Policy Transitions Workgroup Goal is to develop a concrete roadmap for key decision points in the next 4 years around educator evaluation, student assessments, school accountability, common core transition, and higher education (from an ed prep and CCR perspective). We committed to two deliverables as a group: DOE summary recommendations on 10-15 critical decisions over next 4 years Decision tree / flow-chart indicating key decision points and potential paths over next 4 years. Student Assessments - #1: Should Delaware join SBAC? o YES. Have to know if on track by March 2014 or we go to Plan B (existing system) - #2: Are we going to use PSAT and SAT in 9 th and 10 th grade (given no SBAC test in those grades) during 2014 – 2015 transition year? o NO. College Board is not on track to deliver something that is CCSS aligned until Spring of 2015. Will give PSAT and SAT in Spring of 2015, however. - #3: Science & Social studies – do we give it? Do we do a grade level shift? o YES. Decision has to come immediately – somebody has to create the items. Policy Transitions Workgroup

Goal is to develop a concrete roadmap for key decision points in the next 4 years around educator evaluation, student assessments, school accountability, common core transition, and higher education (from an ed prep and CCR perspective).

We committed to two deliverables as a group:

DOE summary recommendations on 10-15 critical decisions over next 4 years Decision tree / flow-chart indicating key decision points and potential paths over next 4 years.

Student Assessments

- #1: Should Delaware join SBAC?o YES. Have to know if on track by March 2014 or we go to Plan B (existing system)

- #2: Are we going to use PSAT and SAT in 9th and 10th grade (given no SBAC test in those grades) during 2014 – 2015 transition year?

o NO. College Board is not on track to deliver something that is CCSS aligned until Spring of 2015. Will give PSAT and SAT in Spring of 2015, however.

- #3: Science & Social studies – do we give it? Do we do a grade level shift?o YES. Decision has to come immediately – somebody has to create the items.

Educator Evaluations

- #5: Modify existing DCAS rubric and 106? o YES. Finalize decision with LT input in October. Necessary regs developed by February

for March SBE approval. Target April release to ensure adequate time for summer training.

Accountability

- #6: Revisit student consequences as part of state-mandated accountability?o NO. Indicate in October policy memo that we intend to remove existing language from

code. Legislation passed by end of June- #7: Pursue ESEA Flexibility renewal?

o YES. Submit in Jan / Feb. New structure implemented in August 2014.- #8: Accountability Phase 2 (2.0) – do we build it?

o YES. Develop draft plan by Feb/March timeframe and finalize by September 2014. Enters October 2014 Policy Memo to prepare for legislation by Spring of 2015. Implemented in 2016 – 2017 SY.

Common Core

- #9: Implement 502 (re: curriculum)? o NO. Need to modify 502 regulation but do not take on code language. Communicate

alternative plan to USED. Include details in Policy Memo by October 15 and introduce regs in January.

- #10: Tie performance reviews to Common Core implementation?o YES. Fast track process to be developed so that this begins to happen in October

performance reviews.

Higher Ed

- #11: Pursue action on reform to SEED / Inspire program?o YES. Clarify data by end of September, develop policy needs by October, include in

Policy Memo (October 15 deadline) and pursue legislation in Spring 2014. 2014-2015 grandfather year… takes effect for 2015 – 2016 school year.

- #12: SB51 implementation – pursue accountability around data and outputs with IHEs? o YES. Determine requirements and make revisions to 290, ensure data systems are in

place by July 2014, on path to execute by 2014 – 2015 school year
