PRE FEASIBILITY REPORT 1.0 Executive Summary
M/s Indira Patthar Shramik Shahkari Samiti Mydt. , is registered under Co-oprative Society in
Mandsaur District with registration No. 1811 dtd. 06/03/1997. The society is having mining
lease over an area of 117.532 ha in villages Suwakheda, Khor & Kundla in Tehsil Jawad,
District Neemuch of Madhya Pradesh for Flag stone mining which is a minor mineral. The
project has been obtained prior Environmental Clearance from MoEF&CC vide letter No. J-
11015/348/2008-IA.II (M) dtd. 22 August 2014 for mining of flag stone over an area of
117.532 ha, with mining capacity is 11700 TPA or 4500 cum per year. This Quarry lease area
is contiguous to above three villages. This is old quarry and operated by the member of
society and the society member is mine workers in the project. This mine was under
operation from last fifty years. In view of the availability of Flag stone in large quantity, the
Society is willing to enhance the production capacity from 4500 cum per year to 100000 cum
per year.

Lease area: 117.532 ha.
Mining method : Open cast (manual)
Background: Flagstone mining is being carried out since the princely
statehood of Gwalior existed. Over 40 worked – out pits are due to private leases. They have
individual permissions.
The mining scheme was submitted under Rule of minor mineral of 48(1) in the year 1996 and
approved by DGM.
2.1 Brief Description of Nature of Project
M/s Indira Patthar Shramik Sahkari Samiti is running manual mining of flag stone. Project
area is spread in three different villages namely – Suwakheda, Kundla & Kheda Rathore Tahsil
Jawad, Neemuch District (M. P.) Lease area of the mine is 117.532 ha. Existing capacity of
mine is 11,700 TPA or 4,500m3 per year. The lessee is M/s Indira Paththar Shramik Sahkari
Sanstha Maryadit, Suwakheda, Tehsil Jawad & District Neemuch (MP) Pin-458330 is a
registered cooperative society (Registration no. 811/ Date 06/03/97) and as per information
given the society is involved in the business of flagstone quarrying and trading in minor use.
Lease area is almost flat having gentle slope towards south. Highest elevation is in the north
and is 452 m M.S.L. and lowest elevation is 439 m M.S.L. towards south. Area is drained by
seasonal nallas flowing from north originating from Deccan foot hills. These pass through
eastern side of the lease area. They drain into the River Gambhir at a distance of about 7 km
in south east direction.
2.2 Need for the Project and Its Importance to the Country or Region
Flag stone use domestic purpose, and it is cheap material for housing construction,
the area having rich deposit of flag stone which consist of Cheep, Khanda & Kattal and
all the material is sold out in open market for domestic uses. The society is paying a
huge amount as lease rent to the Govt. of MP. In view of the available reserve and
manpower the society is going to enhance the mining capacity from 4500 cum per
year to 100000 cum per year.
2.3 Demand- Supply Gap:
By increasing the mining capacity the demand and supply gap of flag stone will
reduced.
2.4 Imports vs Indigenous production:
The project is expected to bring down the domestic merchants. 2.5 Export Possibility
At present, there is no proposal to export the mineral from the mining.
2.6 Domestic /Export Market:
Mine floor/flag stone (farshi Pathar) will be used for domestic usage. There shall be
no special contract with the purchaser. The flag stone is being sold out within 200 km
from the mine site.
2.7 Employment Generation (Direct & Indirect) due to project.
The local labors is engaged for mining of Minerals and loading and handling of mineral in
mining area, besides, watch and ward and plantation activity with proper maintenance. The
total manpower required for material handling and loading works out to 50. Beside this, the

The project activity falls under category ‘A’ (Activity 1 A – Mining of Minerals) because the
lease area is more than 50 ha. As per General Condition 1 of the Environmental Clearance

Lease is situated in North – East direction of village Suwakheda which is approximately 15 km
away from district head-quarter Neemuch. Nearest town is Jawad at 7 km from mine site.
Neemuch is situated on the main broad gauge rail route of Western Railway connecting
Indore -Chittodgrah. It is also connected to State capital Bhopal and Rajasthan by rail. Indore
is the nearest airport a domestic flight for Ahmedabad, Bombay & Delhi.

3.3 Details of Alternate Sites
Present proposal is for enhancement of mining capacity of flag stone from 11700 TPA to
100000 TPA. The deposits which are probably unique and also are site specific. Therefore the
question of looking for alternate sites for environmental reasons was not applicable. Manual
mining of flag stone is the only method because other methods would damage the deposits.
Flag stones are in the form of a slab whose surface has to be assured and unbroken.
3.4 Size or magnitude of Operation:
The mine lease area is 117.532 ha government waste land and the mining operation is open
cast manual method for excavation of Flag Stone.
3.5 Project Description with Process details:
Existing mining:-
Existing slab cutting is being carried out by the open cast manual method of mining using
hand tools such as spades, chisel, hammer etc. Slab of the flagstone are being transported
from pit bottom to surface some times by manually or mechanically using the Hydra
machines. From the loading point of view, Flagstone is transported by truck/dumper to the
users. The flagstone is being stacked within the quarry and outside the quarry During the five
year working will be confined to proposed block as shown in all three village quarries and the
coordinates are as under:

During the ensuing years the same methodology of the slab cutting will be carried out.
3.6 Raw material required along with estimated quantity, likely source, marketing area
of final product/s, mode of transport of raw material and finished product
The mine lease area is 117.532 ha government waste land and the mining operation shall be
open cast manual method for excavation of Flag Stone Minor Mineral. And mineral is used is
domestic purpose.
3.7 Resource optimization/ recycling and reuse
No sub grade mineral is expected to be excavated; therefore no proposal has been envisaged
for separated stacking of sub grade mineral and its use.
3.8 Availability of Water its source, energy / power requirement and source 3.8.1 Water Requirement
Water requirement will be 16 m3/day both for domestic and mining purpose. Ground water
will be used. Water balance is given below:

3.8.2 Power Requirement:
Power shall be required for domestic / office use and shall supply by MPSEB.
3.9 Quantity of wastes to be generated (liquid and solid) and Scheme for their management/ disposal
3.9.1 Solid waste generation and management:
The existing stacks will be rehandled as per five year workings and conceptual working. The
rehabilitation of the area will be taken care by afforestation and 33% of total QL area will be
afforested in two phase, the 50% area will be afforestated during the proposal period while
rest 50% area will be afforestated during the conceptual period thus at the end of the
conceptual period about 33% area will be afforestated.
3.9.2 Liquid effluent
There will be no waste water generation from Mining activities. However, a small amount of
domestic wastewater generation will happen as a result of water used by humans, which will
be disposed in soak pits.
3.10 Schematic representation of the feasibility drawing which give information of EIA
Purpose.
EIA shall be prepared on the baseline data of Air, Water, Soil, Noise and Socio economic
within 10 km radius and as per the points given in the standard TOR.
4 Site Analysis
4.7 Connectivity

4.2.3 Land Ownership
Earlier this quarry lease has been under mining operation for last so many decades and
renewal has been given time to time,. The lessee is M/s Indira Paththar Shramik Sahkari
Sanstha Maryadit, Suwakheda, Tehsil Jawad & District Neemuch (MP) Pin-458330 is a
registered cooperative society (Registration no. 811/ Date 06/03/97) and as per information
given the society is involved in the business of flagstone quarrying and trading in minor use..
The lsaes has been in favour of M/s Indira Paththar Shramik Sahkari Sanstha Maryadit,
therefore the society is the owner of the lease on date.
4.3 Topography along with Map
Mine pits act as artificial ground water impoundment and recharge groundwater. They also
provide dependable surface water sources to local farmers for irrigation purposes. Average
discharge of water from mines is about 0.3m3/sec. Such discharges are generally clean. They
can be turbid during the monsoon. During monsoon discharged water is stored in
sedimentation tank (sumps) and after adequate detention period to settle down the
suspended solids before being consumed.

4.5 Soil Classification
Soil samples shall be collected from three different locations and analyzed for the purpose of
EIA report. At present the soil in the lease area is yellow soil cover is upto 10 cm in some
patches.
4.6 Climatic data
Climate: This area falls under semi arid zone. Maximum temperature is up to 46.2oC
during summer month May. Minimum temperature can be down to 2.0oC during
winter season in January. .
Relative humidity can be up to 87% in August and is .least (26%) during April.
Winds in the area are light to moderate during summer and winter. Wind speed is
more towards summer-end and beginning of monsoon. Maximum wind velocity up to
16.7 km/hr has been recorded during June and it was minimum wind 4.7 km/hr in
November. Average annual wind velocity in the area is 11.2 km/hr. Predominant wind
directions are S, NW, NE and N.
Average annual rainfall is 798 mm as per CGWB report 2013.
4.8 Social Infrastructure Available
The social infrastructure like educational facilities (primary and higher secondary schools),
drinking water supply, post and telegraph, public transportation and hospitals are by and
large are available within 10 km.
5.0 Planning Brief 5.1 Planning Concept Existing slab cutting is being carried out by the open cast manual method of mining using
hand tools such as spades, chisel, hammer etc. Slab of the flagstone are being transported
from pit bottom to surface some times by manually or mechanically using the Hydra
machines.
5.2 Assessment of Infrastructure Demand (Physical & Social)
Physical infrastructure- it’s a minor mineral mining project and all necessary arrangement
like road, drinking water, rest shelter has been made available.
Social Infrastructure – Social infrastructure are also available.
5.3 Amenities / facilities
First aid facility has been provided at mine site.
The area is not being used at all by general public.
A rest shelter is there for workers.
A Watchman during day & night is deputed at site to prevent unauthorized entry.
In case of natural hazards such as earthquake we will take assistance from the local
competent authority of Govt.
6.0 Proposed Infrastructure
6.1 Industrial area (processing area)
No permanent structure is proposed. Temporary rest shelter, road , site office has been
made.
6.2 Residential area (Non Processing area)
As the local people from nearby villages shall be engaged in mining activity. Therefore no
housing / building is proposed.
6.3 Greenbelt
Plantation is carried out over an area of 5.0 ha during last ten years
The area is rocky area, but developed plantation in 5.0 ha during last ten years. In coming year also the society will plant 500 plants per year.
6.4 Social Infrastructure
As per CSR activity the society is contributing in the developmental activities in nearby area.
6.5 Drinking water management
Drinking water is required 5.0 kld per day which will be taken from village hand pump.
6.6 Sewerage System
The domestic waste shall be taken to soak pit.
6.7 Industrial waste management
No waste water generated from mining activity. The solid waste in form of over burden shall
be used for backfilling in exhausted pits.
6.8 Solid waste management

6.9 Power Requirement and supply / source Power shall be required for domestic / office use and is being supplied by MPSEB.
In mining operation power is not required.
7.0 Rehabilitation & Resettlement Plan
The total area of the lease is 117.532 ha sectioned by Govt. of M. P. and the land is Lease
area is almost flat having gentle slope towards south and there is no human settlement or
agriculture field is exists therefore, no R & R plan is required.
8.0 Project Schedule and Cost estimate
8.1 Likely date of start of construction and likely date of completion
After obtaining environmental clearance and water / air consent the company shall start the
mining project.
8.2 Estimated project cost along with analysis in terms of economic viability of the project
Project Cost:
Estimated cost of the project will be Rs 54.67 lakhs
Operating cost – Rs. 150/- per cum
Closure Cost - Rs. 1,00,000/- year
Rehabilitation cost : (including dump management /backfilling, afforestation & other
measures etc) = 100000/- per year
Production
Per year – 100000 cum
Total operating cost of production/ year = 100000 x 150= 15000000/-
Total cost of production per year 1,00,000/- + 15000000/-
= Rs. 15100000/-
Total cost of production per cum = Rs. 1,85,5000/11700 = Rs.159/-
Avg. sale value = 151/- per cum
Profit : Rs. 151 – Rs. 110= Rs. 41/-
Total profit in a year : 41 x 100000- = Rs. 4100000/-
9.0 Analysis of Proposal (Final Recommendation)
9.1 Financial and social benefits with special emphasis on the Benefit to the local
people including tribal population, if any, In the area
The project is providing employment to local people in different mining activities such as
Mining, sizing, transportation and plantation. The project activity will not have any major
impact on the environment due to small scale manual mining. At Post mining stage of
proposed project, the existing waste land shall be partially backfilled and rest shall be
developed as water reservoir. Society will also developed plantation in lease area which will
improve the aesthetic environment.
