I. Program

I-1 Program Information

1. Main Target Group

Deans of Engineering Field, Natural Science Field and/or their Related Fields of Universities

in Eastern Part of Indonesia (EPI) and Key Stakeholders of UNHAS

2. Purpose

To share updated information and activities of each faculty/ university and discuss together

face-to-face in order to establish and strengthen University-Link in EPI towards the

sustainable development of EPI.

To discuss how to implement sustainably the University-Link in EPI.

3. Date <1-day meeting>

DEAN’S MEETING FOR STRENGTHENING UNIVERSITY IN EASTERN PART OF INDONESIA (EPI) 2012

(Opening Speech)

Prof. Dr. dr. Idrus A. Paturusi, Sp.BO

The meeting between Deans and Directors of University and Polytechnic is very

important for the progress of Eastern Indonesia. With the cooperation among

universities, then interwoven between universities and State Polytechnic in eastern

Indonesia will grow stronger. To support this, he stated that the associated

development of the Faculty of Engineering / Polytechnic, I hope Faculty Engineering

able to make a linkage with the industryies. Laboratories that soon will be opened by

the Faculty of Engineering Unhas in Gowa, which Japanese experts say it is the best and

teh quality same as in Japan, can be used jointly by the state universities in Eastern

Indonesia for the interests of research. There is a policy ministry called ALLIANCE i.e if

there is a university wants to open a S3program but doesn’t have enough Doctoral Staff,

they will be coached by the larger University and if the university already has a fairly

Doctoral staff could be given MANDATE.

In this way, Unhas will not only get develop themselves, but also provide

opportunities to other State Universities that exist in Eastern Indonesia to have same

experience. To support this, as a Chairman of the Council of Indonesia State Universities

Rectors (Majelis Rektor Perguruan Tinggi Negeri Indonesia), will initiated Single Tuition

Fee, in Rectors of State University Meeting in Indonesia on January 20, 2012. With

Single Tuition Fee, there will be no more other payments in state universities and

students will only pay once in one university.

But this would be a problem is if there is an increase SPP. This is predicted to

trigger a reaction from the students. Thus, it should be taken into account its social cost

will be higher. In future, there will be taking of credit earning course to a particular

state university without students having to pay to receiver university. For example,

Papuan students can take credit in the ITB Bandung, and vice versa. This activity will

not impose a more advanced state university classes, but it will make the students have

perfect knowledge about the Republic of Indonesia.

Ir. Aleks Olii, M. Sc., Dean of Faculty Engineering, Gorontalo University: The government does not fully support the Engineering Faculty itself. We are underestimated by them. Do you think the ratio of students accepted accreditation system in 1000 while the lecturers only 100-300 people, is in conformity with the ratio of higher education? In terms of research, the industry usually does not have recourse to Lecturer Doctoral because they are too expensive. We better send all our students to continue their S3 study in Unhas. They do not need to go abroad because UNHAS will evolve in the future. With the existence of this meeting, we are expected to remain united and eastern cultures still unite the Republic of Indonesia. Ir. Dharma Widada, MT., Dean of Faculty Engineering, Mulawarman University: We as representatives of the State University and Polytechnic would like to congratulate Prof. Dr. dr. Idrus A. Paturusi, Sp.BO for being elected as Chief of Rector of State Universities Indonesia Council. About the alliance strategy that has been presented by the Rector, Unhas could be developed at the University of Hasanuddin. Each university has its advantages and disadvantages but in our faculty contains only weakness. We have 6 programs of study, 52 lecturers, S3 1 org, our 6 lecturers still continue S3. Two of them took it on UNHAS. We found that Unhas’ human resources are very adequate. We have great hope to go forward together, especially with industry. Meanwhile, the Polytechnic has a fairly good cooperation with the industry, could help the other University. The key is the strengthening of the University. About the Institute of Technology that will be open in East Kalimantan,, hopefully the course that going to be opened is not the same as courses that already exist. For JICA, if possible opportunity for us to get a loan, could be reopened. Ir. Armin Basong, MS., Dean of Faculty Engineering, Tadulako University: Some of the lecturers who have been selected S2 central government, was placed in Tadulako University. A few years later they asked for permission to continue S3 study in Australia. A few years later we checked into their university in Australia by sending a letter there to ask whether they are still there or not. However, the campus claimed that they have finished their studies. We've tried asking them to return to the campus but they did not respond to our request. We also can not force them to return because there is no rule of Directorate General of Higher Education (DIKTI) mention it. This is one of obstacles we get in our way to develop ourselves. At the end of Eastern Indonesia became lagging region of Indonesia. By that reason, all components of the State Universities and State Polytechnic must be united to strengthen the eastern region of Indonesia. Dr. A. Arwin Amiruddin (Jurusan Teknik Sipil UNHAS) to Ir. Armin Basong, MS., Dean of Faculty Engineering, Tadulako University : It's okay if we follow the example of developed countries. The goal so we can know the system that developed there. To share ideas and opportunities, what if we held a meeting the same every year, to seek solutions to existing problems in society and in environmental engineering itself. But it might be better if these problems is examined by our students and delivered in the form of presentation. Because institutional development is open only from the professors but also from the students.

Dharma Widada, MT., Dean of Faculty Engineering, Mulawarman University: Regarding the technology institute to be opened in East Kalimantan, the concept is actually made by a team of ITB Bandung. In ITB, drafting team is not quite working on the concept. Basically we want to strengthen the existing universities, not to open a new university. How many years will it take to achieve high quality from a university? A university must have a culture, the readiness of the management and it takes a long time to build all the components. It is difficult for any institution to strengthen all fields. Each university should be spread out all its strength, so that power can be comprehensive. Such as from research fields, research themes that has high demand is given to Private University and theme that did not get high demand is given to State University (Government). Prof. Satryo S. Brojonegoro to Ir. Armin Basong, MS., Dean of Faculty Engineering, Tadulako University:

Similar cases, have occurred in ITB. At that time, 120 lecturers were sent abroad to study. However, there are three people do not go back and 2 people get married with foreigners in the country where they study. Because they do not come back, we give the responsibility to them to be Liaison Officer of ITB in the country they are live in now.

The problem is on the regulation. It can’t meet with the recent situation at that time. The regulation should be changed. If there are students / lecturers who take S2 program in overseas should immediately take the S3 program after completing their S2 program. Willingness is the key to changing the life itself. As a suggestion, do every obligation as good as possible meanwhile convincing the government so they can make regulation according with the existing situation. It doesn’t matter if we have different opinions. Now, we have to strengthen all the institutions, in this case, the State Faculty of Engineering and Polytechnic. Prof. Dr. Ir. H. Muh. Saleh Pallu, M. The reason we make the building and move the Faculty of Engineering in Gowa nothing to Eastern Indonesia could be promoted, especially in the areas of research collaboration. For that we are from the Faculty of Engineering Unhas invited the Dean of the Faculty of Engineering and Director of the Center of Technology for use in the future.

We hope C.O.T (Center of Technology) in Gowa is same as the existing C.O.T in Japan. All retired professor can be given the opportunity to work there. Through this forum I wish that the future will be the program for the development of Eastern Indonesia. Hopefully, this forum will become the embryo of the upcoming forum.

CLOSING REMARK BY

PROF. DR. SATRYO SOEMANTRI

Generally, this meeting is a success. All participants in this meeting are able to actively

participate in aspirating their input and ideas. Therefore, today’s meeting is really needed to

be followed up. Hopefully we don’t just too much talk in this meeting, but we also should

hear more in order to exchange ideas each other. After this meeting, the next meeting should

be held as soon as possible. At latest the next meeting should be held in January 2013 at the

new Campus of Gowa. However, before attending the meeting, the participants or the deans

should prepare an activity proposal refer to the result of today’s discussion. I believe the

forum on this meeting will be a good sample for the others.

There is one thing that we should be aware of and this should be a challenge for this forum.

Many forums cannot be last long because some of their members resign from the forum.

Sometimes they resign because they feel that they did not gain any more benefit from the

forum. Therefore I want to emphasize that all member on this forum should get benefits in

any aspects, then the forum will last long.

Besides that, with this forum, we hope that we can improve the quality of our scientists’

research, therefore our scientist can make an innovative breakthrough which is then makes

them to be in the same level with the world class scientist.

Finally, we hope that this meeting not only an ordinary meeting, but this meeting can be

followed up by action. Thank you to all participants and deans of the universities in the

eastern part of Indonesia. Thank you very much to JICA TCP UNHAS and its staff for

1-1 What are the concentrated/prior fields of your faculty/university?

Civil Engineering is dominant, Electrical, Mechanical, Informatics, Geology, Mining, are less dominant. Architecture & Urban Planning is even less. There are Business, Tourism, and Agriculture fields which are not available in FE-Unhas. Surprisingly, naval engineering and Fisheries are the least fields in the archipelago of EPI which contains thousands of scattered small and medium islands.

The strongest point is human resources, followed by opportunities for research, industry, and business developments.

2 The points/fields which need a support from other universities

2-1 Are there any fields which need a support from other universities? 90,5% participants state that support from other universities are necessary or indispensable. 2-2 In the fields you answered 2-1, what points need a support? The field is dominantly Engineering (90.5%), whereas marine engeineering and fisheries are fields need lowest supports. Strong points of the mentioned fields are primarily research facilities (76,2%) and human resources (66.7%).

3 Expectation to University-Link in Eastern Part of Indonesia (EPI) 3-1 Are there any cooperation agreement (MoU) with other universities in Indonesia? If yes,

with which university(-ies)?

Two-third (66.7%) of Deans Meeting participants have cooperation agreements with other universities in Indonesia. Among them, 42,9% are with universities in KBI / WPI, i.e. ITS, ITB, UI, UGM, Brawijaya University, and Telecommunication Institute of Technology/ITT Bandung. The same number of universities have collaborative agreement with univesities in KTI / EPI.

3-2 Are there any cooperation agreement (MoU) with overseas universities? If yes, with which

university(-ies)?

Most of the universities in EPI attending the Deans Meeting (61.9%) have established cooperation agreement with various overseas universities. The largest number are with universities in European countries (38.1%), followed by Australia, ASEAN countries, and East Asian countries. Surprisingly, Japan seems to be the least in cooperation agreement (9.5%). (why?)

3-3 What do you expect the university-link in EPI? Greatest expectation is on academic links (81.0%), a bit less expectation on industrial links (61.9%), also capacity building (52.4%). Although very low (9.5%) it interesting that there is expectation on joint community services.

4 How to implement the activities with other universities using the university-link in EPI 4-1 Do you have any ideas about academic linkage or joint research?

Ideas for university-link is primarily about joint research and networking (85.7%). Although low in attention of averagely (9.5%), there are interesting ideas about developing a research database in EPI, joint links with industry, curriculum updating to keep relevance with tcehnology and industry progress, and lecturers’ capacity develoopment through advance studies.

4-2 How can we achieve to establish/strengthen those linkages?

Ideas on the way to achieve strong linkages are by means of formation of Deans Forum and working groups, also undertaking of periodic joint research (28.6% each). There is also high interest on needs for realisation of inter-university MoU (23.8) as a concrete action. In addition, establishment of websites and carrying out of telecpnference are also considered indispensable.

4-3 What is the most reliable tools for sharing information/contacting each other?

Communication by means of IT networks is the most desirable (71.4%).

4-4 What kind of roles of UNHAS are expected for strengthening this linkage? Unhas is expected to have multi-roles, primarily as Coordinator and Facilitator (28.6% each). Unhas is also expected to have the position of the main secretariate (23,8%).

The all other universities/faculties in EPI is expected mainly to have important roles on human resource development with collaboration committment (42.9% each). Universities in EPI are also expected to have a role as decentralised centers of information and activities (28.6%), supported by abundant local resources and opened oppotunities (14,3%).

Hasanuddin University Mediating Deans’ Meeting of Eastern Part of Indonesia’s

Engineering Faculty and Polytechnic

Makassar, Fajar – Recently, some of Engineering Faculty and Polytechnic in eastern part of

Indonesia are lack of facilities and infrastructures. This provoke UNHAS to arrange meeting

between Deans of Engineering Faculty and Polytechnic Director of Eastern Part of Indonesia

(EPI).

The purpose of this meeting is to establish a forum which accommodating all engineering faculty

and polytechnic in eastern part of Indonesia. This meeting attended by 29 deans and director of

engineering faculty and polytechnic director of eastern part of Indonesia (or the representative).

Among of them are a Professor from Institut Teknologi Bandung (ITB) Prof. Dr. Satryo

Soemantri. In this chance he become the speaker of this meeting.

There are many inputs and ideas arise from this one day meeting. “The most important thing is to

establish a forum which will accommodate and support all needs of university and polytechnic in

eastern part of Indonesia” claim Dr. Muhammad Ramli, MT. Mr. Ramli said that nowadays

Engineering Faculty of UNHAS still lack of facilities and infrastructures, especially lab facilities.

Besides that the lack of the lecturers also becomes a problem. Therefore, we hope that all

problems and needs of universities in eastern part of Indonesia can be discussed in this forum

and be followed up by action. “For example if a universities want to open a new engineering

study program but they did not have enough human resources the other universities in EPI will

help to supply lectures, or if they need tools than the others can help or they can use UNHAS

facilities”, said Mr. Ramli.

On his explanation, Prof. Dr. Satryo Soemantri as former general director of Directorate General

of Higher Education (DGHE/DIKTI) explains that the future economic prospect of Indonesia is

mark by the increasing of high economic investment. This is the effect of MPAEDI (Master Plan

for Accelerating Economic Development of Indonesia)

“The number of investment for MPAEDI in 2011-2015 is 1,786 trillion”, said Prof. Satryo.

According to him the MPAEDI project will form six economic corridors in Indonesia. Therefore

many transportation infrastructures will be build and the effort to increase commodity and

natural products will be increased. Automatically the need of engineer in the future will increase.

From this matter each engineering faculty and polytechnic should have many students and also

UNHAS RECTOR WANTS ENGINEERING FACULTY SHOULD HAVE LINK TO

INDUSTRIES Makaasar, Tribun – UNHAS rector, Prof. Dr. dr. Idrus A Paturusi wish in the development of

Engineering Faculty, it should has direct link to the industries. He also added, the future laboratories of

FE-UNHAS in Gowa Campus can be used by the other state universities in eastern part of Indonesia,

especially for research activities. “This laboratory, according to the Japanese expert is the same with best

laboratory in Japan. Therefore this facility should be shared to the other universities in EPI in order to

develop together”, said Prof. Idrus which is also the chairman of the State Higher Education Consortium

of Eastern Part of Indonesia (SHEC-EPI/KPTN-KTI). He explains this matter on his speech in the Deans’

Meeting of EPI at IPTEK building.

The chairman of this meeting Dr. Ir. Muh. Ramli M.T added, that in this meeting we would like to

establish a cooperation among universities and polytechnic inn EPI for developing science and

technology . “We also arrange a grant proposal where we can invite all universities and polytechnic in

EPI. Therefore we can develop together”, said Mr. Ramli.

There are many universities and polytechnic attend this meeting. They are; UNHAS, ITB, Samarinda

State Polytechnic, Samarinda Agricultural Polytechnic, Mulawarman University, Makassar State

University, Haluoleo University, Gorontalo University. Also Tadulako University, Agricultural

Polytechnic of Pangkep, Khaerun University, Pattimura University, Papua State University, manokwari

University, Cenderawasih University, Tual State Fisheries Polytechnic, Musamus Merauke University,

and Sam Ratulangi University.
