I. INFORMACIÓN GENERAL DEL CURSO
A. Descripción del curso
El objetivo de este curso es preparar al estudiante para enfrentar los desafíos
administrativos, encontrar soluciones y evaluar los resultados, una vez se
implementen las alternativas estudiadas. Partiendo de la premisa de que el estudiante
no posee la base teórica en la materia a estudiarse, el curso presenta una visión
panorámica de las diversas teorías de planificación para luego entrar en la práctica de
implementación y evaluación.
B. Objetivos de contenido del curso
Al finalizar el curso, el estudiante será capaz de:
1. Conocer las teorías principales acerca de la planificación, su rol en la
administración pública y en las organizaciones sin fines de lucro.
2. Conocer los modelos y técnicas de planificación y evaluación.
3. Adquirir los conocimientos acerca de la importancia del proceso de evaluación
aplicados a los planes estratégicos, proyectos y programas del sector público y
organizaciones sin-fines de lucro.
4. Diagnosticar una situación, desarrollar objetivos, evaluar alternativas, proponer
soluciones y vías de implementación, hacer recomendaciones y modificaciones y
evaluar los resultados.
5. Reconocer los tipos de evaluación de estructura, de procesos, de resultados, de
gestión e impactos.
6. Adquirir conocimiento acerca de las técnicas de evaluación y su aplicación.

C. Objetivos de lenguaje del curso
Al finalizar el curso, el estudiante será capaz de:
1. Interpretar discursos orales acerca de las teorías principales en la planificación,
su rol en la administración pública y en las organizaciones sin fines de lucro, de
manera que demuestre un lenguaje corporal profesional mientras recibe
estímulos auditivos.
2. Diferenciar oralmente, con propiedad y corrección, modelos de técnicas de
planificación y evaluación, tipos de evaluación de estructura, procesos,
resultados, gestión e impactos, de manera que refuerce sus habilidades y
competencias de expresión oral.
3. Examinar, mediante la lectura, una situación acerca de la planificación para
desarrollar objetivos, evaluar alternativas, proponer soluciones y vías de
implementación, hacer recomendaciones y modificaciones y evaluar los
resultados de los datos recopilados, utilizando diversas fuentes de información.
4. Explicar la importancia del proceso de evaluación acerca de los planes
estratégicos, proyectos y programas del sector público y organizaciones sin
fines de lucro, mientras aplica los principios de la gramática y ortografía en un
escrito.

E. Reglas de administración del curso
Como requisitos específicos del curso, el estudiante
1. Realizará dos presentaciones orales durante el curso. La primera presentación se
brindará durante el Taller Tres en español. La segunda presentación se ofrecerá
durante el Taller Cuatro en inglés. Ambas presentaciones requieren un
componente audiovisual. Por lo tanto, el estudiante seleccionará el programa de
presentaciones audiovisuales que mejor domine. Entre ellos se encuentra
PointPoint®, Sway y Prezi, entre otros. Dichas presentaciones audiovisuales
deberán ser enviadas al facilitador antes del taller al cual correspondan para
recibir retroalimentación específica acerca del contenido y gramática. Los temas
específicos de cada presentación oral se encuentran en las páginas 43 y 49 del
módulo.
2. Preparará un proyecto final comprensivo que consistirá en diseñar su propio plan
estratégico para una administración pública ficticia. Dicho proyecto consta de un
componente escrito en español y una presentación audiovisual en inglés; ambos
componentes se entregarán y se presentarán durante el Taller Cinco. Las

II. GENERAL COURSE INFORMATION
A. Course Description
The focus of this course is to prepare the student to deal with administrative
challenges, find solutions, and evaluate the results once the alternatives studied
have been implemented. It is assumed that the student taking the course does not
have the basic theoretical background of the subject matter. Based on this
assumption, the course will be presented with a panoramic vision of the diverse
planning theories to further divulge into practical implementation and evaluation
practices.
B. Course Content Objectives
Upon completing this course, the student will be able to
1. Demonstrate an understanding of the main theories in planning and their role in
public administration and non-profit organizations.
2. Demonstrate an understanding of planning and evaluation of the models and
techniques.
3. Acquire the knowledge regarding the importance of the evaluation process
applied to strategic plans, projects and programs of the public sector and non-
profit organizations.
4. Diagnose a situation, develop objectives, evaluate alternatives, propose
solutions and ways of implementation, make recommendations and
modifications and evaluate the results.
5. Recognize the types of evaluation of structure, processes, results, management,
and impacts.
6. Acquire knowledge of assessment techniques and their application.

C. Course Language Objectives
Upon completing this course, the student will be able to
1. Interpret oral discussions about the main theories in planning, their role in
public administration and non-profit organizations, demonstrating professional
body language while receiving auditory stimuli.
2. Differentiate orally, properly and correctly, models of planning and evaluation
techniques, types of evaluation of structure, processes, results, management
and impact, while strengthening his or her oral expression skills and
competencies.
3. Examine, through reading, a situation about planning to develop objectives,
evaluate alternatives, propose solutions and ways of implementation, make
recommendations and modifications, and evaluate results of the data collected,
using various sources of information.
4. Explain the importance of the evaluation process regarding strategic plans,
projects and programs of the public sector and non-profit organizations, while
correctly applying the principles of grammar and spelling in his or her writing.

E. Course Management Rules
The student will comply with the following specific requirements:
1. Deliver two oral presentations during the course. The first presentation will be
given during Workshop Three in Spanish. The second presentation will be
offered during Workshop Four in English. Both presentations require an
audiovisual component. Therefore, students will select the program he or she
best masters. Some of the programs are PowerPoint®, Sway, and Prezi, among
others. Said audiovisual presentation should be sent to the facilitator before the
workshop to receive specific feedback to related to content and grammar and
must be integrated in said presentation. The specific topics for each oral
presentation can be found on pages 43 and 49 of the module.
2. Prepare a comprehensive final project of the course that will consist of
designing his or her own strategic plan for a fictitious public administration.
This project consists of a written component in Spanish and an oral presentation
in English; both components will be delivered and presented during Workshop
Five. For more details regarding this final project, refer to page 30 of the
module.
3. Refer to the Student’s Course Guide, which can be found under the Course
Guide section to the left side of the Course Menu in Blackboard for additional
details regarding additional course policies and rules.

6. Lea total y detalladamente el Digital Performance Portfolio Assessment Handbook

E. Actividades durante el taller
1. El facilitador proveerá a los estudiantes su información de contacto y se elegirá al
representante estudiantil.
2. El facilitador explicará detenidamente los requisitos y objetivos de contenido y de
lenguaje del curso, así como los componentes teóricos. Además, aclarará el
propósito del portafolio digital y aprovechará la ocasión para especificar aquellas
actividades, antes y durante el taller, que se incluirán en el mismo, así como los
recordatorios que dará semanalmente.
3. El facilitador se cerciorará de que los alumnos tengan acceso a los recursos de
Blackboard y del E-Lab. También se asegurará de que los estudiantes entiendan las
expectativas generales y las normas específicas del curso. Igualmente, destacará la
importancia de familiarizarse con todo el contenido del módulo y la forma en que se
evaluará su desempeño.
4. El facilitador moderará una discusión acerca de la importancia de la planificación
en la administración pública. Durante la discusión, los alumnos revisitarán las ideas
compartidas por medio del ensayo descriptivo preparado antes del taller y
examinarán el impacto económico, político y social de la administración pública.
5. El facilitador hará una presentación sobre los modelos de los principios de la
planificación en la administración pública. Estos conceptos se examinarán más

Una vez concluya la discusión, los alumnos tendrán la oportunidad de aclarar dudas
y luego procederán a completar las últimas tres columnas de su KWHLAQ Chart
acerca de lo que han aprendido sobre los distintos modelos de los principios de la
planificación en la administración pública. Esta actividad forma parte de la
evaluación; los estudiantes deberán colocar una copia corregida del trabajo y de la
rúbrica del mismo en el portafolio digital.
6. La clase se dividirá en subgrupos para discutir la Ley de Desempeño y Resultados
del Gobierno de 1993, 103-62. El facilitador distribuirá las secciones de la ley entre
los subgrupos. Los estudiantes analizarán, desde diferentes perspectivas, la sección
asignada y compartirán sus conclusiones con el resto de la clase. El facilitador
aclarará dudas presentadas por los alumnos.
7. Los estudiantes prepararán su autorreflexión acerca del impacto político, social y
económico que representaría la falta de planificación en nuestra sociedad. Esta
actividad forma parte de la evaluación; los alumnos deberán colocar una copia

8. El facilitador discutirá con los estudiantes la estructura del proyecto final
comprensivo, lo cual contará de una parte escrita en español y una presentación

3. The facilitator will divide the class in small groups. Students will share the
governmental agencies researched before the workshop and reach a consensus on
one agency to compose an example of an organizational mission. Students will
present their organizational mission to the rest of the class. The rest of the class will
provide feedback regarding the alignment of the mission, values, and purpose of the
organization.
4. Gathered in the same groups as the previous activities, students will explain the
process of the SWOT analysis used to solve a problem. Afterward, students will
present and explain their SWOT analysis of the chosen private, public, or nonprofit

2. Activities in English
a. In random order, students will deliver their individual or group audiovisual
presentations. After each presentation has concluded, the facilitator and the rest of
the class will provide constructive feedback. This activity will form part of the
students’ evaluation. The facilitator will remind students to include a copy of
their original presentation, the revised and graded version of the presentation, and
the corresponding rubric within their digital portfolio.
i. During the presentation, students will explain how he or she plans to
measure the performance of the strategies of the presented organization.
ii. After each presentation has concluded, a question and answer session
will take place. The rest of the class will ask questions related to the

components of the strategic plan and how challenges that arise would be
addressed.
iii. The facilitator will provide individual and specific feedback.
b. Students will react and thoroughly discuss one current issue or challenge faced by
public and non-profit organizations in the form of a written self-reflection.
Include information on how strategic thinking and planning can help address the
chosen issue or challenge.
i. Students will submit their self-reflections via Blackboard.
ii. This activity forms part of the evaluation; therefore the facilitator will
remind students to upload a graded copy of this activity along with its
corresponding rubric to the digital portfolio.
c. After completing the activities for Workshop Five, the facilitator will remind
students to access the Digital Performance Portfolio folder and upload the
following graded activities and rubrics that correspond to the workshop in
English:
i. Self-reflection on how strategic thinking and planning can help
address a current issue or challenge faced by public and non-profit
organizations
ii. Rubric of oral presentation of final comprehensive project
d. Students will complete and submit the final course evaluation, following the
instructions determined by the facilitator.
