Introduction:
“Harmonization of general programme instructions and particularly product category rules (PCR) are encouraged between programmes to meet the principle of comparability.
This includes mutual recognition of rules with respect to PCR development, PCR review and verification procedures, administrative procedures and declaration format.”
© 2016 Program Operator Consortium | programoperators.org Program Operator Consortium
Introduction:
“It is important to consider the information needs of different purchaser or user groups…
Those responsible for developing Type III environmental declarations and programmes …will need to pay due attention to the level of awareness of the target audience.”
© 2016 Program Operator Consortium | programoperators.org Program Operator Consortium
Objectives
“The overall goal of a Type III environmental declaration: encourage the demand for, and supply of, those products that cause less stress on the environment, through communication of verifiable and accurate information that is not misleading, thereby stimulating the potential for market-driven continuous environmental improvement.
• Provide LCA-based & additional information on environmental aspects of products• Assist purchasers and users to make informed comparisons between products• Encourage improvement of environmental performance

‘Go green’ business drivers are market opportunitiesPart A 2017: upcoming changes
Annual review process• Input is collected over the course of the year • At end of each year, the TAB does a full review of Parts A and B.
We evaluate any changes in the standards landscape so we can be current and harmonized with global standards and other programs
• This is the third annual version of Part A
For 2017:• In the update process now – the Q4 TAB meeting is tomorrow• Some of the new draft guidance from USGBC is in
consideration for inclusion in Part A 2017

Based on EN15804+A1 and in compliance with ISO 14040-44 and 14025• ISO 14044 defines how to tell the LCA story• EN15804 defines how to apply LCA to create environmental declarations
EN 15804 defines rules all EPDs issued in Europe must follow • Based on LCA, developed by CEN, European Committee for Standardization
• Includes rules that apply to all building materials, products, systems; all national program operators must follow; can issue additional rules and requirements, cannot conflict
• Used today by all European national program operators for EPDs. All countries have or in process of adopting into respective programs
Backstory: SM/EPD Framework Part A: LCA calculation rules & report requirements
© 2016 Program Operator Consortium | programoperators.org Program Operator Consortium
How EN15804 is used in the TR Framework • Describes how to do LCA to create a Transparency Report
for any product, any industry
• Used as basis with modifications for N. American market1) Regional impact assessment method based on TRACI
2) Hazardous and non-hazardous waste categorization governed by U.S. Resource Conservation & Recovery Act (RCRA)
• Provides option to do both EU & NA
Framework gives everyone same platform for core-EPD then requiring very few additional rules.

Ongoing research & learning
• How much LCA content should be required in an EPD?• When and why is full compliance w. EN 15804 required?• ISO 21930?
• What content is useful to AEC professionals to make better informed decisions; how to use; whole building LCA
• Challenges for manufacturers to deliver LCAs to comply with different programs, standards and guidance
• Difficulties for people doing LCAs“There's a lot in that PCR that is difficult. It's difficult to know if we are satisfying all the requirements.”
• Difficulties for verifiers when LCAs / EPDs not consistent

POC response to USGBC guidance v2 2016
The Program Operator Consortium members reviewed the Part A Enhancement and Part B Guidance put out for public comment by USGBC
© 2016 Program Operator Consortium | programoperators.org Program Operator Consortium
POC response to USGBC guidance: Intents aligned
• Objectives and intent are aligned• Provide more tailored PCR guidance• Increase the number of product-specific EPDs• Improve data quality and transparency• Develop tools for designers and manufacturers• Develop industry-wide benchmarking guidance
• Impressed by the benchmarking work and considering adopting some of it for Part A 2017
© 2016 Program Operator Consortium | programoperators.org Program Operator Consortium
USGBC guidance POC response & recommendationRequires the use of UL Environment’s program along with its Part B and EPD template.
Write Part A Enhancement to be an ‘overlay’ to all Part As, not requiring Part A from one specific program operator.
Write Part B Guidance as specific information requirements without prescribing a format, so a program operator can use its own format for both Part Bs and EPDs.
Requires the same EPD content for all regions regardless of usefulness, and not all content requirements are based on supporting users’ needs.
The content requirements for a Type III environmental declaration should be based on supporting users’ needs.
There is only one active program operator being represented on the USGBC TAP.
We invite USGBC to participate in the POC TAB; or conversely have several POC members join the USGBC TAP.

POC response to USGBC guidance: Current status
• POC is in process reviewing comments with USGBC and discussing how to further develop some of the ideas presented
• We will integrate guidance we find additional and valuable, such as benchmarking guidance
• The POC only includes updates to Parts A & B that help meet our goals

‘Go green’ business drivers are market opportunities
Recap of the past six months:• What changed?
– The number of PCRs in North America has increased:
51 PCRs 61 PCRsJune 2016 December 2016
ASTM: 4 new, NSF: 1 new, SCS: 2 new, ULE: 4 new
• What stayed the same?– PCRs are from nine different program operators & programs– 13 are addenda to European PCRs; they are not NA PCRs– 35 MasterFormat® Divisions, only 15 have PCRs
© 2016 Program Operator Consortium | programoperators.org Program Operator Consortium
What is the current state of PCR development?
© 2016 Program Operator Consortium | programoperators.org Program Operator Consortium© 2016 Program Operator Consortium | programoperators.org Program Operator Consortium
‘Go green’ business drivers are market opportunities
• Expiring PCRs means more opportunity for standardized updates• 12 PCRs expired in 2016 and were not renewed• 10 more will expire in 2017, 2 are addenda to European PCRs
• 4 PCRs are currently in development by POC members
• Number in development by non-POC members?• UL Environment’s list is unclear – ‘update planned’ vs. ‘update
initiated’
• More PCRs from the Consortium are being planned for 2017
