IMPROVING WORKFORCE INCENTIVES IN THE HEALTH SECTOR

The Minister for Health today made the following statement:

"The Royal Government of the Kingdom of Cambodia places great importance on being able to ensure that~ efficient, high quality health services are available to all of the nation's people. We still have a great deal

to do to achieve this goal. And we shall never be able to reach it without a highly-skilled and well-managedworkforce which is dedicated to delivering essential services.

Over several years a situation has developed in which extremely low pay prevents many of our best staff atall levels from devoting themselves wholeheartedly to their official duties 'in the Ministry of Health. At thesame time, weak management systems make it difficult for them to ensure that their work is alwayseffective, and directed towards achieving the Ministry's key objectives. The proposals which are now beingdeveloped for an improved incentive scheme for the Ministry will help to tackle these problems.

These proposals will offer a new deal, in which for a restricted number of posts enhanced pay will beavailable which '..viIIpermit staff to work full-time on delivering the Ministry's core functions. In return, we willrequire them to give up other forms of employment and sources of remuneration, and to work within theframework of an annual performance agreement backed up by a new contract of employment. Firmmanagement action will be taken to deal with those who do not keep their side of the bargain.

The opportunity to compete for posts entitled to enhanced pay will be available to all staff who wish to doso.

·1 have authorized senior managers in the Ministry to proceed with the next stages of the work needed toimplement these proposals, including the completion of functional reviews, the development of theperformance management framework, and an overhaul of recruitment and selection procedures. Furtherannouncements about the various elements of the scheme and the timetable for implementation will bemade as soon as the details have been confirmed, following further discussion and consultation.

I have a vision of an improved Ministry in which we have the right number of staff with the right skillsworking with the right systems, to deliver the health services that the people of Cambodia - including thoseliving in the most remote and poorest parts of our country - need. The actions approved will target healthpersonnel working in priority areas to reduce poverty and especially improve maternal and child health andcommunicable disease control.
