Playing it Safe on HalloweenPointers for ParentsHalloween may be a fun holiday for kids, but for parents, trick-or-treat time can be a little scary. Concerns about children’s safety—whether they are out in the neighbor-hood or back at home with bountiful bags of goodies—can cast a spell on the evening’s festivities. But not to worry! Following a few safety tips will ensure that Halloween will be a “howling” good time for all.

“Unhaunting” Your House and Neighborhood• Welcome trick-or-treaters at home by turning on your exterior lights.• Remove objects from your yard that might present a hazard to visitors.• Ask your Neighborhood Watch or citizens’ group to patrol the community.• Involve students from a local college or university to be “witch’s helpers.” These students help trick-or-treaters cross busy streets and watch out for ghoulish behavior.• Drive slowly all evening—you never know what creature may suddenly cross your path.• Report any suspicious or criminal activity to your local police or sheriff’s department.

Consider ThisParents and kids can avoid trick-or-treating troubles entirely by organizing a Halloween costume party with treats, games, contests, music, scary stories, and much more. Make your Halloween party the place to be! Schools, fire sta-tions, libraries, even malls in many communities organize “haunted houses” and other festivities for families.

Making Safe Costumes• Check that costumes are fl ame-retardant so the little ones aren’t in danger near candlelit jack-o-lanterns and other fi re hazards.• Keep costumes short to prevent trips, falls, and other bumps in the night.• Encourage kids to wear comfortable shoes.• Try makeup instead of a mask. Masks can be hot and uncomfortable and, more importantly, they can obstruct a child’s vision—a dangerous thing when kids are crossing streets and going up and down steps.• Make sure kids wear light colors or put reflective tape on their costumes.

Dressed Up and Dangerous?Halloween blood and gore are harmless stuff for the most part. But sometimes dressing up as a superhero, a scary monster, or a slimy alien from outer space—coupled with

the excitement of Halloween—brings out aggressive behavior. Even fake knives, swords, and guns can accidentally hurt people. If these objects are part of a child’s costume, make sure they are made from cardboard or other fl exible materials. Better yet, chal-lenge kids to create costumes that don’t need “weap-ons” to be scary and fun.

Preparing Ghosts and Goblins forTheir Tricks and Treats• Make sure older kids go out with friends. Younger children should be accompanied by an adult. If you live in a rural area, offer all kids a ride in the car.• Set a time limit for children to trick-or-treat. Together, map out a safe route so you know where they’ll be. Remind them not to take shortcuts through backyards, alleys, or playing fields.• Remind kids not to enter a strange house or car.• Try to get kids to trick-or-treat while it is still light out. If it is dark, make sure the children are carrying flashlights that work.

Pranks That Can Be a Little TrickyHalloween is notoriously a night of pranks—toilet papering a house or fi lling mailboxes with shaving cream are not unusual. Try to get a handle on your children’s plans before they go out. Explain to them that while you want them to have a good time, some tricks could hurt other people or vandalize property. Emphasize that you disapprove of vandalism.

Eating the Treats• Kids need to know not to eat their treats until they get home. One way to keep trick-ortreaters from digging in while they’re still out is to feed them a meal or substantial snack beforehand.• Check out all treats at home in a well lighted place.• What to eat? Only unopened candies and other treats that are in original wrappers.

Don’t forget to inspect fruit and homemade goodies for anything suspicious. By all means, remind kids not to eat everything at once or they’ll be feeling pretty ghoulish for a while.

Have a Manatee County service request? There’s an app for that.See a broken sidewalk? Traffic light not working? Litter along the right of way? For Manatee County residents, visitors and business owners, now there’s an app for that.

Manatee County Government has launched its first request for service app, MyManatee Mobile, offering smart-phone users a brand new way to interact with local government. The app is free, easy to use and available for the iPhone from the Apple App Store or Google Play for Android devices by searching for “MyManatee Mobile.” The app gives users a place to call the Citizen’s Action Center, check the County Calendar for events, read latest County news and announcements and follow County’s social media family. “Manatee residents and visitors can easily access County services faster and more conveniently than ever,” said Chad Butzow, a Manatee Public Works Deputy Director who headed up the project. “This technology also provides the County with ‘real-time’ information and requests for services which will improve our responsiveness to situa-tions as they occur.” MyManatee Mobile users will be able to report a host of common requests for service such as curb and gutter or drainage problems, litter issues or mowing requests. Users can initiate a new request, enter an address, take a new photo or select one from the app’s library, enter a description and enter contact information, if desired. The mobile app will generate a tracking number that allows the user to receive updates on the request.

Neighborhood Connections - Quick News Bites Page 22

During a time when Urban sprawl is the norm and unemployment is rampant, people are finding it increasingly difficult to function without effective transporta-tion. What is effective? Effective could be described as flexible, reliable, afford-able, ever present, and consistent. These adjectives describe the effect of owning a car as opposed to relying on public transportation or friends. If someone lives in Bradenton and the only source of employment is in Venice, working a 3:00pm to 11:00pm shift, public transpor-tation is nonexistent and relying on a friend for pick up is cumbersome. These obstacles are taken into consideration when looking for a job, which hinders the choices available for a source of income.

To meet the critical need of transportation and the lack of economic stability within this community, a partnership was formed between United Way of Manatee County, Manatee Community Federal Credit Union, and Enterprise Car Sales. This partnership facilitates Reliable Ride; a program geared towards providing all of the above adjectives associated with car ownership.

Many community members out of desperation go to “Buy Here, Pay Here” lots. Although these lots serve a purpose, in some cases the interest rates are so high that consumers struggle to make the payments consistently and bring about additional finan-cial instability. Reliable Ride offers an initial 14.9% interest rate along with non-traditional qualification parameters. Moreover, through some additional commitment by the consumer it is possible for the initial interest rate to be lowered to under 10% within a year. Although, there are no guarantees that all applicants will be approved, the possibility should be enough incentive to call for more information.

Manatee accepting applications for Historic Preservation Board Manatee County is accepting applications for the Historic Preservation Board, a voluntary advisory board that approves and denies Certificates of Appro-priateness on exterior renovations and demolitions of historical structures in an effort to preserve our com-munity’s heritage. Through the COA process, the board also ensures protection of archeological sites throughout the County.

The Board will also make recommendations to the County Commission on the preservation, restoration, renovation, development and adaptive reuse of histori-cal buildings and archaeological sites.

Manatee County is expected to become a Certified Local Government later this year, so the makeup of the Preservation Board is changing from seven to five members. With this initial appointment, two positions will be appointed for a two-year term, two for a three-year term and one to a four-year term. The initial appointments are effective Jan. 1, 2015.

The advisory board will meet a minimum of four times a year on the second Monday at 3 p.m. in the first floor chambers of Manatee County Administra-tive Building, 1112 Manatee Ave. W.

Eligible applicants must reside in Manatee County. Additional preference for appointment will be given to applicants who are professional members from fields such as architecture, folklore, cultural anthropology, archaeology, conservation, landscape architecture, historic preservation or related disciplines.

As a Certified Local Government (CLG), local cultural and historic resources, significant to the history of Manatee County, may be granted a locally significant historic landmark designation. The designation pro-vides protection to those sites worthy of preservation. Any exterior improvements/renovations would require a Certificate of Appropriateness.

Applications are due Oct. 31 and may be found at http://www.mymanatee.org/advisory_boardsFor more information, call Bobbi Roy, 748-4501 ext. 6878 or e-mail her at [email protected]. For more information on Manatee County Government or

Animal Services is actively recruiting volunteers!Read about opportunities volunteers can help below:

Kittens, Kittens Everywhere! We have 6 groups of kittens (and a mama) who need fostering to adopt- once big enough, we will spay and neuter and you can hopefully just go to a Farmer’s Market or other venues to get them homes quickly. Feel free to combine a pack or two. They make great OFFICE PALS if you want to run it by your boss- we provide litter!

One-To-One- Take A Dog for a DayThis seems to be a huge hit! We have more dogs ready to go than ever in efforts for quicker adoptions. Volun-teers who have done this love the interaction and promotion of their dog. You are dedicated to get your dog adopted.

The weekend holds the HOWLAWEEN event at the Bradenton Farmer’s Market if you want to dress your dog up- but take them to Sarasota, too! Once again, there is a folder up front that has the contracts and information. Crates can be borrowed from our POD or tie the leash to your backseat’s headrest. Bring the dog back to microchipped if they are yet to be done. All dogs will have the pricing in the folder.

We are more than over packed so the more dogs seen the better. Please consider adopting if you can at this time.

Paws in the ParkNovember 8th is Paws in the Park and need more volunteers to come out with the Animal Services Volunteer Coordinator!

It is from 10:00-4:00 so help will be needed to set up the night before (at 4 PM) and then to meet in the morning to get the dogs exercised and follow the animal Servover there.

Be Active at Active FundraisersKnow any runners? Cyclists? We have a few events that would be great for promoting our animals and initiatives, spay and neuter, and to help get our efforts noticed. Please ask them to run for adoption- sponsor an animal or set up a booth during the race. The dates are: November 22 - Harvest Hustle 5K November 27 - Bradenton Turkey Trot March 27 - Robinson Preserve Fit 2 Run

Wrapping Party

We are partnering with Manatee United 4 Pets and Meals on Wheels for community outreach! Each year, volunteers fill and wrap shoe boxes filled with donated items like stationary, puzzles and toiletries. This year, MCU4Pets will supply shoe boxes filled for their pets to include free spay/neuter certificates, discounted vet visits, toys, food etc. This project needs to be com-plete in November. I will get a count of how many shoeboxes they need. Once we have the count, we can move forward and plan a “wrap party” with volun-teers. Please talk to a group of people who may be more interested in this effort if they are not comfort-able coming into the shelter.

Marble’s CornerKeep walking the dogs at 10:00 for their routine. Trish has been working on behaviors all week so the red, yellow and green cards can have notes written on them. Visit Zak George’s Youtube website if you haven’t had a chance to yet for more tips on how to help their behaviors (https://www.youtube.com/watch?v=49A12LPsE8M) this one is about teaching not to jump up. Animal Services needs more treats to help with positive reinforcement. Come walk for your health and the dog’s this weekend!
