Örtliche Flugbeschränkungen

1. Beschränkungen für Strahlflugzeuge

1.1 Strahlflugzeuge dürfen auf dem Flughafen Berlin-Tegel nur starten undlanden, wenn sie die Lärmzulassungsvorschriften des ICAO Annex 16, Band1, Teil II, Kapitel 3 erfüllen.

1.2 Von den Beschränkungen sind ausgenommen:

1.2.1 Luftfahrzeuge, die den Flughafen nachweislich aus meteorologischen,technischen oder sonstigen Sicherheitsgründen als Ausweichflughafen anflie-gen und der Flughafen Berlin/Schönefeld nicht anfliegbar ist.

1.2.2 Starts und Landungen im Katastrophen- und medizinischen Hilfe- lei-stungseinsatz sowie in sonstigen Notfällen.

2. Einschränkungen des Nachtluftverkehrs

2.1 Starts sind in der Zeit von 2200 (2100) -Abblockzeit 2150 (2050)- bis 0500(0400) unzulässig.

2.2 Landungen sind in der Zeit von 2200 (2100) bis 0500 (0400) unzulässig.

2.3 Für verspätete Starts und Landungen im Fluglinien- und planmäßigen Be-darfsluftverkehr, deren planmäßige Abflug- oder Ankunftszeit vor 2200 (2100)liegt, gilt im Rahmen nachweisbar unvermeidbarer Verspätungen eineAusnahmegenehmigung von den Flugbeschränkungen bis 2300 (2200) als er-teilt. Die Unvermeidbarkeit der Verspätungen ist in jedem Einzelfall der Luft-aufsicht des Flughafens darzulegen und auch nachzuweisen.

Verspätete Landungen in der Sperrzeit von 2300 (2200) bis 0500 (0400) sindnur gemäß Nr. 2.5 dieser Nachtflugregelung möglich.

2.4 Von den Beschränkungen sind ausgenommen:

2.4.1 Landungen von Luftfahrzeugen, die den Flughafen Berlin-Tegel nach-weislich aus meteorologischen, technischen oder sonstigen Sicherheitsgrün-den als Ausweichflughafen anfliegen.2.4.2 Starts und Landungen im Katastrophen- und medizinischen Hilfe-leistungseinsatz sowie in sonstigen Notfällen.2.4.3 Luftfahrzeuge, die im Nachtluftpostdienst der Deutschen Post AG einge-setzt sind.2.4.4 Vermessungsflüge der DFS Deutsche Flugsicherung GmbH, soweit siezur Aufrechterhaltung der Flugsicherheit notwendig sind.

2.5 Abweichend von den vorstehend getroffenen Regelungen kann die Se-natsverwaltung für Stadtentwicklung in begründeten Einzelfällen weitere Aus-nahmen insbesondere dann zulassen, wenn diese zur Vermeidungerheblicher Störungen im Luftverkehr oder in Fällen besonderen öffentlichenInteresses erforderlich sind. Anträge sind gegebenenfalls zu richten an die

In Eilfällen außerhalb der üblichen Dienstzeiten sind die Anträge an die Luft-aufsichtsstelle (Tel.: +49 (0)30 4101 2364, Fax: +49 (0)30 4101 2301) zu rich-ten. Nur unter außergewöhnlichen Umständen kann eine Genehmigung überdie Ziffer 2.3 hinaus erwartet werden.

Zu 2.1 – 2.5

In den Sperrzeiten von ATC erteilte Startfreigaben beinhalten nicht die erfor-derliche Ausnahmegenehmigung. ATC übermittelt über Sprechfunk grund-sätzlich keine Ausnahmegenehmigungen für Nachtlandungen innerhalb derSperrzeiten; die aus Sicherheitsgründen erteilte Landefreigabe durch ATCenthält daher noch keine Entscheidung über die Zulässigkeit der Nachtlan-dung. Bei einer von der Luftaufsicht nicht genehmigten verspäteten bzw. ver-frühten [vor 0500 (0400)] Landung hat sich der Luftfahrzeugführer unmittelbarnach der Landung persönlich zur Luftaufsicht zu begeben und die Zulässigkeitder Nachtlandung zu rechtfertigen.

3. Einschränkung des Platzflugbetriebes

Platzrundenflüge sowie zu Übungszwecken unmittelbar aufeinanderfolgende,wiederholte An- und Abflüge desselben Luftfahrzeuges sind zwischen 1700(1600) und 0700 (0600) nicht zulässig.Von dieser Einschränkung sind Vermessungs- und Kontrollflüge der DFSDeutsche Flugsicherung GmbH und der Landesluftfahrtbehörde ausgenom-men.

Wiederholte IFR-Übungsanflüge bedürfen der vorherigen Abstimmung mitBremen ACC (Tel.: +49 (0)421 5372 141). Grundsätzlich ist diese Abstim-mung unter Angabe des Programms am Ereignistag ab 0500 (0400) späte-stens 2 Stunden, jedoch nicht früher als 4 Stunden vor Beginn dieserÜbungsanflüge vorzunehmen. Lizenzprüfflüge können auch außerhalb dervorgenannten Zeiten abgestimmt werden.

Diese Abstimmung entbindet nicht von der Beachtung möglicher Regelungenaufgrund von Fluglärmschutzauflagen für den Flughafen Berlin-Tegel.

Hinweis: Aufgrund der tatsächlichen Verkehrssituation kann es trotz erfolgterAbstimmung zu teilweisen oder ganzen Ablehnung des Trainingsprogrammskommen.

Local Flying Restrictions

1. Restrictions for jet aircraft

1.1 Jet aircraft licensed in accordance with ICAO Annex 16, Volume 1, Part II,Chapter 3 are only permitted to take off and land at Berlin-Tegel Airport.

1.2 Excluded from the restrictions are:

1.2.1 aircraft provably approaching the airport as alternate airport for meteo-rological, technical or other safety reasons, and if Berlin/Schönefeld cannot beapproached.

1.2.2 take-offs and landings on a mission in disasters or rendering medical aidas well as in other emergency cases.

2. Restrictions for night flying

2.1 Take-offs are not permitted between 2200 (2100) -Off-Block Time 2150(2050)- until 0500 (0400).

2.2 Landings are not permitted between 2200 (2100) until 0500 (0400).

2.3 For delayed take-offs and landings in scheduled air services or scheduledcharter services with scheduled times of departure or arrival before 2200(2100), an exception to the flying restrictions may be taken for granted in casesof provably unavoidable delays until 2300 (2200). If the delay is unavoidable,this shall be reported in each individual case to the aviation supervisionauthority at the airport, and also proved.

Delayed landings during closing time from 2300 (2200) until 0500 (0400) areonly possible in accordance with para 2.5 of this regulation for night flights.

2.4 Excluded from the restrictions are:

2.4.1 landings of aircraft provably approaching Berlin-Tegel Airport as alter-nate aerodrome for meteorological, technical or other safety reasons.

2.4.2 take-offs and landings on a mission in disasters or rendering medicalassistance as well as in other emergency cases.2.4.3 aircraft operated in the night airmail service of the „Deutsche Post AG“.

2.4.4 flight checks conducted by DFS Deutsche Flugsicherung GmbH as faras required to maintain safety of flight operations.

2.5 In justified individual cases, the „Senatsverwaltung für Stadtentwicklung“may grant exceptions, especially if necessary to avoid serious disturbance toair traffic or in cases of special public interest. If necessary, applications shallbe directed to

In urgent cases outside regular operating hours, applications shall be submit-ted to the Aviation Supervision Office (Tel.: +49 (0)30 4101 2300, Fax: +49(0)30 4101 2364). Only in the most exceptional circumstances can permissionbe expected in excess of Item 2.3.

Regarding 2.1 – 2.5

Clearances for take-offs during closing times issued by ATC do not include theexceptional permission required. As a rule, exceptional permission for nightlandings during the closing times will not be issued by ATC via radio- tele-phony. Thus a landing clearance issued by ATC for safety reasons will not in-clude a decision as to the admissibility of a night landing. In case of a land-ingor premature landing [prior to 0500 (0400)] not approved by the Aviation Su-pervision Office, the pilot shall appear in person at the aviation supervision au-thority immediately after landing in order to justify his night landing.

3. Restriction of local flight operations

Between 1700 (1600) and 0700 (0600), traffic circuit flights as well asre-peated successive approaches and departures of the same aircraft fortraining purposes are not permitted.Excluded from this restriction are flight checks and control flights conducted byDFS Deutsche Flugsicherung GmbH and the Aeronautical Authority of theLand.

Repeated IFR practice approaches require prior coordination with BremenACC (Tel.: +49 (0)421 5372 141). As a rule, this coordination shall take placeon the day in question, from 0500 (0400), not later than 2 hours but not earlierthan 4 hours prior to commencing these practice approaches. The relevantprogramme shall be indicated. Licence examination flights may be coordin-ated outside the above-mentioned times as well.

This coordination does not release the pilot from the obligation to observe anynoise abatement regulations that may be applicable at Berlin-Tegel Airport.

Note: Depending on the traffic situation, the training programme may be rejec-ted in part or in total even if it has been coordinated earlier.

4. Schubumkehr

Schubumkehr darf nur in dem Umfang angewendet werden, wie dies aus Si-cherheitsgründen erforderlich ist. Die Stellung „Leerlauf-Schubumkehr“ wirdvon dieser Regelung nicht erfasst.

5. Probeläufe mit Strahltriebwerken

5.1 Probeläufe mit Strahltriebwerken dürfen grundsätzlich nur unter Benut-zung der in der Flughafen-Benutzungsordnung dafür vorgesehenen Lärm-schutzkabine zwischen 0500 (0400) und 2100 (2000) durchgeführt werden.

5.2 Zwischen 2100 (2000) und 2200 (2100) dürfen Probeläufe mit Genehmi-gung der Luftaufsicht durchgeführt werden, wenn sie aus Sicherheitsgründenkurz vor einem Start bis 2200 (2100) desselben Tages notwendig sind.

5.3 Zwischen 2100 (2000) und 0500 (0400) dürfen Probeläufe mit Strahltrieb-werken mit Genehmigung der Luftaufsicht durchgeführt werden, wenn sie ausSicherheitsgründen kurz vor einem Start am frühen Morgen zur Durchführungeiner unaufschiebbaren Wartung notwendig sind.

6. Benutzung des militärischen Teils

Luftfahrzeuge, die das militärische Vorfeld benutzen, benötigen 24 StundenPPR. PPR nur über AFTN: ETNBZPZX. PPR-Nr. in Feld 18 der aufgegebenenFlugplanmeldung eintragen. Alle Flugsicherheitsmeldungen/Flugplanfolge-meldungen (FPL, DLA, CNL, CHG, DEP) sind zusätzlich an ETNBZPZX zuadressieren. 15 Minuten vor der Landung ist zusätzlich Verbindung mit BerlinMil auf Frequenz 369.250 MHz (Ausweichfrequenz 136.000 MHz) aufzuneh-men. Luftfahrzeuge ohne vorherige Genehmigung (PPR) werden nicht akzep-tiert.

7. Rollen von Luftfahrzeugen auf dem Vorfeld

TWYs PM, PW, SM und PE sind Standplatzrollgassen mit reduzierten Min-destabständen zwischen Leitlinien und Hindernissen. Die Abstände zwischenden Rollgassen-Mittellinien und festen Hindernissen, wie geparkten Flugzeu-gen, sind auf nicht weniger als 40 m reduziert.Die Wing-Tip-Clearance für B 747-400 beträgt auf Standplatzrollgassen min-destens 7,5 m zu seitlich geparkten Luftfahrzeugen und sonstigen Objekten.Wegen reduzierter Wing-Tip-Clearance sind die gelben Rollleitlinien unbe-dingt einzuhalten. Die Rollgeschwindigkeit ist entsprechend anzupassen.Bei Luftfahrzeugen der Kategorien E/F, welche mit 4 Triebwerken ausgerüs-tet sind, dürfen aus Sicherheitsgründen die äußeren Triebwerke bei Rollvor-gängen maximal im Leerlauf betrieben werden.Luftfahrzeuge der Kategorien E/F dürfen nur mit Führung durch ein Leitfahr-zeug auf dem Vorfeld gerollt werden.

8. Anlass- und Streckenfreigabe mittels Datenlink

Die DFS Deutsche Flugsicherung GmbH bietet am Flughafen Berlin-Tegel dieErteilung der Anlass- und Streckenfreigabe mittels Datenlink an. FolgendeZeitparameter gelten für den Flughafen Berlin-Tegel:

9. Landung von Flugzeugen mit Passagieren mit hoch ansteckenden Krank-heiten an Bord sind untersagt. Quarantäne steht nicht zur Verfügung.

4. Reverse thrust

Reverse thrust other than idle thrust shall only be used to an extent necessaryfor safety reasons.

5. Run-ups of turbo-jet engines

5.1 Between 0500 (0400) and 2100 (2000), run-ups of turbo-jet engines aregenerally permitted only with the noise suppressor device specified in the air-port regulations.

5.2 Between 2100 (2000) and 2200 (2100), run-ups are permitted with theconsent of the Aviation Supervision Office, if necessary for safety reasons,shortly prior to a take-off until 2200 (2100) of the same day.

5.3 Between 2100 (2000) and 0500 (0400), run-ups are permitted with theconsent of the Aviation Supervision Office, if necessary for safety reasons,shortly prior to a take-off early in the morning for urgent maintenance pur-poses.

6. Use of military site

Aircraft using the military ramp require 24 hours PPR. PPR only via AFTN:ETNBZPZX. Insert PPR No. in Item 18 of FPL. All flight safety messages/flightplan associated messages (FPL, DLA, CNL, CHG, DEP) must also beaddressed to ETNBZPZX. Additionally contact Berlin Mil on frequency369.250 MHZ (alternative frequencey 136.000 MHz) 15 minutes prior tolanding. Aircraft without prior permission (PPR) will not be accepted.

7. Taxiing of aircraft on the aprons

TWYs PM, PW, SM and PE are aircraft stand taxilanes with reduced mini-mum separation distance between centrelines and obstacles. The separationdistance between centreline and an obstacle, such as parked aircraft, is 40 mminimum.Wing-tip clearance for B 747-400 on aircraft stand taxilanes is at least 7,5 mto aircraft parked alongside, and other objects.Due to reduced wing-tip clearance, the yellow taxi guide lines shall be strictlyadhered to. The taxi speed shall be adjusted accordingly.For safety reasons, code E/F aircraft equipped with 4 engines may run theouter engines for taxi operations at most in the idle position.

Code E/F aircraft are only permitted to taxi on the apron with guidance by afollow-me car.

8. Data link departure clearance

DFS Deutsche Flugsicherung GmbH is offering to grant start-up and en-routeclearance at Berlin-Tegel Airport by means of data link. The following temporalparameters apply at Berlin-Tegel Airport:
