Background and Objectives:

The Philippines was devastated by Super Typhoon Haiyan on November 8, 2013. It’s the

deadliest Philippine typhoon on record, killing at least 6,300 people in that country alone.

Last year in September, NYSNA Director-at-Large Nella Pineda-Marcon, RN, and

President of the Filipino American Health Workers Association (FAHWA) led a medical

and solidarity mission to the Philippines.

16 U.S. health professionals joined by 8 Philippine-based MDs, nurses, dentists and 20

community health workers conducted a medical, surgical and dental medical mission and

served over 600 people from 21 barangays (villages) in Basey, Samar on September 9,

2017. The mission was hosted by Alliance of Health Workers (AHW) and Health

Empowerment and Action for Leyte and Samar (HEALS) in partnership with NYSNA and

FAHWA. We will return and will hold another mission to underserved communities in the

Philippines.

The Philippine Orthopedic Center is a 700 bed tertiary special hospital

under the Department of Health of the Philippines. The hospital is located at

Banawe Avenue corner Maria Clara Street, Santa Mesa Heights, Quezon

City.The Orthopedic Center was originally organized in Mandaluyong, Rizal by

the American Army in 1945 as the Philippine Civil Affairs Unit (PCAU) No. 1,

to take care of civilian casualties during the liberation of Manila and its

suburbs. After it was turned over to the Philippine government, its functions

were redirected to look after accident victims and orthopedic cases. Its name

was later changed to Mandaluyong Emergency Hospital then, to National

Orthopedic Hospital.

Its authorized bed capacity was increased from 200 to 500 then to 700. The

hospital through the Hospital Chief, Benjamin V. Tamesis, MD, pioneered the

introduction of Physical Therapy and Occupational Therapy courses in the

Philippines. Both courses were later absorbed by the University of the

Philippines and was placed under the College of Medicine, then later became

the School of Allied Medical Professions, now known as College of Allied

Medical Professions. In 1982, it was renamed National Orthopedic Hospital-

Rehabilitation Medical Center (NOH-RMC), and again to Philippine Orthopedic

Center in 1989.

The National Institute of Mental Health (NIMH) is one of 27 institutes and

centers that make up the National Institutes of Health (NIH). The NIH, in turn,

is an agency of the United States Department of Health and Human Services

and is the primary agency of the United States government responsible for

biomedical and health-related research.

NIMH is the largest research organization in the world specializing in mental

illness. Joshua A. Gordon is the current Director of NIMH. The institute was

first authorized by the U.S. Government in 1946, when then President Harry

Truman signed into law the National Mental Health Act, although the institute

was not formally established until 1949.

NIMH is a $1.5 billion enterprise, supporting research on mental health

through grants to investigators at institutions and organizations throughout

the United States and through its own internal (intramural) research effort.

Themission of NIMH is "to transform the understanding and treatment of

mental illnesses through basic and clinical research, paving the way for

prevention, recovery, and cure."

The Philippine General Hospital (PGH) is a tertiary state-owned hospital

administered and operated by the University of the Philippines Manila, the

University of the Philippines System's Health Sciences Center. It is the largest

government hospital administered by the university, and is designated as the

National University Hospital.. It is the biggest hospital in the country with a

1,500-bed capacity. It is a mixed-use hospital, with 1,000 beds for indigent

patients and 500 beds for private patients, and offers some of the lowest rates

for patients and is generally known as the hospital for indigent patients.

The PGH is the laboratory hospital of health science students enrolled in the

University of the Philippines. This includes students of medicine, nursing,

physical therapy, pharmacy, occupational therapy, dentistry, and speech

pathology.

There are 15 clinical departments— Family and Community Medicine,

Anesthesiology, Internal Medicine, Surgery, Neurosciences, Pediatrics,

Otorhinolaryngology-Head & Neck Surgery, Ophthalmology, Orthopedics,

Rehabilitation Medicine, Psychiatry, Radiology, Pathology, Emergency

Medicine and Obstetrics & Gynecology—all of which offer residency and

fellowship training.

Manila is the capital of the Philippines and the most densely populated city

proper in the world. It was the first chartered City by virtue of the Philippine

Commission Act 183 on July 31, 1901 and gained autonomy with the passage

of Republic Act No. 409 or the "Revised Charter of the City of Manila" on June

18, 1949. The Spanish city of Manila was founded on June 24, 1571, by

Spanish conquistador Miguel López de Legazpi. The date is regarded as the

city's official founding date. Manila was also the seat of power for most of the

country's colonial rulers. It is home to many historic sites, some of which were

built during the 16th century. The term "Manila" is commonly used to refer to

the whole metropolitan area, the greater metropolitan area or the city proper.

The officially defined metropolitan area called Metro Manila, the capital region

of the Philippines, includes the much larger Quezon City and the Makati Central

Business District. It is the most populous region of the country, one of the

most populous urban areas in the world, and is one of the wealthiest regions

in Southeast Asia.The city proper is home to 1,780,148 people in 2015, and is

the historic core of a built-up area that extends well beyond its administrative

limits. With 71,263 people per square kilometer, Manila is also the most

densely populated city proper in the world.

In 2016, the Globalization and World Cities Research Network listed Manila as

an "alpha –" global city.

Tacloban is a 1st class highly urbanized city in the Philippines. It serves as

the regional center of the region of Eastern Visayas. The city is autonomous

from the province of Leyte, although it serves as its provincial capital.

According to the 2015 census, Tacloban has a population of 242,089, making

it the most populous city in the Eastern Visayas. In the 2016 electoral roll, it

had 124,777 registered voters.The city is located 360 miles (580 km)

southeast from Manila.

Tacloban was briefly the capital of the Philippines under the Commonwealth

Government, from 20 October 1944 to 27 February 1945. In an extensive

survey conducted by the Asian Institute of Management Policy Center and

released in July 2010, Tacloban ranks as the fifth most competitive city in the

Philippines, and second in the emerging cities category. On 8 November 2013,

the city was largely destroyed by Typhoon Haiyan, having previously suffered

similar destruction and loss of life in 1897 and 1912. On 17 January 2015,

Pope Francis visited Tacloban during his Papal Visit in the Philippines and held

a mass at Barangay San Jose, and later he led mass of 30,000 people in front

of the airport.

Samar is the third largest island in the Philippines. Located in eastern Visayas,

within central Philippines. The island is divided into three provinces: Samar

province (the western two-fifths of the island of Samar), Northern Samar

province, and Eastern Samar province. These three provinces, along with the

provinces on the nearby islands of Leyte and Biliran are part of the Eastern

Visayas region.

Samar is the easternmost island in Visayas. The island is separated from Leyte

by the San Juanico Strait, which at its narrowest point is only about 2

kilometres (1.2 mi) across. This strait is crossed by the San Juanico Bridge.

Samar lies southeast of the Bicol Peninsula on Luzon, the country's largest

island; the San Bernardino Strait separates the two. To the south of Samar is

the Leyte Gulf, the site of the Battle of Leyte Gulf, one of the most decisive

naval battles during the Second World War. The gulf opens out into the

Philippine Sea, found to the east of Samar and is part of the Pacific Ocean.

Historian William Henry Scott wrote that a “Samar datu by the name of Iberein

was rowed out to a Spanish vessel anchored in his harbor in 1543 by oarsmen

collared in gold; while wearing on his own person earrings and chains.” In the

local epic called siday entitled "Bingi of Lawan" as written in the article of

Scott, Lawan is a prosperous Lakanate in Samar. Datu Hadi Iberein came from

the Lakanate of Lawan.

Cuatro Islas is a group of islands belonging to the municipalities of Inopacan and

Hindang, in the province of Leyte, Philippines. This group of islands is composed of Apid,

Digyo and Mahaba.

The islands are drawing a good number of local and foreign tourists to its pristine beaches

and coral reefs. While the islands are protected the combination of overfishing, poorly

enforced fishing regulations, unmanaged solid waste (especially plastics) have put the

islands and their associated marine ecosystems under pressure. With improved protection

(especially expansion of the sanctuary areas) and infrastructure the islands ecosystems

health can recover.

The islands hold great potential to become a recreational diving destination, as the marine

ecosystems' health improves and proper infrastructure is established.

Taal Volcano is a complex volcano located on the island of Luzon in the

Philippines. It is the second most active volcano in the Philippines with 33

historical eruptions. All of these eruptions are concentrated on Volcano Island,

an island near the middle of Taal Lake. The lake partially fills Taal Caldera,

which was formed by prehistoric eruptions between 140,000 and 5,380 BP.

Viewed from Tagaytay Ridge, Taal Volcano and Lake presents one of the most

picturesque and attractive views in the Philippines. It is located about 50

kilometres (31 miles) south of the capital of the country, the city of Manila.

The volcano had several violent eruptions in the past causing loss of life in the

island and the populated areas surrounding the lake, with the death toll

estimated at around 5,000 to 6,000. Because of its proximity to populated

areas and its eruptive history, the volcano was designated a Decade Volcano,

worthy of close study to prevent future natural disasters. All volcanoes of the

Philippines are part of the Pacific Ring of Fire.
