A Chlnnuian Hongs Himself atl'awna.

About 1:30 o'clock last Saturdaymorning, a Chinaman named DongChin, was found hanging by the neckin a water closet at the Hopper riceplantation, Pawaa. The body wasquite cold when found leaving nodoubt that it had been hanging sometime. Dong Chin had been employ-ed on the plantation the past fourmonths. He was twenty-fou- r yearsof tige, and the foreman speaks ofhim as a ver' quiet man and onewho never used opium or quarrelledwith anybody. A short time ago"Dong Chin, who has a wife and childi a China received a letter fromfriends stating that his mother wasdead and his father had marriedagain. The letter further stated thestep mother ill treated Dong Chin'swife and child. This evidentlypre3'cd on bis mind and led him tocommit the rash act.

ing in O.iliu lodge room, Fort street,opened promptly at eight o'clock,when about sixty persons were pre-sent and more coining in. Mr. T.11. Lucas, chairman, having calledthe meeting to order, and Mr. FrankGodfrey, secretary, read the min-

utes of ltist meeting, tUo reports ofcanvassers for signatures to thoresolution in favor of an extra ses-

sion were called for. Lists werebanded in, as n result of port of twodays' work of the committees, con-

taining 421 signatures 197 fromward L, 10 from ward 3, 28 fromward I, and 150 from ward 5. Over500 names were now on the lists,in-cludiu- g

tinued witli tho addition of threeadditional members for each ward.Remarks were then called for.

Mr. Smith I think you are doingan injustice to some of the membersthat voted against that amendment.There were men on that side whowould gladly have supported ameasure that in their judgmentwould bo a remedy.

Mr. Kinney, resuming, in replyto Mr. Smith, referred to the emphatic demand for Chinese legisla-tion at the nomination of Mr.Wilder. Mr. Smith stated that it was a lcgal vote the day it was passed.

Mr. Logan snid Mr. Gibbs ques-tion suggested another. Supposingtho vote was legal, would the factprevent the amendment being pass-ed on the session being resumed,under the rule that a matter oncedecided at a session could not lierevived the same session?

Mr. Smith responded that thisquestiou had been seriously discuss-ed within th past few days. Therule referred to was not in the Con-

stitution or laws, but in the rules ofprocedure of the House. Accordingto precedent of the present Legisla-ture, a matter could be revived in adifferentform, or the rule be sus-

pended by a two-thir- vote.Mr. Gibbs cited tho case in the

Supreme Court, recently, when averdict was nullified after its accept-ance upon the discovery that two ofthe jurors had discussed the issuebefore the trial. He thought it wasstrange if the law-make- rs were notto be governed by the same princi-ples as the judges of the law.

Mr. J. F. Bowler thought thetrouble was too many lawyers in thehouse who sought to make businessin drafting amendments.
