    VCEP I (1995-2000) : 1993: Set up Ministry of Science, Technology and Environment (MoSTE)

    National Agency: Viet Nam Environmental Protection Agency (VEPA)

    Provincial Agency: Environmental Protection Division (EPD)

    1993: Issuance of the Law on Environment (LOE)

    Firsts new environment policies:

    Decree 76/2003 Environmental Protection Fee on Wastewater requires polluters to payfor discharging pollution into water.

    Decission 64/2003 Handling Establishments and polluting industries which Cause Serious

    Environmental Pollution (penalties, closure or relocation ).

    - : 2003: Set up Ministry of Natural Resources and Environment (MoNRE)

    National level: Viet Nam Environment Agency (NEA), Department of EIA and Department ofEnvironment

    2004:

    Resoluti on 41-NQ/ TW by t he Central Execut ive Comm it t ee of t he Comm unist Part y: allows1% of Vietnams Annual Budget to be allocated to environmental protection.

    Reform of State Budget Law (2004 ): provincial and lower levels of authority decided almost half ofu ge a oca ons, an muc more au or y.

    National St rat egy on Envir onmental Prot ect ion (NSEP, 2004) : This covers relevant agenciesacross the national government at all levels.

    2005:

    Amendment of LoE (2005) : Decentralization of environmental protection responsibilities from

    MoNRE to lowers levels. I ssuance of t he Law on Biodiversit y ( 2008).

    2006:

    The Nat ional five-year Socio-economic Plan (2006-2010) : included environmental targets.

    - - - - ,outcomes in keeping with modern business planning approaches, included a coherent framework forIPM regulation.

    Coordinat ion of donors programm es:

    At the start of VCEP I I , no other donors were active in IPM in the provinces, and donorprogramming for the environment was fragmented and uncoordinated.

    2005: Hanoi Core Statem ent : agreed upond by Viet Nam Government and Development Partners,including CANADA.

    The I nt ernational Support Group f or Environm ent ( I SGE), coordinated by MoNRE: Now, donorefforts are aligned through.

    Tw o maj or donor proj ect s of DANI DA (Danish) and SI DA (Sw edish): started, focused oncapacity development and environment in selected provinces.

    VPEG (2009-2012): 2008: Form ulation of Viet Nam Environm ent Admini strat ion (VEA)

    I nt egrati on of VEPA, D0EI A and DoE and oth er sectors (16 unit s)

    2010 : End of Nat ional St rat egy on Envir onmental Prot ect ion ( NSEP) 2011: I ntegration of rur al environm ent, craft vi llage and river basins managemant in VEA

    (except w ater resources and clim ate change)

    2012 : Start developing nex t NSEP and revision of LOE.

    Viet Nam - Canada Environment Proj ect s:

    From 1996 Canada: amon the first donors to rovidesubstantial assistance to Viet Nam for environmentalgovernance.

    The goals and purposes of VCEPs:

    To contribute to increased accountability and transparency

    To strengthen the pollution management capacities ofselected national and local institutions

    VCEP I (1995-2000):

    Budget: $10 million bilateral assistanceproject;

    management capacity building in fourprovinces (Ha Noi, Hai Phong, Da Nangand Binh Duong).

    Budget: $12.0 mill ionbilateral assistance project; Objectives: concentrates on institutional capacity development of

    pollution management (IPM) systems and programs.

    at t he nat ional level:development of regulatory and policy tools,coordination with other Ministries and provincial implementers, integrationof gender equity considerations and training of national and provincialcounterparts.
