Against the backdrop of Osaka’s recent foreign population growth and the lengthening of stay of those residents, as well as the dramatic increase of visitors from overseas, OFIX recognizes the growing importance of strengthening and maintaining its multilingual support system for foreigners. Furthermore, since the Great East Japan Earthquake and Tsunami in 2011, large scale natural disasters have occurred with increasing frequency. Foreign nationals are particularly vulnerable in the event of a disaster such as an earthquake due to their lack of a preparedness and language barriers. With this in mind, OFIX has been proactive in developing a system capable of providing disaster-related information in various languages to these people in the case of a disaster. From fiscal year 2018, OFIX is operating under a new Mid-term Management Plan*, prioritizing our multiculturalism- assisting services (e.g. improving the availability of information in various languages in the community). Going forward, we intend to focus on improving measures that ensure the safety and security of foreign residents and visitors in Osaka and strengthen the further internationalization of the prefecture. Entrusted with the service by Osaka Prefectural Government, this service provides information and advice on a wide range of issues including matters related to daily life in nine languages.* Direct Tel: 06-6941-2297

Our “Essentials for Living in Osaka” guidebook is available to foreign residents in ten languages on the OFIX website. There is also a Frequently Asked Questions (FAQ) section in nine languages* which compiles useful information often sought by foreign residents who contact our service.* English, Chinese, Korean, Portuguese, Spanish, Vietnamese, Filipino, Thai and Japanese languages.

 Assistance for Municipality Consultation Services for Foreigners

OFIX conducted its “One Day Consultation Service for Foreign Residents” with the aim to encourage local governments throughout the prefecture to expand their consultation services for foreign residents. Starting fiscal year 2018, this program has changed to “Jointly Sponsored One Day Consultations for Foreign Residents.” By having municipalities and local international exchange organizations co-host consultation events not only with OFIX, but with other related local governments and bodies, we hope to see even greater participation from foreign residents.

 Network Meetings with Staff Engaged in Foreign Consultation Services

OFIX holds network meeting to strengthen existing links between OFIX counselors and local government staff members involved in providing administrative information to foreign residents.

Volunteer Interpreter/Translator Training and Dispatch

OFIX offers tra ining for language volunteers such as community interpreters a n d v o l u n t e e r s a n d dispatches them to local governments that request t h e i r s e r v i c e s . T h e s e

Strengthening the Disaster Support System for Foreign Residents

Osaka Multilingual Disaster Information Center

Osaka Prefecture and OFIX concluded the “Agreement for the Establishment and Operations of Osaka Multilingual Disaster Information Center” to provide efficient multilingual support in a large-scale disaster.Based on this agreement, OFIX is developing operational manuals and holding training drills so that the Center can be smoothly established together with Osaka Prefecture immediately following a disaster.OFIX is also contributing to the development of a wider area collaborative system as outlined in the “Disaster Support Network for Foreigners Agreement” concluded by the Kinki Region Liaison Council of Local Associations for International Relations*.* Comprised of 5 prefectural-level and 3 Government ordinance city-level international organizations in the Kinki region. (Shiga Pref., Kyoto Pref., Osaka Pref. (OFIX), Hyogo Pref., Wakayama Pref., Kyoto City, Osaka City and Kobe City)

 OFIX Disaster-Related Volunteer Interpreter/Translator Program

OFIX provides training to our registered volunteers in order to help them improve their skills and strengthen our overall multilingual disaster support for foreigners. We are also making efforts to retain enough volunteers in the event of a disaster by reaching out to organizations such as universities and asking their international students to register.

<”Naruhodo Guide” for Disaster-related Volunteer Interpreters/Translators>Available in five languages with corresponding Japanese text in addition to the Japanese original, this guidebook is used during volunteer trainings and as a reference for municipalities creating their own versions to provide information about disaster preparedness to their foreign community members.* English, Chinese, Korean, Vietnamese and Filipino languages.

 Collaboration with Municipalities and Local International Exchange Organizations

OFIX conducts disaster preparedness training drills and disaster-related volunteer interpreter/translator training sessions together with local governments and international exchange organizations so as to solidify our foreign support response in the case of a disaster.

 Disaster Preparedness Programs for Foreigners

OFIX offers comprehensive emergency disaster drills to international students including Orion dormitory residents*, as well as lectures and disaster-related workshops for staff in charge of international students at universities and vocational schools.* Please refer to “④ Orion International House” below.

Orion International House

Orion International House is an international student dormitory operated by OFIX. Events are held throughout the year to encourage international students to interact with Japanese students and members of the local community. OFIX also provides emergency evacuation drills and anti-crime workshops to ensure that students live safe and secure lives in the dormitory.

Cross-cultural Awareness Education Program

At OFIX, we register foreign residents and international students as “supporters” who then visit schools within Osaka Prefecture to help support cross-cultural awareness education classes. With the aim to deepen local students’ understanding of different cultures, these supporters introduce fresh perspectives by talking about their country’s culture and history, introducing traditional dances, performing using traditional instruments, and through other games and activities.

Osaka Invitational Program for Short Term Overseas Trainees in Architecture and Arts (Ando Program)

OFIX invites students and young professionals from countries and regions in Asia who specialize in architecture or other art-related fields to take part in a one-month training program in Osaka. The program is funded by the prize money donated by world-renowned architect Mr. Tadao Ando, winner of the

Carlsberg Architectural Prize in 1992, as well as by contributions from companies and sponsors supportive of the program.

Constructing Networks with Related Organizations

OFIX is strengthening its collaborative efforts to work and exchange information with the Kinki Council of Local Authorities for International Relations and other bodies including local international exchange organizations within Osaka Prefecture.
