Federal Customs Service in 2014
In 2014, revenues administered by the FederalCustoms Service brought to the Federal Budget of theRussian Federation 7100.6 billion rubles, which is 8.1% higherthan the indicator of the same period in the last year.
This was possible due to constant work onimprovement of the levying customs payments, developmentof information technologies, optimization of risk managementsystem, and post-audit arrangements combined withenforcement activities.

PRELIMINARY INFORMINGOF CUSTOMS AUTHORITIES
ELECTRONIC DECLARING OF GOODS(SUBMISSION OF INFORMATIONVIA THE INTERNET)
REMOTE RELEASE OF GOODS
The Federal Customs Service and “Russian Rail Ways, Plc.” are actively coordinating their efforts tointroduce obligatory advance informing on goods imported to the Customs Union by rail transport. Starting October 1,2014, an obligatory pre-arrival informing procedure in respect to goods imported to the Customs Union by rail transportwas introduced.
Introduction of obligatory pre-arrival informing on goods imported to the Customs Union by road transportalready brought positive effect to expedite customs procedures in interests of traders. As a result, average time ofcustoms formalities in road cross border customs checkpoints reduced to 45 minutes.
The Federal Customs Service conducts its activity in efforts to introduce obligatory pre-arrival informing ongoods imported to the Customs Union by sea transport as well.

Interagency cooperation
The Federal Customs Service of Russia reduces the number of documents required for theDeclaration of goods by implementing innovative technological solutions - technological maps of interagencycooperation.
FCS of Russia has developed 45 maps that provide electronic information exchange with 32 stateagencies, and the Trade-industrial chamber of the Russian Federation.

Pre-arrival informing procedure
The presence of prior information allows customs authority to take decisions on the documentarycontrol of the vessel, unloading (prohibition of discharge) of goods before arrival of the vessel to identify the goodssubject to sanitary-quarantine, quarantine phytosanitary control and veterinary supervision, to identify the goodssubject to customs inspection using mobile inspection systems and radiation monitoring, as well as to inform theoperator of the marine terminal on the necessity of placing containers with the goods at the place of customs control.

The improvement of the procedure for payment
FCS of Russia has conducted extensive work on the improvement of orders of payment and control overthe payment of customs duties. Successfully is being used technology such as the payment of customs duties withcustom payment cards, remote payment, allowing payment of customs payments in real-time. This made it possible tosignificantly reduce the time of customs operations, as well as to issue the goods until actual receipt of funds onaccount of customs authorities.
In fact, we have created the conditions under which the business has no need to advance customspayments. Information about the payment and the transfer of funds is supplied to the customs authorities in electronicform in 2 hours.

System of categorizing companies
In 2014, the FCS of Russia continued to introduce a complex of arrangements aimed at supportingforeign economic activity run by diligent (bona fide) companies, improving the investment climate, enhancingeffectiveness of customs control with application of risk management system.
Such approach brought a system of categorizing participants of foreign economic activity for risktargeting purposes, which would allow treating those participants as a low-risk category with aim to minimize risks andreduce a degree of customs control.

The Eurasian Economic Union
On December 23, 2014, the Treaty between the Eurasian Economic Union and the Kyrgyz Republic,concerning this country's accession into the EEU was signed.
The Eurasian Economic Union (EEU) is a political and economic union of Armenia, Belarus, Kazakhstan,and Russia. The Union officially went into effect on January 1, 2015.
The Eurasian Economic Union would reorganize the Eurasian Customs Union and create a singleeconomic market of five countries.
