Navigating the rising tide of uncertainty
2018년 전세계 경제 성장에 대해 낙관적인 견해를 보이던 CEO들이
2020년 비관적인 견해로 돌아서
PwC가 연례 설문조사를 시작한 이후 처음으로 과반수가 넘는 CEO들이 세계 GDP 성장률이 줄어들
것이라고 답했다. 이런 우려는 그들이 운영하고 있는 기업의 성장 전망에도 영향을 미쳐 27%의
CEO들만이 2020년 기업의 매출 성장에 ‘매우 자신있다’고 답했으며, 이 수치는 2009년 이후 가장
낮은 수준이다. 이는 CEO들의 기업 성장 전망과 실제 글로벌 GDP 성장이 유사한 궤를 그려왔다는
지금까지 PwC의 분석을 바탕으로 했을 때 매우 의미있는 결과라고 볼 수 있다.
성장에 대한 최고경영자들의 비관적 견해는 한 마디로 ‘불확실성’에 기인한다. PwC의 23차 연례
글로벌 CEO 설문조사는 83개국 1,581명의 최고경영자들을 대상으로 전세계를 지배하고 있는
불확실성의 원인과 이를 통해 예상되는 징후들을 파악하고 그에 대한 CEO들의 대응 방안 등을
알아보았다. 2019년 9월에서 10월 사이에 진행된 이번 설문조사는 특히 성장, 첨단기술에 대한 규제,
직원들의 디지털 역량 강화, 기후 변화에 대한 최고경영자들의 견해에 초점을 맞추었다.

2020, 네 가지 핵심 키워드
성장에 대한 視界를 가려버린
불확실성
사이버 공간에 세워지는 철벽 더 이상 미룰 수 없는 숙제,
기술 인재 확보 기후 변화, 위기 속에서 포착한
새로운 기회
지역과 산업 분야를 막론하고 대부분의 CEO들의
성장에 대한 대응책 마련은 불확실성에 발목이
잡힌 형국이었다. 지난 2년 동안 글로벌 GDP
성장률이 낮아질 것이라고 응답한 CEO의 수는
5%에서 53%로 10배 넘게 증가했다. 또한 자신이
운영하고 있는 기업의 향후 1년 매출 성장에 대해
확신하는 CEO의 비율도 거의 모든 지역에서
현저히 줄었다. 향후 3년에 대한 전망은 비교적
낙관적이었으나, 그 수준 역시 2009년 이후로
가장 낮은 편이었다. 과도한 규제가 CEO들의
고민 1순위였으나, 무역 분쟁, 기후 변화, 사이버
위협 이상으로 불확실한 경제 전망이 새로운
고민거리로 떠오르고 있었다. 불확실성에서 기인한
미지의 위협 요소들이 CEO들의 경영 시계를
가리고 있는 것이 확실했다.
전세계를 연결하고 동시에 정보의 보고인
인터넷도 의도치 않았던 위험한 결과들을
마주하게 됐다. 이로 인해 대다수의 CEO들이
온라인 컨텐츠, 데이터 보안, 유수의 첨단 기술
플랫폼들에 대해 규제가 강화될 것이라고
전망했다. 모든 것을 아우르고, 모든 것을 알고
있는 지배적인 플랫폼으로서의 인터넷에 대해
반발이 점점 거세지면서 새로운 대안을 모색하는
움직임이 일어날 것으로 보인다. 글로벌 경제가
4차 산업혁명이 가져올 가능성을 깨닫게 될수록
이러한 이슈들에 대한 더 많은 협의와 논의가
필요한 시점이다.
기술 역량 강화와 경제에 대한 낙관, 매출 성장에
대한 확신은 서로 상관관계에 놓여있다. 더욱이
기술 역량 강화가 가져올 무한한 가능성을
인정하고 기술력 강화에 집중한 CEO들은 더
강력한 기업 문화, 더 큰 혁신, 더 높은 인력
생산성과 같은 긍정적인 결과들을 이미 실현하고
있었다. 임직원들의 기술력 강화를 이미 많이
진행한 기업의 CEO들은 기술 인력의 이탈을
방지하는 것이 가장 큰 숙제라고 답했으며, 이제
시작 단계에 있는 CEO들은 동기 부여와 적합한
기술 인력의 부족을 가장 큰 장애물로 꼽았다.
한가지 분명한 현실은 자동화 기술의 확대,
인구학적 변화, 새로운 규제 등이 앞으로 기업이
꼭 필요한 유능한 기술 인력을 채용해서 기술의
변화 속도를 따라가는 것을 더욱 어렵게 만들
것이라는 사실이다. CEO들이 지금 해야할 일은
내부에서 기술 인력을 양성해내는 것이다.
대세는 기후 변화였다. 전세계의 기업들이
기후 변화로 인한 위기 뿐 아니라, 이를 통해
생겨날 수 있는 사업의 기회를 인식하기 시작했다.
10년 전과 비교했을 때, 많은 CEO들이 기업
이미지 제고, 신상품 개발과 새로운 서비스 기회,
정부와 금융기관이 주는 인센티브 등 ‘그린 정책’이
주는 이점에 공감하고 있었다. 지역에 따른 CEO
들의 견해 차이를 살펴보는 것도 의미가 있는데,
서유럽과 아시아태평양 지역의 CEO들은 그린
경제로 나아가는 과정에 대한 부정적인 견해가
크지 않고 당연하다고 받아들이는 반면, 중동
지역의 CEO들은 상대적으로 저 탄소 정책에
기인한 변화를 평가하는데 있어 뒤쳐져 있었다.

올 한해 경제 성장률 하락을 전망했다. 향후 1년
동안의 글로벌 경제 전망을 묻는 질문에 2018년
에는 5%, 2019년에는 29%의 CEO들이 성장
하락을 예상한 것에 비하면 기록적인 수치이다.
반면, 글로벌 경제가 성장할 것이라고 예상한
CEO는 2019년 42%에서 22%로 크게 감소했다.

과 중동 지역(57%)에서 글로벌 경제 성장에 대한
CEO들의 비관론이 두드러진 것으로 나타났다.
이 같은 결과에 대해 PwC 밥 모리츠 회장은
“무역 분쟁, 지정학적 이슈, 기후 변화 대응 방안에
대한 합의의 부재 등 불확실성이 여전히 남아
있다는 점을 감안했을 때, CEO들이 보인 글로벌
경제 성장에 대한 신뢰 하락은 크게 놀라운 일이
아니다”라고 전제하며, “다만 그 규모와 일부에서
보이는 급격한 진행 속도가 바로 새로운 문제”라는
의견과 함께 “다보스 포럼에 모인 글로벌 리더들이
어떻게 이를 함께 해결할 것인가가 주요 이슈가
될 것”이라고 말했다.
또한 “비관론이 팽배한 가운데에서도 실질적인
기회는 존재한다는 점은 긍정적인 부분이다.
변화에 빠르게 대응하는 경영 전략을 바탕으로
이해관계자들의 기대치에 부응하는데 집중하고
지난 10여 년 간 어려운 환경 속에서 쌓아온
경험들을 녹여낸다면, 비즈니스 리더들은 경기
침체를 극복할 수 있을 것”이라고 덧붙였다.

CEO들, 자사의 매출 성장에
대해서도 비관적 전망
CEO들의 비관적인 분위기는 자사 비즈니스
전망에서도 이어졌다. 향후 1년간 자사의 매출
성장에 대해 “매우 확신한다”고 응답한 CEO는
지난해 35%에서 27%로 하락해 2009년 이후
최저치를 보였다.
CEO들의 자사 비즈니스에 대한 성장 전망은
전 세계에 걸쳐 전반적으로 하향했으나, 그 수치는
지역에 따라 조금씩 차이를 보였다. 중국과 인도의
경우 각각 45%와 40%로 상대적으로 성장에
자신감을 보인 반면, 미국은 36%, 캐나다 27%
에 그쳤으며, 유럽 지역은 글로벌 평균 보다 낮은
영국 26%, 독일 20%, 프랑스 18%만이 성장을
확신했다. 일본의 경우 올 한해 매출 성장에 대해
11%만이 확신한다고 답해 주요 경제국 가운데
수치가 가장 낮았다.

매출 성장에 대한 CEO들의 확신은 글로벌 경제
성장의 예측 변수인 것으로 증명됐다. 2008년
이후 CEO의 답변을 분석한 결과, 향후 1년간
자사의 매출 성장에 대한 CEO의 전망과 글로벌
경제의 실제 성장률과의 상관관계는 매우 컸다.
이 같은 상관관계가 올 한해에도 이어진다면,
지난해 10월 국제통화기금(IMF)이 하향조정한
2020년 글로벌 경제 성장률 전망치인 3.4%대를
비롯한 다수의 전망보다 더 낮은 2.4%대로 둔화될
수 있다.

미·중 무역 갈등으로 인한 기업의
해외 진출 지형도 변화
기업의 해외 투자 전략에서 미국이 기업의 성장에
있어 가장 중요한 시장이라 답한 CEO는 30%에
달해, 29%인 중국보다 1% 앞서 선두를 유지하며
여전히 미국 시장에 대한 선호도가 높은 것으로
나타났다. 그러나 계속되는 무역 분쟁과 정치적
긴장으로 인해 중국 CEO들의 미국 시장에
대한 선호도는 급격히 하락했다. 2018년에는
중국 CEO의 59%가 미국을 3대 주요 시장 중
하나라고 꼽았던 것과 다르게, 2020년에는
11%로 급감했다. 이와 달리 호주는 2년 전
투자대상국으로 9%에 불과했던 중국 CEO의
선호도가 45%로 급상승했다.
미국과 중국에 이어, 지난해와 동일하게 독일이
13%, 인도, 영국이 각각 9%를 차지하며 성장을
위한 유망 투자국 상위 5개 국가의 명단에
올랐다. 영국의 경우 브렉시트가 만든 불확실성을
감안했을 때, 기대 이상의 결과라고 볼 수 있다.
호주의 경우 중국 CEO들의 선호를 받아 6위를
차지했다.

CEO들 불확실한 경제성장에 대한

지난해 조직의 성장을 위협하는 요인들을 묻는
질문에 ‘불확실한 경제 성장’이 12위에 위치해,
CEO들의 주요 관심사에서 벗어나 있었다. 그러나

전 세계 CEO들은 과잉 규제에 대해 분명한 우려를
표하며, 동시에 기술 분야에서도 상당한 규제
변화를 예상했다. 설문에 참여한 전 세계 CEO들
가운데 3분의 2가 넘는 수가 정부가 인터넷과 소셜
미디어의 콘텐츠를 규제하고 시장에서 독점적인
지위에 있는 기업들에 대한 새로운 법안을 도입할
것이라고 믿고 있었다. 또한 과반수의 CEO(51%)
는 정부가 민간 부문이 수집한 개인 정보에 대해
개개인에게 재정적으로 보상할 것을 더욱 강요할

산업혁명 시대 CEO들의 여전한 난제
여전히 기업 내 핵심 기술의 부족이 CEO들의 주요
고민거리인 가운데, 임직원들에 대한 재교육과
역량 강화가 기술 격차를 해소하는 최선의 방법
이라는 데 동의하면서도 단지 18%의 CEO들만이
디지털 역량 강화 프로그램을 개발하는 데 “주요한
진전을 보였다”고 답했다. 핵심 역량을 갖춘 인재
양성의 필요성은 CEO 뿐만 아니라 임직원들도
동일하게 느끼는 문제이다. PwC가 별도로 실시한
조사에 따르면, 2만 2천여 명의 근로자 가운데
77%가 새로운 기술을 배우거나 재교육을 받기
원한다고 했으나, 33%만이 이 같은 디지털 기술을
개발할 기회를 얻었다고 답했다.
밥 모리츠 회장은 “임직원들의 디지털 역량개발은
이번 다보스에서 논의될 주요 이슈 중 하나이며,
기업 리더들, 교육가들, 정부, 시민 사회는
사람들이 의미 있고 보람 있는 일에 생산적으로
종사할 수 있도록 협력해야 한다”고 말하며 “비록
미래에 대한 두려움을 가지고 있을지 모르지만,
사람들은 배우고 발전하기를 원하며, 신뢰할 수
있는 길을 보여주는 리더를 찾고 있다”며 CEO

기후 변화 - 위기인가 기회인가
기후 변화 이슈가 CEO들에게 비즈니스 성장을
위협하는 중대 요인으로 여겨지지는 않지만,
탄소 배출량을 줄이기 위한 조치를 취함으로써
얻는 이익에 대해 점점 더 높이 평가하는 것으로
나타났다. 지난 10년 전과 비교했을 때, 기후 변화
이니셔티브에 대한 투자가 기업의 평판을 높일
것이라는 데 “매우 동의한다”고 답한 비율이 두배
(2020년 30%, 2010년 16%) 가까이 늘어났다.
기후 변화 이니셔티브를 통해 새로운 제품과
서비스를 창출 할 것이라고 답한 CEO는 25%로,
2010년 13%에서 증가했다.
한편, 기후 변화에 따른 제품 및 서비스 기회의
확대에 대해 미국과 영국의 CEO들의 견해는 크게
변화를 보이지 않았으나, 중국에서는 지난 10년간
극적인 변화를 보였다. 2010년에는 중국 CEO 중
2%만이 기후 변화가 비즈니스 기회로 이어진다고
답한 반면 2020년에는 47%까지 급상승 하여,
설문에 포함된 국가 가운데 가장 큰 수치 변화를
보였다. 그러나 이러한 비즈니스 기회가 장기적인
성공 사례로 이어지려면, 기후 변화의 원칙이
기업의 공급망과 고객 경험 전반에 걸쳐 적절하게
반영되어야 할 것으로 나타났다.

PwC는 2019년 9월과 10월에 걸쳐 83개국 1,581명의 CEO와 인터뷰를 진행했습니다. 설문 과정에서 모든 지역의
CEO의 견해가 공정하게 담길 수 있도록 개별 국가의 GDP에 가중치를 부여했습니다. 인터뷰의 7%는 전화, 88%는
온라인, 5%는 우편 또는 대면으로 진행되었습니다. 모든 정량 조사는 익명을 전제로 진행됐습니다. 인터뷰 대상 기업의
46%가 10억 달러 이상의 매출을 올렸으며, 35%는 1억 달러~10억 달러, 15%는 1억 달러 이하의 매출을 올렸습니다.
응답자의 55%는 민간 소유의 기업입니다.
