Organization Summary
The JSC was established based on two major legislations; the Act on General Rules for Incorporated Administrative Agency (Act No. 103 of 1999) and the Act on the National Agency for the Advancement of Sports and Health (Act No. 162 of 2002). The objectives of the JSC are stated as “In order to promote sports and to enhance and maintain school children’s health, the JSC operates its sports facilities appropriately as well as efficiently; provides necessary assistance for the promotion of sports, covers injury and accidents involving children under school care, conducts research regarding sports and the maintenance and enhancement of children’s health, collects and provides sports-related materials; and contributes to the development of people’s physical and mental health based on the activities above”.
Half a year has passed since I became President of the Japan Sport Council (JSC) on October 1, 2015. I feel not only the joy of having the opportunity to contribute to the development of sports in Japan, but also the huge responsibility that this position entails as I work to run this organization.
Looking back on FY2015, for the national project of New National Stadium construction, we were able to take a step forward on facilities planning, such as the selection of Parties with negotiation priority and starting on the basic design. In addition, as part of efforts to improve competitiveness, we have been preparing for the inauguration, in April 2016, of the “Japan High Performance Sport Center” (Japan Institute of Sports Sciences and Ajinomoto National Training Center), that performs research and provides support to improve international competitiveness. Furthermore, the Sports Promotion Lottery achieved sales of 108.4 billion yen, the second-highest amount in its history.
In response to external advice for ensuring good corporate governance within JSC, in concrete terms, we received guidance from the New National Stadium Project Process Investigation Panel concerning matters such as our organizational and communication structures. As a result, we clarified the role of Project Managers involved in the planning and construction of the New National Stadium and initiated regular briefings for the media. In addition, we established an independent “Operational Inspection Council” that reviews issues related to corporate governance to reinforce internal control. I have tackled these issues as a matter of top priority since becoming President in October. to form a structure to inspect and improve internal control and governance.
Furthermore, through the formulation of the “JSC Code of Conduct” that details the implementation of compliance training and appropriate behaviors for executives, we are working to reform the organizational culture to have good peer-to-peer communication with a high level of executive consciousness toward compliance.
In order to become an organization even more trusted by the people, we believe that it is more necessary than ever before to place ourselves at and see from the viewpoint of the people and from an “athlete first” perspective for open communications.
In light of the measures above, in FY2016, we will proceed with a heavy focus on the following three items.1. Reinforce corporate governance and internal JSC’s role in sports promotion in Japan2. Maximize control3. Reform organizational culture to have good peer-to-peer communication
This fiscal year, the Olympics/Paralympics will be held in Rio de Janeiro. As we flesh out our Japan High Performance Sport Center as a base from which to support athletes, we will establish a “High Performance Support Center” on site during the games to support the Japanese national team.
In addition, regarding the construction of the New National Stadium that is scheduled for completion in November 2019, we will proceed steadily so that the schedule is maintained as we head toward the start of construction this December.
Furthermore, on the premise that these activities will be proceeded with smoothly, in addition to strengthening internal control and governance, we will thoroughly enforce the behavior and business of executives, who will maintain constant awareness of the “JSC Code of Conduct” that was formulated in accordance with the basic principles and vision in March. We would also like to cultivate an organization with good peer-to-peer communication where the results of our activities can be maximized. Including female employees and disabled persons, we will establish a workplace environment where any person can succeed.
The JSC is a vibrant organization filled with young employees and employees having a strong attachment for sports. We will give consideration to overall balance amidst our many, varied activities and will aim for even greater vitality as a unified organization with good peer-to-peer communications that utilize the capability of each person.

Sports Facility Management and Promotion of Sports ActivitiesWe are engaged in the management and operation of sports facilities where various sporting competitions and other events are held. We also manage and operate the “National Center for Mountaineering Education”, which conducts instructor training for mountaineering, as well as the “Prince Chichibu Memorial Sports Museum and Library”, which showcases the history and tradition of sports in Japan.
■ National Stadium (New National Stadium)The demolition work of the former National Stadium, which served as the main venue for the 1964 Tokyo Olympics, was completed in 2015. Amidst the historical and traditional environment of the Meijijingu Gaien, the New National Stadium will be constructed as the main stadium of the 2020 Tokyo Olympic/Paralympic Games. Construction is progressing under the concepts of: “a user-friendly stadium where anyone can gather and enjoy sports competition”, “a stadium in harmony with the surrounding environment with a culmination of cutting-edge technology, and modern representation of Japan’s climate, landscapes, and traditions”, and “a stadium that contributes to local disaster relief to global environmental conservation”.

Sports Facility We manage and operate the Yoyogi National Gymnasium, Prince Chichibu Memorial Rugby Stadium, and the Ajinomoto Field Nishigaoka. The National Stadium is in the process of being entirely rebuilt.

Called the “Tokyo Rugby Stadium,” this stadium that was built exclusively for rugby was completed in 1947. It was later renamed “Prince Chichibu Memorial Rugby Stadium” and transferred to the National Stadium on October 1, 1962. It was used for football events during the 1964 18th Tokyo Olympic Games, and is currently used for international rugby matches, national tournaments, and Top League matches.

In 1972, a soccer stadium, tennis courts and other facilities were built as the National Nishigaoka Stadium. Nowadays, the soccer stadium is widely used for international games, preliminaries of the Emperor's Cup, All Japan University Championship, Kanto University Football League tournament, All-Japan Women’s Football Championship, National High School Championship etc. The stadium was renamed "AJINOMOTO FIELD NISHIGAOKA" in 2012 under a naming rights agreement.Facilityoutline

■ Yoyogi 2nd GymnasiumAs it was the case for the 1st Gymnasium, the 2nd Gymnasium was built as a venue for the Tokyo Olympic Games, and has a bowl-shaped structure with a magnificent cone-shaped ceiling. National Center for Mountaineering Education
Originally built in 1967 as the Education Ministry’s mountaineering training center to promote the sound development of mountaineering in Japan, it has been under the management of NAASH since 2009. The center has since organized activities to train for mountaineering expertise and provide information for prevention of mauntain accidents. The building, which can also be used as lodging, comes with special facilities such as equipment for rock-climbing training, enabling high-quality training.

Hosting various courses and training classes / The center hosts training sessions for mountaineering. The training ranges from the basics of safe mountaineering to rescue techniques, utilizing on site training and nearby mountains including Mount Tsurugi. Lectures on meteorology and medicine are also provided. The Prince Chichibu Memorial Sports Museum and Library is the only integrated sports museum and library in Japan. Due to the rebuilding of the National Stadium, the Museum and Library’s warehousing functions have been relocated to Ayase in Adachi-ku, Tokyo in June 2014. The materials in the Museum’s collection are not available for viewing. However, adopted as a program subsidized by the Agency for Cultural Affairs in FY2016, the Museum will collaborate with the community and prepare multi-lingual
Olympic-related materials by: (1) conducting activities in multiple languages in preparation for the 2020 Tokyo Olympic/Paralympic Games; and (2) conducting a touring exhibition (Tokyo, Iwate, Fukushima, Hokkaido). The Japan Sport Council integrally manages and operates two adjacent facilities, the JISS and the NTC. Strategic strengthening and support for female athletes *The High Performance Center will unite and carry out initiatives, in order to contribute to the enhancement of international competitive-ness, such as: a “female athlete strengthening program”, formulating and implementing a model program contributing strategic and practical strengthening, etc.; a “female athlete support program”, implementing a model support program for medical and scientific support addressing characteristic issues; and a “female athlete elite coach nurturing program”, formulating and implementing a model program to smoothly develop female elite coaches—who possess unique female viewpoints and perspectives as well as techniques and experience gained from their time as athletes—into immediately effective coaches.

The Sport for Tomorrow Program is an international contribution initiative that aims to expand sporting values and the Olympic and Paralympic Movement to people of all generations of more than 10 million people in over 100 counties including developing countries until the 2020 Tokyo summer Olympic and Paralympic Games. It has become clear that there is a high correlation between the number of medals acquired by each country and Medal-Potential Athletes (MPA: number of sports categories with top 8 results or better at world champi-onships and other tournaments). Mission undertaken to ensure fair andproper implementation of sporting activitiesBased on the revision of Act on the Japan Sport Council in 2013, entailing the addition of “activities required for ensuring fair and proper implementation of sporting activities” the JSC launched the “Sport Integrity Unit” in April 2014 to protect Sport Integrity in the areas of match manipulation, illegal gambling, lack of governance, violence, and doping in sports.Integrity refers to a condition that is pure, dignified, and complete. Integrity to sport means a condition of purity and worth that does not suffer loss from the various threats to sport. It is said that sport gives people happiness and has the power to lead society in a positive direction. In order for sport to realize its inherent power, it is a prerequisite that the protection of sport integrity be a priority. However, currently sport movement is facing various issues threatening the integrity of sport, such as doping, match manipulation, as well as violence, harassment and lack of governance in sports instruction.

School Safety Department
In order to promote and popularize sports, including the improvement of Japan’s international competitiveness in sports and the development and enhancement of the sports environment at the community level, the Sports Promotion Fund and Lottery Department provides financial assistance for projects to promote sports (e.g., Sports Promotion Fund subsidies, Sports Promotion Lottery subsidies, and subsidies for activities to improve Japan’s competitiveness in sports). In addition, further support will be provided to sports groups and athletes in the lead-up to the 2020 Tokyo Olympic and Paralympic Games.
■ How the Fund subsidy worksThe Sports Promotion Fund was created in 1990 with an initial investment from the government to achieve the improvement of the international competitiveness of Japan as well as expanding the sports fan base. Together with a donation from the private sector, the total amount of the fund has been expanded and the operating profit has been distributed as subsidies for sports activities undertaken by sports organizations, individual athletes and coaches.

The Sports Promotion Lottery (toto/BIG) was introduced in 2001 with the aim of securing new funding sources in order to develop and enhance Japan’s sporting environment. Profits are allocated from the sports promotion lottery sales revenue, after deductions of payouts to lottery winners, expenses, and provisions for specific work (allocation for expenses such as improvement of sports facilities for international sporting events). Three-fourths of the profits are used to subsidize projects that aim to promote sports, while the remaining one-fourth is paid to the national treasury.
The School Safety Department supports efforts to prevent accidents at schools through case study and data analysis using information from the mutual aid benefit system, and providing the outputs to school officials and others in an easy to understand manner.
Payment of Injury and Accident Mutual Aid Benefits
■ Injury and Accident Mutual Aid Benefit SystemThe Injury and Accident Mutual Aid Benefit System provides benefits (medical expenses, disability compensation or death compensation) in cases of injury, illness, disease, accident, or death that occur to students and younger children while under the supervision of schools or nurseries based on a contract (Injury and accident mutual aid benefit contract) between the JSC and school operators. The injuries and accidents under the supervision of schools refer to those that occur during class hours based on the school curriculum (including childcare hours at nurseries), as well as during extra-curricular instruction hours, during breaks (including before class and after school), or on the way to and from school (or nurseries).In FY2015, at schools and other educational institutions across the country, 16.91 million people-over 90% of total child students—enrolled in the system and aid was given to 2.1 million cases times during the year.
School Safety Support Activities
■ How school safety support works
Since in FY2002, profits earned from sports promotion lottery sales have been put toward subsidizing sports promotion activities by local governments and sports organizations - ranging from creating an environment where everyone can enjoy sports to fostering world-class athletes. So far, subsidies have been given 22,032 projects, for a total amount of 123.4-billion-yen (subsidies for FY2016 indicates the amount allocated).
■ How to donate to the Sports Promotion FundThe JSC makes efforts to secure financial resource for subsidies through encouraging donations to the fund from individuals and corporations. Additional donations come from the profits of vending machines set up in cooperation with national university corporations, local public entities, sports organizations, and other organizations.
Prize will be awarded if the prediction of the results of soccer games are correct. The lottery comes in two types. One type (“toto”, “mini toto”, and “totoGOAL3” “totoGOAL2”) allows lottery buyers to make their own predictions, while the other type (“BIG”, “100yen BIG”, “BIG1000”, and “mini BIG”) allows predictions to be made randomly and automatically by computer. The total sales for FY2015 marked approximately 108.4 billion yen.

In the lead-up to the 2020 Tokyo Olympic and Paralympic Games, strategic efforts are being made to strengthen athletes and enhance their performance at both the Olympic and Paralympic Games. As a part of this, the JSC subsidizes programs of sports organizations which are designed to improve the performance of Japanese athletes, using funding from government grants. In addition, since FY2003, the JSC has provided subsidies for activities that contribute to enhancing Japan’s competitiveness in sports, which are extended for programs aimed at raising the standards of the premier leagues in Japan.
* It is prohibited by law for minors under the age of 19 to purchase or to be given toto lottery tickets. They are also not eligible to receive prize money.

The Basic Act on Sport regards sports as a “universal human culture”, and proclaims that living a happy and prosperous life through sports is a “right of all people”. In order to realize this philosophy, we established the “JAPAN SPORT NETWORK” in July 2013 to strengthen cooperation and promote collaboration with other sports-related organizations. The JSC has concluded the “Power of Sport” Joint Declaration with 580 local governments (as of late April 2016) to strengthen our network with communities, and is keeping up efforts to develop the network.
We will develop the “JAPAN SPORT NETWORK” to bring about a happy and prosperous society through sports, based on the basic principles outlined in the Basic Act on Sport.We declare to respect the philosophy of the sports promotion lottery system, foster talents who will pave the way for a better society through the “Power of Sport” in cooperation with each other, collaborate to realize dynamic communities and Japan, and jointly create a bright future.
