旅客須知 Advice to Travellers

入境申報任何在入境站進入香港的旅客，均須就其超逾免稅優惠數量的應課稅品 (酒類、煙草、香煙及雪茄)， 向海關人員申報。

免稅優惠 (2010 年 8 月 1 日起生效 )飲用酒類凡年滿十八歲的旅客，可以免稅攜帶 1 升在攝氏 20 度的溫度下量度所得酒精濃度以量計多於 30%的飲用酒類進入香港，供其本人自用。

持香港身份證的旅客，則必須離港不少於24小時才可以享有以上豁免數量。

煙草凡年滿十八歲的旅客，可以免稅攜帶下列煙草產品進入香港，供其本人自用 :

● 19 支香煙；或● 1 支雪茄；如多於 1 支雪茄，則總重量不超過 25克；或● 25 克其他製成煙草。

核實措施為確定旅客是否符合資格享有免稅優惠，海關人員或會要求入境旅客出示其香港身份證，以查核該旅客 是否離港不 少於 24 小時。

注意

禁運 / 受 管 制 物 品

入境旅客如就其所管有而超逾免稅優惠數量的應課稅品不向海關人員作出申報，或作出虛假或不完整的申報，可遭檢控。

香港對危險藥物、精神藥物、受管制化學品、抗生素、槍械、彈藥、爆竹煙花、戰略物品、未經加工鑽石、紡織品、動物、植物、瀕危物種、電訊設備、野味、肉類及家禽的進出口實施法律管制。除獲法例豁免外，這些物品必須先獲得 有關當局簽發的有效牌照或許可證， 方能進出口。旅客倘沒有有效牌照或許可證而把任何上述禁運 或受管制物品帶進 / 帶離香港，可遭檢控，而有關物品亦可會被檢取及充公。旅客如把任何未經批准的解碼器帶進 / 帶離香港，可遭檢控。未經批准的解碼器指能讓人在無須支付收看費的情況下，將根據牌照提供而須收取收看費的鎖碼電視節目以經解碼後的形式收看的解碼器。旅客亦請注意，香港海關已調派搜查犬在各出入境關卡進行巡邏。

鴉片、嗎啡、海洛英 ( 俗稱白粉 ) 、美沙酮、麻醉鎮痛劑、大麻 ( 俗稱草 )、麥角副酸二乙基酰胺( 俗稱黑芝麻或 Fing 霸 )、可卡因、氯胺酮 ( 俗稱 K 仔 )、羥丁酸 ( 俗稱迷姦水 )、安非他明 ( 例

如甲基安非他明 ( 俗稱冰 )、亞甲二氧甲基安非他明 ( 俗稱搖頭丸 )、 α-α 二甲基苯乙胺 ( 俗稱大力丸 ) )、苯二氮 䓬類藥物 ( 例如氯氮䓬 ( 俗稱綠豆仔 )、咪達唑侖 ( 俗稱藍精靈 )、舒樂安定、氟硝西泮 ( 俗稱十字架 )、三唑侖、硝甲西泮、安定 ( 俗稱羅氏五號、羅氏十號 ))、佐匹克隆、巴比士酸鹽 ( 如速可巴比妥、 甲喹酮 ( 俗稱忽得 )) 及其他迷幻劑、鎭抑劑、興奮劑及鎭靜劑。

受管制化學品乙酸酐、麻黃碱、高錳酸鉀及其他受管制化學品。

抗生素

紅霉素、青霉素、四環素及 其他抗生素。

槍械、彈藥及武器

旅客倘沒有有效許可證而把任何火器或彈藥帶進/ 帶離香港，可遭檢控。除獲法例豁免外，管有 " 仿製火器" 亦屬違法。旅客如把"武器"包括中國式飛鏢、重力刀、重力操作鋼棒、指節套、附有手柄的鐵鏈 、彈簧鋼棒、任何以彈簧或其他機械/ 電動裝置露出刀刃的刀，以及任何有刀刃/ 尖端的武器帶進/ 帶離香港，可遭檢控。註 : "槍械" 指任何火器；可發射任何射彈、子彈或投射物，而槍口能量超過 2 焦耳的長槍型氣槍 /氣

槍/ 手槍型氣槍；電擊器械；槍 /手槍或其他推動器 /投彈器，可從其中發射或藉以發射容載氣體或化學品的投射彈者；發射有害液體 /氣體/ 粉末的任何武器；以及魚叉或魚槍。

動植物

在香港進口 / 出口任何動物、雀鳥、爬蟲、植物、除害劑、泥土及植物病蟲害，必須預先領有由漁農自然護理署署長所簽發的有效許可證或准許證。進口供食用的動物方面 ，則必須附有由來源地方禽畜衛生主管當局發出的有效健康證明書和由漁農自然護理署署長所簽發的進口許可證。至於進口切花 / 蔬菜 / 由中國內地生產的非瀕危植物，則無須領有進口許可證或證明書。經香港轉運的動物、雀烏或爬蟲，亦須領有由漁農自然護理署署長簽發的有效特別許可證。香港對進口的狗或貓設有檢疫限制。在運送時，這些動物應放於籃、簍、籠或適當的容器內。此外，《防止殘酷對待動物條例》( 第 169 章 ) 的有關條文亦必須遵從。

瀕危物種除獲法例豁免外，在香港進口 / 出口任何瀕危物種，不論屬活體的、死體的、其部份或衍生物，如標本、皮、角、肉、藥物、象牙雕刻品及飾物，必須預先領有許可證。

以下為一些瀕危動植物的例子 :動物猴子、象、野生貓科動物 ( 虎、豹、虎貓等 )、犀牛、熊、河馬、賽加羚羊、麝鹿、穿山甲、海龜、陸龜、鱷魚、巨蜥、龍吐珠魚、鷹、貓頭鷹、鸚鵡、巨蚌及珊瑚。植物蘭花、仙人掌、花旗參、豬籠草、捕蠅草、某類空氣草、天麻、石斛及沉香。

野味、肉類、家禽及無煙煙草產品

旅客如把任何未領有有效健康證明書的肉類或家禽帶進香港 ，即屬違法。在香港進口任何野味( 例如 : 鹿肉、果子狸 ) 前，亦須取得食物環境衛生署署長的事先批准。此外，法例亦嚴禁進口狗肉/貓肉或無煙煙草產品。

爆竹煙花及爆炸品煙花、爆竹、火藥喼紙、聖誕炮、煙火物品及其他爆炸品。

冒牌貨品、侵犯版權物品及未經批准的解碼器

旅客如把附有偽造商標 / 虛假商品說明的冒牌貨品 ( 例如手錶、手袋及衣物) 、侵犯版權物品 ( 例如載有電腦軟件、電影、音樂或電腦 / 電視遊戲的光碟 ) 或未經批准的解碼器帶進 / 帶離香港，可遭檢控。

電訊設備

旅客如為貿易或業務目的，把未領有有效牌照或許可證而以無線電波進行發送的器具或任何該等器具的任何元件 ( 例如流動電話及無線電對講機 ) 帶進 / 帶離香港，可遭檢控。

戰略物品

戰略物品包括軍需物品及能夠同作工業或軍事用途的多種物品 (例如化學品、電子元件、電腦、電訊設備，以及能夠用作發展 /生產化學、生物或核子武器的物品 )。

GAME, MEAT, POULTRY ANDSMOKELESS TOBACOO PRODUCTS

Arrival DeclarationTravellers entering Hong Kong at entry points are required to declare to Customsofficers the quantity of dutiable goods (liquor, tobacco, cigarette and cigar) which are inexcess of the duty-free concessions.

Duty-free Concessions (with effect from 1 August 2010)

Alcoholic UquorA passenger aged 18 or above is allowed to bring into Hong Kong free of duty, for hisown use, 1 lilre of alcoholic liquor with an alcoholic strength above 30% by volumemeasured at a temperature of 20 C.o

A passenger holding a Hong Kong Identity Card must have spenl 24 hours or longeroutside Hong Kong in order to be qualified for the above duty-free concession,TobaccoA passenger aged 18 or above is allowed to bring into Hong Kong free of duty, for hisown use, the following quantity of tobacco products:● 19 cigarettes; or● 1 cigar or 25 grams of cigars; or● 25 grams of other manufactured tobacco,

Verification measureTo verify a passenger's eligibility for the duty-free concessions, Customs officers mayrequire an incoming passenger to produce his/her Hong Kong Identity Card in order toverify whether he/she has spent 24 hours or longer outside Hong Kong.

AttentionAn incoming passenger, who fails to declare or makes a false or incomplete declarationto a Customs officer on the quantity of dutiable goods in his/her possession which are inexcess of the duty-free concessions, is liable to prosecution.

Prohibited/Controlled ItemsImportation/exportation of dangerous drugs, psychotropic substances, controlledchemicals, antibiotics, arms, ammunition, fireworks, strategic commodities, roughdiamonds, textiles, animals, plants, endangered species, telecommunication equipment,game, meat and poultry into or out of Hong Kong is governed by laws. Anyimport/export of these items must be accompanied by a valid licence or permit issued inadvance by the relevant authorities, unless otherwise exempted by laws .If any of these prohibited or controlled items are brought into/out of Hong Kong without alicence or permit, the traveller concerned may be liable to prosecution and the item willbe seized and confiscated .Travellers may be liable to prosecution if they bring into/out of Hong Kong anyunauthorized decoder by means of which encrypted television programmes providedunder a licence can be viewed in decoded form without payment of a subscription wherea subscription is required to be paid.Travellers are also advised that Customs detector dogs are deployed to patrol allentry/exit points .

Common prohibited/controlled items:

DANGEROUS DRUGS AND PSYCHOTROPIC SUBSTANCESOpium, morphine, heroin, methadone, narcotic analgesics, cannabis, LSD, cocaine,ketamine, Gamma Hydroxybutyric Acid (GHB ), amphetamine (e.g. methylamphetamine,ecstasy, phentermine (duromine)), benzodiazepine (e.g. chlordiazepoxide (librium),midazolam (dormicum), estazolam, flunitrazepam (rohypnol), triazolam, nimetazepam,diazepam (valium)), zopiclone, barbiturate (e.g. quinalbarbitone), methaqualone(mandrax), hallucinogen, depressant, stimulant or tranquillizer.

CONTROLLED CHEMICALS

Acetic anhydride, ephedrine, potassium permanganate and other controlled chemicals.

ANTIBIOTICS

Erythromycin, penicillin, tetracycline and other antibiotics .

ARMS, AMMUNITION AND WEAPONSTravellers are liable to prosecution if they bring into/out of Hong Kong any firearm orammunition without a valid licence. Unless otherwise exempted by laws, possession ofan "imitation firearm" is also an offence.

Travellers are liable to prosecution if they bring into/out of Hong Kong any "weapon"which includes Chinese-style throwing dart, gravity knife, gravity-operated steel baton,knuckleduster, Chinese-style fighting iron, spring-loaded steel baton, any knife the bladeof which is exposed by a spring or other mechanical/electric device, and anybladed/pointed weapon.

Note :"Arms" means any firearm, air rifle/air gun/air pistol from which any shot, bullet or miss ilecan be discharged with a muzzle energy greater than two joules, electric stunning device,gun/pistol or other propelling/releasing instrument from or by which a projectilecontaining any gas or chemical could be discharged, weapon for the discharge of anynoxious liquid/gas/powder, and harpoon or spear gun.

ANIMALS AND PLANTSImportation/exportation of animals, birds, reptiles, plants, pesticides, soil and plant pestsinto/out of Hong Kong must be accompanied by a valid permit or licence issued inadvance by the Director of Agriculture, Fisheries and Conservation.

Importation of animals for consumption must be accompanied by a valid healthcertificate issued by a competent veterinary authority in the country of its origin and animport permit issued by the Director of Agriculture, Fisheries and Conservation.

Neither import licence nor certificate is required for the importation of non-endangeredplants produced in the mainland of China/cut flowers/vegetables.

A valid special permit issued by the Director of Agriculture, Fisheries and Conservation isrequired for any transshipment of animals, birds or reptiles via Hong Kong.

Importation of dogs or cats into Hong Kong is subject to quarantine restriction. Animalsshould be kept in baskets/cages/crates or appropriate containers throughout theconveyance. Relevant provisions under the Prevention of Cruelty to AnimalsOrdinance (Cap. 169) should also be observed.

ENDANGERED SPECIES

Unless otherwise exempted by laws, a licence must be obtained in advance for anyimport/export of endangered animals and plants, whether alive, dead, their parts orderivatives (including stuffed specimens, skins, horns, meats, medicine, tusk carvingsand ornaments ) into/out of Hong Kong.

Examples of endangered animals and plants are:AnimalsMonkeys, elephants, wild cats (tiger, leopard, lynx etc.), rhinos, bears, hippos, saigaantelopes, musk deers, pangolins, sea turtles, tortoises, crocodiles, monitor lizards,Asiatic bony tongues, eagles, owls, parrots, giant clams and corals.

PlantsOrchids, cacti, American ginseng, pitcher plants, Venus fly-trap, some airplants,gastrodia, dendrobium and agar wood.

It is an offence for a traveller to bring into Hong Kong any meat or poultry without a validhealth certificate. A prior approval of the Director of Food and Environmental Hygieneshould also be obtained before any import of game (e.g. venison and masked palm civet)into Hong Kong. Importation of dog/cat meat or smokeless tobacco products is alsoprohibited.

FIREWORKS AND EXPLOSIVESFireworks, firecrackers, toy pistol caps, party poppers, pyrotechnic substances and otherexplosives.

COUNTERFEIT GOODS, ARTICLES INFRINGINGCOPYRIGHT AND UNAUTHORIZED DECODERS

Travellers may be liable to prosecution if they bring into/out of Hong Kong anycounterfeit goods (e.g. watches, handbags and clothing) bearing forgedtrademarks/ false trade descriptions, articles infringing copyright (e.g. optical discscontaining computer software, films, music or computer/video games) or unauthorizeddecoders.

Travellers may be liable to prosecution if they bring into/out of Hong Kong, for thepurpose of trade or business, any apparatus or any component part of any apparatus fortransmission by radio waves without a valid licence or permit (e.g. mobile telephone andradio transceiver).

STRATEGIC COMMODITIESStrategic commodities include munitions and a wide variety of goods that are capable ofbeing used for both industrial and military purposes (e.g. chemicals, electroniccomponents, computers, telecommunication equipment, and articles that are capable ofbeing used in the development/production of chemical, biological or nuclear weapons).
