BUILDING Record Building Permit Lodgements The year has ended with permit lodgements being over $12 million in excess of last year with a final figure of $48,917,939.

DEVELOPMENT COMPLIANCE June proved to be a busy month for development compliance cases. There were several sheds being used for human habitation, some of which had been in use for some time. Planning applications will be lodged to construct dwellings on some of these properties, while negotiations are ongoing with the others. An outbuilding which was being advertised on ‘AirBnB’, which came to Council’s attention following complaints, is no longer listed and will be converted back to a garage. Following public complaints, two cases of earthworks were visited this month. In one case the earthworks required no permits, being simple driveway repairs. The other case is in the process of lodging a planning application as there is native vegetation removal also involved. A site visit of a farm fence under construction was undertaken due to concerns about vegetation removal. The removal was within permitted distances of the fence. The fencing contractor was supplied with the exemptions for vegetation removal for fences. This later led to two further site visits by the Development Compliance Officer and the Environment Officer, Damien Gerrans to assist other landholders, using this contractor, with

details of exemptions around specific trees. The landholders were most appreciative of Councils assistance.

ENVIRONMENT Goulburn Broken Greenhouse Alliance (GBGA) meeting The GBGA Implementation Forum meeting was held on 23 May 2018. The meeting was chaired by Cr Attley. The GBGA is currently reviewing its Strategic Plan and ensuring that the future Strategic Plan will continue to reflect actions and priorities from its member Councils’ Council Plans. The Strategic Planning day for the GBGA is scheduled for 9 August 2018. The annual general meeting for the GBGA is scheduled for 23 August 2018 in Benalla. Community Energy Forum planning meeting A Community Energy Forum planning meeting was held on 28 June 2018. Mayor Cr Volkering and Environment Officer Damien Gerrans attended the planning meeting. The meeting was chaired by Up2Us Landcare Alliance Executive Officer Kerstie Lee. The Community Energy Forum was initiated by the following community members: John Gilson, Andrew Setchell, Andrew Webb, Nick Ferguson and Kerstie Lee. The community energy forum is the first step in the development of a Community Renewable Energy Plan for Mansfield. At the planning meeting the following items were discussed: • Format for presentation • Update on invited presenters • Update on Secondary College facility.

A further planning meeting is scheduled for 9 August 2018 one week prior to a Community Energy Forum on 16 August 2018 at the Mansfield Secondary College Language Centre. Environment Advisory Committee The Environment Advisory Committee (EAC) met on 29 June 2018 and was chaired by Cr Attley. The EAC heard about community driven environmental projects and litter clean-up events at the Mansfield Secondary College. A general discussion was held on themes and possible events to seek community input to the development of a Mansfield Shire Council Environment Strategy.

WASTE Response to Recycling Industry Crisis Council Staff are still in negotiations with JJ Richards in terms of finalising amendments to the current contract for recycling acceptance and sorting to reflect the introduction of a rise and fall mechanism. The Minister has granted exemptions to those Councils affected by the recycling crisis to allow Councils to renegotiate contract variations rather than going through a competitive tender process. Exemptions are in place until September 30 to which all Councils are expected to have contracts finalised by this date. Council will have to retender for recycling services by 2020. E-Waste Ban to commence 2019 The State government has announced that as of 1 July 2019, all e-waste will be banned from landfill.

The Government has recognised that this will place pressure on existing resource recovery centres with the community and businesses looking for further disposal options. As a result, Sustainability Victoria appointed a consultant to assess all transfer stations across the state to determine an adequate network of primary and secondary sites based on travel distances versus population. The Mansfield Transfer Station has been identified as a primary site therefore is eligible for up to $100k in funding to upgrade the existing collection infrastructure at the facility. Options for a funding application are still being developed for consideration and sign off. No matching or in-kind funding required from Council. Woods Point Transfer Station Council’s Waste Management Officer met a DELWP representative at the Woods Point Transfer Station to inspect the state of the Woods Point Transfer Station. A large amount of illegal dumping has been occurring at the site, leading to DELWP raising concerns about the condition of the site. A new contractor has recently been engaged to manage the Woods Point Transfer Station and Council is seeking quotes to clean up the illegally dumped materials to ensure the amenity of the site is compliant with the DELWP lease agreement and to provide the new contractor with a benchmark amenity as to how the site is expected to remain. Consideration is being given by DELWP to installing cameras at the site to monitor instances of illegal dumping.

Steven and Jenson Jay Curtin (originating from the UK) were conferred in front of members of their family and a representative from the North East Multicultural Association, Ms. Miriam Caminos, who presented them with a welcome gift. INFORMATION MANAGEMENT

Our new website went live on 1 Jun 2018. The transition from old to new site was flawless apart from a couple of minor internal issues which were fixed within a few hours. This is a work in progress and there will be a number of functions and additions added in the future to make using the website easier for everyone. Kaon Security undertook Council’s IT Security Audit at the end of June. We are awaiting the findings and final report.

CUSTOMER SERVICE & RECORDS Customer Service has been busy in this month with Rate payments. An external audit of the Customer Service area was held early June. We are awaiting their report and recommendations. The Customer Service Policy Charter and Complaints policy will be updated once we have received the report and implemented the required recommendations. This month has been busy as Customer Service has additionally assisted the Records department with data entry of scanned documents into TRIM. The team has been assisting the Environmental Health with data entry, specifically Street Trader, Health Manger Assessments. Also providing is assistance to the Rates department with updating change of address details and Trimming of documents and providing support in data entry into TRIM for the Land Information Certificates and Rate Journals.

CRMS statistics for the month show 120 customer requests registered with 32 open requests and 59 closed during the month. The majority of requests opened were for Field Services (35.0%) with Local Laws (27.5%) as the second largest group. There were 8 Overdue requests.

HUMAN RESOURCES We have 2 new employees to welcome to Council in June. Kylie Peel started work as Youth Engagement Officer and a new Community Care worker Marilyn Haddow. The following employees received their Service Awards for continuous service with Council: 10 years Lynn Plummer, Rabi Ranjit and Rebecca Kirley 15 years Michelle Wood, Sandra Markwick, Sue Arndt, Jenny Kirley and Craig Peachey. We acknowledge and extend particular thanks to Elizabeth Christopher for 25 years working as a community care worker and Jennifer Brown, maternal and child health nurse, who has been with us for 30 years commencing in 1987.

RISK & OHS The following policies and procedures have been completed and are awaiting management approval.

Induction Field Services personnel completed the Occupational Health and Safety Induction on 26 June 2018. All other employees and contractors will complete the Occupational Health and Safety Induction via Survey Monkey throughout July. Inspections A workplace inspection was undertaken at the Depot with the focus on plant and equipment. Seventeen hazards were identified and entered into the CRMS. CRMS – RISK OHS DATA 22 CRMS’s have been raised for the month of June. Of these CRMS’s, 21 are open and 1 is closed. 151 CRMS’s have been raised between the 1

January 2018 and the 30 June 2018. Of these 151 CRMS’s, 21 are open, 44 are outstanding and 86 are closed (see Figure 1). Figure 1 – CRMS Overview

Incident Overview

There were four incidents reported in June 2018. Of these incidents, one was in relation to property damage, one was in relation to injury to a member of the public and two were in relation to injury to clients (see figure 2). The property damage was to Council property. All three injuries were first aid injuries and were the result of slips, trips and falls. Figure 2 – Incident Type

STRATEGIC PLANNING Town Approaches Study and Housing Strategy These two projects have been undertaken by Tract Consultants and were adopted by Council on 26 June 2018 at its Ordinary Meeting. The Town Approaches Study seeks to improve planning outcomes along the four main approaches into town by guiding better design outcomes such as advertising signage, landscaping, building design to name but a few. This is an important project that undertakes to make Mansfield Township a more attractive place to visit, live and work. The Housing Strategy provides an analysis of current housing issues and suggests ways to address these as we move into the future with an aging population, housing affordability, a deficient rental market and where and how the town should develop amongst other matters. Both projects will be part of a future planning scheme amendment towards the end of this year. There will be further opportunity to be involved in these important discussions when the amendment is put on formal exhibition. Mansfield Station Precinct Activation Project A brief was put out to ten consultancies for expressions of interest to this project. There has been a huge response from a number of consultancies, with the submission of six expressions of interest for the project.

The successful consultancy will be appointed in the coming weeks with our first round of community engagement to take place over August and September. Stay tuned for further details.

GOVERNANCE North East Principal Conduct Officers’ Workshop Council’s Governance & Strategy Coordinator attended a workshop held by the Principal Councillor Conduct Registrar, John Baring in Benalla this month. An update on the progress of the Local Government Bill, which changes requirements around councillor conduct, was provided along with information around the role of the Principal Conduct Officer. Local Government Bill 2018 The Local Government Bill has passed the Lower House and has had its second reading in the Upper House of the Victorian Parliament. There is growing uncertainty as to whether or not this Bill will receive Royal Ascent prior to the commencement of the State Government’s caretaker period in September.

ECONOMIC DEVELOPMENT Launch Victoria Funding – Start Ups Council’s Economic Development Officer attended the announcement of Round 6 funding from Launch Victoria. Mansfield Shire is partnering with three other councils (Benalla, Wangaratta and Indigo) to receive $400,000 in funding to assist councils in improving access and participation for local start-up businesses.

The funding was announced by the Minister for Innovation and the Digital Economy, the Hon. Philip Dalidakis. This will be an exciting project that will support entrepreneurship across the Shire. It is the first time such funding has been received by Mansfield Shire and underlines the broader view of economic development being adopted by Council. Work has already begun on developing up a project plan and position description for a start ups support officer, who will work across the four municipalities. Tour of the Telstra Customer Insights Centre Council’s CEO Alex Green and Economic Development Support Officer Danielle Roberts attended a tour of Telstra’s Customer Insights Centre in Melbourne this month. The tour was attended by our Launch Vic Start Up project partners and provided an opportunity to research NBN/high speed internet for business and business hubs.

CAPITAL WORKS

Safety improvement works to the entrance of Howqua Track from Mt Buller Road have been completed. Works undertaken included intersection widening and extension of the seal.

The Landfill Rehabilitation Project is nearing completion. The final topsoil layer has been installed and the gas collection system has been commissioned. Vegetation work will be undertaken in September.

Council’s rural road re-sheeting works have been completed. While difficulties initially arose in the use of a new gravel resheeting material, the department was able to work with our contractor and their subcontractor to ensure a satisfactory outcome. Building maintenance works have been completed at the PAC with the installation of insulation in the ceiling and split systems in the back room. The water leaking issues in the main seating area have also been resolved.

New LED lights have been installed at the Mansfield Sporting Complex due to the old fittings presenting an OHS issue due to hanging grates. The new lights will also provide better lighting to the playing area and save on power costs. Painting is also complete at the Mansfield Sporting Complex with the Drama Room and the external timber fascia’s receiving a freshen up. The old Maternal Child Health Building at 31 Highett Street has been repainted throughout and improvements to lighting is complete.

Major works for the month: Mansfield

• Relocation of water tanks from additional playing field (see pictures)

• Removal of large hazardous Red Gum from Depot

• Removal of large hazardous Poplar tree from the car park at Botanic Park

• Landscaping of Weather Vane garden in Botanic Park. (see pictures)

• Schedule broadleaf spraying for all areas as weather permits

• Leaf pick up all areas.

Minor Works for the month: • Remove shrubs from garden bed in

Beta Electrical car park for vehicle and pedestrian vision.

• Regular scheduled rail trail maintenance.

• Pruning and tree maintenance, all areas.

• Preparation for National Tree Planting day.

• Daily rubbish pick up walk through in Mansfield.

Jamieson: Mowing and brush cutting of river reserves and township. Macs Cove: Mowing and brush cutting public reserves. Goughs Bay: Mowing and brush cutting lakeside reserves and walking path areas. Maindample: Mowing public park. Merton: Mowing and brush cutting public reserves and roadside areas. Bonnie Doon: Mowing and brush cutting public reserves. Mowing footy oval as required.

CEMETERY There were 5 burials at Mansfield Cemetery including two ashes interments. Plans are underway to improve a section of the external car park at Mansfield Cemetery to be discussed at the upcoming Cemetery Trust Meeting.
