CERTS/NERC Application Data Base Update

All applications have been updated per the NERC CPS2 Bounds Report published on December 3, 2013

The maps in the Inadvertent and Resource Adequacyapplications have been updated and will be released in February 2014

EPG is committed to maintaining the accuracy of the Balancing Authority information within the applications in accordance with the published NERC CPS2 Bounds Report twice a year 

Future Jurisdictional Changes:  EPG plans for the next update of NERC maps to be in Fall 2014

RTDMS report used as a means to independently check frequency devices satisfy requirement 17 of the NERC BAL‐005‐0.2b standard. The report is not available given the NASPI RTDMS hosting issues, and resolution date is unknown

In addition to the monthly event list, a supplemental report for each interconnection has been requested by the RS

An example of  the average frequency for each 10‐minute period of November 24, 2013 for each interconnection was provided

EPG can append the frequency device check to the monthly frequency event report, if desired – need RS decision

Long Term Intelligent Alarm Issue

EPG will correct the sign reversal bug in subject line

Incorrect long term intelligent alarm was generated due to lack of TEC for Eastern interconnection

EPG needs proper TEC in the NERC database in order to correct EI long‐term alarm

1. The EI Time keeper is required to send TEC to NERC via ICCPVACAR South RC (Duke is agent) is the current EI Time Monitor but only until 2/1/14

2. NERC RS requested EPG to investigate the feasibility of extracting TEC from MISO and PJM post scheduled frequency website – EPG’s findings is a significant amount of programming effort is required (change of scope)

FNET Data Issue

EPG relies on FNET data to provide monthly event report for Western, ERCOT and Hydro Quebec

EPG has TVA PMU data as primary frequency source and FNET data as secondary data source for Eastern Interconnection

FNET failed to provide data for the following dates:Dec. 5, 9, 10, 12, 13, 15, 21, 28 and 29 in UTC time for ERCOT

FNET has 7 unites in ERCOT Interconnection, however none reported data for the above December dates

EPG requests support from the RS to have Western, ERCOT and HQ interconnections provide  frequency data to EPG for event detection – especially since FNET is not 100% reliable.

Observations and Recommendations

1. Identify input phasor data quality and availability issues, and agree on data filters require by event selection software, until IEEE defines a phasor data quality standard for applications

2. For the criteria selecting candidate events include the thresholds around 60 Hz recommended in BAL-003

3. The number of events in Form-1 should be at least the minimum 20 per year, 2 per month recommended in BAL-003

4. Review, discuss and agree on the regression methodology to use for comparison and reporting with other statistics

5. Review and discuss adequacy of frequency Value-B definition for Eastern interconnection

Time Error Corrections

• Two slow Time Error Corrections were executed in December.

• One of these TECs corrected 9 seconds.  This avoided doing approximately two more TECs during the month.

• Other than the days with the TECs, only 3 days had positive time error.  This is significantly down based on the previous 5 months performance.  Largest negative Time Error accumulations occurred when Regulation Up was exhausted.
