Project Ownership Instead of Solution provider,

the State Food & Civil Supply Department owns

Solution’s development and implementation.

Smart Card Vs Bar Code In place of SMART

CARD, Gujarat has opted for Bio Metric Based Bar coded

System that works well on PAPER.

Authentication Of data creation and

transaction by using bio-metrics of Supply Staff,

Godown manager, FPS dealers etc.

Market Orientation Freedom of Choice-

Choice between Food coupon and Cash coupon;

Choice of FPS.

PDS COMPUTERIZATION: PRESENT STATUS

Out of 112 lakh application forms about 55 lakh

forms have been digitized.

Over 89,000 Bar Coded Ration Cards issued in 25

districts.

121 FPSs (One Pilot FPS in each Taluka) of 22

districts are working with bio-metric based Bar

Coded Coupon System.

Another 70 FPS are ready to switch over to bio-

metric based Bar Coded Coupon System. This will

increase participating districts to 25.

As on 31.8.11, over 30,000 card holders of 22

districts have started using this system.

PDS COMPUTERIZATION: OUTCOMES

As on 1st Jan 2011, total number of card holders

declined by about 14 lakh. Distribution efficiency

of PDS commodities has gone up by about 10%.

Weak Oversight/ Grievance Redressal has been

supplemented with beneficiary empowerment.

Positive feedback received from card holders in

Pilot FPS areas.

Also, facilitates improved analysis of Pilot FPS

functioning on monthly basis.

Also the Pilot FPS in each Taluka has been helpful

in training the Block level supply staff and FPS

dealer in implementing this project.

PDS COMPUTERIZATION: CHALLENGES

Matching with Electoral Roll Data base of

all adult members of the family having

EPIC is a time consuming task.

Distribution of Bar Coded Ration Cards

along with capturing of Bio-metric and

Photographic details of at least one

member of more than 1 Cr Card Holder

families would also be an elaborate

exercise.

PDS COMPUTERIZATION: CHALLENGES

Availability of operationally viable E-Gram/

Cyber Café within reasonable distance of the

habitation.

Ensuring FPS viability as diversion/ leakage

is brought under control. Door step delivery

and additional payment per transaction to

FPS dealers are under consideration.

Passive attitude of Civil Supply staff as their

discretion is minimized and accountability

has gone up.

Primary Data entry (of Cardholders data)

work to be completed by October 2011.

To focus on identity verification,

inclusion/exclusion of BPL/AAY category

households on priority basis.

Aim to complete issue of over 1 Crore Bar

coded Ration cards in all 16000 FPS areas

by March 2012. (optimistically).

PDS COMPUTERIZATION: FUTURE ROADMAP

Alongside, also propose to introduce Bio-metric

based Bar Coded Coupon System as we progress

issue of bar coded cards in the FPS areas.

Integrating various other existing data bases e.g.

Domestic LPG connections, BPL list of Rural

Development Department, Electricity Connection

nos., Farmers’ data base etc. for dynamic

classification of the card holders’ category i.e BPL

or APL.

Nutrition Coupons under ICDS & MDM Schemes

to follow.
