    WELCOME TO PAIMUN Dear Delegates, Welcome to the Phillips Academy Interscholastic Model UN Conference, PAIMUN. We are delighted to welcome delegations from all over the country to our beautiful campus, to explore, engage and experience Model UN in the condensed setting of today. We hope you engage in lively debate, constructive conversation, and eventually resolve the issues presented at todays conference. PAIMUN is PAMUNs annual fall conference that welcomes delegates of all levels to participate. For novice delegates, PAIMUN is the perfect opportunity to learn and harness problem solving skills necessary for Model UN. For more experienced delegates, PAIMUN offers the opportunity to enhance their skills in a serious environment with strict timing. All the work you will see here today, including the delegate handbook, topic guides and committee session were created and will be led by members of the Phillips Academy Model UN Institute (PAMUN). Along with the support of some of the nations premier college level Model UN institutes, such as Stanford MUN, our committee directors have worked tirelessly to bring you a unique and lively experience, whether it is in a larger General Assembly, or smaller specialized committee. Phillips Academy Model UN Institute (PAMUN) is now entering its 32nd year, making it one of the oldest secondary school Model UN institutions. As our program grows, we continue to think of innovative and educational conference materials to keep up with our continuously changing world.     John Koobatian Akhil Rajan General Assembly Director General Assembly Director of UNHRC of UNHRC United Nations Human Rights Council (UNHRC) is the only General Assembly in PAIMUN. Directed by Akhil Rajan and John Koobatian, this committee will focus on the protection of Indigenous peoples and conform to regular procedure.

    The North Atlantic Treaty Organization, or NATO, specialized committee will be directed by Indy Sobol. The committee will run regular procedure. The topic of Ukraines membership status in NATO will include a real-time linkage with UNSC.

    The United Nations Security Council (UNSC) specialized committee will be directed by Zizo Bahnasy. The committee will run regular procedure. The topic of complications in the Syrian Conflict will have real-time linkage with the UNSC.

    1. Kemper Auditorium and Underwood Room

    The Kemper Auditorium is where delegations will gather in the morning of October 11, 2015 for the opening ceremonies of PAIMUN 2015. Additionally, we will gather here in the afternoon for the closing ceremony and awards presentation. The Underwood Room, conveniently located directly next to Kemper Auditorium, is where all Delegation Advisors can convene during the day while committee is in session.

    2. Andover Inn Parking Lot This parking lot, conveniently across from Kemper Auditorium, offers the perfect place to park your schools cars, vans or buses.

    3. Abbot Campus All committee sessions will be held on Abbot Campus, just a short five-minute walk from Kemper Auditorium.

Each operative clause begins with a verb (called an operative phrase) and ends with a semicolon. Operative clauses should be organized in a logical progression, with each containing a single idea or proposal, and are always numbered. If a clause requires further explanation, bulleted lists set off by letters or roman numerals can also be used. After the last operative clause, the resolution ends in a period.

    SOCHUM Topic A: Human trafficking The General Assembly,

    Recalling all previous resolutions on trafficking in persons and other contemporary forms of slavery,

    Welcoming the efforts of the United Nations Global Initiative to Fight Human Trafficking as well as those of member states,

    Encouraging non-governmental organizations to take action against trafficking in persons by offering social and economic assistance to displaced victims,

    Recognizing that trafficking in persons is a serious violation of human rights,

    Noting with deep concern that human trafficking continues to grow as a profitable trade, and thus stands as an important obstacle to human development,

    Expressing dismay as many criminals involved in the human trafficking market continue to escape justice and punishment,

    1. Recognizes the need to arrive at a solid understanding of how to counter demand for victims of human trafficking;

    2. Urges Member States to take action against trafficking in persons by implementing legal procedures aimed at protecting victims of human trafficking, seizing the profits of traffickers and ensuring their criminal prosecution;

    3. Encourages Member States to implement mechanisms allowing the collaboration of their governmental efforts with those of NGOs;

    4. Promotes the multilateral co-ordination of Member State efforts through regional committees, thereby allowing for easier investigation and prosecution of traffickers;

    5. Confirms the need for governments, within domestic law and capacity, to address the social factors which increase peoples vulnerability to trafficking, including poverty, lack of access to education and employment and underdevelopment;

    6. Calls upon Member States to take measures that ensure the recovery and rehabilitation of trafficked victims as well as their protection;

    7. Decides to remain actively seized of the matter.

    20% of the body must be signatories for approval of the resolution. If there is a

    preamble, it should have a comma after each clause.

    Perambulatory and operative phrases should be underlined.

    CONFERENCE POLICY

    01. ALCOHOL POLICY Consumption and/or possession of alcohol will not be tolerated under any circumstances. If a delegate is found to possess, consume and/or to have possessed or consumed alcohol, the participant's school will be immediately expelled from the conference and hotel; criminal complaints may be pursued against the delegate in question. 02. CONTROLLED SUBSTANCES POLICY Controlled substances are likewise illegal and intolerable. The school of any participant found to unlawfully possess or use, or to have unlawfully possessed or used any controlled substance will be immediately expelled from the conference and hotel; criminal complaints may be pursued against the participant in question. 03. SMOKING POLICY Cigarette smoking is NOT permitted in the Conference Venue. 04. CONFERENCE VENUE COURTESY Participants will be held responsible for vandalism or any other damage of their fault that occurs. Rowdiness in the hallways, excessive noise, roughhousing, throwing objects, accessing prohibited areas of the hotel premises, and/or other unruly behavior will not be tolerated. False fire alarms will be dealt with severely. The conference venue reserves the right to eject delegates for these or other disruptions to the safety and well-being of other guests. 05. FACULTY ADVISOR RESPONSIBILITY Faculty Advisors must cooperate with conference staff and hotel, and assist in achieving delegate compliance with conference rules and policies. 06. VALUABLES If delegates must bring valuables, they are encouraged to place them in a hotel safe deposit box. and the Conference Venue are not responsible for belongings left in guest rooms or in meeting rooms. 07. DISPLAYS IN WINDOWS The Conference Venue strictly prohibits the exhibition of any visible display in windows. Continued exhibition of any such display after an initial warning may be grounds for expulsion from the venue and/or conference. 08. EXPULSION FROM THE CONFERENCE The Secretary-General reserves the right to expel any delegate, delegation, school, or group thereof from the conference at any time for violating or failing to comply with conference regulations, or for any other reason. Expo has a zero-tolerance policy concerning alcohol and controlled substance, and violations of the alcohol and/or controlled substance policies will always be met with expulsion. Expulsions take effect immediately at the time they are issued. All conference registration materials (e.g. conference badges and placards) must be surrendered to conference staff upon expulsion. There are no refunds of conference fees for delegations asked to leave the conference. 09. DRESS CODE AND CONFERENCE BADGES The safety of conference participants is of paramount importance to Expo. To maintain and enhance delegate security, the conference requires all conference participants to visibly wear conference badges at all times during the conference; all delegates are required to adhere to the conference dress code. Participants who fail to adhere to these rules may be excluded from conference proceedings and events. Conference staff reserves the right to check conference badges of any participant at any time, for any reason whatsoever. 10. PHOTOGRAPHY AND VIDEO Throughout the conference, conference staff and representatives of the conference may take photographs, videos, and interviews that show conference participants both during and in between committee sessions, and which may be used for promotional, educational, or other purposes by Expo. By attending the conference and signing the liability release form,

    participants consent to be photographed, videotaped and/or interviewed and authorize the conference to use those photographs, videos, and/or interviews, in any manner of Expo 's choosing. 11. AWARD Expo values the learning experience of a Model United Nations conference above all else. Expo prefers not to stress awards during conference, as we feel that participation and success should not be regarded in terms of who wins the most awards. With that being said, we do issue two types of awards at Expo. Delegate Awards will be awarded in most committees as follows: one Best Delegate and a variable number of Outstanding Delegates and Honorable Mention recipients. Delegate evaluations will be based on their performance both in and out of the committee, as judged by Expo Moderators and Chairs. Awards are given out on the basis of the following criteria: - Adherence to national policy; - Cooperation with others; - General conduct, including adherence to the dress code; - Knowledge and use of the rules; - Skills of public speaking (both formal debate and caucusing); - Quality of written work (Position Papers, Working Papers and Resolutions). The second type of award are the Delegation Awards. There will be three sets of Delegation Awards, one of which will be awarded to small delegations (including one best and one outstanding), one to medium delegations (including one best and one outstanding) and one to large delegations (including one best and one outstanding) on the basis of overall performance and delegation size. The Expo Staff and Secretariat reserve the right of confidentiality in regards to its awards policy. 12. OTHER RULES These rules are in addition to those laws and ordinances established by the People's Republic of China, participating schools' policies, and common sense. Serious infractions will result in dismissal from the conference of individuals and/or delegations/schools involved. 13. ADDITIONAL RULES AND POLICIES The Secretariat reserves the right to issue additional rules or to alter existing rules at any time at his/her discretion. 14. INTERPRETATION OF RULES The authoritative determinations of fact, and interpretations of conference rules and policies are those of the secretariat.
