On his speech, PCSUPT CARMELO E. VALMORIA ex-tended his heartfelt congrat-ulation to the new police of-ficers and further challenged them to commit with higher degree of integrity and con-duct to deliver quality police services.

“You now officially belong to the special breed of men and women in the Philip-pine National Police. To be

fully equipped with skills and knowledge needed in an ef-fective and efficient policing system, you have to undergo trainings,” top official said.

Police recruits shall un-dergo major transformation from “simple civilians to fin-est uniformed personnel” through surviving physical tests, firm protocol and pro-cedures, and stern stand-ards of discipline.

After the ceremony, re-cruits were transported to Regional Training School 13, Brgy. Lipata, Surigao City, Surigao del Norte.

the agents of law enforcement to effectively interpret the criminal environment and forecast criminal actions. Perhaps others may wonder why the PNP has to initiate or shall get involve in seminars and trainings.

Learning does not only take place within the four corners of our respective offices or units. As time goes by, plenty of innovations and advance-

ments are needed to be im-parted to the police officers.

This basic course is de-signed purposely to raise the level of our competencies and upgrade our intelligence op-erational capability. Moreo-ver, this is also essential in interpreting and analyzing information relevant to the politico-military and socio-economic activities of the CTs and of the lawless elements.

It might be an exhilarat-ing experience as you looked at the facts, and purged your-self from all preconceptions to make an objective judgment.

But nevertheless, I could say, you have accomplished a job-well done.

Hence, I would like to ex-tend my heartfelt gratitude to all who took part in this pur-poseful activity:

To the members of train-ing staff, for guiding our po-lice officers in comprehending and in carrying out the appro-priate mechanics and proce-dures in the discharge of their intelligence functions; and

To the participants, who have extended their time and effort in the name of pub-lic service. I believe you are

now armed with knowledge and expertise. As future intel operatives, you are now in a better position to contribute to higher crime solution ef-ficiency. You can now adhere to an incisive, practical and theoretical study of a dynamic process that responds to and predicts emerging criminal trends.

Rodri-guez, Libertad, Butuan City -- Police Regional Office 13 had stepped up its operations to disable wanted persons from sow-ing criminalities in the region and to bring them behind bars of justice as authorities nabbed four criminals and seized vari-ous firearms at Purok 5, Brgy. Tapaz, Sta. Josefa, Agusan del Sur on No-vember 28, 2012 .

Criminal Investigation Unit, 133rd Regional Public Safety Company, Regional Intelli-

gence Division and 23rd IB of Philippine Army at 1:00PM.

Warrant of arrest was is-sued by Judge Dante Luz Viacrusis of RTC Branch 6, Prosperidad, Agusan del Sur, under criminal case number 7837 for Arson without bail-bond.

On the other hand, au-thorities simultaneously im-plemented search warrant number 2012-17 in the resi-dence of David Marron.

Confiscated were four homemade shotguns; three fragmentation grenades; ca-liber .45 pistol; two caliber .22 rifles; forty two live am-munition of 12 gauge shot-

gun; twenty seven live ammu-nition of caliber .45; nine live ammunition of caliber .22 magnum; three improvised magazine assembly for shot-guns; and two slingshots with nine arrows.

Search warrant was issued by Judge Hector B. Salise of RTC Branch 7, Bayugan City, Agusan del Sur.

Arrested persons are now under the custody of San Francisco Police Station while cases for violation of RA 9516 and RA 3553 are now pre-pared against David Marron.

Ronald Abelardo Bucayon alias “Dondon”, 32 years old, married, truck driver, and a resident of Purok 10, Brgy. Poblacion, Bayugan City, Agusan del Sur was hacked by Camaloden Benito Abdula, 34 years old, married and a resident of Purok 1A, Brgy. Taglatawan, Bayugan City, Aguan del Sur with the use of sharp bladed weapon on No-vember 29, 2012 around 11:30 PM at Purok 18, Buri St. Brgy. Taglatawan, Bayugan City, Agusan del Sur.

Investigation revealed that the vic-tim and the suspect while were talking, a misunderstanding arose that resulted to a heated argument and immediately suspect hacked the victim several times, hitting on different parts of his body that resulted in his instantaneous death.

Responding elements were able to apprehend the suspect in his residence an hour after the incident. Recovered near the place of incident was the weapon used, one (1) sharp pointed in-strument (bolo), twenty five (25) inches in length with scabbard.

Suspect was brought to Bayugan City Police Station for proper disposi-tion.

HACKING INCIDENT

In the vicinity of Beverly Poll, Video K bar, Purok 5, Brgy. Crossing, Kitcharao, Agusan del Norte, personnel of Kitch-arao Municipal Police Station, Agusan del Norte PPO conducted buy-bust op-eration around 5:30am of November 29, 2012, that resulting in the arrest of Osama Noron Ampaso, 20 years old, single, a resident of Funcion St., Brgy. 7, Cabadbaran City, Agusan del Norte.

Confiscated from the suspect’s pos-session were: three (3) sachets of sus-pected shabu, one (1) Cherry Mobile cellphone, and one thousand pesos (php 1,000.00) marked money.

Inventory of seized items was done in the presence of Ms. Mariluz M. Alat-raca, DOJ representative; Brgy. Chair-man Deogracias N. Azarcon, and Brgy Kagawad Larnie G. Cabalan of afore-

said barangay. The arrested suspect and confiscat-

ed items are now under the custody of Kitcharao MPS for proper disposition.

A police officer 1 was dead after his driven motorcycle hit other cop’s ve-hicle at Km. 2 Baan, Butuan City on Wednesday evening at 7:00 o’clock.

Investigation disclosed the Kia Car-nival (KED 441) of SPO1 Dennis Serra-no was turning left when hit by Honda XRM motorcycle (KJ-9332) of 27-year old PO1 Rommel Casilagan who was heading west.

Casilagan sustained multiple inju-ries and eventually died while undergo-ing treatment at Butuan City Medical Center.

Victim’s cadaver now lies at St. Pe-ter Funeral Homes in Libertad, Butuan City for autopsy while case of reckless imprudence resulting in homicide has been prepared for filing in court against the suspect.

Vehicular Accident

Personnel from Surigao del Norte PPO headed by PI Karlo Eden L. Mahinay con-ducted a Buy-Bust operation against Illegal Drugs under PDEA Operational Control Number PDEA RO13-1112-00029, resulting to the apprehension of Ronnie Delictor Mol-lida, 37 years old, married and a resident of Interior Navarro Corner, Narciso St., Surigao City on November 29, 2012 at about 6:00 PM. Recovered from his possession and control are:

· Two (2) small sachet containing white crystalline (shabu);

· Two (2) big sachet containing white crystalline (shabu);

· Two (2) pcs. lighter color yellow and red;and

· Cash money amounting to Php 1,732.00 in different denominations.

Subject person was brought to Surigao Del Norte Police Provincial Office for proper documentation while pertinent papers are be-ing prepared for filing of appropriate charges in court.

ACCOMPLISHMENT ON CAMPAIGN AGAINST

ILLEGAL DRUGS

ELECTROCUTION INCIDENT Ferdinand Lindo y Ilag-Ilag and Rico

Amparado y Beronion, both of legal age and workers at Robinsons Con-struction site reported to Butuan City Police Station (BCPS) 3 that their co-worker, Jessrell Macalam y Manos, 24 years old, single, Assistant Electrician of Robinson Construction located at JC Aquino Avenue, Butuan City was ac-cidentally electrocuted while installing electrical wirings at the construction site around 1:30 PM, December 1, 2012.

Immediately elements of BCPS 3 re-sponded and conducted investigation. According to one of his co-employees, Rico Amparado, victim was holding the electrical wirings that were connected to the live wire of ANECO while install-ing electrical connection to the vibrator.

Victim was rushed by his compan-ions to Butuan Doctors Hospital for medical treatment but was pronounced dead on arrival by the attending physi-cian.

Remains of the victim will be sub-jected for autopsy to determine the cause of death and possible foul play.

TRAFFIC ACCIDENT (HIT AND RUN)

A pedestrian was accidentally hit and run by a ten-wheeler truck around 1:10 AM, December 1, 2012 along the National Highway, Purok-2, Brgy Curva, Santiago, Agusan del Norte. Investigation revealed that while the victim identified as Ariel Mon-teclaro y Cabesa, 29 years old, widower and a resident of Purok-2, Brgy Poblacion, Santiago of the said province, believed to be under the influence of intoxicating liquor was crossing the said highway, he was hit by the speeding ten-wheeler truck.

Victim crashed on the pavement of the road while the suspect drove straight ahead going to Butuan City direction. Vic-tim sustained injuries on the different parts of his body and was brought to Butuan City Medical Center on board the municipal am-bulance of Santiago for medical treatment. Santiago police are still conducting follow-up investigation for possible identification of the driver and his driven ten-wheeler truck.

On or about 8:00AM of November 28, 2012, at Cortes Municipal Police Sta-tion, Surigao del Sur PPO, Maximi-

ano Quejada Malubay, 61 years old, married, and a resident of Barangay Manlico, Cortes, Surigao del Sur, voluntarily surrendered his caliber .38 revolver (Smith & Wesson) bear-ing serial number 4808825 with expired/un-renewed license. Said firearm is now under the custody of Cortes Municipal Police Sta-tion for proper disposition.

Meanwhile, in Purok 2, Brgy. Panaosa-won, Bayabas, Surigao del Sur, Odon En-grova, of legal age, a tribal group leader of the aforesaid place, was disarmed of his

homemade caliber .38 revolver, with no se-rial number and loaded with four (4) live ammunition by PFC Ian Cristore F. Daling, member of Philippine Army assigned at Bra-vo Company, 29 IB, PA, inside the videoke bar owned by Jason Salinas at about 7:30PM of November 28, 2012.

Suspect ran away after the incident. Upon receipt of information from Barangay Cap-tain Vicente C. Medrano, personnel of Baya-bas Municipal Police Station, Surigao del Sur PPO immediately proceeded to the above-mentioned place. Said firearm was turned over to the responding PNP personnel and is now in the custody of Bayabas Municipal Police Station for proper disposition.

Personnel of 13th Regional Public Safety

Battalion, PRO 13 conducted entrapment operation on loose firearms at about 3:45 pm of November 29, 2012, in Brgy. Sto. Niño, Butuan City, that resulted in the apprehen-sion of Peter Cuestas Sara, 32 years old, mar-ried, and a resident of Purok 8, Brgy. Los An-geles, Butuan City.

Recovered from the suspects’ possession were the following:

A. One (1) caliber .45 colt pistol bearing serial number 051221 with one

(1) magazine loaded with two (2) ammu-nition;

B. One (1) caliber .45 colt pistol bearing serial number 051221 with one

(1) magazine loaded with three (3) am-munition;

C. One (1) caliber .45 colt pistol bearing serial number 120659 with one

(1) magazine loaded with three (3) am-munition;

D. One (1) caliber .45 colt pistol bearing serial number 286345 with one

(1) magazine loaded with three (3) am-munition; and

E. One (1) caliber .357 Smith and Wes-son magnum revolver without serial number loaded with six (6) live ammunition.

Along the intersection of New National Highway and Brgy. Villa Kanangga Road, Villa Kanangga, Butuan City, a vehicular acci-

dent transpired involving a motorcycle Sunriser with License plate 2283 FP driven by Julito Bacleon Fajardo, 38 years old, married, and a resident of P-4, Brgy. Sumilihon with Professional Driver’s License No. KO2-08-002003 against an Isuzu Aluminum Van with license plate GLA 194 driven by Mark Elmer Banioc Reyes , 22 years old, single and a resident of P-3, Brgy. Taguibo, Butuan City with Profes-sional Driver’s License No. KO1-12-001500.

VEHICULAR INCIDENTPO1 Ruth Kahrreen Aranton- Pontillo

Investigation conducted by Butuan City Police Station 1 revealed that the motorcy-cle was moving south direction and upon reaching at the above-mentioned place it figured a right angle collision with a fast running Van loaded with Pepsi-Cola prod-ucts.

As a result, the Motorcycle was thrown 66 feet from the point of impact while the Isuzu Van fell at the right shoulder canal of the highway. Julito Fajardo sustained multiple injuries and backrider Roberto Felisina Cassion, 30 years old, married and a resident of Brgy. Baan Riverside, Butuan City sustained fracture on his right leg with multiple abrasions and were immediately brought to Butuan Medical Center while Mark Reyes together with his helper Rey-mart Ybañez Sepada, 20 years old, single, and a resident of Brgy. Taguibo, Butuan City sustained minor injuries.

Sunriser Motorcycle was brought to BCPS 1 for proper disposition while the Isuzu Van is still in the area due to its total wreckage.

SHOOTING INCIDENTOn or about 3:00AM of November 29, 2012, in District Sara-

bia, Brgy. Tagcatong, Carmen, Agusan del Norte, Manuel Lanta Novo, of legal age, single, and a resident of District Barra, Brgy. Poblacion, Magsaysay, Misamis Oriental, was shot by unidenti-fied suspect/s using caliber .45 pistol.

Initial investigation conducted by Carmen MPS, Agusan del Norte PPO disclosed that the victim together with alias “Erik” were riding in a black Honda Xrm motorcycle bearing plate number 6087 KN heading towards Magsaysay, Misamis Oriental and upon reaching the said place, he was shot by unidentified suspect/s using unknown caliber of firearm.

Victim was immediately brought to Nasipit District Hospital, Nasipit, Agusan del Norte for medical treat-ment but was later referred to Agusan del Norte Provincial Hospital, Brgy. Libertad, Butuan City for intensive medical care, while the suspect/s fled towards unknown direction after the incident.

Further investigation also revealed that the motorcycle used by the victim was allegedly carnapped in Balingoan, Misamis Oriental. Recovered from the

crime scene were: one (1) empty shell caliber .45 pistol, the Honda XRM motorcycle and two (2) fighting cocks placed inside the u-box of said motor-cycle which were allegedly stolen by Novo in Brgy. Culit, Nasipit, Agusan del Norte.

Additionally, at about 11:15am of same date, SPO4 Ronnie Coronado Bughaw Sr (retired) together with PO3 Allan Sambaantamayo, PNP member of Balingoan MPS, Misamis Oriental coordinated with Carmen MPS and presented the original OR/ CR of the Honda XRM motorcycle registered in the name of Bove T. Sinatao, son-in-law of retired SPO4 Bughaw.

Around 11:50AM of same, Salva-dor Pateño, 65 yrs. old and a resident of Sitio Makasihi, Brgy Camagong, Nasipit, Agusan del Norte personally claimed the two (2) fighting cocks at said police station.

ARREST OF WANTED PERSONS

In Brgy. Calagdaan, Canti-lan, Surigao Del Sur, Cerilo Cortes Cainoy, 50 years old, married, and a resident of the aforesaid place, was appre-hended by personnel of Canti-lan Municipal Police Station, Surigao del Sur PPO around 6:00 O’clock in the morn-ing of November 29, 2012, by virtue of warrant of arrest dated September 28, 2012 is-sued by Hon. Alfredo P. Jalad, Presiding Judge, RTC Branch 41, Cantilan, Surigao del Sur docketed under criminal case number C-850 for attempted murder with recommended bail of one hundred thousand pesos (Php 100,000.00).

Subject person is now un-der the custody of Cantilan MPS for proper disposition.

On the other hand, Rumolo Bughaw Anches, 24 years old,

single, and a resident of Purok 5, Sitio Kalipayan, Brgy. Ta-gasaka, Hinatuan, Surigao del Sur, was arrested by personnel of Hinatuan Municipal Police Station, Surigao del Sur PPO by virtue of Warrant of Ar-rest dated November 5, 2012 around 5:30 in the morning of November 28, 2012, in Brgy. Quirino, Hinatuan, Surigao Del Sur.

Said warrant was issued by Hon. Merlyn B. Pacaro-Cañedo, Presiding Judge, RTC Branch 29, 11th Judicial Re-gion, Bislig City, Surigao del Sur docketed under criminal case number 2012-10-3986-H for homicide with recom-mended bail of forty thousand pesos (Php 40,000.00).

Subject person is now un-der the custody of Hinatuan MPS for proper disposition.

THE main concern of the PNP personnel of Agusan del Sur is to strictly enforce every law being mandated by our government and to protect our constituent from harm and dangers; that

every individual must have peaceful surroundings and can do business without threats.

Tapping Local Government Units and sectoral groups, and and increase the strength and enhance the capabilities of the Force Multipliers to reinforce the implementation of the police function within the locality are prioritized to seek support and cooperation in the implementa-tion of peace and order Super-visions and constant reminders to our police force on the ground are important things to be un-dertaken to remind ever y per-sonnel in their responsibility as law enforcer.

Deployment of personnel for at least ninet y (90) percent to per-for m beat patrol s ystem and crea-t ion of Pol ice in Tandem were reg-ularly done.
