Corporation officials saida proposal to overlay 40
bus routes with white concretewould soon be placed beforethe civic body's council for ap-proval. The move comes aheadof the northeast monsoon,which leaves roads in the citypotholed and cracked everyyear.
A senior corporation offi-cial said the civic body plansto give a concrete top to 367km of roads in the city at anestimated Rs 583 crore in2012-2013. Several companieshave expressed interest in theproposed project.
"We have conducted a testof the white-top technologyon 700 metres of VelacheryMain Road," a corporationofficial said. "If the corpora-tion council approves the plan,we will use this technology onmajor bus routes." The white-top consists of a mix of flyash, polymeric fibre, cementand sand. This compositionoffers much more durabilitythan bitumen. The corporationwill continue to use a plastic-bitumen mix for ongoing roadwork.
Experts said white-top-ping roads could increase theirlifespan by 25 to 30 years withbasic maintenance. They arealso likely to be cost effectivewhen compared to bitumenroads, which require frequentmaintenance due to wear andtear and waterlogging. "Themain advantage of the technol-
ogy is that it can be used onexisting bitumen roads bybonding without having to digup the top layer," the corpo-ration official said. A road en-gineer with a private firm saidthe civic body would need tocoordinate with governmentdepartments and agencies,TNEB and Metrowater, andhave adequate manpower at itsdisposal to implement theproject ahead of the monsoon."It takes nearly a month to lay1 km of concrete road while
bitumen roads can be com-pleted within a week," he said."But concrete roads reach 70%of its final strength in justseven days."
"We will come up with acomprehensive plan beforewhite-topping the roads," thecorporation official said. "Af-ter the roads are laid no dig-ging will be allowed for anyreason," The white-top tech-nology is widely used in theUnited States and in Europeancountries.

If you are a tobacco user, chances are that youmight have often thought of kicking the habit.
However, quitting tobacco is easier said than done.
According to Global Adult Tobacco Survey(GATS) India survey released by doctors andexperts from Tata Memorial Centre , only 3.6% ofdaily adult tobacco users in Maharashtra have suc-cessfully given up the habit in the past 12 months.Even though the number of those in the state who'vequit smoking is low, the number of adults who'veattempted to stop consuming tobacco is slightlyhigher.
According to the survey, 31.3% of smokers and29.7% of those who chew tobacco in Maharashtramade an attempt to quit over the last 12 months.These abysmally low figures, according to DrPrakash Gupta, director of Healis SekhsariaInstitute for Public Health, is because of a lack ofawareness about the harmful effects of tobacco aswell as the lack of anti-tobacco legislation in thestate.
The finding that 64.6% of tobacco consumersof any type admitted to consuming tobacco withinhalf an hour of waking up shows the extent to whichits usage has become a habit in Maharashtra.
And youth in the state are taking up the habit,which according to WHO data causes thepremature death of one in three adults in India.
A total of 27.4% men and 8.3% of womenbetween the age of 15 and 24 have admitted tousing tobacco.
"Earlier, it was unthinkable of anyone below theage of 35 contracting head and neck cancers due totobacco use. Now, we get patients as young as 22to 24 years who contracted the disease," said DrPankaj Chaturvedi, head and neck cancer surgeonat Tata Memorial Centre.
The survey devised by the WHO and theCentre for Disease Control Atlanta (US) andimplemented with the help of the state governmentalso revealed that 31.4% of the adult population inMaharashtra use tobacco in some form or the other.That means about 2 crore adults in the state usetobacco.
Dr Chaturvedi said the tobacco-related diseaseepidemic is no longer just a public health concern,it's a major economic concern for the state."According to WHO data, one in three adults dieprematurely due to tobacco-related problems, whichmeans in Maharashtra 66 lakh patients will have lifethreatening illnesses due to tobacco consumption,"he said. "Many of the patients' treatment costs,which can run up to a lakh of rupees, will have to beborne by the government. Even if 10% of thepatients need government help for treatment, thegovernment will be spending Rs.6,000 crore to treatdiseases that are preventable."
The state government, however, seems to besluggish in enforcing laws to curb tobacco use. Theanti-tobacco lobby suffered a setback onWednesday when the government order enforcinga regulation of the Food Safety and Standards Actand banning the manufacture and sale of gutkha inthe state died in the cabinet proceedings.
