    马来西亚中华总商会将于2012年6月20日举行常年会员代表大会。今年的大会有着特殊意义。新届中央理事会选举上任,大会将见证总商会的领导交接。凡选举,领导阵容的人事更迭在所难免。

    工作组也将有所变动。这方面最相关的包括出版总商会会讯的编辑及出版组。总商会会讯出版多年,经历多位前工作组主任掌舵,尽管非强制性规定,其主任大多数都是总商会在任总秘书。

    按照惯例,随着新阵容的出炉,工作组将进行重组及可能更换主任。这意味着,本文将是现任主任呈献给读者的最后一篇序言。在过去两年,主任写了数期与时并进的文章,希望这些简短序言为读者传达了有用的信息。

    出版会讯是相当耗费的,主要是印刷及发行费用。整理、开本和编辑工作,全部是由会内完成。相比总商会会讯的制作,许多类似会讯已随着变化趋势,朝向线上刊载及通过网站获取。总商会也有网站,会讯也可以提

    供线上阅读。为什么还需要印刷呢?大多数

    人对拿到实物的感觉良好。然而,这些刊物

    是否广泛阅读,时事内容是否引起共鸣?最

    终有多少刊物是在咖啡桌、或某个角落、储

    藏室及曾几何时被“收旧报纸”人员回收,

    或许供再循环吧?

    当前的工作组需要承担部分责任。以现时的

    情况,大多数的团体都尝试出版一本杂志或

    会讯期刊,因此类似刊物大量涌现也不足为

    奇了。其中一些比其他的更有商业可行性。

    在这方面,商讯和广告是支撑刊物出版的主

    要收入来源。而读者群多寡和区域分布大小

    则与广告定价有直接的关系。

    在总商会的大家庭里,要以有利可图的价格

    取得足够的广告数量并非易事。因此,出版

    费得由会本身津贴,因此难免消耗总会的资

    源。

    征求好文章及有威权的撰稿人定期供稿也是

    具有挑战性的任务。缺乏权威供稿者和大量

    类似刊物重复功能、作用和目的,都是长期

    存在的问题。

    另外,筹备及呈现一个好的刊物,许多专业资料是必要的。过去本会曾尝试罗致专业出版负责人,但结果都不理想。最后,任务由内部承当。在有限资源,秘书处的支撑下,一直保持我们近年来所看到的刊物形式。

    作为现任主任任期内的结言,谨此征求读者提供意见和评语,作为来届编辑及出版组新领导参考及改进。

    编辑及出版组感谢负责汇集、审查和编辑工作的秘书处人员。同样地,也感激广告客户和提供文章的撰稿人。最后也是最重要的,感谢会讯的读者群。

    际此岗位交替的时刻,让我们重新出发,期望能编出更有素质、能达致既定目标的总商会会讯。

    MOVING FORWARD – Changing of GuardsMOVING FORWARD – Changing of Guards

    On June 20, 2012, ACCCIM will be having its Annual General Meeting [AGM]. The AGM this year has a special significance. The AGM will witness a leadership transition for ACCCIM where a new National Council will be elected to take office. As in every election, there will be inevitable changes in the leadership line-up.

    There will also be changes at the Working Committees’ level. Of immediate relevance is the Editorial & Publications Committee [the Committee], which publishes the ACCCIM Bulletin amongst others. ACCCIM Bulletin has been around for countless years, and helmed by numerous past Chairmen of the Committee, most of them were the respective incumbent Secretaries-General of ACCCIM, although it is not a mandatory requirement.

    By convention, with the coming into being of a new line-up, the Committee will be

    reconstituted, and possibly a change of Chairmanship. By implication, this will be the last message the current Chairman will write and meet its readers’ eyes. Over the last two years, the Chairman had written on a number of issues relevant to the times. It is hoped that these short messages had served their purpose in the eyes of the Bulletin’s readership.

    It does cost quite a sum to produce the Bulletin, which mainly goes towards printing and distribution charges. The write-ups, formatting and editorial support are almost entirely done in-house. The Bulletin is produced against changing trends where many similar bulletins have gone online and are available on the websites. ACCCIM does have a website and the Bulletin can also be viewed on-line. Why the necessity to produce a hard copy? Most people would feel good having something tangible to hold on to. One wonders whether these copies are widely read, or are readable

    and its contents are current and are of contemporary interest. How many copies eventually end up on the coffee tables, or nooks and corners, store rooms and how soon are these being picked-up by the ‘surat-khabar lama’ collectors, presumably for recycling.

    The current Committee has to bear part of this responsibility. Against the prevailing scenario where most organisations do aspire to publish a magazine or bulletin of sorts, there is little wonder why there is a proliferation of broadly similar publications. Some are more commercially viable than others. In this regard, commercials and advertisements are the main sources of revenue to support such a publication. This then has a direct relationship with the size of readership and territorial coverage to justify the advertising rates charged.

    Within the Chambers of Commerce fraternity, it has always been difficult t o s e c u r e s u f f i c i e n t n u m b e r o f advert isements and at prof i table rates. Hence, the output is invariably subsidized and hence draining the resources of the body.

    Then there are the challenging tasks of seeking good articles and regularity of contributions from credible writers. This has been a perennial problem, especially due to the lack of contributors in the light of the large number of publications of broadly similar nature and there is considerable duplication of functions, roles and purposes.

    On top o f a l l , in prepar ing and presenting a good publication, much professional input is necessary. There

    had been attempts in the past to enlist professional publication managers, but the outcome did not augur well. Finally, the task has fallen on the shoulders of in-house initiatives. With limited resources, the secretariat support has been able to maintain the publication in the form we have witnessed over the recent years.

    As this will be the concluding message of the current Chairman’s tenure, the Committee chairman would like to solicit views and comments with a view for improvements for the future, which will be led by a new team under a new leadership.

    The Committee would like to thank the secretariat personnel assigned for the task of looking after the Bulletin’s compilat ion, review and edi t ing. The same goes to the advertisers and contributors of articles. Last but not least, the Bulletin’s general readership.

    Let’s move forward to a refreshing start with the change of guards. Hopefully, a better quality Bulletin will emerge to serve the intent and purpose the Bulletin is published.

    总商会推广技职培训与认证

    推动技职培训及认证

    本会早1990年代开始,即在丹斯里拿督宋兆雄的带领下,开始关注及推动技职培训,通过各种方式鼓励华裔子弟报读技术学院,学得一技之长,为工商界提供有素质的熟练技术人员;并随后在2006年开始推动技职认证,鼓励在职技工,通过人力资源部属下的技术发展局之在职技工能力鉴定计划,申请认证。

    为了有效及有计划的推广技职培训及认证,本会中小型企业及人力资源组在2008年正式成立技职培训及认证推广委员会,拟定行动计划,由各属会积极推动,主要对象为:

    (i) 非学术导向的华裔中学生 (辍学或在学者)

    (ii) 没有认证的在职技工

    除 了 巡 回 全 国 各 地 、 各 校 举 办 讲 座 , 为 学生及技工讲解技术工作的发展前景及认证的重要性外,有关委员会也积极与人力资源部属下的技术发展局 (Jabatan Pembangunan Kemahiran– JPK) 、马来西亚国民型华文中学校长理事会、各技术学院、各行团、乡团联系,互相配合,以达致最大效益。

    本 会 的 多 个 属 会 , 也 相 继 成 立 了 各 自 的 行动委员会,结合当地的学校、行团及技术学院,各自推动有关工作。自2008年至今,本会及各属会,已推荐了超过300名华裔学生,报读各技术学院。部分属会及乡团,更在丹斯里拿督宋兆雄的鼓励下,为家境清寒的华裔子弟提供奖学金,协助他们入读技术学院。

    在鼓励技工考取认证方面,为了进一步鼓励更多在职技工考取认证,并减去一些技工可能面对的语言障碍,总商会于2010年开始与技术发展局探讨,让总商会能够扮演协调者角色的可能性。

    成立总商会在职技工能力鉴定之

    在职技工能力鉴定

    在 职 技 工 能 力 鉴 定 , 是 让 拥 有 丰 富 工 作 经

    验,以及掌握相关技术,却没有受承认证书

    的在职技工,能够通过此项制度,在无需上

    课或考试的情况下,依本身的技术水准,获

    得第1级至第5级的大马技术文凭 (SKM),以

    加强竞争力,并保障本身的福利。

    在 这 项 制 度 下 , 技 工 可 向 人 力 资 源 部 属

    下的技术发展局 (Jabatan Pembangunan

    Kemahiran– JPK) 提出申请,技术发展局再

    委任适当的鉴证官人选,协助有关技工准备

    相关文件,以及鉴定其水准,最后由技术发

    展局发出证书。

    鉴证官

    由技术发展局委任的鉴证官,皆是来自全国

    各领域具经验及经认证的技术人员。其任务

    在于协助申请在职技工能力鉴定的技工准备

    所需文件,以及鉴定申请者的技术水平。

    总商会扮演的角色

    由于目前很多在职华裔技工,都是通过传统

    的学徒方式习得有关技术,尽管拥有丰富经

    验,却没有一纸证书的保障。政府已多次宣

    布,将逐步在各领域落实,有证书才能参与

    竞 标 、 甚 至 就 职 , 以 加 强 马 来 西 亚 的 竞 争

    力,及确保有关领域的素质。因此,要确保

    华裔工商界目前所聘请的技工,在这项措施

    正式全面落实前,能够顺利考取认证是非常

    重要的。

    尽管技术发展局的在职技工能力鉴定已推行多年,但很多华裔技工都不知情,或是由于语言障碍或不了解其重要性,而没有提出申请。目前市面上还有一些代理,协助欲申请认证的技工,特别是那些面对语言障碍者申请并准备有关文件,但其收费却非常昂贵,对要考取认证的技工带来沉重的负担。

    技术发展局对要考取认证的技工收费是每个级别RM 300,可是如果有关技工通过代理申请,他们需要缴交高达RM 1,500至RM 2,500的费用。因此本会多次与技术发展局会面,探讨让总商会扮演协调角色,协助技工考取有关认证。

    技术发展局同意由本会成立本身的鉴证官团的建议,当技工通过本会申请认证时,由本会统一呈交其文件,并指定负责的鉴证官,加 速 有 关 过 程 , 并 减 少 技 工 被 刁 难 的 可 能性,以及语言障碍等问题。

    作为起步阶段,本会目前着重于4个工业领域,即:

    (i) 水喉 (plumbing)

    (ii) 电线 (wiring)

    (iii) 冷气 (air conditioner)

    (iv) 轮胎 (tyre)

    本会于2010年杪开始,经由各属会协助,鉴

    定了总数54名人选,在2011年7月23日至24

    日主办了第一场为期2天的鉴证官培训课程。

    本会委员会负责人也在课程期间,分别与这

    54名人选面谈,确定他们的资格及意愿符

    合,并从中筛选出33位人选。本会在2011年

    11月12日至13日主办第2场鉴证官培训课程,

    其中31人参加了有关课程,并将他们的申请

    当场提呈技术发展局的负责人。

    截至2012年4月,技术发展局已正式发出委任

    书予其中23名合格的鉴证官。

    各属会扮演的角色

    本会于2012年4月9日,召集全体鉴证官、属

    会负责人及秘书处职员,对申请流程、所需

    文件及其他相关事宜进行讲解。

    各属会负责人将负责进行各项宣传活动及讲

    解,以鼓励当地技工提呈申请。属会在收集

    所有申请表格及费用后,再呈交予本会,以

    提呈技术发展局。

    本会将从2012年6月开始,每3个月一次,

    让有意申请认证的在职技工,提呈他们的申

    请。以下为提交时间表:

    Promotion of Technical and Vocational Training and Certification

    Since 1990s, ACCCIM has initiated the promotion of technical and vocational training through various methods and platform under the leadership of Tan Sri Dato’ Soong Siew Hoong, including to encourage Chinese youths to study at the vocational and technical colleges to obtain the relevant skills and training so that they can become skilled workers with quality that can contribute to the businesses and industries sectors. ACCCIM embarked on promotion of vocational certification in 2006 by encouraging workers that without certification to apply for the National Skill Certification (Sijil Kemahiran Malaysia - SKM) through Accreditation of Prior Achievement Programme under the Department of Skills Development (Jabatan Pembanguanan Kemahiran - JPK), Ministry of Human Resources.

    In order to effectively promote technical and vocational training and certification, the Small and Medium Enterprises and Human Resource Development Committee (SMEs & HRD) of ACCCIM has established a Special Task Force on Promotion of Technical and Vocational Training and Certification in 2008. The Special Task Force is tasked to outline action plans to be carried out by ACCCIM Constituent Chambers in the various states. The target groups are:

    (i) Chinese secondary school’s students who are not interested in academic studying (those drop outs or still studying)

    (ii) Workers that without certification

    Besides conducting nationwide seminars all around the country to explain to students and workers on the prospect and importance of technical and vocational training and certification, the ACCCIM Special Task Force also work very closely and vigorously with JPK, MajlisPengetuaSekolah-SekolahMenengah Conforming Malaysia (MPSMCM), technical institutions, trade organisations, clan associations etc. for collaboration and further enhance the efforts.

    Many of the ACCCIM Constituent Chambers have established their own Task Forces in order to work together with local schools’ representatives, trade organisations and technical institutions. More than 300 students have been recommended by ACCCIM and its Constituent Chambers to further study at technical and vocational institutions since 2008. Under the encouragement of Tan Sri Dato’ Soong Siew Hoong, some of the ACCCIM Constituent Chambers and clan associations have offer scholarship to students from lower income families in order to help them to study at technical and vocational institutions.

    On certification, in order to encourage more workers to apply for certification, since 2010, ACCCIM has explored and discussed with JPK on the possibility for ACCCIM to play a more active role as facilitator to reduce the language barrier encountered by workers.

    Establishment of ACCCIM’s PP-PPT Panel

    Accreditation of Prior Achievement (PentauliahanPencapaianTerdahulu– PPT)

    Accreditation of Prior Achievement is a programme designed for those workers with plenty of job experience and skills but without certification. Under this programme, these workers can apply for certification from Level 1 up to Level 5 of SKM based on their experience and skills, and without having to attend any courses or examination. This will improve their competitiveness and protect their welfare.

    Under the programme, workers can submit their application to JPK. The JPK will then appoint an assessment officer to assist the applicant to prepare the relevant documents and assess the level of skills. If they are proven to be qualified, JPK will issue the certification.

    As a start, ACCCIM will focus on four industrial sectors only:

    (i) plumbing(ii) wiring(iii) air conditioner (iv) tyre

    The ACCCIM has identified 54 candidates for PP through assistance and recommendation of Constituent Chambers by end of 2010. The ACCCIM has conducted the first 2-day Training Course for PP from 23rd to 24th July 2011. Members of ACCCIM Special Task Force had interviewed each candidate during the course to confirm their qualification and aspiration, and shortlisted 33 candidates. ACCCIM organised the 2nd Training Course for PP from 12th to 13th November 2011, a total of 31 candidates attended the course and submitted their application as PP-PPT to JPK.

    As at April 2012, 23 candidates have received their official appointment as PP-PPT by JPK.

    The Role of Constituent Chambers

    The ACCCIM has organised a briefing session for all PP-PPT, Constituent Chambers’ person-in-charged and secretariat staff for this project on 9th April 2012 to explain the application procedure, documents required and other related matters on PPT application.

    The Constituent Chambers’ person-in-charged will conduct briefing and promotional activities so as to encourage workers to apply for PPT. Constituent Chambers will then compile all the applications together with payment and submit to ACCCIM Secretariat for onwards submission to JPK.

    ACCCIM has scheduled a quarterly submission timetable for workers to submit their application through Constituent Chambers as follow:

    Closing Date i. 2nd Quarter of 2012 30-06-2012 ii. 3rd Quarter of 2012 30-09-2012 iii. 4th Quarter of 2012 31-12-2012 iv. 1st Quarter of 2013 31-03-2013

    Assessment Officers (Pegawai Penilai– PP-PPT)

    Assessment Officers duly appointed by JPK are experienced and qualified technicians from various industries. Their role is to assist the applicants to prepare the portfolio and documents as well as to assess their level of skill.

    The Role of ACCCIM

    In views of many Chinese workers actually obtained their skills through traditional apprenticeship, although over the years they have gained plenty experiences, but they do not have a certificate that could protect them. The Government has made several announcements that gradually only those with certification are allowed to bid for Government projects, or be employed in order to enhance the competitiveness of our country and ensure the quality of workers of the various sectors. Therefore it is important for those Chinese workers to obtain their certification before the Government fully enforce this system.

    Although the JPK has implemented the PPT programme for a number of years, however, many Chinese workers are either not aware, maybe due to language problem or they do not understand the importance of certification, and thus do not apply. There are some agents in the market that could assist the workers to submit their application and prepare the relevant portfolio and documents but they charged an expensive fee and become a financial burden to those workers who wish to apply for certification. .

    The processing fee imposed by JPK is RM 300 per level, however if a worker is to apply through an agent, he would have to pay RM 1,500 to RM 2,500 per level. The ACCCIM therefore approached the JPK to discuss and explore the possibility for ACCCIM to play a role as facilitator to assist the workers to apply for certification.

    The JPK has agreed to the ACCCIM’s proposal for ACCCIM to establish a group of panel of PP-PPT. In order to speed up the application procedure and reduce the problem of language barrier, all application submit through ACCCIM will be complied and evaluated by Assessment Officers (PP) appointed by ACCCIM.

    INVESTMENT LAWS OF MYANMAR The Union of Myanmar Foreign Investment Law (FIL) was enacted on 30 November 1988.

    The Union of Myanmar Special Economic Zone Law was enacted in January 2011

    The Dawei Special Economic Zone Law was also enacted in January 2011 subsequently.

    Myanmar Company Act

    The union of Myanmar Foreign Investment Law (FIL) applicable to foreign companies and FDI

    Union of Myanmar Citizenship Investment Law (CIL) applicable to Myanmar citizens only (Same relief and incentive given as FIL)

    Myanmar Companies Act (MCA) and Regulations

    Special Company Act (SCA) applicable where Government equity share are involved in JV with foreign companies

    The Myanmar Income Tax Law and Regulations and Notification issued by the Ministry of Finance and Revenue (MFR) applicable to taxation

    Myanmar laws are based on British Common Law such as India, Australia, Singapore, Malaysia and Hong Kong

    REGISTRATION OF PRIVATE COMPANY

    � Operation in Myanmar can be carried out through one of the following business organisation:

    1. Partnership

    2. Companies limited by share i.e. joint venture companies; local companies; foreign companies

    3. Branch or Representative offices of a foreign company

    4. Associations not for profit

    Corporate structure � At least two (2) directors required;

    � At least two (2) shareholders required, one shall be nominee of corporate;

    � Shareholders and the Directors may be the same persons;

    � Appointment of local shareholders or Directors is not necessary;

    � Appointment of local secretary is not necessary;

    TAXATIONThere are 15 different types of taxes and duties under four main heading:

    1) Taxes levied on domestic production and public consumption – excise duty; license fees on imported goods; state lottery; taxes on transport, commercial tax and sale proceeds of stamps

    2) Taxes levied on income and ownership – income tax and profit tax

    3) Customs duties

    4) Taxes levied on utility of state-owned properties – taxes on land; water tax; embankment tax; taxes on extraction of forest products, minerals, rubber, and fisheries. Income of tax payer is computed on the basis of one fiscal year (April 1 to March 31 of the following year)

    Incorporation of Company in MyanmarUnder section 27 A of the Myanmar Companies Act, a foreign company, whether a hundred percent owned or a joint-venture and branch/representative office, is required to obtain a Permit and Registration.

    However, a joint-venture with the state equity formed under Special Company Act 1950 is exempted from obtaining a Registration.

    Incorporation of Company in Myanmar(Requirements)

    1) Company Name and Address in your country

    3) At least two people of their passport endorsed by Myanmar Embassy

    4) Each People’s Bank confirmation letter mentioned the balance of amount showing at least USD 50,000 (for services Company) and at least USD 170,000 (for Industrial Company) from their bank endorsed by Myanmar Embassy

    Branch / representative office(Requirements)

    1) Instead of the companies Memorandum and Articles of Association, a copy of the Head Office's Memorandum and Articles of Association or of the Charter, Statute or other instruments constituting or defining the constitution of the company, duly notarized and consularized by the Myanmar Embassy concerned in the country where the company is incorporated.

    2) The Annual Report for the last two financial years (or) if it is the copies of the Head Office Balance Sheet and Profit and Loss accounts for the last two financial years, it is to be notarized and consularized by the Myanmar Embassy concerned in the country where the company is incorporated.

    3) Where the original Memorandum and Article of Association and other relevant documents are not in English language, authentication of the translation into English.

    关于人才问题,不仅是如何招揽在海外大马人才回国,还包括如何留住现有的本地人才、让在我国求

    学的外国优秀生能够留下来,这些议题都值得深入探讨。

    马来西亚中华总商会联合《南洋商报》主办“蜕转2.1华商”圆桌会议系列三,探讨人力资源的挑战与前景、如何吸引、留住及管理人才,以及企业文化、团队精神及人力资源开发,让人才永续泉源。

    骆荣福指出,公司若要留住人才,除了让员工有发挥的空间及提供训练,也应适当表扬表现不错的员工。

    他举例,余仁生每年派年终花红奖励金时都会特别重视中层管理级员工,因为他们要负责培训基层员工,是公司的灵魂,理应获得比一般员工更高的花红奖励金及机会,这样,他们才会忠心留在公司服务。

    他说,本地公司应该尽量留住公司的中流砥柱员工,应该让他们分享公司的盈利,也许是花红或是股权等,毕竟没有多少员工会愿意呆在刻薄或不懂得尊重人才的公司。

    刘瑞裕认为,我国市场不大,以致本地出色企业免不了向外发展,而当企业往外发展就必须雇佣懂得管理及有诚信的人才。

    感情待遇留人才

    他以其公司为例,同泰花生产厂在国内缺乏花生生产而决定到越南设厂,最初只能雇佣亲人代为管理海外业务,但他们有本身的事业和理想,未必愿意长驻越南,所以,公司必须寻找真正能够管理海外业务的人才。

    颜泰华则说,雇佣家族亲人掌管公司未必好事,因为一些下属面对的问题未必能够准确传达给老板,可能因此造成人才流失。

    他说,本地中小型企业由于规模不大,没有大企业的系统制度,通常老板都认识每个员工,在管理员工通常都以事业、感情及待遇来留住下属。

    确保公司前景

    他说,不过,中小型企业也必须与周边同行比较,确保公司有前景或有本身的品牌,同时,必须给予员工内部培训及擢升机会,这样才能留住员工。

    戴良业提到,我国期望在2020年达致高收入先进国,我国若要逃脱中等收入国的困境,必须加强生产力及附加价值,推高收入来源,而吸引人才及留住人才是不可缺的一环。

    他举例吉隆坡大计划在未来八年内把吉隆坡人口从570万人增加至1000万人,但人口的增加绝不是指外劳人数,而是知识分子、专业人士等人数。

    配合大专培训

    陈成龙认为,本地企业可与大专配合,让大专培训企业所需人才及研发企业所需的技术,而企业则在资金或其他方面给予协助,最终我国能栽培市

    场所需的人才,这是双赢的局面。他说,不管国内企业多大规模,必须不断求变,不能固步自封,而且企业要懂得吸引精英才能。

    他认为,政府已意识到不公平的环境造成人才流失,积极与华商及非政府组织对话,以改善我国的大环境,特别是留住国内人才。

    “公司必须重视员工发表有利于公司改革的意见,有胸襟的老板才能留住人才。”

    孔令龙认为政府有必要放宽条例,允许在我国求学的外国学生在毕业后继续留在我国工作,以便达致最高效益,而不是平白栽培他们后就送他们回去。

    允外国学生留下工作

    他举例,其会计楼为了招揽人才,选择与本地私立学院合作,让修读会计的海外学生,尤其是中国学生可到会计楼实习。

    他说,当公司希望能留下一些表现不错的中国学生,却在申请工作准证时遭拒绝,因为公司必须刊登广告聘请本地员工,确保没有本地员工才能聘请外国人,最终这些优秀中国学生被迫回国。

    他说,他曾代表商会与人才机构对话,却发现人才机构不了解企业面对缺乏专才及员工的问题,只是闭门造车,无法解决我国面对人才流失的实际问题。

    政府不正视

    拥有数千家小型连锁店的郭庭东无奈地说,他虽为国内许多人提供许多就业机会,但无能力让其两

    名女儿留在在国内升学及工作,因为政府都不正视她们的表现,以致女儿只能依赖国外大学奖学金在香港及新加坡深造与工作。

    他直言女儿在新加坡及香港生活很让他放心,而她们回国度假时却担心她们安危,因为对我国治安没信心。

    “我们对国家很失望,但我们也没有信心留住孩子。我们毕竟已五十多岁,事业都在这里,惟有继续留在这里帮助其他没有能力到国外发展的人。”

    骆荣福提到,新加坡治安安全、没有不平等对待及交流语言没问题,促使很多大马人选择在新加坡发展。

    机制环境缺

    他直言,我国没有留住人才的环境,成绩好的中学生一早已被外国大学虎视眈眈,当他们在国外修完硕士或博士者也不会考虑回国,因为我国没有先进科技或平台容纳他们。

    “就算他们愿意在本地工作,本地公司是否有能力给予应等的薪金及前景?若是在家族企业工作那还有发展空间吗?这都是华商需要研究的。”

    戴良业则说,新加坡确实有完善的机制,而且有顶尖的学院及大学作为后盾,让新加坡成为我国人才驻留的地方。

    善用外劳 聘雇外才

    郭庭东建议,华商可以善用已被训练为熟练员工的外劳,在他们国家设立分店,一旦他们工作准证届满返国,就可以直接到分店继续服务,同时,也能协助公司扩大海外业务。他说,这可免去让已掌握技能的外劳返国,平白浪费培训外劳的努力。

    勿依赖家族管理

    他也说,现在年轻人不太愿意打工吸取工作经验,加上父母也不放心孩子在外打工,往往年轻人凭着父母的本钱创业,却没设法提升本身的技能。

    他说,本地公司若要留住年轻员工,必须给予他们适当的培训,协助他们成长,同时,奖励表现不错的员工,包括给他们特许经营权或自行管理商店等,让他们感受公司给予的机会及栽培,忠心地留在公司服务。

    他提到,华商有必要改变传统企业文化模式,不

    要依赖家族管理,应给予好员工擢升的机会,并与员工直接交流,掌握他们的特长,以团队的方式协助公司发展。

    陈明发认同郭庭东的建议,认为华商可深入探讨及利用外劳因素,扩大海外业务。

    人力流动跨国界

    刘瑞裕则说,政府应该修改外劳政策,允许一些已掌握技术及表现不错的外劳继续在我国服务,那可节省重复训练新外劳的成本。

    他说,政府也应允许本地企业到中国聘请管理人才或科技人才,甚至可以给他们居留权,让他们留在这里为本地企业服务。

    他说,如今人力流动已是跨国界,不再限于国内,所以,政府应顺应趋势,开放让更多外国专才到我国工作。

    “既然新加坡可以聘请我国人才,我国也一样可以主动聘请外国人才,至少不会导致一些企业家因为缺少专才而断层。”

    狮城为何比大马更能留人才

    刘访云认为,政府必须深入了解及仿效新加坡有系统的招揽人才方法及机制,因为过去只要表现标青的学生都获新加坡政府关注,并主动提供奖学金等便利,吸引他们到新加坡升学及工作。

    “这方面,我国真的远远比不上新加坡,而且优秀生毕业后还获准继续在那里工作,而我国虽然有人才机构,可是,究竟做了多少努力挽留这些优秀生?“我国平白栽培了优秀学生,然后拱手转送给其他国家。”

    宏愿就是品牌

    他说,其实大马人才在国外非常受落,因为大多都能掌握三四种语言及方言,所以,政府应该了解我国人才优势,塑造能够发挥他们潜能的环境及机会。

    刘访云也是大马品牌协会总会长。他提到,国内中小型企业必须转型,一定要创立本身的品牌及增值,不要继续停留在小格局内,没有长远的宏愿,因为宏愿就是一种品牌,届时不仅能扩大业务,也能吸引人才。

    他说,很多中小型企业对塑造品牌有错误的认知或不了解,以为单靠刊登广告即可。实际上,品牌需要企业的创新及改变思维,若能建立品牌,企业才有更好的前景,也能与其他同业共好打造蓝海策略。

    他认为,除了企业要有品牌,国家也要有本身的品牌,才能吸引人才到来,就如早期欧美人都不认识大马,只认识新加坡和泰国,这对欲开拓海外市场的业者而言是一种障碍。

    到低收入国物色

    梁家兴认为,在聘雇人才方面,政府可以选择到收入低国家物色优秀人才,就如国油大学曾聘雇数位印度会计讲师教学,这是值得仿效之处。

    他说,本地厂商也可考虑朝向机械化,减少外劳人数,让本地员工利用机械提高生产力,那他们也能有更高的薪酬。

    他举例,若一小时一名员工可以生产1000个单位,若新机器可以让一个员工生产5000个单位,那员工的薪水也可跟着调高。

    戴良业认同我国国营企业应该投资,聘请外国顶尖专才作为栽培第二及第三线人才,这才能逐步提升我国的人才素质。

    他说,我国有必要改善大环境、交通情况、经商成本、教育水平、卫生情况及治安等问题,才能让国人及外人都能安心留在我国工作及居住。

    探讨如何加强合作,协助前往朝鲜投资的马来西亚企业家。紧接着是与朝鲜对外贸易副部长H.E. Ri Myong San对话。H.E. Ri Myong San为团员讲解有关该国提升经济改革的方向,以吸引更多的外资前来朝鲜投资,并表示该部门愿意提供协助予有兴趣到朝鲜投资的马来西亚企业家。

    随 后 , 考 察 团 拜 会 了马 来 西 亚 驻 朝 鲜 领 事Mr. Mohd. Hasril Abdul Hamid。Mr. Hasril除了向团员讲解在朝鲜从商需注意的事项,还特别准备了一些马来西亚美食,让团员享用。

    在朝鲜总商会安排下,考察团团员于2012年5月16日假人民文化宫与朝鲜企业家进行商务洽谈,超过80位朝鲜商家前来与团员会面。

    此考察团的其中一个目的是了解当地从商的政策。朝鲜总商会因此安排了来自朝鲜外资及经济合作委

    员会、朝鲜外贸银行及朝鲜运输公司为团员提供简报。

    除此之外,朝鲜总商会也安排考察团实地考察当地的工业,如果园、食品加工厂、养猪场、甲鱼养殖场及酿酒厂,了解当地的生产设备及技术。

    回程前,本会特设晚宴以感激朝鲜总商会及马来西亚大使馆的盛情招待。

    本会代表团赴中国扬州参加“烟花三月”国际经贸旅游节ACCCIM Delegation to Yangzhou, China in Participation of Flowery

    March International Economy and Trade Tourist Festival

    中国扬州市人民政府于2012年3月17日至18日在扬州举行“烟花三月”国际经贸旅游节,让海内外嘉宾开展与扬州合作的途径。

    本会总会长丹斯里钟廷森率领14人代表团赴扬州参加上述大会,受到扬州市政府及扬州市侨办的热情接待。出席者包括总会长丹斯里钟廷森伉俪、署理总会长拿督林国璋伉俪、中央理事拿督张昌国伉俪、拿督刘瑞裕伉俪、余俊贤伉俪、蔡少杰博士、潘斯里张秀梅(丹斯里黄家定夫人)等。

    扬州政府与17日下午,特别安排本会代表团考察扬州运河水街项目。晚上则出席2012中国扬州“烟花三月”国际经贸旅游节招待晚宴暨第五届淮扬美食节开幕式。

    代表团于18日上午参加2012中国扬州“烟花三月”国际经贸旅游节开幕式暨项目开工仪式,过后出席了扬州市产业推介会暨项目签约仪式。在扬州市市侨办副主任方军、副调研员周海东的全程陪同下,代表团也考察了县市(区)的投资项目。中午,由扬州市委常委、副市长王智勇和侨办主任朱路跃宴请午餐,并与代表团见面交流。接着,市侨办会同县市(区)精心安排了代表团在扬州的活动行程,通过参加了“4.18”节庆活动,游览了蜀岗-瘦西湖景区、个园、何园和扬州双博馆等地之后,感受到了扬州深厚的文化底蕴、繁荣的经济发展。代表团顺道参观扬州瘦西湖风景区、个园等风景区点。晚上出席并欣赏2012中国扬州“烟花三月”国际经贸旅游节大型文艺晚会

    本会执行顾问兼国际贸易及工业组主任丹斯里拿督宋兆雄率领28人代表团于2012年4月26日至30日赴缅甸仰光省考察。是次考察团是本会与马来西亚南南集团联合主办。

    考察团甫抵达仰光国际机场,即受到缅甸工业协会理事的热情接待,并一起享用午餐。随后,考察团前往仰光莱达雅(Hlaing Thar Yar)工业区,参观糖果生产厂和服装制造厂,以了解当地制造业的运作模式。

    次日,考察团拜会缅甸工业协会,与该会会长U Zaw Min Win及理事们进行对话会及商机推介环节。下午,考察团则出席由缅甸全国工商联合会及缅甸工业协会联合主办的“缅甸贸易及投资指南”汇报会,并与当地约80位企业家进行商务洽谈,开拓商机。

    此外,本会也在考察期间与缅甸华商商会会长U Kyee Sein见面,讨论两会之间的合作交流课题。

    总商会与马来西亚信贷资料中心合作协议签署仪式Signing of Collaboration Agreement Between

    ACCCIM and Credit Bureau Malaysia (CBM)

    本会与马来西亚信贷资料中心于2012年5月8日,假国家银行SasanaKijang会议厅签署合作协议。协议由本会总秘书拿督蔡国治及马来西亚信贷资料中心总执行长陈思仲先生签署,见证人是马来西亚信贷资料中心主席万阿兹哈。

    通过是项协议,本会将建立与马来西亚信贷资料中心的联系管道,让各属会会员商家购得所需要的信贷资料。

    马 来 西 亚 信 贷 资 料 中 心 主 席 万 阿兹 哈 在 致 词 时 表 示 , 该 中 心 成 立于2008年,是为中小企业提供完整 及 可 靠 信 贷 资 料 及 评 级 的 中 央资料库,扮演提供商业注册资料、信贷记录、债务水平及义务、财务报表及贸易伙伴的一站式中心。通过该中心的设立,中小企业、金融机构、非银行信贷设保人及公众人士,可取得中心所提供的产品及服务如信贷及商业报告、贸易信贷信息、信贷评级及监管服务。截至今日,共有42家金融机构、超过3万家企业,包括中小企业、政府机构、信贷公司、电讯公司、本地财团及跨国企业,已注册为中心的会员。

    拿督蔡国治表示,总商会与信贷资料中心合作的主要目的,是要合力营造健康的信贷文化,让会员商家取得本身的信贷资料及评级,进而采取行动改善本身的信贷、融资能力以及对本身信贷记录的监管。此外,在获得供应商或客户的同意下,商家也能取得对方的信贷评级与有关报告,以降低贸易风险。总商会希望通过这项合作,能够促进商界的健康监管和信贷文化。

    出席当天签署仪式的代表除了本会中央理事及工作组代表,也包括马来西亚信贷资料中心及马来西亚信贷担保机构董事部成员、国家银行负责人、各银行代表等。

    2011年度总商会全国独中科技创新比赛颁奖仪式Prize Giving Ceremony of ACCCIM Chinese

    本会于2012年5月9日于本会会议厅举行了2011年度总商会全国独中科技创新比赛颁奖仪式。

    颁奖仪式由本会署理总会长拿督林国璋局绅主持。出席者包括本会科技及创新组主任陈明发博士、顾问丹斯里拿督宋兆雄、拿督洪礼璧及杨海星资深院士博士,评审团成员尤芳达教授博士等。

    拿督林国璋局绅表示,总商会全国独中科技创新比赛旨在协助及提升独中生对创新的认知与兴趣,培养创新精神和实践能力,除了籍此提高青少年的科技素质,亦可鼓励优秀人才发挥所能。青少年往往有强烈的创造意识和冲动,想像力丰富和善于把各种知识组合起来思考问题,亦敢于跳脱旧框框,从多角度、多方位和多层次地去思

    考。通过比赛,能让他们有机会将自己的创新潜能尽量发挥,让他们紧握时代的脉搏和体现时代精神,还能提升出他们的创新精神和实践能力。

    本会科技及创新组主任陈明发博士表示,工艺需要新创意,营销也需要新创意。换句话说,同时需要工艺与艺术。传统上,工艺与艺术认为是互相对立的技艺。可是,世界上许多政府已经把它们整合进所谓的“新经济”、“创意经济”或 “文化创意经济”的竞争策略中。马來西亚真的要在这方面迎头赶上。

    本会也于当天邀请了拿督洪礼璧发表“发明者的创造性精神”的特别演讲,以让大家能对这方面有更深入的了解。颁奖仪式上也进行了新村网筹款活动支票移交仪式,由拿督林国璋局绅移交支票给拉曼大学的副校长尤芳达教授博士。

    乌兹 别 克 斯 坦 渔 业 研 究 所 所 长 M r . Kurbanov率领一行6位团员于2012年5月21日拜访本会,由国际及贸易工业组副主任吴文钦先生及国际及贸易工业组成员接待。一些来自水产养殖业的会员商家也出席交流会。

    Mr.Kurbanov表示,代表团成员主要来自渔业相关的企业家,如水产养殖场。拜会目的是就水产养殖经验相互交流学习,并从中与马来西亚出口商搭建联系桥梁。
