Menyemen Pertumbuhan melalui Kapasitas Baru
Didirikan tahun 1974, PT Semen Baturaja (Persero) Tbk (SMBR) adalah perusahaan berbasis di Indonesia yang bergerak dalam industri semen. Perusahaan fokus untuk memasarkan produknya di Sumatera Selatan,
yang membuatnya menjadi produsen semen terbesar di wilayah itu. SMBR memiliki dua jenis produk, yang terdiri dari semen kantong dan semen curah dengan semen curah menjadi kontributor utama
pendapatannya. Produksi semen curah diproduksi lebih diperuntukkan bagi proyek infrastruktur, daripada sektor properti. Setelah tahun lalu meningkatkan kapasitas menjadi 2 juta ton/tahun, SMBR saat ini sedang dalam proses menambah kapasitas kembali menjadi 3,85 juta ton/tahun dengan membangun pabrik baru, yang diharapkan akan mulai beroperasi pada akhir 2016. SMBR mendistribusikan produknya di wilayah Sumatera Selatan, Lampung, Jambi dan provinsi Bengkulu.

Penyesuaian Target Harga Saham
Kami melakukan beberapa penyesuaian terhadap proyeksi kami sebelumnya dan menyesuaikan target harga saham menjadi pada kisaran Rp440 – Rp585 per saham, berdasarkan beberapa pertimbangan berikut:
Prospek lebih baik di 2015. Industri semen dalam negeri telah menghadapi tantangan yakni naiknya biaya produksi dan tingkat suku
bunga, sementara permintaan semen relatif stagnan. Kami memprediksi permintaan akan pulih pada 2015 dengan konsumsi semen domestik tumbuh sebesar 8% YoY menjadi 60 juta ton. Hal ini sejalan dengan realokasi anggaran subsidi bahan bakar untuk belanja infrastruktur.
Hasil moderat di 9M14. SMBR mencatat pendapatan sebesar Rp817
miliar selama 9M14, mencerminkan kenaikan 3% YoY dibandingkan periode yang sama tahun lalu. Kenaikan biaya produksi tidak diimbangi dengan kenaikan average selling price (ASP), sehingga gross profit margin (GPM) Perusahaan merosot menjadi 29,4% dari sebelumnya 40,1%. Untungnya, sisa saldo kas SMBR dari IPO tahun lalu mengerek pendapatan bunga, sehingga membuat lini bawah naik sebesar 9% YoY menjadi Rp220 miliar.
Tidak ada lagi hambatan kapasitas. SMBR telah meningkatkan kapasitasnya tahun lalu menjadi 2 juta ton/tahun. Sehingga, tingkat utilisasinya turun menjadi 64% di 2013 vs 99% pada tahun 2012. Untuk memperkuat penetrasinya di Sumatera, Perusahaan berencana membangun pabrik berkapasitas 1,85 juta ton/tahun yang diharapkan akan dimulai pada akhir 2016. SMBR akan membiayai pembangunan dari kas internal dan pinjaman bank.
Asumsi risk free rate, equity premium dan beta masing-masing adalah sebesar 8,0%, 3,0% dan 1,0x.
Prospek Usaha Kami melihat sektor semen domestik akan bullish tahun ini seperti yang kami prediksi sektor ini akan pulih, baik pada permintaan dan marjin
keuntungan. Terlepas dari bayang-bayang pemain baru yang akan datang di 2016, kami masih yakin bahwa permintaan akan tetap kuat mengingat fokus pemerintah baru pada perluasan proyek infrastruktur, backlog besar pada sektor perumahan nasional dan konsumsi semen per kapita yang relatif rendah dibandingkan negara di ASEAN. Untuk mengantisipasi hal ini, SMBR berencana untuk membangun pabrik baru yang hampir menggandakan kapasitasnya saat ini. Mempertimbangkan
hal diatas, kami percaya pendapatan SMBR dapat mencapai Rp1,3 triliun tahun ini dan tumbuh 7% CAGR untuk periode 2013-2016. Tabel 1: Ringkasan Kinerja

Hambatan dalam jangka pendek…tetapi pemulihan sudah dekat
Sampai 10M14, konsumsi semen dalam negeri hanya tumbuh sebesar 3,4% YoY, dengan ekspektasi pertumbuhan tahun 2014 sebesar 4%, atau paling rendah selama empat tahun terakhir. Perlambatan ini telah terjadi sejak pertengahan tahun 2013, terutama karena lesu nya penjualan properti sebagai dampak dari kenaikan suku bunga dan kebijakan pengetatan kredit perumahan, kemudian diperparah oleh sikap "wait and see" oleh sektor swasta untuk berinvestasi selama periode pemilihan umum di pertengahan kedua tahun ini.
Pada 2015, kami memiliki pandangan optimis untuk industri ini, karena konsumsi semen diperkirakan akan tumbuh sebesar 8% YoY menjadi 60 juta ton. Inisiatif pemerintah baru untuk mempercepat pembangunan infrastruktur akan menjadi katalis positif. Kami percaya, SMBR, sebagai pemain terbesar di Sumatera Selatan, akan menikmati peningkatan permintaan dalam jangka waktu
menengah, karena kawasan ini bertumbuh 6% YoY pada 10M14 atau di atas
pertumbuhan Jawa.

Membidik pertumbuhan lebih tinggi melalui pabrik baru SMBR menargetkan untuk memperoleh Rp600 miliar dari pinjaman bank dan penerbitan obligasi untuk membiayai pembangunan pabrik baru Perusahaan, yang menelan biaya Rp2,9 triliun. Pabrik baru ini, yang akan dibangun di Baturaja, diperkirakan akan menambah 1,85 juta ton kapasitas yang ada
Perusahaan yaitu 2 juta ton/tahun. Sisa dana tersebut berasal dari dana IPO sebesar Rp1,3 triliun. Biaya konstruksi telah meningkat dari sebelumnya diperkirakan sebesar Rp2,65 triliun, terutama disebabkan oleh pelemahan Rupiah, sehingga memaksa Perusahaan membayar lebih untuk mengimpor mesin.

Pendapatan bertumbuh tetapi marjin tetap menjadi perhatian
Pendapatan SMBR di 9M14 tumbuh tipis 3% YoY menjadi Rp817 miliar, terutama didorong oleh kenaikan penjualan semen curah (+43% YoY) di wilayah Sumatera Selatan, sedangkan penjualan semen kantong merosot 9,4% YoY, menggambarkan persaingan yang ketat terutama dari Holcim Indonesia. Volume penjualan SMBR hanya 853k ton (-1% YoY) pada periode tersebut dibandingkan dengan 865k ton di 9M13. Akan tetapi, laba kotor turun karena kenaikan biaya produksi sebesar 23% YoY, membuat penurunan laba kotor sebesar 24% YoY
menjadi Rp240 miliar di 9M14. Pada lini bawah, laba bersih nya tumbuh 9% YoY karena peningkatan pendapatan bunga (Rp113 miliar di 9M14 vs IDR38 miliar di 9M13) dari dana IPO yang disimpan di beberapa bank.

Kontraksi marjin dibalik tekanan biaya SMBR menghadapi tekanan biaya pada tahun 2014, yang berasal dari (i) harga
bahan bakar dan upah yang lebih tinggi, (ii) kenaikan tarif listrik dan depresiasi Rupiah, (iii) tingkat bunga lebih tinggi yang langsung memperlambat sektor properti. Faktor penting lainnya adalah 50% dari struktur biaya didasarkan pada mata uang USD. Dengan demikian, GPM dan operating profit margin (OPM) SMBR meluncur turun menjadi 29,4% dan 18,3% dari 40,1% dan 28,3% di 9M13.
Namun, kami berharap marjin mampu naik pada tahun 2015 dengan harapan penguatan Rupiah.

VALUASI
Metodologi
Kami mengaplikasikan metode Discounted Cash Flows (DCF) sebagai metode penilaian utama dengan pertimbangan bahwa pertumbuhan pendapatan adalah merupakan faktor yang sangat mempengaruhi nilai (value driver)
SMBR jika dibandingkan dengan pertumbuhan aset.
Selanjutnya. kami juga mengaplikasikan Guideline Company Method (GCM) sebagai metode pembanding lainnya.
Penilaian ini berdasarkan pada nilai 100% saham SMBR per 5 Januari 2015. menggunakan laporan keuangan SMBR per 30 September 2014 sebagai dasar
dilakukannya analisis fundamental.

Kami menggunakan Cost of Capital 10,8% dan Cost of Equity sebesar 10,9% berdasarkan asumsi-asumsi berikut:

Estimasi target harga referensi saham untuk 12 bulan berdasarkan posisi penilaian pada tanggal 5 Januari 2015 adalah sebagai berikut:
Dengan menggunakan metode DCF dengan asumsi tingkat diskonto
10,8%. adalah sebesar Rp475 – Rp505 per saham. Dengan menggunakan metode GCM (PBV 2,9X dan P/E 15,9X) adalah
sebesar Rp360 – Rp770 per saham.
Untuk mendapatkan nilai yang mewakili kedua indikasi nilai tersebut dilakukan rekonsiliasi dengan dilakukan pembobotan terhadap kedua metode tersebut sebesar 70% untuk DCF dan 30% untuk GCM.
Berdasarkan hasil perhitungan diatas maka Estimasi Target Harga referensi saham SMBR untuk 12 bulan adalah Rp440 – Rp585 per lembar saham.

Cementing Growth through new Capacity
Established in 1974, PT Semen Baturaja (Persero) Tbk (SMBR) is an Indonesia-based company engaged in cement industry. The Company focuses its market on South Sumatera, which makes it the largest cement producer in that region. It has two types of products, consisting of bag and bulk cement with the bulk cement being the main revenue contributor. The bulk type is produced for the use of infrastructure
projects rather than property. After upgrading the capacity last year to 2mn tons/year, SMBR is currently on the way to replenish its capacity to 3.85mn tons/year by building a new plant, which is expected to come on stream by the end of 2016. SMBR distributes the products with the its network covering South Sumatera, Lampung, Jambi and Bengkulu provinces.

Target Price Adjustment We made several adjustments to our previous projections, and has adjusted our
Target Price to a range of IDR440 – IDR585 per share, based on the following considerations: Brighter outlook in 2015. Cement industry in the country has been facing
challenges of rising production costs and higher interest rate environment, whilst the demand has been relatively stagnant. We foresee the demand to recover in 2015 with domestic cement consumption to grow by 8% YoY to 60mn tons. This is in line with the budget reallocation from fuel subsidy to
infrastructure expenditures. Modest result in 9M14. SMBR reported IDR817 billion of revenue during 9M14,
reflecting 3% YoY increase compared to the same period last year. The production cost hike is not offset by the higher ASP, resulting in the Company’s GPM to slide to 29.4% from previously 40.1%. Fortunately, SMBR’s remaining cash balances from IPO last year hoist the interest income,
further making its bottom line to expand by 9% YoY to IDR220 billion.
No more capacity constraint. SMBR has upgraded its capacity last year to 2mn tons/year. Hence, its utilization rate was down to 64% in 2013 vs 99% in 2012. In order to strengthen its footprint in Sumatera, the Company plans to build 1.85mn tons/year-plant which is expected to commence at the end of 2016. SMBR will finance the construction from both internal cash and bank loan.
Risk free rate, equity premium, and beta assumption are 8.0%, 3.0 %, and 1.0x respectively.
Business Prospects We foresee the domestic cement sector to be bullish next year as we like to think the sector will recover, both on demand and profit margins. Despite the fact that it is overshadowed by new players coming into play in FY16, we are still confident
that the demand will remain strong given the new government’s focus on the expansion of infrastructure projects, huge backlog in national housing sector and relatively low cement consumption per capita. To anticipate this, SMBR plans to
build a new plant which would nearly double its capacity. Taking above considerations, we believe SMBR’s revenue to reach IDR1.2 trillion this year and grow 7% CAGR 2013-2016 periods.

Headwind in near term…but recovery is close Until 10M14, cement consumption in the country only grew by 3.4% YoY, with expectation of this year’s growth of 4%, or the slowest pace for the past four years. This slowdown has occurred since mid of 2013, mainly due to sluggish
property sales as an impact of interest rate hike and the tightening policy on mortgages, worsened by “wait and see” stance by private sector for investment during the general election period in the second half of this year. In 2015, we view an upbeat outlook for the industry, as cement consumption is expected to grow by 8% YoY to 60mn tons. The new government’s initiatives to
accelerate infrastructure development will be the positive catalyst. We believe, SMBR, as the largest player in South Sumatera, would enjoy the stronger demand in medium term, as the region experienced 6% YoY in 10M14 or above Java.

Eyeing higher growth through a new plant
SMBR expects to raise IDR600 billion from bank loans and bond issuance to finance the construction of the Company’s new plant, which will cost IDR2.9 trillion. The new plant, which is to be built in Baturaja, is expected to add 1.85m tons to the Company’s existing capacity of 2mn tons/year. The rest of the fund will come from the remaining IPO funds, amounting to IDR1.3 trillion. The construction cost has inflated from previously estimated budget at IDR2.65 trillion, mainly attributable to the weakening of Rupiah, forcing the Company to
pay more for importing machinery.

Growing revenue but earnings remain concern SMBR’s 9M14 revenues grew modestly by 3% YoY to IDR817 billion, mainly driven by higher bulk cement sales (+43% YoY) in the South Sumatera region, whereas the bag cement sales slumped by 9.4% YoY, further affirming stiff competition particularly from Holcim Indonesia. SMBR’s sales volume were only 853k tons (-1%YoY) for the period compared to 865k tons in 9M13. Gross profit, however, was contracted due to higher production costs by 23% YoY for the
period, resulting 24% YoY decline to IDR240 billion in 9M14. On the bottom line, its net profit grew 9% YoY on the back of soaring interest income (IDR113billion in 9M14 vs IDR38 billion in 9M13) from the IPO funds deposited in several banks.

Margins contraction on the back of cost pressure SMBR faced a severe cost pressure in 2014, stemming from (i) the higher fuel price and higher wages, (ii) electricity tariff hikes and depreciated Rupiah, (iii) higher interest rate will directly slow down property sector. The significant factor also follows, as around 50% of its cost structure is based on USD. Thus, SMBR’s GPM and OPM slid to 29.4% and 18.3% from 40.1% and 28.3% in 9M13.
However, we expect the margins to improve in 2015 on the hope of strengthening Rupiah.

VALUATION
Methodology
We applied income approach method using Discounted Cash Flows (DCF) as
the main valuation approach, considering the income growth is the value driver for SMBR’s valuation instead of asset growth. Furthermore, we applied the Guideline Company Method (GCM) as a comparison This valuation is based on 100% shares price as of January 5, 2015, using
SMBR’s financial report as of September 30, 2014, for our fundamental analysis.

Target price for 12 months based on valuation as per January 5, 2015 is as follows:
Using DCF method with discount rate assumption of 10.8%, the price range is IDR475 – IDR505 per share.
Using GCM method (PBV 2.9X and P/E 15.9X), the price range is
IDR360 – IDR770 per share.
In order to obtain a value which represents both value indications, we have weighted both DCF and GCM methods by 70%:30%. Based on the above calculation, the target price of SMBR for 12 month is
IDR440 – IDR585 per share.
