WElcomEto the Symposium and the centre of Environmental Research – Environmental Sciences Building

Large-scale industrial projects are changing rapidly Northern landscapes and communities in Scandinavia and

arctic regions. Increasing global demand for minerals and metals are creating opportunities and fostering the economy and employment. However, mining and large energy projects, such as wind power parks, inevitably have environmental and social impacts. How can they be managed and maintained at an acceptable level?

This symposium focuses on environmental, risk and social impact assessment of large-scale industrial projects, such as mines, wind power parks and nuclear facilities. We are looking for new ideas and critical reflections to the questions like: What are the new approaches and tools for improving the transparency and effectiveness of impact assessment in environmental decision making? What are the new methods and tools for the effective water processing of mining industry?

The aim of this symposium is to bring together practitioners working at the cutting edge with both policy makers responsible for shaping impact assessment

frameworks and scientists committed to finding practical ways forward. The field of environmental and natural resource management is more and more complex including multiple objectives and stakeholders, overlapping jurisdictions, short and long term effects, cumulative effects and high levels of uncertainty. at the same time when there are high stakes, we have limited resources – a need to do more with less, often on short timelines – and growing expectations for quality, consistency and transparency in decision making. We need more collaboration between science, governmental, industrial and non-governmental sectors in order to make environmental impact assessments (eIa) more effective in decision making. This need for transdisciplinarity and new collaboration was the main reason to gather the governmental research institutions and interdisciplinary research of Thule Institute together and to form a new research community of the environmental Sciences Building at the University of oulu. ISmo KaRhu mr. Ismo Karhu, Project manager, has worked as an acting manager, environmental Planning at the Council of oulu region since the year 2001.

His main responsibilities are environmental issues in regional level land-use planning in North ostrobothnia. earlier in his career mr. Karhu has worked as senior environmental specialist and superintendent at the Finnish Transport agency in oulu region.

FRaNK VaNclay

Prof Frank Vanclay is Professor of Cultural geography in the Faculty of Spatial Sciences at the University of groningen, The Netherlands. His interests are in social impact assessment, and the social aspects of environmental management and agriculture.

Frank is a former President of the International rural Sociology association and a former member of the Board of Directors of the International association for Impact assessment. He facilitated the process that led to the International Principles for Social Impact assessment and has written numerous publications, for example, on corporate social responsibility and SIa, including co-editing The International Handbook of Social Impact assessment (edward elgar, 2003) and The New Directions in Social Impact assessment (edward elgar, 2011)

cEEPRa (Collaboration Network on euroarctic environmental radiation Protection and research) is an eU-funded project acting under the Kolarctic eNPI CBC programme. The CeePra project’s main aim is to develop a collaboration network between key radiation research institutions in the euroarctic region, which will lead to improved emergency preparedness capabilities in the event of any nuclear accidents. The project began in march, 2011 and will last until march, 2014. ImPERIa (Improving environmental assessment byadopting good practices and tools of multi-criteriadecision analysis) aims to identify and develop good practices as well as methods to be used in the different stages of the environmental Impact assessment (eIa) and Strategic environment assessment (Sea), ImPerIa focuses on the use and applications of tools and practicesdeveloped in the field of multi-criteria decision analysis(mCDa). The ultimate aim is to improve the quality and effectiveness of eIa and Sea. The project is partially financed by EU Life + and will last until the end of 2015.

VERKa (The Construction of research and Company Cooperation for energy and environment Sector) is about three years (2010-2014) project, which develops environmental r&D collaboration between Universities, research Institutes, Cleantech Cluster, Companies and Universities of Applied Sciences especially in the field of measurement technique. The project is financed by the european Social Fund, the North ostrobothnia eLY Centre, and the University of oulu.

cEE (Centre for energy and environment) brings together environment and energy businesses; researchers, developers and investors. Cee is a knowledge hub creating efficient connections between business expertise, top research; and investors and the r&D&I projects.
