    It is evident that there have emerged a number of keythemes as to what constitutes: r e g ion a l g r o w t h a n d d e velo p m e n t ; an d reg iona l com pe t i t i veness .

    Not surprisingly there are differences of views amongregional economic development scholars, and some of those

    differences relate to the relative focus given to: t h e ro les o f exogenous fo rces on t he one hand , and t h e ro les o f endogenous pr ocesses and fac to r s on th e

    o t h e r h a n d .

    But there does now seem to be an almost universalrealization of what Garlick, Taylor and Plumber (2006) referto as the i nst i t u t i ona l em beddedness ofendogenous processes and factors in regional development.
