapa Haka Leaders as the original composition that they will be performing at the National Festival

4.4.2Scripts (Lyrics) Authentications and original compositions scripts must be submitted to the National Office 20 clear days prior to the competition start date

4.4.3Points for Aggregate Disciplines Each aggregate discipline shall be marked out of a maximum of 100 points in each of the aggregate disciplines – Whakaeke, Mōteatea, Poi, Waiata ā-Ringa, Haka, Whakawātea & Te Mita o Te Reo

4.4.3.1 The Olympic system will apply to the maximum of 400 marks awarded for each discipline – i.e. Of the 4 Judges marks for each discipline, the highest and lowest marks are removed; the 2 middle marks are added together and divided by 2 to reach total mark

4.4.4Points for Non-Aggregate Disciplines Each non-aggregate discipline shall be marked out of a maximum of 100 points in each of the Non-Aggregate disciplines – Waiata Tira, Kākahu, Kaitataki Tāne, Kaitataki Wahine, Te Reo ā-Tuhi, Titonga Hou Poi, Titonga Hou Haka, Titonga Hou Waiata ā-Ringa, Titonga Hou MōteateaThe Olympic system applies as for 4.4.3.1.

4.5 Musical Instruments and Sound Amplification

4.5.1 No more than two acoustic stringed instruments may be used during a Kapa Haka performance at any one time

Two (2) points deducted from each discipline where an unauthorised musical instrument is used

4.5.2 Traditional Māori wind instruments may be used in a Kapa Haka performance

4.5.3 Traditional Māori percussion instruments may be used in a Kapa Haka performance

4.5.4 No Kapa Haka may use any sound amplification system other than the sound amplification system provided for the National Festival competition

5 TIME MANAGEMENT AND PENALTIES

5.1 Compulsory DisciplinesAll seven (7) compulsory disciplines must be completed within 25 minutes

Five (5) points deducted from Compulsory Disciplines Aggregate

5.2 Waiata TiraThe Waiata Tira must be performed and completed within a maximum of 4 minutes

Two (2) points deducted from Waiata Tira

5.3 Reporting Times

5.3.1 Kapa Haka must be ready at the back of the stage 10 minutes before their scheduled performance

Five (5) points deducted from Compulsory Disciplines Aggregate

5.3.2 Kapa Haka that are not ready to take the stage 10 minutes after their scheduled performance time shall be disqualified

Disqualification

5.3.3 Late reporting penalties will only be applied where any Kapa Haka fails to communicate their late arrival to the Back Stage Manager

5.3.4 All communication contact details for the Back Stage Manager will be notified to every Kapa Haka before the Competition starts

5.3.5 The communication for late arrival must include an explanation for unforeseen circumstances that are beyond the control of the Kapa Haka

6 COMPLIANCES – NOTICES – PRELIMINARY COMPETITION PROCEDURES

6.1 Copyright ComplianceAll Kapa Haka competing at the National Festival shall obtain all necessary approvals and clearances for any material performed if that material is not their own and/or if it is subject to copyright laws

Any copyright liability shall be against the offending Kapa Haka and not Te Matatini

6 COMPLIANCES – NOTICES – PRELIMINARY COMPETITION PROCEDURES continued

6.2 Broadcasting ComplianceAll Kapa Haka competing in the Competition Pools and Competition Finals will comply with all Broadcasting Agreements negotiated between the Te Matatini Executive Committee and broadcasters

6.3 Leaders Declaration of Rules ComplianceIt shall be the responsibility of each Rohe and all Kapa Haka Leaders to be fully conversant and compliant with the Competition Rules and, to avoid any doubt, ensure any rules are clarified with National Office before entering any Regional Competition or the National Festival

Kapa Haka Leaders accept full responsibility for their teams by signing the Declaration of Rules Compliance Form

6.4 Notifications to Te Matatini National OfficeAt the end their Regional Competition, each Rohe shall email their completed "Rohe Notification of Teams that have qualified for Te Matatini 2017" Form, to Te Matatini National Office

Kapa Haka Not Eligible for the National Festival

6.5 Scripts & Supporting Material (e.g. scripts, explanations, interpretations, signed documentation of originality)

6.5.1 All scripts and supporting material required for judging must be submitted by each Kapa Haka and received by the National Office no later than 20 clear days before the National Festival

Five (5) points deducted from Compulsory Disciplines Aggregate in the Pool Competition Only

6.5.2 Only the National Office shall forward scripts and supporting materials to the judges

6.5.3 Scripts and supporting material received after the specified due date and time will incur the late penalty and there will be no guarantees or warranties given that they will reach the judges in time for judging or that the scripts and/or supporting material will be accepted by the judges

6.5.4 Once scripts and supporting material are submitted by the due date, marks will not be deducted for minor alterations made to scripts however, there will be no guarantees or warranties given that the minor alterations will reach the judges in time for judging or that the minor alterations will be accepted by the judges

6.6 AnnouncementsOnce a public announcement is made on the results of the Competition, whether for the Heats or the Finals, the results shall be final

7 DISPUTE RESOLUTION

7.1 The National Committee shall appoint a Disputes Resolutions Committee to preside over the Competition at the National Festival.

Disputes Resolution Committee decisions shall be Final

7.1.1 The Dispute Resolution Committee will refer to the Dispute Resolution Committee Guidelines when considering a dispute.

7.1.2 The guidelines shall include the completion of a protest form

7.1.3 The Dispute Resolution Committee decision is final and communicated to National Committee delegates as soon as practicable

7.2 The Disputes Resolution Committee will only accept disputes from Kapa Haka leaders, Delegates, and Te Matatini Management

7.3 The Disputes Resolution Committee will only accept disputes arising from the Competition Rules

7.4 The Disputes Resolution Committee will only accept disputes that may affect the results for the Nine Finalists from the Heats or the results of the Finals if the dispute is lodged within 30 minutes of the final Kapa Haka finishing their performance and before a public announcement is made

7.5 The Disputes Resolution Committee may consider disputes raised after the Competition results have been publicly announced but any deliberation shall not affect the results under Rule 6.6

7.6 The Dispute Resolution Committee will only accept any other disputes that arise from the Competition Rules if lodged within 30 minutes of the incident occurring
