The Project for Capacity Development for Transition tothe New CNS/ATM Systems in Cambodia, Lao PDR, and Vietnam

✈ “Basic PBN Training Course” in Hanoi from 17 July till 10 August. 4 from Cambodia, 4 from Lao PDR and 8 from Vietnam.

✈ “Training for Flight Procedure Regulations, Guidelines and Manual Development” in Hanoi from 13 till 24 August. 4 from Cambodia, 4 from Lao PDR and 10 from Vietnam.

✈OJT on “Airport Obstacle Survey” will start in Cambodia (Phnom Penh, 27 August-7 September), followed by Lao PDR (Vientiane, 10-21 September) and Vietnam (Hue, 10-21 September). Approximately 8 participants for each OJT.

✈OJT on “PBN Procedure Design with PANADES” (2 weeks) will start on 24 September. 2 courses for Vietnam from 24 September till 5 October, and from 8 October till 19 October. 1 course for Lao PDR from 22 October till 2 November, and 1 course for Cambodia from 5 till 16 November. 4 participants for each course. 3

✈OJT on “Design Verification/Ground Validation” will start in Vietnam (Hue, 22 October-2 November), followed by Lao PDR (Vientiane, 19-30 November) and Cambodia (Phnom Penh, 3-14 December). Approximately 8 participants for each OJT.

✈ “Familiarization Training on PBN Operations for ATC” in Hanoi is being coordinated for approximately 2 weeks from 26 September till 5 October.

✈ “Flight Inspection/Validation” is under consideration for early 2013.

✈ Cambodia will implement 1st PBN (RNP1 SID&STAR and PBN Approaches) at Phnom Penh Airport by June 2013, and then at Siem Reap Airport by December 2013.

✈ Lao PDR will implement 1st PBN (RNP1 SID&STAR and PBN Approaches) at Vientiane Airport by May 2013, and then at Luang Phabang Airport by December 2013.

✈ Vietnam will implement 1st PBN (RNP1 SID&STAR and PBN Approaches) at Hue, Phu Bai Airport in 2012.

INTRODUCTION OF OJT PROGRAMOJT program for the Project consists of 3 Modules;

Module 1 - OJT ON AIRPORT OBSTACLE SURVEY

Objective: To train management skill of various data required for IFP design.

Content: A series of process from data collection through create concept design under the experienced IFP designer

Module 2 - OJT ON PBN PROCEDURE DESIGN WITH PANADES

Objective: To train design skill of PBN flight procedure using design automation tool PANADES.

Content: Lecture and design work on RNAV flight procedure under the experienced IFP designer

Module 3 – OJT ON DESIGN VERIFICATION/GROUND VALIDATION

Objective: To train development skill of standard format and checklist to conduct ground validation

Content: A series of process from preparation of design report through ground validation under the experienced IFP designer

To consolidate the knowledge and skills acquired during in-class training and on-site training.

PRE-REQUISITE OF OJT

IMPORTANT

Participants must have completed both Basic PANS-OPS (conventional navigation) and Basic

PBN Procedure Design Training courses and must be able to demonstrate their knowledge acquired

in order to participate in OJT.

Those who have completed Basic PANS-OPS only may participate in OJT Modules 1 and 3 on

conditions that they will be engaged in future PBN procedure design work.

PROGRAM POLICY

BASIC POLICY The course program is mainly planned based on the Instrument

Flight Procedure (IFP) design process stipulated in ICAO Quality Assurance Manual (Doc. 9906).

We aim the output from the OJT to use as one of design output and to apply to actual IFPs.

State’s Regulations and Standards is respected as far as those are available.

Documentation in the OJT may be written in local language.

NOTE:1) Since there is no “standard of quality” in IFP design, target level of

quality for the output in this OJT will be subject to State requirements.

2) Because of time constraint, IFP design conducted under the OJT may proceed without State’s regulatory approval process. Such regulatory process is expected to be done by each State with their responsibility.

1. Collect and validate electronic/paper data required for PBN Procedure Design.

2. Conduct Situation Awareness for Instrument Flight Procedure Design.

3. Create Conceptual Design for PBN Procedures.

Before OJT Module-1 starts, available obstacle information should be collected to the extent possible;
