    Part 4: Recommended model for the training, competency

    assessment and authorisation of the Electricity Supplyindustry for Network Operations

    1 Scope

    This procedure sets out the process, to Designated Persons, on skills development, competencydeclaration, assessment and authorisation of Electricity Supply Industry employees and / or otherpersons in terms of the NRS040 Regulations for High Voltage Systems and the OccupationalHealth and Safety Act. These regulations are an extension of, an must be read in conjunction withthe Occupational Health and Safety (OHS) Act, 1993 (Act 85 of 1993), and the regulationspromulgated there under.

    2 Normative reference

    The following standard contains provisions which, through reference in this text, constituteprovisions of this part of NRS 040-3. At the time of publication, the edition indicated was valid. Allstandards are subject to revision, and parties to agreements based on this part of NRS 040-3 areencouraged to investigate the possibility of applying the most recent edition of the standardindicated below. Information on currently valid national and international standards can be obtainedfrom the South African Bureau of Standards.

    3 Terms, definitions and abbreviations

    The definitions given in 1.1 are specific to this document. A more comprehensive set of definitionsrelating to the generation, transmission and distribution of electricity is given in NRS 040-1.

    3.1 Terms and definitions

    accreditedperson who has been registered with the Energy SETA or another recognised accreditation bodythat has a memorandum of understanding with the Energy SETA.

    NOTE The ESETA accreditation has to be phased in over a period of time. In the interim, line assessors willfulfil this function.

    4 Requirements

    4.1 Duties and responsibilities4.1.1 Designated Person

    4.1.1.1 Persons are developed as required by the incumbents job profile.4.1.1.2 Persons have been trained, declared competent and assessed for authorisation.4.1.1.3 Authorises persons for an applicable outcome in accordance with job /contractrequirements ensures alignment between job profile, job compact and authorisation outcomes.4.1.1.4 Control restrictions on authorisations.4.1.1.5 Competencies are maintained by implementing a continuous learning process.4.1.1.6 Control the expiry of authorizations.4.1.1.7 Create opportunity for re-assessments prior to expiry of authorisation.     4.1.2 Senior person

    4.1.2.1 Compile a skills development plan for staff to be authorised in terms of the NRS040.4.1.2.2 Develop skills and declare the learner competent (pre-assessment) prior to assessment.

    4.2 Skills development practice

    4.2.1 NRS 040 learning program and examination

    4.2.1.1 3.2 above First time authorisation learners shall attend a formal full time NRS040 learningprogramme (course).

    4.2.1.2 Examination

    The learner shall write a formative assessment (progress tests) during the learning programme(course). At the end of which the learner shall be examined on all modules associated with theoutcome of the learning programme in one session (course). A pass mark of 80% shall apply.

    4.2.2 Practical experience prior to authorisation

    4.2.2.1 Learners shall perform the required tasks/operating cycles under supervision as prescribedby the utility.

    4.2.2.2 Operating cycle is a physical operating exercise on various job specifics as required by the

    authorisation outcome. Evidence of these operating cycles/tasks shall be on record (SignedOperating Instructions by coach, learner and Supervisor)

    4.2.3 Portfolio of evidence for HV authorisation.

    All Electricity Supply Industry staff required to be authorised shall have a portfolio of evidence whichis a personal record and documentary evidence of knowledge, skills and experience. The portfolioof evidence shall remain in place after authorisation to ensure the maintenance of, and upgrading ofthe persons competency is captured. The portfolio of Evidence shall also serve as a learning guide.

    4.3 Assessment processAll persons that wish to be authorised shall be exposed to a Pre- and authorisation assessment.Authorised persons that wish to retain their authorisation shall be exposed to a periodic Postauthorisation assessment.

    4.3.1 Pre-assessment of first time appointees

    A senior person shall declare his/her employee ready to be assessed by the assessment panel onlyfollowing successful pre-assessment. If the learner is found not competent yet in this phase, he/sheshould be referred back for more theoretical knowledge and/or practical experience.

    1) Theoretical assessment (See paragraph 4.2.1)

    2) Broad assessment of local knowledge including;3) Protection prevalent in the geographical area targeted4) Safety procedure and arrangements5) Local operating procedures and regulations6) Practical operating scenarios based on case studies (open book)7) Operations/Technical competencies8) Applicable Standards/Procedures/Directives9) Fundamentals (Apparatus/network layout and changes/electrical theory/technology)10) Job specifics

    4.3.2 Request for authorisation assessment

    When all the skills development tasks and pre-assessments are completed a request for an

    assessment can be initiated as follows:

    a) the candidates shall apply in writing (Annexure B) for an assessment via their senior personto the Designated Person,

    b) the Senior Person will request an assessor in writing (Annexure C) to assess a Learner,

    andc) supporting documentation to accompany the assessment request:

    1) Portfolio of evidence reflecting that the required learning program has been completed, includingthe practical exposure.

    2) Proof of valid NRS040 theoretical examination results.3) Pre-assessment report4) Valid First Aid Certificate

    4.3.3 Assessment panel

    The various types of practical assessment for the respective outcomes shall be conducted byassessment panels comprising the following roles;

    a) operating under Supervision; Senior Person (Outcome 2)b) responsible Person (Outcome 3)c) ESETA accredited assessord) Senior Person (candidates nominee e.g. for contractors)e) authorised Person - (Outcome 4, 5 and 6)f) ESETA accredited assessorg) senior person (or candidates nominee e.g. for contractors), andh) authorised Person

    NOTE The control officer on duty (at the desk) can form part of the panel. A control officer can also be anESETA accredited assessor

    4.3.4 Assessment Documentation

    4.3.5 Post Authorisation Assessment

    4.3.5.1 Renewal of authorisation

    4.3.5.1.1 Should the authorised person apply for such extension as detailed in section 4.4.1.4, thedesignated person may, renew an authorisation for a further period under the following conditions:

    a) such extension is subject to the authorised person having a clean non-conformance reportand had no operating incidents against his/her record, andb) be able to demonstrate the successful participation in the learning maintenance stream, proofis captured in portfolio of evidence.

    4.3.5.1.2 The designated person shall request an assessor to verify the evidence and check foradherence to this procedure, incident register, other relevant standards, procedures etc beforemaking a recommendation.

    4.3.5.1.3 Persons not adhering to the above shall be subjected to a full theoretical and practical

    assessment in accordance with this procedure within three months prior to the expiry of the validityperiod on the authorisation form.

    4.3.5.1.4 Theoretical, practical and non conformance re-assessments in compliance with section 6and 7, with the following exceptions:

    a) formal course(s) is not compulsory and attendance needs to be approved by the senior

    person, andb) should the authorised person fail any of these assessments, the authorisation shall berevoked by the designated person or his delegate. The case shall be investigated by the delegatedperson in order to establish the reason for poor performance / non-conformance.

    4.4 Authorisation practice

    4.4.1 Authorisation forms see templates (ANNEXURE H)

    4.4.1.1 Authorisation outcomes

    Outcomes are the demonstrable and assessable end product of the authorisation processapplicable to all authorised persons on the network including controllers.

    1) Outcome 1: LV is not applicable to this standard.2) Outcome 2: Operate under supervision for HV.

    Requirement: NRS 040 - Operating Unit Standard for radial networks and is registered at NQFLevel 4: New learners must be allowed sufficient time for practical exposure prior to attending aformal NRS040 learning programme but the time frame should be at least 3 months.

    3) Outcome 3: Responsible Person (Accept work permit and supervision accordingly).

    Requirement: NRS 040: - Operating Unit Standard for radial networks and is registered at NQFLevel 4:

    4) Outcome 4: Authorised Person - Specific Authorisation.

    Access to Live Chambers/Restricted/Prohibited areas - NRS040 - Operating Unit Standard for radialnetworks and is registered at NQF Level 4:

    Supervision NRS 040 - Operating Unit Standard for radial networks and is registered at NQFLevel 4: Disconnections (Open and close isolators only). NRS 040 - Operating Unit Standard forradial networks and is registered at NQF Level 4.

    Take over line and /or include application and removal of working earths. - NRS040 - Operating UnitStandard for radial networks and is registered at NQF Level 4: plus practical

    5) Outcome 5: Authorised person Up to and including 33kV (Substations, Lines and Cable

    spiking)Requirement: NRS 040 Unit Standard is being developed

    6) Outcome 6: Authorised person above 33 kV (Substations, Lines and Local Control).

    Requirement: NRS040 Unit Standard is being developed

    4.4.1.2 Transmission Authorisation: NRS 040 Unit standard is being developed

    4.4.1.3 Quality Criteria for authorisation Form.

    1) It clearly and precisely detail the applicable outcome2) The authorisation form shall be completed in full

    3) All authorisations shall automatically lapse after three (3) years from the first assessment dateon the authorisation form. (See validity period)

    4) The authorisation can be valid for a shorter period (I.e. as in the case of contractors)5) The 16(2) appointee of contractors or the company owner must co-sign authorisation

    Area of Responsibility, means specific Geographical Area / Network, is clearly stipulated

    4.4.1.4 Extension of an authorisation

    The designated person may, at his discretion, extend an authorisation, once only, for a period notexceeding 30 consecutive days. This extension shall be in writing and shall state the reason for theextension.

    4.4.1.5 Emergency authorisation

    In an emergency situation, the accountable, designated person may, at his discretion, authorise aperson to carry out specific activities outside of the geographical area of the authorisation. Theseactivities must be within the scope of the existing authorisation. This authorisation shall be inwriting.

    NOTE Emergency authorisations will automatically lapse once the emergency has been cleared

    4.5 Continuous learning process

    Post authorisation competence enhancement will be facilitated through:a) training on any revision to the NRS 040, applicable standards and procedures,b) formal introduction of network changes, network re-configuration and new technology andequipment introduced,c) instructing revised organisation procedure and protocol (I.e. Technical Bulletins orInstructions),d) job observations and feedback by peers and senior persons,e) annual NRS040 assessment,f) competitions amongst authorised persons,

    g) instructors visits to facilitate interpretation and NRS 040 application discussions, andh) incident recall and review.

    The authorised persons portfolio of evidence will be updates with any such exposure listed above.

    5 Job observations

    Persons delegated to do so shall carry out job observations consistent with organisationalstandards with the following additions:

    a) observations shall not be pre-arranged with the person to be observed,b) observations shall be carried out during the performance of the outcome for which the person

    is authorised and shall be recorded on a checklist and signed by both the delegated person

    and the authorised person,c) feedback on the observation shall be given to the authorised person with any problem areas

    highlighted. If necessary, on-job-training shall proceed immediately where required. Follow-upjob observations shall then be carried out within three (3) months,

    d) should a serious non-conformances be observed, the authorisation may immediately berevoked and the person pending re-trained and assessment, and

    e) if during a job observation a particular behaviour or knowledge deficiency is noted, the seniorperson shall be notified and the authorised persons portfolio of evidence updated.

    6 Incident investigations

    When an incident relating to the authorisation occurs, the senior person shall immediately institute

    an investigation. Pending the outcome of a formal investigation the authorisation may be suspendedfollowing which the authorised person shall be re-trained and re-assessed. Investigation shallcomply with corporative incident investigation standards.

    7 Progress and performance management

    The skills acquisition progress must be managed to the individuals requirements. Regarding fairtreatment the following shall be observed.

    7.1 First Time Authorisations

    7.1.1 Learning programmes for authorisation

    The student is expected to successfully complete all learning as detailed in the candidates Portfolioof Evidence and Personal Development Plan negotiated, within the determined and compacted timeperiod.

    7.2 NRS040 course

    The student will be allowed two attempts to pass all modules relevant to the intended outcome

    within 3 months.

    7.3 Practical Assessment for Authorisation

    The student will be allowed two attempts to obtain an authorisation for applicable outcome

    7.3.1 Action to be taken after the first failed attempt

    The senior person shall appoint a verifier to investigate the training impediments and recommendremedial action(s).

    The re-negotiated training plan and Individual Development Plan will be updated accordingly in theportfolio of evidence

    The trainee shall receive individual attention and support during the second attempt.

    7.3.2 Action to be taken after second/assisted attempt:

    The Line Manager shall be responsible to apply Performance enhancement management initiativesin accordance with corporate procedure and standards

    7.4 Periodic re- authorisation

    7.4.1 Annual NRS040 re-assessment

    The student will be allowed two attempts to pass all modules relevant to the intended outcomewithin 3 months prior to the current authorisation lapsing. Non-compliance to this requirement will bemanaged similar to paragraphs 7.3.1 and 7.3.2

    Annex I(informative)

    Some regulations

    I.1 Reg. 1.60: Responsible Person means a person whether an employee or another person, whohas been authorised to be a responsible person for ensuring that the work on the apparatuscovered by a work permit can be, carried out with safety and within the terms of these regulations.

    I.2 Reg. 2.01.3.3: Operating on those feeders or apparatus on the distribution system excluded bymeans of area operating regulations.

    I.3 Reg. 2.03.2: In cases where the absence of direct communication between a person who isoperating and the control officer makes it necessary for operating instructions to be transmittedthrough a third person, such third person in addition to the person operating , shall comply withregulations 2.03.1.1 and 2.03.1.4.

    I.4 Reg. 2.03.3.1: When operating has to be done on the distribution system and where there is nocommunication with the control centre and the transmitting of operating instructions by a thirdperson is not practicable, the procedure for the issue and receipt of pre authorised operatinginstructions as detailed in area operating regulations shall apply. (See procedure for PTO and PTS)

    I.5 Reg. 2.07.1: Any apparatus, on first installation or after alterations or repairs, shall not beplaced in commission without prior handing over for service to the control officer by an official of thedepartment concerned. No commissioning shall be carried out unless all apparatus and controlpanels are suitably labelled.

    I.5.1 The control officer shall ensure that all necessary high voltage testing of apparatus and the

    checking of all phasing, synchronizing equipment and protection equipment is carried out on firstcommissioning or after alterations or repairs.

    I.5.2 A note to this effect, including the names and designations of persons responsible for suchtests, shall be logged by the control centre concerned.

    I.5.3 The control officer shall be responsible for a arranging, where necessary, for temporarysettings of relays on first installation of apparatus, and thereafter for the final settings of the relaysfor normal working conditions.

    I.6 Reg. 3.01.2: Only authorised persons may enter live chambers, restricted or prohibited areaswithout having to obtain special permission accept as provided for in regulations 3.02, 3.03 and3.04.

    I.7 Reg. 3.02: Only authorised persons, or persons under direct supervision of an authorisedperson or under a work permit may enter a live chamber, provided the requirements of regulation5.02 are complied with.

    I.8 Reg. 3.03: A person may enter a prohibited area only if he is:

    (a) an authorised person or(b) under the direct supervision of an authorised person or(c) working under a work permit.

    I.8.1 Such person shall remain on ground level unless the working area is suitably demarcated bymeans of barriers to ensure that inadvertent human contact with live apparatus adjacent to or abovethe demarcated area is not possible from within the barriers. In addition a work permit shall beissued detailing the apparatus on which he is required to work, unless he is working on thedistribution system under the supervision of an authorised person in accordance with regulation8.02.7.

    I.9 If a section of a prohibited area and the access to that section in which work is be carried out iseffectively segregated so as to prevent dangerous approach to live apparatus, such section shall nolonger constitute a prohibited area and no supervision by an authorised person shall be required.

    I.10 Reg. 4.02.4: Keys shall be issued only to authorised person. All persons who have beenissued with keys shall be responsible for the safe custody thereof and shall not transfer them to any

    other person.

    I.11 Reg. 5.01: Only authorised person shall carry out switching, linking, safety testing andearthing activities to the extent to their authorisation, accept where persons are being trained foroperating authority. These trainees shall operate under the direct supervision of an authorisedperson. Provided that the control officer has been duly informed of such an arrangement.

    I.11.1 The switching of power stations auxiliary motor circuit by remote control shall be excludedfrom this regulation.

    I.12 Reg. 5.03.6.1: Handing over a line, section of line or apparatus for work.

    I.12.1 When a line, section of line or apparatus has been prepared for work in accordance withthese regulations, the line, section of line or apparatus shall be handed over to the authorisedperson by the control officer.

    I.12.2 The control officer shall authorize the application of working earths, bonding or shuntconductors on lines only and on completion of the work the removal of all such earths.

    I.12.3 Immediately after a line, section of line or apparatus has been handed over to an authorisedperson, the control officer shall record the name of the authorised person to the line, section of lineor apparatus on the operating diagram.

    I.13 Reg. 5.05.2: An authorised person may replace and close drop-out fuse isolators withoutreference to the control officer once only. This shall not include replacing any drop-out fuses should

    old fuses have blown, or when all fused isolators are found open.

    I.13.1 The control officer shall be notified as soon as possible after the fuse has been replaced andclosed.

    I.14 Reg. 5.09: Where it is necessary for tests to be carried out on apparatus, the control officershall issue instructions for the apparatus to be isolated and earthed in accordance with regulation5.03, after which he shall permit the authorised person to remove the earths, if necessary, for thisspecific test. Where a work permit has been issued the authorised person may then only removesuch earths under the supervision of the responsible person.

    I.14.1 It shall be the responsibility of the responsible person or authorised person carrying out the

    tests to warn workers and where necessary, temporarily withdraw workers from the apparatus forthe duration of the tests. On completion of the tests the earths shall be replaced by the authorisedperson under the supervision of the responsible person and the control officer shall be informed thatthe apparatus has been restored to the original condition as stipulated on the work permit.

    I.14.2 If it is necessary, for the purposed of carrying out testing, to energize the apparatus from thesystem while such apparatus is in an abnormal condition, the department concerned must bespecial arrangements with the official in charge so that operating procedure can be agreed tobeforehand.

    I.14.3 This agreed operating shall then be carried out in accordance with these regulations in sofar as they apply.

    I.14.4 For the purpose of this regulation, an abnormal condition is one in which the apparatus isnot in a condition to take normal load owing to jumpers being broken or to temporary connectionshaving been made, or some similar reason.

    I.15 Reg. 6.04: In cases where communication with the control officer cannot be established,authorised persons may, at their discretion, close breakers in order to resume supply. Where twoor more feeders enter a substation, only the breakers or feeders originating from one point may beclosed without the permission of the control officer.

    I.15.1 The closing of a breaker to resume supply shall be reported to the control officer as soon aspossible thereafter.

    I.16 Reg. 6.05: If necessary, a temporary local control centre may be established by anauthorised person who will assume the duties of the control officer over the area affected.

    I.16.1 A temporary local control centre shall only be established after:

    a) the control officer has given permission or after all efforts to contact the control officer hasfailedc) all authorised persons operating in the area affected have been advised that thetemporary local control centre is to established

    c) During this period all operating must be logged. When communications or normalconditions have been restored, the control officer must be given full details of operating aswell as the positions and status of all breakers, isolators and earthing gear.

    d) The person acting as local control officer shall be responsible for the operation of suchlocal section of the power system, in accordance with these regulations, but shall notpersonally carried out any operating.

    I.17 Reg. 8.02.3.1: Where a work permit i.e required, it shall only be issued for apparatus that hasbeen isolated, earthed and handed over in accordance with these regulations.

    I.17.1 The authorised person, to whom the apparatus or line has been handed over, shall fill in thework permit form stating the apparatus, the nature of the work to be carried out and the date andthe time.

    I.17.2 Both the authorised person and the responsible person shall satisfy themselves that the

    apparatus has been made safe to work on. The authorised person shall sign and issue the workpermit. The responsible person shall thereafter sign the work permit and then shall be deemed tohave taken over the apparatus to be worked on.

    1.18 Reg. 8.02.7: CASES WHERE A WORK PERMIT IS NOT REQUIRED

    a) No work permit is required when work is carried out on apparatus by authorised personsand by persons working under their supervision

    b) No work permit is required when specific activities are being carried out in a prohibitedarea by persons authorised for this duty.
